Anti-encroachment drive launched in Rohtak, 8 challaned
Rohtak, May 17 The police issued challans against eight shopkeepers recently for their failure to remove encroachments from the main road. It is for the first time in several years that the police challaned shopkeepers for displaying goods outside their shops. “We have challaned several shopkeepers and will take similar action against others in the coming days if they fail to pay heed to the appeal made to cooperate in the move to make the road free from encroachments,” said an official. He said the drive would continue till the problem is solved to some extent and the roads become ongestion-free. Admitting that the problem had been acute and could not be resolved without the support of the trading community, he said the teams of officials had been contacting the shopkeeper associations and had been seeking their cooperation before initiating penal action. Besides creating awareness, the police would also seek complaints from residents regarding other problems faced by them. “Political patronage could make the whole exercise futile as the officials have been forced to abandon such a move in the past also and the process of issuing challans against offenders could get dumped midway,” said Nitin Singh, a local resident. He asked the authorities to formulate and implement a long-term strategy to deal with day-to-day issues in an effective manner and not just provide stopgap arrangements.

Power From Poultry Waste
Jhajjar, May 17 He has saved about Rs 1 lakh per month by running his 65 KVA (50KW) biogas plant for 14 hours a day for the past three months. Enthused and confident about the fulfilment of his power needs with the same arrangement in future as well, he has now got electricity connection from the power corporation disconnected. For 20 long years, Rammehar Singh had been running his hatchery/poultry farm on electricity supply from the power corporation and on diesel genset, paying electricity bill of Rs 45,000 and diesel bill of Rs 1.2 lakh every month. After the installation of biogas power plant, he now pays diesel bill of Rs 60,000 only and does not draw power from the corporation. Even his initiative taken to convert litter into fuel for power plant has helped him save about Rs 1 lakh every month. He installed three biogas digesters of 85 CUM each at the cost of Rs 30.3 lakh on the plant. Keeping in view the success of the litter-based power plant and the available potential in the state, the state Department of Renewable Energy recently organised a one-day visit of about 100 poultry farm owners from various districts at the farm of Rammehar Singh to get them a first-hand experience of power generation from poultry litter and to enable them to gain from the experience of Rammehar Singh. Meanwhile, a spokesperson of the state Department of Renewable Energy said there were about 30 million poultry heads in the state. Since the litter of 100 birds could produce one unit of electricity per day, there was enough potential to produce three lakh units of
electricity per day by using poultry litter as the feed. “Besides, it will help avoid flaring of 100 tonnes methane per day into the atmosphere. The slurry discharged from the biogas plant is rich source of natural power and can replace urea significantly,” the spokesperson said. He said under the “Biogas Based Distributed/Grid Power Generation Programme,” the Union Ministry of New Renewable Energy provided financial assistance to farm owners who were interested in setting up biogas-based power plants ranging from Rs 30,000 to Rs 40,000 per KW, depending upon the generation capacity. Besides, support was also provided for the preparation of detailed project report, he added.

Sirsa to have computerised rain gauges
Sirsa, May 17 Under a scheme of the Indian Meteorological Department (IMD), such systems would be installed in several tehsils, including Hisar, Fatehabad, Tohana and Hansi, said Deputy Commissioner J Ganesan here recently. The IMD has hired the services of a foreign company for this purpose, he said. The Deputy Commissioner said after the setting up of this system, there would be no need to predict the quantum of rainfall at different places. In case of rain during night, Metrological Department officials would not have to run to their offices to check the rainfall. The automatic rain gauge is five metre wide and seven metre tall. After setting up of the station, iron grill would be put up around the gauge to ensure its safety. Apart from this, a tower would be erected at the top of the station and with the fall of even a drop of rain, the data would be updated at the IMD office in Pune through the satellite system.

Drive against PNDT centres
Faridabad, May 17 In a communication to the Health Department, Singh asked officials to conduct frequent inspections of the centres. Any one found shirking his duty would face strict action, he added. He said the government’s thrust was to prevent female foeticide and urged upon the public to support its ongoing campaign against the social evil. The Deputy Commissioner directed the civil surgeon to convene a meeting of owners of the centres, hospitals and clinics in Faridabad to discuss on effective implementation of the PNDT Act.

Nomadic families get BPL cards
Gurgaon, May 17 After handing over the BPL cards at a ceremony organised here recently, Gurgaon Additional Deputy Commissioner VS Hooda said these ration cards had been distributed under the Antodaya Anna Yojna (AAY). Gurgaon Deputy Commissioner PC Meena had instructed the officials to conduct a special survey of nomadic families currently residing in the district and issue them BPL cards so that the benefits of government’s welfare schemes actually reach the deserving families. The families to whom BPL cards were issued had been identified during the survey and their names had also been added to the BPL list. As many as 64 “Gadia Lohar” and 168 BPL families had been identified in this survey. Of these, BPL ration cards had been issued to 33 “Gadia Luhar” families and 94 other BPL families who were found deserving during the special survey. Some discrepancies were found in the forms of remaining beneficiaries, which they had been told to remove so that BPL ration cards could be issued to them. The Additional Deputy Commissioner said there were a total of 35,249 BPL card holders in the district, of whom 21,837 were in the rural areas and 13,412 in the urban areas.

1857 mutiny memorial caught in political mess
Ambala, May 17 The exact reason behind the delay could not be ascertained. However, it is learnt that some leaders belonging to Rewari and Narnaul had raise objections. They claimed that the contribution of their areas was more than Ambala in the first war of independence and that is why the memorial should be constructed in their region. The government had acquired land and the foundation stone was to be laid by Chief Minister Bhupinder Singh Hooda on May 9, 2010 but the programme was postponed at the last moment, for reasons best known to the government. The memorial was designed in the form of a narrative so that the audience participates in it and experiences the first war of independence in its own social, cultural and historical setting. The contract for the project was allotted to a Lucknow-based company Muralage. The memorial, spread across 20 acres of land, was to be set up along National Highway No I near IOC depot on the Ambala-Delhi road. A provision of helipad was also made in the project. Latest research has shown that the 1857 mutiny started from Ambala. Earlier, it was believed that the mutiny started from Meerut on May 9, 1857, but now historians said it started from Ambala on May 8, 1857.

Besides inspecting traffic in front of the 3rd gate, Arya directed Satish Kumar, station house officer, and traffic sub-inspector, to maintain smooth traffic flow in the town. Meanwhile, Satish Kumar, accompanied by assistant sub-inspector Ramesh Kumar and hawaldar Ashok Kumar, briefed the students of Sahara Comprehensive School situated near the Amin Road on traffic rules. School bus drivers were also given information about the traffic rules.

Legal awareness session for girls held
Fatehabad, May 17 A group of lawyers empanelled with the District Legal Services Authority (DLSA) accompanied by Chief Judicial Magistrate Harish Gupta, secretary of the authority, apprised them of various provisions of laws enacted to help women. The judge made the girls aware of the provisions of the Child Marriage Restrain Act, policies on sexual harassment of women at workplace, Child Labour Act, Dowry Prohibition Act, the Hindu Marriage Act and some other laws that a woman has to come across in her life. Gupta told the girls about the legal protection to their rights as a consumer under the Consumer Protection Act and also made them aware how they could use the Right to Information Act to their best use. The judge also told the girls how sometimes children landed them in legal troubles by driving two wheelers or four wheelers before reaching the age of 18 or becoming liable for punishment by cheating in examinations. Amit Mehta and Gulshan Juneja, both advocates empanelled with the DLSA, also addressed the girls and told them about their rights. They also told the girls about the free legal aid schemes under the DSLA. Ajit Singh Chugh, principal of the school, said the legal awareness that the girls had got during these lectures would go a long way to help them throughout their lives. Later, a few girls came forward to share some problems in their respective families that needed legal intervention. The judge assured them that he would do his best to sort out their problems.

Kavi sammelan held in Rewari
Rewari, May 17 The sammelan was organised in the memory of noted poet, humorist and satirist late Shyam Lal Sharma, popularly known as Alhar Bikaneri (Delhi and Haryana) at Gymkhana Club here recently. While Dr Ravi Ranjan, managing director of H-Way Hospital (Rewari) and a versifier, was the chief guest, Alhar Bikaneri’s distinguished disciple and veteran satirist Halchal Haryanvi presided over its proceedings. Besides Sumat Sahyogi, national chairman of the Hindi Sewa Samiti (HSS), Dr Sunil Tripathi Nirala, senior vice-chairman, and Pramod Priyasi, secretary of the HSS, were the guests of honour. Reciting his self-composed verses, Dr Ravi Ranjan said poetic symposium was a befitting channel for paying veneration to the celebrated satirist Alhar Bikaneri. In the same vein, distinguished poets - Rajgopal Singh, Mahender Sharma (both from Delhi) paid homage to Alhar Bikaneri through their much-acclaimed verses, whereas Satya Dev Haryanavi, lyricist Virender Madhur (Rohtak), Master Mahender (Jhajjar), Pramod Priyasi, Dr Sunil Nirala, Sumat Sahyogi (all three from MP), lyricists - Vipin Suneja, Ramesh Siddharth, young rising poet Alok Bhandoria (all three from Rewari) and about a dozen other Haryanavi poets regaled the gathering with their poetical compositions.

Rewari, May 17 While Kuldeep Sharma, Speaker of the Haryana Vidhan Sabha, was the chief guest, Power, Forest and Environment Minister Capt Ajay Singh Yadav presided over its proceedings. Kalyan Singh Sharma, a former assistant commissioner of the Central Excise and Customs Department, and GL Sharma, president of the Gurgaon District Congress Committee (Urban), were the guests of honour. The programme commenced with the lighting of the ceremonial lamp before Bhagwan Parshu Ram’s statue. Kuldeep Sharma said Bhagwan Parshu Ram always resisted evil stoutly and established a unified samaj. Banks want social pension disbursal through EBT
Chandigarh, May 17 The issue came up for discussion during a state-level banker committee meeting for Haryana held here recently. Representatives of all banks, public sector as well as private, raised concern over the state government keeping the payment of its various social security pensions through the EBT in abeyance. They said though they had disbursed pensions using the EBT to 18.97 lakh pensioners (of a total of 21.18 pensioners) before the EBT mode was suspended, they had not been paid commission of 2 per cent and were given a commission of just 0.25 per cent. Since January, the state government has kept the decision to disburse all social security pensions in the rural areas, in abeyance. The state government had said it was forced to revert to the old system of manual disbursal through urban local bodies and panchayats because of the failure of banks to create the infrastructure required and ensure a smooth low of pensions. However, in private, bankers said the decision was a ‘political one’, meant to woo sarpanches, who were feeling “eliminated in the power structure’. The SLBC was told that all pensions that were due with the banks for disbursal, before the EBT was kept in abeyance, had now been returned to the Department of Social Justice and Empowerment, as a one-time measure. A sub-committee has been formed to look into the issue and a meeting of the sub-committee was held in March. Bankers said though the old system of pension disbursal through sarpanches was earlier discredited for massive bungling in pension accounts, the government was again reverting to it. In the past, the role of the elected representatives and certain lower-level officials had come under a cloud for irregularities and bungling in the disbursement of pension, following which the Department of Social Justice and Empowerment opted for “electronic benefit transfer” mechanism of payment of pensions through banks. Bankers also said they were sprucing up infrastructure by opening more ultra-small branches in the rural areas for the smooth disbursal of the pensions.

Arrangements made for Somvati Amavasya Mela
Kurukshetra, May 17 Stating this at a press conference yesterday, Deputy Commissioner Mandip Singh Brar said the decision was taken after having consultations with Jai Narain Sharma, patron, and Jalesh Sharma, president of the Shri Brahaman Aivam Teerthodhar Sabha, Kurukshetra. As the solar eclipse scheduled to occur from 2:26 AM to 5:17 AM on May 21 will not be visible here, a grant of about Rs 50 lakh sanctioned for the solar eclipse mela arrangements by the state government will be returned. Keeping in view the feelings of the pilgrims visiting Kurukshetra, arrangements have been made on the recommendations of a three-member committee comprising Additional Deputy Commissioner Sumedha Kataria, Sub-Divisional Magistrate Satbir Singh Kundu and Chief Executive Officer Kurukshetra Development Board (KDB) Ashok Bansal, who will assess the number of pilgrims expected to visit Kurukshetra on the occasion of Somvati Amavasya which also falls on May 21 and the arrangement will be made accordingly, added Brar.

I have many friends in this country, so I decided to visit India to meet my friends in person. The itinerary includes attending the wedding of a friend in Delhi, said Angela, who is staying at her FB friend’s house Jitender Beniwal in Soolikhera village in Fatehabad for the past three days. In Bhattu, she met two other friends, Jitender Khatri and Rajesh Solanki, and said she was very happy to meet them. “I found people very hospitable here and I would love to come here again,” she added.

Ranga, master of myriad genres of music
Panchkula, May 17 “Teaching classical music is my profession and singing ghazals, folk songs and bhajans is my passion,” says Ranga, with a submissive smile after a concert at Panchkula. Every musicologist or teacher is not blessed to be a performer, he observes without any prejudice. Credited with half a dozen albums and videos in devotional music and holding B high grade of AIR and Doordarshan, Dr Ranga has a galaxy of achievements including a national award from HRD ministry, Ambedkar award and a dozen more. Sharing his views as a teacher and performer, Ranga rues the lack of devotion and dedication in young learners who go in for short cuts despite their ardent love for music. Though the reality shows on TV channels have awakened the interest and dormant abilities of many music aspirants, but without imbibing the nuances of the art through rigorous training and blessings of their Guru they tasted defeat, observes Ranga. Technology has certainly contributed to better learning, qualitative output and overall propagation of music, he claims. A lot needs to be done in Haryana schools and colleges to patronise classical music, he says. Recalling his best performance, Ranga cites his participation in “Ek sham Bharat -Pak Dosti ke naam” with Reshma as he represented India and another music concert of Ramendra Jakhu Sahil’s ghazals at Inderadhanush auditorium Panchkula where cine star Farooq Sheikh honoured him. My musicologist wife is my inspiration, Ranga admits.
