Ban on smoking goes up in flames
Jammu, May 20 The teams are targeting bus stands, railway station and major markets for securing compliance of Section 4 of the Cigarette and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Supply and Distribution) Act, 2003. “Despite a ban on smoking in public places, the violation is rampant in many parts of the city with tea stalls and dhabas near educational institutions providing space for it and students in groups can be seen smoking cigarettes there,” said Surinder Krishan, a government employee. Vendors selling tobacco products outside hospitals and educational institutions is a common sight and authorities tend to overlook. People can be seen buying cigarettes from these outlets and smoking in prohibited areas, including hospitals. Drug Controller Satish Gupta said, “We have been conducting routine checks and fines have been imposed. But cooperation from general public and awareness is the only way to check the violation.” Gupta said unless the citizens follow rules, the ban can’t be enforced fully against the use of drugs and smoking in public places. “The organisation has also decided to create awareness among the people about the need of adhering to the rules of the Act.” The nationwide ban on smoking at public places was imposed in October 2008 under the provision of the Cigarette and Other Tobacco Products Act. Later in 2009, the state government asked the local bodies to strictly monitor the ban and take action against the defaulters. The ban restricts sale of tobacco products to people below 18 years of age. It also prohibits sale of tobacco products within 100 yards of educational institutions and it is mandatory for shops selling these products to properly display warning against the hazards of smoking. |

SDP seeks better living conditions for Jagti residents
Jammu, May 20 While addressing a press conference here, Dr Darakhshan said
from the day one of occupying these quarters by the displaced community, which were provided to them under the
Prime Minister’s Special Package, the process of repair of houses has begun as the material used in the construction of this township was
very poor. She added that in the name of rehabilitation of these migrant Kashmiris, the agencies with the help of the state government have indulged in
money minting and despite the hue and cry from the occupants of this township, no action has been taken by the government. “The condition of residents of Jagti Township is very poor. For days
together, it remains in the dark in the absence of electricity supply and with the rise in temperature, the people are suffering a lot of inconvenience,”
she said. She also demanded that the remaining posts in government jobs under the Prime Minister’s Package be provided
to the community soon without any further delay. She said the unemployed educated youth of
the community were ready to go to Kashmir to serve their motherland. |

JK Democratic Front ropes in BJP leaders to strengthen base
Jammu, May 20 As the state unit of BJP has failed to highlight some issues related to Jammu, the JKDF has decided to take up the virtually “dead” Dogra certificate issue to adopt more aggressive approach. During its one-day youth convention, JKDF today vowed to take up the Dogra certificate issue to capitalise on the brewing resentment among the people over the decision of the state government to stop issuing Dogra certificate. Earlier, the BJP had discussed the issue but the party has failed to take this issue to the logical end. The residents of the region said Dogra certificate should be issued to them as they belong to the ethnic Dogra community. As BJP has many Dogra followers, JKDF has decided to shake the strong holds of BJP. Similarly, in today’s convention, the party also decided to highlight the issue of discrimination with the Jammu. Sharing the vision of the JKDF with youth, chairman of JKDF Anil Gupta said the reason for the formation of the front was to fight against the indiscrimination and injustice in
the state. He said the only purpose of JKDF was to work for equal development of all parts of the state. “For the past many years, the various governments in the state have been unable to work according to the wishes and aspirations of the people. It is for this reasonthat the youth of the state are having a sense of discrimination and alienation among themselves,” he said. He said, “The people of the state feel cheated by these parties which have been unable to raise their justified demands at the state and national level”. He claimed that the JKDF was formed to fight against the double standards of the national parties and discriminating policies of the state parties. |

No police case registered in Dhadkai village since 1947
Batote, May 20 “No case has been registered from this village either in court or police station. As per my knowledge, there has not been any legal or police case since 1947. Even during the peak days of militancy, no person from my village was ever involved in any anti-national or anti-social activity. Moreover, nobody in Dhadkai has addiction for any kind of intoxicant, be it a cigarette, chewable tobacco, alcohol etc. I have also put a fine of Rs 500 if anybody would be found involved in any sort of addiction, be it villagers or outsiders,” said Mohd Hanief Choudhry, Sarpanch, Dhadkai village. Dhadkai is a sleepy village perched on a steep hilly slope, which can be accessed through a 4km long treacherous bridle path from Gandoh tehsil headquarter, situated 66 Km from Doda. Don’t affiliate with religion, caste or creed, young writers advised
Jammu, May 20 Hussain, who was the chief guest, was addressing the inaugural session of a day-long seminar on “Young Writing in
Dogri” organised by the Dogri Sanstha, Jammu, here. The Director, Doordarshan Kendra, Jammu, Shabbir
Mujahid, presided over the seminar in which a large number of prominent writers and intellectuals participated. He pointed out that the young writers should conduct a research on the subject about which they wanted to write. “Whenever a person writes, the reader should feel that it (writing) is directly related to his day-to-day life. The young writers should think, read extensively and conduct a research about the subject they want to write. Thorough and precise reading are pre-requisites for a good writing,” he said. He observed that such seminars not only bring to the fore significant works being done by the young writers but also inspire the young writers to use their talent in a more meaningful and focused manner. He also suggested that the Dogri Sanstha and cultural academy should strive to hold workshops for young writers on different genres and aspects of literature. In his presidential address, Shabbir Mujahid suggested that the young writers should come out with some research papers. “The young writers should keep pace with the changing trend in society. They should focus on new themes like migration of people, present scenario in the state and human rights violations,” he said. Jammu, May 20 Raman Sharma, a Jammu-based RTI activist, has urged the Chief Minister to direct the General Administration Department (GAD) to issue a circular restricting all the ministers, officers and
departments from using the use “darbar” for their “public meeting”. “The word is a shadow of monarchy. We are a democratic country and state. The people of the country, particularly of Jammu and Kashmir, have negated the idea of monarchy some 60 years ago and chose a democratic setup. Unfortunately even today after more than six decades, the shadow of monarch system appears to be existed in the mindset of our ministers and bureaucrats,” Sharma said in his appeal
through the Chief Minister’s grievance cell (jkgrievance.nic.in). He further said nowadays the word “darbar” was
in vogue in official press releases. “Junior officers are blatantly using this word to appease ministers and senior officers. Right from the public meetings of Cabinet ministers to the rank of SDM, all officers - irrespective of their file and rank - are using the word ‘darbar’. The word ‘darbar’ be replaced with ‘public meeting’,” Sharma said. The RTI activist said: “Being a citizen of this democratic republic country and state, I feel and find this word objectionable and it sounds like that we citizens are the subject and these officers and ministers are our masters. It is against the values and principles of democratic establishment of equality”. |
