With 36,068 students passing the examination, the overall pass percentage reached 49 per cent. Among the merit holders, the number of girls was almost equal to the boys in the three streams, including arts, science and commerce. The topper from arts stream scored more marks than the topper in science and other streams, although the arts stream is considered comparatively lesser scoring. Kiran Anand of Government Girls Higher Secondary School, Mubarak Mandi, and Rishabh Kaul of RS Jagriti Niketan Higher Secondary School, Kathua, shared first position in science stream with 485 marks (97 per cent) whereas Mimansha Choudhary of Government Girls Higher Secondary School, Mubarak Mandi, bagged first position in arts stream with 487 marks (97.4 per cent) and Rashpal Singh of Sri Guru Gobind Singh Public Higher Secondary School, Kunjawani, secured first position in commerce stream with 469 marks (93.8 per cent). Pallvi Anand of Government Girls Higher Secondary School, Mubarak Mandi, bagged first position in home science stream with 478 marks (95.6 per cent). Sharing her delight, Druvika Pandita of Kotwal Institute of Teaching, Talab Tillo, who secured fourth rank in science stream with 481 marks (96.2 per cent), told The Tribune she had secured the marks as per her expectations. “I was expecting a good score and I am happy that I got that. The credit for this goes to my parents and teachers, who were a big support in my preparations,” she said. On her subsequent plans, she said, “Though I have been appearing in both medical and non- medical entrance examinations, I would prefer to go for MBBS. I will appear in entrance examination of the All India Institute of Medical Sciences and JKCET. God forbid, if I could not crack medical entrance, I would go for engineering.” Shipaj Jain from the same institute, who secured 475 marks (95 per cent) in science stream said, “I was expecting my name in the merit list as I had worked very hard. I have also secured second position in physics and I would love to be an engineer. I have appeared in AIEEE examination and awaiting the results.” Asked about other options, she said, “I will not appear in JKCET and unfortunately I missed the Joint Entrance Examination of the IIT due to some reasons.” Shilpaj’s mother Tanya Jain said she was quite delighted over her daughter’s success and would always support her in all her plans. “We never pressurised her to take any stream. Her decisions are always independent and we respect as well as support that,” she added. Dr Javed Iqbal Khateeb, Joint Director, JKBOSE, said for the first time they had implemented a single paper scheme in the board examination in the Jammu division. “We have declared the result by working on war footing and the JKBOSE is committed to declare the results within shortest possible span so as to enable the students to fill the forms for their next courses,” he said. |

Financial irregularities
Jammu, May 7 Chief Minister Omar Abdullah had constituted a probe panel headed by Chief Secretary Madhav Lal to look into the allegations levelled by various student organisations, including Sangarsh and National Secular Forum. The organisations had demanded a high-level probe into favouritism and financial irregularities in the university. On April 23, the Governor, who chaired the 72nd meeting of the University Council at Raj Bhawan, had handed over the report to the Vice Chancellor with directions to take all remedial measures and action on the recommendations of the probe panel. He had also directed the Vice Chancellor to ensure that all the recommendations of the probe panel should be discussed with all the bodies concerned and implemented in letter and in spirit. Sources said the university had removed the Director, Directorate of Distance Education (DDE), Meenakshi Kilam, and shifted her to her previous posting as Director, Department of Internal Quality Assurance (DIQA) on April 25. “By doing so, the authorities tried to give an impression that they had initiated measures to comply with the directions. Since then, the authorities have turned silent and have been prolonging the issue. The authorities have again set up an internal inquiry committee to study the recommendations of the probe panel, leaving all the stakeholders guessing,” the sources added. The probe panel has pointed out gross violation of university rules, saying the University Statutes were amended a number of times during the tenure of a former Vice Chancellor to give undue favour to some “blue-eyed" persons. Sources said senior officers, including former Registrar PS Pathania, who is presently serving as Officer on Special Duty (OSD), were the beneficiaries and their names too figured among those who allegedly committed financial irregularities. “The beneficiaries are trying their best to prolong the issue and it is now the prerogative of the Vice Chancellor to restore the credibility of this prestigious institution,” said Mahesh Koul, president, Sangarsh, an organisation of students and scholars. Sangarsh had raised the issues like financial irregularities, backdoor appointments and “out-of-turn” promotions to some ‘favourites’ many a times. Koul said the Vice Chancellor should issue a statement to clear the air. “The Comptroller and Auditor General (CAG) report had vindicated our stand. All the charges against the beneficiaries who were involved in the misappropriation and financial irregularities had also been proved by the University Council. It is the right time for the Vice Chancellor and the Registrar to clear the university’s position (on what kind of action they will initiate),” he said.
