Death lurks on Kunjwani-Narwal highway
Jammu, May 15 The motorists and pedestrians say they are used to regular accidents because of “criminal negligence” on part of the administration. Adding to the woe of the local residents was the haphazard and wrong parking of heavy vehicles, including goods-laden trucks, on both sides of the stretch. The parking of trucks not only blocked the vision of motorists emerging from interior roads, but also made the stretch accident-prone. The entire stretch didn’t have even a single zebra crossing or stop line and pedestrians were found weaving their way around speeding vehicles to cross the highway. The stretch was poorly lit in the absence of high-mast lights along the road. “The authorities seem to have not learnt from the previous fatal road mishaps. Death lurks this stretch and we are used to frequent accidents on the road. With no check on the speed of vehicles, people drive recklessly especially at night. Motorists seldom follow the rules while driving,” said Subash Kumar, a resident of Channi locality. He said the authorities should take immediate measures to check the speed of vehicles on the stretch. “The authorities should place small rumble strips on both sides of the road, forcing the motorists to slow down,” Kumar asserted. A government employee blamed showroom and workshop owners along the highway for the prevailing chaos. “Showroom and workshop owners allow vehicles to park on interior roads linked to the stretch, causing frequent traffic snarl-ups. Besides, haphazard parking of trucks along the road blocks the vision of motorists emerging from such roads, leading to accidents,” he said. He added that the movement of cars and other vehicles from the wrong side also made the motorists and pedestrians more susceptible to fatal mishaps. “There is a complete chaos on the stretch. In the absence of traffic policemen, car owners generally move in the wrong direction, thereby increasing the chances of mishaps. Though five people lost their lives last year, the authorities are yet to take corrective measures,” he said. The Kunjwani-Narwal bypass highway was widened to four lanes to ease the nagging traffic problems in the city, but accidents have become a regular affair on the stretch. Trucks laden with goods generally block the view of vehicles coming from interior roads, resulting in major accidents. The road provides an alternative link to the Srinagar highway. J&K IGP (Traffic) Hemant Kumar Lohia said they were facing problems in removing parked trucks from the bypass road due to the road widening work on the main highway (Kunjwani-Satwari stretch). “The problem will continue till the widening work on the main highway is completed,” he said. Baghlihar-II: Public views sought for environmental clearance
Ramban, May 15 Sarpanches, panches and social activists of the area expressed their views on the environmental impact of the project due to the alleged disposal of silt in the Chenab and nearby fields, besides air and noise pollution because of blasting. They also complained of snapping of surface communication of many a villages because of the non-completion of a new bridge in place of the submerged old bridge and halting of two ropeway cable cars at Trungal and Marsu. Issues like non-payment of compensation for acquired land or damaged houses, failure to recruit locals for the project and lack of supply of 1 per cent power produced from the project to the local area for development, as promised by Prime Minister Dr Manmohan Singh during the commissioning of the stage-I of the project, were also raised. The area residents unanimously wanted the early completion of the stage-II of the project without causing any health hazards or damage to their properties and recruitment of local unemployed youth. “The authorities should have installed water and air pollution testing devices to check the extent of pollution in the area and held regular medical check-up camps in the area,” said Arun Singh Raju, president, District Youth Congress. Showkat Choudhry, Regional Director, pollution board, while underlining the significance of the event, assured the public that their views would be included in the official report to be sent to the Union Ministry of Environment to get a clearance for the stage-II of the project. Assistant Commissioner (Revenue) GS Thakur said out of Rs 29.36 crore received for compensation, Rs 27 crore had been spent on awarding compensation in 55 cases out of the 57 cases processed so far. The chief guest, Additional District Commissioner BA Khan, said a monitoring committee comprising officers of the departments concerned would be constituted to look into the grievances of the public. Narayan Mengi, Chief Engineer (Civil), Jammu and Kashmir State Power Development Corporation, said those who had complaints regarding compensation could contact him. Construction of modern abattoir hangs fire
Jammu, May 15 The JMC had issued a tender on April 4. It amended the tender notice yesterday and incorporated new terms and conditions for the construction of the slaughterhouse. The total project cost is Rs 20 crore. For the first phase, Rs 1.53 crore has been released by the Central government, while another Rs 1.50 crore has been released by the state government. However, the groundwork has not been started so far due to the delay in the issuance of tenders. Expressing displeasure at the attitude of the municipal corporation, an official said such changes created confusion among companies bidding for the project. “The corporation woke up from slumber after a month and decided to change some of the terms and conditions. Why did they wait for so long when most of the companies had already submitted their bids,” the official said. The shifting of primitive slaughterhouses from the residential areas to the outskirts of the city has faced years of delay. The project was first taken up around 30 years ago, but due to lack of funds it could not materialise. At present, slaughterhouses are being run from
residential areas of Dogra Hall and Gujjar Nagar. The two slaughterhouses, constructed in 1947 in these two residential colonies, cause a lot of inconvenience to the residents of these colonies. Even the residents of these colonies are eagerly awaiting the shifting of these slaughterhouses, as they were facing a serious health hazard. Ravi Kumar, a resident of Dogra Hall, said: “During the summer, the foul smell emanating from the slaughterhouse spreads everywhere, making the life miserable for us. It should be shifted immediately.” JMC Joint Commissioner Babu Ram said the corporation had made some amendments but it would not affect the project. “There are some minor changes in the tender. Many companies have stepped forward after the issuance of tender and we hope to start the work soon", he said. Deputy CM had ordered probe
The total cost of the project is Rs 20 crore. For the first phase, Rs 1.53 crore has been released by the Central government while another Rs 1.50 crore has been granted by the state government but so far the groundwork has not started mainly because the corporation delayed the issuance of tendern. |
