Cop held for raping daughter

A police constable was arrested yesterday for allegedly raping his 13-year-old step-daughter in Poonch district. Police sources said the constable, Mohammad Tahir, had allegedly raped his step-daughter at his residential quarters in Poonch on May 6 when his wife had gone to Rajouri district for some work on Sunday night.

Panthers’ MLA invited for conference in Brussels

Panthers Party MLA and former Education Minister Harsh Dev Singh has been invited to attend an international conference in Brussels, Belgium, from June 25 to 28. The invitation has been extended by the Fredrich Nauman Foundation (FNF) in association with Germany’s Free Liberal Party (FLP), which is currently a part of the coalition government in Germany.

Railway station lacks basic facilities

The Jammu railway station, which is considered one of the busiest railway stations of the country and witnesses around 50,000 passengers everyday, presents a dirty picture. The station, which receives passengers mostly heading towards Vaishno Devi shrine, lacks basic facilities.

With just three platforms, it lacks most of the basic amenities. The station does not have sufficient benches for the passengers to rest at the platforms.

RN Meena, Divisional Traffic Manager, Jammu, while talking to The Tribune said, “Well, the expansion project can solve all problems but it cannot start overnight. We are thinking over it but it may take some time”.

“The Railways has got the approval for a multiplex project. It will start by next month. There was a stay on the project by the SRTC but now it has been approved and the multiplex building will provide all the world-class facilities to the passengers visiting here”.

Jammu witnesses around 1 crore passengers every year and most of the passengers enter the city through the Jammu railway station but lack of development here has affected the facilities being provided here.

“There is no bench at the railway station for the passengers, neither is there any good place where one can rest. It is one of the important railway stations in the northern region as the Vaishno Devi shrine draws lakhs of tourists every month but there is nothing here that welcomes us towards this place”, said Sharadh, a tourist.

Raghav Sharma, a frequent traveller, said though the station is critical, there is no special arrangement for its security. “There is no checking of platform tickets. Anybody can enter the station and nobody will ask you the reason why you are standing here. Even beggars can be seen on the platforms”, he added.

JU goes tough on ragging
 Seeks undertaking from teachers, staff to report instances

The Jammu University authorities seem to have rolled up their sleeves to curb the menace of ragging on the campus, ahead of the new academic session.

The university has asked its employees, including teaching and non-teaching members of staff, contract labour employed on the campus either for running canteen or for cleaning or maintenance of the buildings and lawns, to give an undertaking that they will report any instance of ragging that comes to their notice promptly to the authorities. “The Department of Student Welfare has issued a circular asking all employees, including teachers, canteen owners and contract labourers, to submit an undertaking that they will immediately report any case of ragging, which comes to their notice, by May 15,” a senior official of the department told The Tribune.

The official said the circular was issued in compliance with the University Grant Commission (UGC) guidelines on curbing the menace of ragging in higher educational institutions, 2009.

“Though the university has seldom witnessed any serious incident of ragging on the campus in the recent past, we don’t want to take any chances. The faculty members and other staff employed on the campus are bound to submit the undertaking and if they don’t comply with the directive, the issue will be taken up with the Vice-Chancellor,” the official said.

The official said the university had also decided to issue certificates of appreciation to those members of staff who reported any instances of ragging to the authorities. These will form part of their service record.

Sources said the university has also directed the head of departments on the campus to constitute anti-ragging departmental action committees, comprising scholars, besides anti-ragging squads, to keep a close vigil on the menace.

“A high-level committee, including members of NGOs, student representatives, scholars, teachers and members of non-teaching staff and parents of students, has also been constituted to take action against those indulging in any kind of harassment to freshers on the campus,” a source said.

Officials in the Department of Student Welfare said they had started distributing pamphlets among the students, scholars and visitors, carrying “vital information” on ragging.

“It has been mentioned in the pamphlets that the university can file an FIR with the police and local authorities under the appropriate penal provisions against those who indulge in any form of ragging,” they said.

They added that they had also provided the mobile numbers of senior university professors and officers who could be contacted by the students in case of ragging.

Propagating Tagore’s ideas through theatre
 Natrang to stage plays in each district of Jammu province

To commemorate the 150th birth anniversary of Rabindranath Tagore and propagate his reformist ideas relevant to women and youth, theatre group Natrang staged a Dogri play ‘Suno Tagore Di’ and a Hindi play ‘Parvaaz’ at the Tourist Bungalow in Ramban today on the first leg of its awakening campaign in each of the 10 districts headquarters of Jammu province.

Both the plays are written, directed and produced by Balwant Thakur and staged by senior artistes of his 22-member troupe. This project is approved by the North Zone Tagore Commemoration Committee (NZTCC), Chandigarh, constituted by the Ministry of Culture, Government of India, under the Tagore Commemoration Grant Scheme (TCGS).

The J&K Police and Department of Tourism also supported Natrang in this campaign. The plays enthralled the audience, which mainly comprised youth. The chief guest on the occasion was ASP Ajeetha Begum Sultan.

“Given the decreasing sex ratio and condition of girls in our society, I want to convey through this play views of Tagore regarding the education, emancipation, uplift and empowerment of women expressed by him in his writings and plays. Tagore had written extensively on women’s plight and wanted to reform the society so that women could be treated at par with men. This hour-long play is written after reading about 100 stories of Tagore, particularly Gitanjali, Punishment and Chitranga,” said Balwant Thakur.

The play, ‘Parvaaz’, was also staged to reform the perverted youth and wean them away from addictions, immoral and anti-social activities.

“Since drama is the most effective medium to convey any message to the society, I hope my message will reach villages and backward areas of J&K through each member of this audience besides print and electronic media. There is a strong need to bring awakening among the youth,” he added.

These plays will be staged at Doda, Kishtwar, Jammu, Katra, Udhampur, Samba, Kathua, Rajouri and Poonch on May 12, 13, 16, 17, 18, 19, 20, 26 and 27, respectively.

North Zone softball players win laurels

Three softball players from the state - Rohit Jamwal, Neeraj Singh and Anil Choudhary - represented the North Zone Softball team that lifted the 3rd Inter-Zonal National Softball Championship (boys and girls) at Panaji, Goa, from May 4 to 6.

All 13 players were part of the North Zone team that defeated West Zone 3-0 in the summit showdown to clinch the title.

The J&K Softball Association secretary has lauded the efforts of the players.

Miscreants assault tourist girls, 1 held

The local police has arrested a person for allegedly assaulting some girls at Lakhanpur recently. As per reports, five youths physically attacked some girls at night in Lakhanpur when they came out of their buses at about 12:30 am.

The girls of the Army Public School Rudki, Haridwar, had come on a tour of the state and were on their way back home. They reached at Lakhanpur late night when some miscreants assaulted them and injured them when they went to washroom.

The victims started crying for help, which led to a fight between the assaulters and the rescuers.

After sometime, the police reached the spot and arrested one of the attackers, who was identified as Ravinder Singh, a resident of Karoli Pathankot. During interrogation he revealed the names of the other assaulters, which included Vishal Sharma, Ankush alias Shalu both the residents of ward No 9, Kathua, Varinder Singh Chib, Dalbir Singh resident of Barwal and Gurpreet alias Rubal of ward No 7.

The police has registered a under Sections 294, 323, 147, 148 and 427. The police has started manhunt to nab the other accused.

‘Udaan’ fails to take off in university
 No big corporate has turned up for campus recruitment since March

The project ‘Udaan’ undertaken by the state government and Jammu University, in collaboration with the National Skill Development Corporation (NSDC), was an initiative to mobilise the employment opportunities for the youth in the state. But, except for the visit from TCS company in March, no other corporate had shown interest in the recruitment this year. This has casted a shadow on UDAAN, which claimed to maximise the students’ chances at getting a lucrative job with the biggest corporates, who till date never conducted recruitments in Jammu.

An ambitious project aiming to reach out 40,000 students in five years, it seems that it may need more time to take off and garner the response from various companies to recruit students.

“We were expecting other IT companies to get in touch with the University for recruitment of the final year students. They were preparing for the campus recruitment but except for TCS no other company has shown interest. Even TCS did not take students in bulk but we are hoping for a better response next year,” said Prof Devanand, former Head of IT department.

The executives of UDAAN are hopeful that their partnership with the reputed companies like Wipro, Godrej, Infosys, Yes Bank, HCL, Future groups and others, will help in increasing the number of recruitments. But, the students are sceptical of the same.

Atul Varma (name changed), a student of Business School of JU, stated, “With the final year coming to an end, I feel that the response we were getting under project UDAAN would not be sufficient to attract big names, yet I am hopeful that next year the students will see all the big corporates recruiting students.”

The Vice-Chancellor’s office is hopeful that the project will soon gather pace. It said, “Since this was the first year of its inception there were bound to be teething problems in the project. But our partnership with NSDC is proving fruitful as we are expecting more campus visits next year.” NSDC, on the other hand, is working hard to get all the corporates on the campus.

358 liquor bottles seized

The Kathua police seized liquor, being illegally transported from Punjab to J&K, at Sotra Chak village, tehsil Hirananga of Kathua district today.

Reports revealed that during the checking, at the village, intercepted a car TATA Indigo Manza without number. It was being driven by Madan Gopal of Taragarh, Gurdaspur, Punjab and his associate Munish Mahajan, Pathankot, which was on the way from Punjab to J&K.

The driver saw the police and managed to flee from the spot along with his associate. During the search of the vehicle, the police recovered a bag of 358 Bottles of 750ml.

The police have launched a search plan to nab the accused. An FIR 67/2012 under section 48A Excise Act has been registered at PS Rajbagh.

Bid to revive cadre morale
 BJP to organise orientation camps for workers

With the image of the BJP taking a hit due to infighting among its various factions, the party has decided to organise orientation camps for workers from all districts of the state to “educate” them about the ideology of the party.

Though the party leadership termed the decision to organise training camps a “landmark initiative”, sources in the party said the decision had been taken to boost the morale of the cadre, as the party leadership was finding it hard to infuse confidence into workers.

The cross-voting controversy of April, 2011, which had led to the expulsion of seven MLAs, had badly dented the image of the party leaders not only in the public but among the cadre as well.

“During the past one year, the BJP has been facing a crisis and the party has failed to mobilise people in its programme because the committed workers are not actively participating in such programmes”, insiders in the BJP said, adding that the party had decided to organise orientation 
programmes to revitalise the cadre.

The BJP, in a handout issued here, said for the first time in the history of the state, the BJP was organising a series of training-cum-orientation camps at block level, covering all districts within a period of next 20 days, to educate the grass-roots party workers about the history, ideology and future goals of the party in the country and the state.

The first inaugural camp in the series will be held in the Arnas area of Reasi district on May 11 and will be attended by Jitendra Singh, chief spokesman of the state BJP.

The camp is expected to be attended by over 50 prominent grass-roots party activists.

Yudhvir Sethi, convener of the orientation camps, said the aim of the camps was to educate the activists about the ideology of the party.

The subjects on which lectures and discussions would be held include “history and growth of the BJP over the years, vision and ideology of the party and the Sangh Parivar, landmarks in the past decades, future challenges and election strategies”.

Cramps in state body set to hurt gymnasts

With the J&K State Sports Council still struggling to provide necessary sports infrastructure to the state sportspersons, the alleged ongoing infighting within the J&K Gymnastics Association has made the situation even worse.

If the present scenario persists, it may jeopardise the preparations of the state gymnasts for the forthcoming National Games and other national and international championships.

According to sources, two parallel associations - J&K Gymnastics Association and Amateur Gymnastics Association of J&K - existed before the J&K Gymnastics Association got affiliated with the J&K Olympic Council.

In order to arrive at a consensus, the J&K State Sports Council convened a meeting to find out a possible solution. The office-bearers of both associations unanimously agreed to run a single association under the banner “J&K Gymnastics Association”. Rafiq Sadiq was elected president, while DD Mehta became its general secretary.

After Mehta’s demise, the association elected Ajit Singh Wazir as its general secretary.

“In 2008, Rafiq Sadiq passed away and the association, in order to run its affairs, elected senior vice-president SA Hameed as its working president till the conduct of fresh elections,” an official claimed.

A meeting of the general council of the association was held on September 18, 2009 at Polo Ground, Srinagar. OP Ranot, joint secretary, Gymnastics Federation of India, was deputed as the observer by the federation for the elections, which were held the same day.

Sheikh Fazal Ahmad, former secretary, J&K State Sports Council, was elected president of the association, while SA Hameed secured the post of senior vice-president.

Ajit Singh Wazir was elected general secretary, while Som Raj Gupta became treasurer. Also, Ajay Gandotra and Gulzar Ahmad were elected vice-presidents, while Harvinder Singh and Zahoor Ahmad got the posts of joint secretary.

“Before the conduct of the elections in 2009, working president SA Hameed had asked Anil Khajuria, treasurer, to get the accounts audited but after serving several reminders, Anil could not accomplish the assignment,” the official claimed.

“Hameed then nominated Som Raj Gupta as the new treasurer to get the accounts audited for its submission to the J&K State Sports Council. This, however, triggered an open revolt from some of the office-bearers within the association.”

Kiran Wattal, secretary, J&K State Sports Council, told The Tribune that in spite of the controversy surrounding the J&K Gymnastics Association, the sport would not be allowed to suffer.

“The elections held in 2009 at Polo Ground in Srinagar were not valid because there was no observer from the J&K State Sports Council to supervise them,” said Wattal.

“Nobody will be allowed by the Sports Council to dictate terms, no matter what association they represent,” he said.

“There is a set procedure and the office-bearers of all associations have to follow it,” he said.

“We are aware of the necessities of the gymnasts of our state and we are doing our best to provide them with adequate infrastructure,” he added.

KCC clinch Ashok Sodhi Cricket Tourney

The Kashmir Cricket Club (KCC) produced a flawless performance just when it needed most to clinch the Ashok Sodhi Memorial Cricket Tournament played at Parade Ground here. In the final played today, KCC got the better of Cantt Cricket Club (CCC) by 69 runs with ease.

KCC won the crucial toss and decided to bat first. They accumulated challenging 153 runs for the loss of four wickets. Parvez Rasool played a crafty knock of 45 runs off just 31 balls. He was ably supported by Shabaz with a breezy 43. Puneet also chipped in with a handy 31 runs. For CCC, Umesh and Khushwant grabbed three and two wickets, respectively.

In reply, CCC got off to a disastrous start losing quick wickets. The whole team scuttled out for paltry 84 runs in 17.2 overs. Vijay Dogra was the top scorer with a gutsy 36 while the remaining batsmen cut a sorry figure. For KCC, Kuldeep was the pick of the bowlers with a three-wicket haul whereas Rohit and Parvez Rasool scalped two wickets each. Parvez was adjudged the man of the match. Minister for Youth Services and Sports, RS Chib, who was the chief guest on the occasion, gave away trophies to winner and runners-up teams.

Mantaqi Sports lift T20 tournament

Mantaqi Sports, Awantipora, clinched Shah-I-Hamdan T-20 Cricket tournament by defeating Rather XI by 61 runs yesterday. Minister for Youth Services and Sports RS Chib was the chief guest on the occasion. MLA Mushtaq Ahmad Shah was also present.

The minister said the state had a huge potential in cricket and there was a need to explore it in a better way. He further said the potential of youth in sports should be given a proper shape so that they could bring more laurels. He added that the state government was making efforts to develop the sports infrastructure. Chib said the playfields would be developed at block and panchayat levels under PYKKA for the promotion of sports in the rural areas. He announced Rs 15 lakh for the development of a local sports stadium. He further said additional funds would be allocated for improvement. He directed the district administration to sort out the bottlenecks in the development of the stadium.

He presented trophies, medals and cash prizes of Rs. 75,000 and Rs. 32,000 to winner and runners-up teams, respectively. He also handed over Rs 15,000 to the man of the series and Rs 7,000 to the man of the match.

Jaipal Singh, Director, Youth Services and Sports, Director, S C Sawhney, Technical Education, Secretary, Kiran Wattal, J&K State Sports Council, Vijay Kumar, Deputy Inspector General of Police, South Range and other senior officers, were present on the occasion.

High School, Doongi, notched a thumping win over High School, Bagha, to claim the U-14 girls’ volleyball title in the ongoing Zonal-Level Inter-School Tournament of Doongi Zone at High School, Doongi, here.

In kabaddi (boys), HS Dalogra trounced MS Chityar, while in kabaddi (girls), HS Doongi drubbed MS Chingus. HS Doongi also clinched the kho-kho boys’ title defeating HS Kellar comfortably.

In kho-kho girls final, MS Mehari toppled HS Doongi. Meanwhile, in Rajouri zone, the competition was held under the supervision of ZPEO Bharat Bhushan Sharma and under the chairmanship of Mohammad Ayaz Khan, DYSSO, Rajouri.

In the events held, MS Rajouri claimed the U-14 boys’ kabaddi title, while the girls’ title went to HS Ziairat Sharief.

The kho-kho boys’ title was bagged by HS Thandkassi, while in the girls’ section, MS Atti bagged the top honour.

MS Fatehpur claimed the U-14 boys’ volleyball title. The tournament, wherein about 200 boys and girls competed, was organised by the Department of Youth Services and Sports under the supervision of Joginder Kumar, zonal physical education officer, Doongi and KL Raina, lecturer in Physical Education.

Earlier, the competitions were inaugurated by chief guest BA Lodhi, headmaster.

Mohammad Munir Raja, Zonal Education Officer, Doongi, was the guest of honour on the occasion.

Cop held for raping daughter

A police constable was arrested yesterday for allegedly raping his 13-year-old step-daughter in Poonch district. Police sources said the constable, Mohammad Tahir, had allegedly raped his step-daughter at his residential quarters in Poonch on May 6 when his wife had gone to Rajouri district for some work on Sunday night.

The accused was arrested this morning from Mendhar. He was produced in the court of Chief Judicial Magistrate, which sent him to six-day police remand.

Special police officer Sunita Devi had married Tahir last year and was living with him along with her 13-year-old daughter and 8-year-old son.

Panthers Party MLA and former Education Minister Harsh Dev Singh has been invited to attend an international conference in Brussels, Belgium, from June 25 to 28. The invitation has been extended by the Fredrich Nauman Foundation (FNF) in association with Germany’s Free Liberal Party (FLP), which is currently a part of the coalition government in Germany.

The FLP presently holds five ministries, including foreign affairs, economy, justice, health and economic co-operation and development.

The FNF is organising the current programme in partnership with “Centre for Dialogue and Reconciliation” (CDR), which has been working towards building peace in Jammu and Kashmir.

The FNF, as part of the project, is sponsoring prominent personalities for the proposed programme in Brussels, the seat of Europium Union, to discuss the issue of “Managing Political Aspirations in Multi-Ethnic Polity”. — TNS

The movement termed the statement as unfortunate and put a question mark on the performance of the Health Minister and the UPA government for their helpless attitude towards threats in the health sector.

At a meeting, members of the movement said on the one hand the deteriorating healthcare condition of the country was being projected as one of the prime agendas of the government, on the other hand they had failed to check adulteration, manufacturing of sub-standard medicines, safe storage of foodgrains, excessive use of fertilisers and to stop manufacturing and sale of alcohol. — TNS
