CPM opposes recruitment of teachers on contract
Rohtak, April 26 Demanding its immediate withdrawal, the state secretary of the party, Inderjit Singh, said here today that the new “draconian” rules imposed on the school teachers were ridiculous as these could harm the education sector. A majority of the candidates who opt for a career in teaching would stay away, resulting in loss of able and talented people in the field. Criticising the decision to keep the appointment of teachers as temporary for five years, he said the state government had no right to play with the future of teachers in such a manner. Questioning the policy of continuously engaging teachers on a contract basis, the CPM leader alleged that bureaucracy in Haryana had been left free to take arbitrary decisions with the sole motive of facilitating private capital in the education sector and serving the interests of the private education system. “As a result of this, he said, almost all selections of teachers were pending in various courts creating an atmosphere of total uncertainty and anarchy in the field of education in the state. Referring to the vacant posts of teachers, the party has quoted a recent statement of the Director-General of School Education admitting that 72,000 vacancies were existing in Haryana. The party has demanded that all vacant posts should be filled on a permanent basis. It has also called upon the people to come forward and wage a struggle to save education, a fundamental right, from being harmed.

Fatehabad, April 26 After reading his feat in The Tribune news item “Farmer gets high returns on turmeric”, Khurshid Ahmad, three-time minister in the Haryana Cabinet, five times MLA and two-time MP from Faridabad, recently visited Dharsul Khurd village in Fatehabad to meet the farmer, Lal Singh, and get firsthand knowledge of his experience with the turmeric farming. The Tribune, in its story published in the Haryana Plus dated March 8, 2012, had reported that Lal Singh could harvest over 100 quintals of turmeric after sowing it on one acre of land. He had sold most of the crop as seed to other farmers of the area for Rs 50 per kg. “When I narrated this news to the farmers in my area, they asked me to visit Dharsul Khurd and if the claims of the farmers are true, I should take the initiative of sowing turmeric on a part of my field on a trial basis,” Khurshid Ahmed said. He said he had been able to get seed for only 6 acres, as the farmer had already sold out the rest of his produce. “As the sowing season of turmeric is round the corner, I will sow it on my fields and the other farmers of my area will follow the suit from the next year,” he added.

Speaker constitutes 11 House panels
Chandigarh, April 26 While stating this here, a spokesman for the Vidhan Sabha said the Speaker would be the ex officio Chairperson of the Rules Committee of the Assembly. The other members of the committee were Leader of the Opposition Om Parkash Chautala, Dr Raghuvir Singh Kadian, Prof Sampat Singh, Venod Sharma, Krishan Pal Gurjar, Ashok Kumar Arora and Bharat Bhushan Batra, all MLAs. Deputy Speaker Akram Khan would be the ex officio Chairperson of the House Committee. The other members were Raghubir Singh Tewatia, Anil Dhantori, Pardeep Chaudhary and Mamu Ram, all MLAs. The Committee on Public Accounts would be
headed by Prof Sampat Singh. The other members were Ashok Kumar Arora, Anil Vij, Sumita Singh, Zile Ram Sharma, Krishan Lal Panwar, Bharat Bhushan Batra, Jai Tirath and Parminder Singh Dhull, all MLAs. The Committee on Public Undertakings would be headed by Anand Singh Dangi. Rao Dharma Pal would be the Chairperson of the Committee on Estimates and Jagbir Singh Malik the Chairperson of the Committee on Subordinate Legislation. The Committee on Government Assurances would be headed by Ram Pal Majra while Bharat Bhushan Batra would serve as the Chairperson of the Committee on Petitions. Rajinder Singh Joon would be the Chairperson of the Library Committee.

More haemophiliac patients visit PGIMS this
year
Rohtak, April 26 This was revealed at a programme of the continuing medical education (CME ) on haemophilia organised by the Department of Pediatrics at the PGIMS here on Sunday. Dr Pankaj Abrol, a senior professor of the department, said haemophilia was a group of inherited blood disorders in which blood did not clot properly and bleeding disorders were due to defects in blood vessels, coagulation mechanism, or blood platelets. He said: “An affected individual may bleed spontaneously or for longer than a healthy person after an injury or surgery.” He added that those suffering from haemophilia did not have enough clotting factor, a protein in blood that controls bleeding. The severity of the problem depended on the extent of deficiency of the clotting factor. A person with haemophilia did not bleed faster than anyone else but bleeding might last longer. Dr VP Chaudhary claimed that haemophilia could be treated with the help of prophylaxis therapy, enabling patient to lead normal life. Dr Monika Sharma explained the use of physiotherapy in the treatment of haemophiliac patients.Vice-Chancellor SS Sangwan, who inaugurated the programme, said a nodal centre had been set up at the PGIMS, where factor 8 and 9 were available for haemophiliac patients. He underscored the need for research to prevent this genetic disease.

Kurukshetra, April 26 Lt-Gen (retd) Dr DDD Sandhu, Vice-Chancellor, Kurukshetra University, gave away prize money and a certificate of merit to each of the winners of the second and final rounds. In his address, Dr Sandhu stressed upon the need for acquiring public speaking skills and suggested several methods to become a good public speaker. He said a good speaker must prepare his subject well, organise thoughts, choose a right set of words and use proper body language to convey ideas. “A good speaker has to establish a rapport and must use eye contact,” he said. Citing examples of Abraham Lincoln and Adolph Hitler, who were good public speakers, Dr Sandhu said: “A good speaker must establish an emotional rapport to convey what is in his/her mind”. State gets second driving institute
Rohtak, April 26 This has come up here on 24 acres located on the Jhajjar bypass. It was inaugurated by Chief Minister Bhupinder Singh Hooda recently. It would be able to train more than 240 persons at one time in driving and road safety. While this state-of the-art driving training facility has been part of the public-private partnership between India’s leading car maker and the Haryana Government, it will be in line with Maruti Suzuki’s national initiative to promote road safety in the country, claimed a spokesperson of the company. The IDTR was expected to train more than 20,000 persons in safe driving annually. He said with this IDTR, the company would be able to expand its road safety training infrastructure across the country to include six IDTRs and over 200 Maruti Suzuki driving schools. According to a report compiled by the International Road Federation, the country loses about Rs 100,000 crore every year in road accidents. In terms of fatalities, around 1,60,000 lives are lost annually in road accidents. While India has only 1 per cent of the global vehicular population, it accounts for over 10 per cent of the road fatalities, at a global level. Interestingly, 78 per cent of the road accidents are caused due to the driver’s fault. Haryana’ s first IDTR came up at Bahadurgarh in Jhajjar district about two years ago. Four such facilities have been functional in Delhi, Uttarakhand and Gujarat.

Students create awareness against pollution
Ambala, April 26 Plastic bags are one of the major causes of pollution. Therefore, to minimise the consumption of plastic bags, the students organised a march with the message “Avoid the use of plastics”. Ambala Cantonment market was the venue for the activity. The students explained the disadvantages of using plastic bags. They also enacted a street play depicting the proper way to dispose of plastic wastes. The students distributed paper bags to people and removed polythene from the streets and motivated people to do the same. —

Polluting vehicles playing with residents’ lives
Kaithal, April 26 Despite the traffic police challaning vehicles for violating traffic rules, the police always ignores the polluting vehicles. Poor maintenance of vehicles plying on the roads has contributed to pollution. Due to expansion of the town, the number of three wheelers has increased manifold during the past decade. Most of them are second hand and they are in a bad shape as they have been brought from metropolitan cities or other big towns at cheaper rates. Some such vehicles are being run on kerosene oil or other mixed oils which emit black smoke. Besides three-wheelers, four-wheelers, trucks and other ill-maintained or over-loaded vehicles are seen on roads. It had also come to light that pollution certificates are issued by the authorised centres without checking the vehicles. The residents want that the authorities should swing into action and check the movement of polluting vehicles. SP Simardeep Singh said the traffic police staff would be directed to identify such vehicles, impound them and take appropriate legal action.

Fatehabad wins trophy
Kurukshetra, April 26 Speaking at the concluding function, the chief guest, District Revenue Officer Ashok Malik, said the trainees would work as life savers during floods and other natural calamities. He said over time, the flood relief measures had been improved. He said ex-servicemen would be included in such training camps later.Their records would be sought from their respective departments so that they could be contacted whenever their services were required. Chief instructor Satpal Rana said 23 instructors and more than 100 trainees participated in the camp. The second flood relief training camp would be organised in Rohtak and the third at Hathni Kund, Yamunanagar. Various events were organised at the camp and the winners were given prizes. Drama staged at Kurukshetra art centre
Kurukshetra, April 26 The contents of the drama were based on the original story of Dr Chandaer Shekar Fansalkar and were re-scripted by Dr Madhu Sudan Patil and directed by Lokesh Mohan Khattar. The major contents of the story were the seeds of doubt with extra possessiveness in the relationship of husband and wife. So far as the story goes, the husband has true love for his wife even after eight years of married life. He is always concerned about the social security of his wife and wants to save her from the eyes of the people. This over concern for his wife makes him a psychic patient. The husband, as a common autorickshaw wala, occasionally dreams that another autorickshaw wala is torturing him. Consequently, his wife decides to leave him by moving to her father’s house, but due to her dedicated love for her husband, she drops her plan and again thinks that she should take care of him, because there is nobody to take care of her husband who has become a psychic patient. Characterisation, solid script, music, poetry, dialogue and theatrical costumes, makeup, sound system and well-planned scene sequences were the major factors which made the drama a successful presentation. The “Autorickshaw Wala” has set an example with less stress, easy dialogue delivery, effective light and sound system with decent leading roles played by Lokesh Mohan Khattar (autorickshaw wala), Pratibha Singh (his wife) and Sunny Deng (another autorickshaw wala who is seen in the dream). This theatrical presentation of Rang Prayas in collaboration with the Multi Art Cultural Centre has recognised the contribution of artistes, including Brijesh Sharma, Balwinder Kaur, Gulshan Bhutani, Vikas Mehta and Harish Chhabra.

Murthal varsity to generate 500 KW of power
Sonepat, April 26 This was stated by HS Chahal, Vice-Chancellor of the university, while talking to The Tribune on energy conservation measures being taken by the university. “Solar energy has already been harnessed to strengthen street lighting and installation of water heaters in the hostels,” he said. He added that the university was awarded the first position at the state level in energy conservation. The Vice-Chancellor said at the initiative of the students of the university, children of the workers engaged in construction activities on the campus were being provided free of cost education. This voluntary contribution of the students had been named as SAVERA with the objective to support the children of underprivileged, he added. The VC said two MoUs had already been executed with the universities in South Korea and Finland and an application had been submitted for registration of the university as a national implementation entity under the programme for adaptation in accordance with Kyoto Protocol. As a part of its consultancy jobs, he said the state government had assigned jobs to the university for preparing conceptual plans for various districts of the state.

Light-and-sound show on Ramayana staged
Kurukshetra, April 26 It was presented by artistes of Raghav Arts Group, Panchkula, and sponsored by the Information, Public Relations and Cultural Affair Department, Haryana. This dramatic show of the Ramayana was warmly welcomed by the audience. The show begins with ‘aarti’ performed by the artists, while another scene depicts how Ravana attains spiritual powers by offering prayers to Lord Shiva. Several interesting and inspiring episodes of the Ramayana like king Dashrath, father of Lord Rama, deputing his sons to kill the demons, Swayamvara of Sita and her marriage to Lord Rama, Lord Rama’s exile, Kevat’s request to Rama to wash his feet before boarding his boat, Sita Haran and Lord Rama’s plight during hermitage were staged by the artistes. Leading roles of Rama and Ravana were played by Raj Kumar and Sanjay, respectively, while other roles were played by Naresh, Ashok Chaudhary, Ruby, Pardeep, Pawan, Gita, Sandeep, Sumit, Sunny, Bala, Pinto Mittal, Mahendra, Mamta, Rajni, Ashu and Amit. Trikha gave away mementos to the participating artistes, including the show director Ravinder Kumar Grover.

Guest lecturers in govt colleges seek salary hike
Rewari, April 26 While thousands of guest lecturers of government senior secondary schools in the state have been drawing a hiked monthly salary of Rs 19,400 since July 2011, these college lecturers have been working on a monthly salary of Rs 18,000. Dr Veer Pal, president of the Haryana Government Colleges Guest Lecturers Association (HGCGLA), said that in spite of representations made to the Chief Minister and senior officials of the state Education Department during the past over eight months, the government had done nothing tangible to give them a hiked salary on the pattern of guest lecturers of government senior secondary schools. He lamented that even Education Minister Geeta Bhukkal’s announcement that their monthly salary would soon be raised from Rs 18,000 to Rs 22,500 had not yet been implemented. He said a 20-member delegation of the HGCGLA led by him met the Chief Minister at his residence in Delhi on April 22 and sought a 25 per cent hike in their monthly emoluments, the introduction of service books and the issuance of ID numbers to them. The delegation included Shashi Kumar, vice-president, and Seema Chaudhary, general secretary, of the association.

Hali Lake to get new look
Panipat, April 26 NK Jindal, XEN of the Panipat Municipal Commission, said persistent efforts put in by the Deputy Commissioner paved the way for revamping the lake for which three tube wells were installed at various places around the lake at a cost of Rs 2.5 lakh each, while one tube well already existed within the lake complex. These would be used to fill up the lake.
The Hali Lake and a park, which is spread over 29 acres, were constructed by the Panipat Municipal Committee in the memory of the famous Urdu poet Altaf Hussain "Hali ", about 27 years ago. The park is popular among children and elders alike as it has a lake with boating facility. It even houses a mini zoo. For the past 11 years, the lake had ceased to exist as dirty water from several dyeing units flowed into it and the lack of upkeep led to its complete drying up. Similar was the fate of the park that lost its glory over the period of time. The mini zoo also perished with time. Unfortunately, some portion of the park was sold to the nearby factory owners to overcome the financial crunch faced by the municipal council. It was in 2000 that the IOC agreed to adopt the Hali Park for its integrated development. However, this failed to yield any result . Even the business community did not show any interest in developing the park. In 2003 and 2009, the district administration undertook two different projects to revive the Hali Park and the lake. Even as the efforts made in 2009 started yielding results, the failure to maintain the spot again pushed it towards poor conditions. Now, following an initiative taken by Deputy Commissioner JS Ahlawat, a plan had been envisaged to plant flower saplings, trees and repair the jogger's track at the park. Besides, floodlights and other lights would also be installed at the park.

Public money being used to defend Speaker: Bishnoi
Hisar, April 26 Addressing a series of public meetings in villages of the Narnaund assembly segment of this district yesterday, he said this information had been provided by the government under the RTI Act. He said the amount had been paid in three weeks to defend the case of the five defectors in the apex court. It was not hard to imagine what the lawyers would eventually charge considering that Rs 64 lakh were paid as advance to the lawyers and their clerks. Bishnoi said the state government had a battery of lawyers on its rolls who drew crores as salary every month. If they were not good enough to defend the government, they should not have been recruited in the first place. Accusing the Speaker of the Vidhan Sabha of being biased, the HJC leader said the Speaker should have risen above party politics and decided the case against the legislators on merits. But the Speaker had proved that he was just a rubber stamp of the government. He said engaging private lawyers to save the Speaker was patently illegal. If Chief Minister Bhupinder Singh Hooda wanted to defend the Speaker and the five legislators, he should have paid the lawyers’ fee himself from his own pocket or the bill should have been footed by the Speaker and the five legislators. No government could use public money to defend the Speaker or legislators as they were not part of the government, Bishnoi added. He said he would approach the Governor to order a high-level probe into this issue and bring the guilty to book.

Tanwar, Jindal top Haryana MPs’ list
Sirsa, April 26 Information supplied by PRS Legislative Research, a Delhi-based NGO working in the field of policy research, reveals that both Tanwar and Jindal have an attendance of 82 per cent and are ahead of other Lok Sabha members of the state. The NGO supplied this information to Congress MLA from Nalwa Sampat Singh on his request. Tanwar and Jindal, along with Gurgaon MP Rao Inderjit Singh, who has the attendance of 81 per cent, are ahead of the Lok Sabha’s average attendance of 78 percent. Bhiwani MP Shruti Chaudhary with 78 per cent attendance is exactly on the Lok Sabha average attendance, while Rohtak MP Deepender Singh Hooda with 77 per cent is slightly below the average mark. The attendance of other MPs is Arvind Sharma (Karnal) 76 per cent, Avtar Singh Bhadana (Faridabad) 52 per cent, Bhajan Lal (Hisar) 39 per cent, Kuldeep Bishnoi (Hisar) 53 per cent and Jitender Singh Malik (Sonepat) 61 per cent. Selja, being a Union Minister, is not covered under the information. As far as the participation in debates and asking questions in the Lok Sabha is concerned, Shruti Chaudhary participated in six debates and asked 319 questions, while Naveen Jindal participated in 12 debates and asked 297 questions. Rohtak MP Deepender Singh Hooda participated in 12 debates and asked 67 questions, while Avtar Singh Bhadana has eight debates and 114 questions to his credit. Arvind Sharma has 10 debates and 50 questions, while Sirsa MP Ashok Tanwar has two debates and 47 questions to his credit. Former Chief Minister Bhajan Lal did not participate in any debate nor did he ask any questions, while his son Kuldeep Bishnoi has participated in two debates and asked 26 questions. Rao Inderjit Singh (one debate and five questions) and Jitender Singh Malik (four debates and 39 questions) are other MPs with their performance. In contrast, six out of eight MPs of the Rajya Sabha (for 15th Lok Sabha) have attendance higher than the average Rajya Sabha attendance of 76 per cent. These are Han Raj Bhardwaj 100 per cent, Ram Parkash 96 per cent, Ishwar Singh 95 per cent, Tarlochan Singh 94 per cent, Shadi Lal Batra 92 per cent and Birender Singh 88 per cent. Ranbir Singh Prajapati 65 per cent and Ajay Singh Chautala 53 per cent were the two MPs to have attendance less than the Rajya Sabha average. Tarlochan Singh participated in maximum 30 debates and asked 40 questions. Ram Parkash (27 debates 120 questions), Ishwar Singh (11 debates, 177 questions) and Shadi Lal Batra (four debates and 168 questions) are some other good performers. INLD’s Ajay Singh Chautala did not participate in any debate and asked nine questions, while his party colleague Ranbir Singh Prajapati has participated in two debates and asked 10 questions. Interestingly, both in Lok Sabha as well as in Rajya Sabha, the performance of Congress MPs has been found better than their counterparts in the Haryana Janhit Congress in the case of Lok Sabha and INLD in case of the Rajya Sabha.

Hooda highlights welfare works in Sonepat
Sonepat, April 26 Hooda reiterated that the development projects announced by him at the Vikas rally here in December would be executed soon. Sonepat was going to witness an era of all-round development in near future, he said. Haryana was on its way to become the number one state in the country as speedy development was going on in every part of the state, he claimed. He said industrial zones at Kundli, Rai and Barhi were being extended. He also said the construction of the first phase of the Kundli-Maneshar-Palwal Expressway had been completed and it would be opened soon. The foundation stone of a law university of international standard would be laid on the premises of Rajiv Gandhi Education City, near Rai. Claiming that the new sports policy of the state government was the best in the country, he said a delegation of commonwealth sports body had appreciated the policy. He hoped that sportspersons from the state would bring medals in the coming Olympics also. The film is reportedly a remake of Hollywood “Speed” with Ajay Devgn playing the role of a terrorist. Anil Kapoor, Kangana Ranaut and Zayed Khan also play important characters. Mallika Sherawat does an item number in “Tezz”. Robin Bhatt has written the screenplay for the film.
