355 violators held under Excise Act

RP Malhotra, state convener of the Human Rights Cell of the BJP for Haryana, has written to the chairman of the NHRC with a clipping of news item “Two Ratia villages rise to stamp out drug menace” published in The Tribune on March 23.

355 violators held under Excise Act

Rohtak, April 5
The police arrested 355 persons under various provisions of the Excise Act in the past about three months’ period. A majority of the accused were found to be consuming liquor at a public place or were involved in illicit sale and smuggling of liquor. A total number of 286 persons were arrested in the corresponding period last year.

According to police officials, the drive against violators had been more intensive this year with over 100 persons being booked and arrested each month.

“While this has certainly put a check on the rising trend of such illegal activity, the police action against violation of the Excise Act has also helped in bringing down the illicit sale and purchase of liquor in the district,” claimed a spokesperson of the department.

He said the campaign had been intensified in view of the increasing number of complaints of public nuisance by persons who drink at public places without any fear of the law.

“Complaints were reported mainly from the densely populated localities and the rural parts of the district where the number of liquor vends had gone up in the past few years,” said Yoginder Dahiya, a resident.

He said women residents in several colonies and villages were opposed to running of liquor vends in the vicinity of the residential areas and had even taken up the demand of the closure of liquor vends.

It may be recalled that women residents of a village in Jind district had set a liquor vend on fire after the department failed to take cognisance of the demand of removing or shifting the liquor vend from the village.

The police registered greater number of cases under the NDPS Act and gambling in the first three months of this year as compared to the figures last year.

As many as 15 NDPS cases were filed till March this year in comparison to 11 last year. The number of instances of gambling in this period has gone to 57 against 47 last year.

Withholding RTI Info
State info panel puts its officers on notice

The State Information Commission, Haryana, has served notice on its state public information officer (SPIO)-cum-superintendent and first appellate authority-cum-under secretary for not supplying entire information to an RTI applicant under the Act.

Both the officers have been directed to furnish written comments with respect to the appellant’s appeal by April 18.

Subhash, coordinator of the Haryana Soochna Adhikar Manch, said he had filed an RTI application with a requisite fee before the office of the SPIO, Haryana, on August 18, 2011, for getting information about functioning of the state public information office.

“I had sought information about the number of complaints and appeals that the commission had received from its inception to August 1, 2011, number of show-cause notices that were issued to dispose of complaints/appeals, cases wherein financial penalty was imposed on the erring officers, the officers against whom penalty is still due, the seminars/ conferences on the RTI Act so far attended by the officers posted at the SPIO, leaves taken by the Chief Information Commissioner and other information officers from their appointments till date,” said Subhash.

He said he had to file the first appeal before the First Appellate Authority when the SPIO did not provide him the information even after 60 days. After the first appeal, the SPIO furnished him information about four out of seven points and demanded Rs 360 for providing rest of the information.

“I had registered my protest against the demand of Rs 360 with the authority concerned, but to no avail. Thereafter, I had to file my second appeal before the State Information Commission, which has asked the SPIO and the First Appellate Authority to appear before the Bench of Naresh Gulati, Chief Information Commissioner, Haryana, on June 26 when the appeal will be taken place for hearing,” said Subhash.

The commission has also asked that the officers may either appear in person or through their authorised departmental representatives, preferably not below the rank of a gazetted officer.

Drug Menace
BJP takes up issue with NHRC

The Human Rights Cell of the BJP has taken up the issue of drug menace in two Ratia villages with the National Human Rights Commission (NHRC). RP Malhotra, state convener of the Human Rights Cell of the BJP for Haryana, has written to the chairman of the NHRC with a clipping of news item “Two Ratia villages rise to stamp out drug menace” published in The Tribune on March 23.

“The media report points to the apathy and callousness of the administration and police force against the rampant drug pedalling plaguing several farmers and youths of the villages. As per the report, the villagers have taken the cause of weeding out the menace at their own, but still the pathetic and callous attitude of the authorities is a clear-cut case of human rights violation,” said Malhotra in his communication.

Badalgarh and Babanpur, two Ratia villages, had passed a unanimous resolution to punish drug traffickers and shopkeepers selling medicines used for a kick at social level.

Last week, GL Singal, Joint Commissioner of the Food and Drug Administration, had met the villagers and assured him of action against those selling drugs.

Vishwakarma award for Murthal varsity Reader

Dr Jyoti Pandey Sharma, a Reader in the Department of Architecture, Deenbandhu Chhotu Ram University of Science and Technology, Murthal, Haryana, has been conferred with the CIDC Vishwakarma Award - 2012. The award was presented to Dr Jyoti at a function held in Delhi recently.

The Construction Industry Development Council (CIDC) has been constituted by the Planning Commission, Government of India, jointly with the Indian construction industry to promote the development of the industry. Besides acting in an advisory capacity in policy formulation related to the construction industry, the CIDC also promotes manpower training, standardisation of construction procedures and networking with international organisations to keep abreast with the best and the latest construction practices.

This award has been initiated to acknowledge and honour the contributions made by the diverse Indian construction fraternity. The awards are inspired by the spirit of construction and creation patronised by Lord Vishwakarma, the ruling deity of all construction practices in India.

They cover the entire spectrum of the country’s construction industry from artisans to industry leaders, professionally managed companies to technologists, academicians and innovators.

Dr Jyoti holds a doctoral degree in architecture from the UK and has been the recipient of prestigious post-doctoral fellowships.

Dr Jyoti was selected for this year’s CIDC Vishwakarma Award in the academician category. She became the first recipient of the award from the state.

Insurance co. can’t deny claim: Consumer forum

The District Consumer Redressal Forum, Yamunanagar, in an order issued recently, made it clear that the insurance claim of a vehicle cannot be stopped if a client fails to produce police report of the stolen vehicle.

In one such case, the forum directed National Insurance Company to pay insurance claim to its client, along with 9 per cent interest per annum.

According to prosecution, Jagdish Lal had purchased a Hero Honda Splendor Plus bike for a sum of Rs 40,172 from a local dealer on July 11, 2010, and the same was insured with National Insurance Company. The motorbike was stolen on January 23, 2011. Jagdish completed all the formalities required for getting the claim.

The company demanded ‘untraceable’ report of the police while in the insurance policy it was not made mandatory. Jagdish could not manage to get the untraceable report of the police and the insurance company denied to give him the claim of his theft motorbike. Jagdish took the matter to the consumer forum.

Dina Nath Arora, president of the forum, observed in his order, “The respondent has wrongly withheld the claim of the complainant on the ground that he has not supplied the untraceable report and letter written to the Registration Authority with its receipt which is not contractual obligation under the police of insurance for the insured to produce the police final report”. He further observed, “In these circumstances there is no ground for the respondent to withhold the claim of the complainant which is deficiency in service on their part. The complainant is entitled to get relief to the tune of Rs 38,164 as insured value along with interest at the rate of 9 per cent per annum. The respondent has also to pay a sum of Rs 3,300 as litigation expenses to the complainant”.

Hooda befooling people: Bishnoi

Chief Minister Bhupinder Singh Hooda has failed to keep his promises made to the voters in the last Assembly elections and he was trying to befool the people of the state by merely making announcements of development projects. This was stated by Kuldeep Bishnoi, while addressing a joint meeting of HJC- BJP workers here recently.

He said that due to anti-people policies of the state government, there was resentment among all sections of society.

In such a situation, masses were now looking towards HJC- BJP alliance to uproot the government during next assembly elections. Kuldeep who was given a warm welcome by hundreds of workers of both the parties said that the state was under huge financial burden and the Hooda government was announcing new projects. The MP said that the recent hike in power tariff by the government will add to the woes of the people who were already reeling under high prices.

He expressed his concern over the worsening law and order situation and power shortage in the state. Kuldeep alleged that many scams had taken place in Haryana under the present regime and all these scams will be probed by HJC- BJP alliance government if people give them a mandate.

BJP state president Krishan Pal Gujjar who alsoaddressed this meeting said that the base of INLD was shrinking and people had lost faith in Hooda government .

He said that the people wanted good governance but Chautala and Hooda during their respective tenures have failed on this count. Prof Ram Bilas Sharma, alliance coordinator, said that BJP- HJC alliance was giving sleepless nights to the former CMs and he was sure that all castes would extend support to this alliance. Senior leaders Hari Singh Nalwa, Prof Ganeshi Lal, AP Manchanda and Rosy Malik also addressed the meeting.

Schedule for MC elections out

The schedule for elections to Municipal Committees Julana, Jind district, Kanina, Mahendragarh district at Narnaul and byelections of ward no. 3 and 4, Municipal Committee, Indri in Karnal district, ward no. 9, Municipal Council, Narnaul, Mahendragarh district at Narnaul, ward no. 7 and 9 of Municipal Committee, Mandi Dabwali, Sirsa district, and ward no. 16, Municipal Council, Tohana, Fatehabad district, has been released.

Dharam Vir, State Election Commissioner, Haryana, said the model code of conduct had already come into come into force.

Nominations can be filed from April 11 to 16. By April 17, before 10 am, the candidates would have to furnish information in the prescribed format to the Returning Officer concerned that he is not suffering from any disqualification.

The nomination papers would be scrutinised on April 17 and the last date for the withdrawal of candidature would be April 18 till 3 pm.

The symbols would be allotted to the contesting candidates on April 18 after this. Poll, if any, would be held on April 29 between 7:30 am and 4:30 pm.

The counting of votes would take place after the close of poll the same day on a ward-wise basis of all the polling stations of the ward concerned.

He said these elections would be conducted with Electronic Voting Machines (EVMs).

He said keeping in view the criminalisation of politics, the State Election Commission had issued directions that a contesting candidate was required to submit in writing his criminal background, if any, details of moveable or immoveable assets and educational qualification.

He said the Commission had prescribed the limit of the expenditure that may be incurred by the contesting candidates or his authorised election agents in connection with the election to Rs 50,000 for a member of the Municipal Committee and Rs 75,000 for a member of the Municipal Council.

The contesting candidates are also required to maintain the account of election expenditure and submit the same within 30 days from the date of declaration of the result.

Ravinder Yadav is president of bar association

As many as 806 of the 963 members of the Rewari District Bar Association (RDBA) exercised their franchise in its elections held here on Wednesday, whereas 92 out of the 176 members cast their votes in the Kosli Bar Association poll.

Ravinder Yadav, who defeated his nearest rival by a margin of 132 votes in a four-cornered contest, became president of the RDBA for the third time.

While Hiteshwar Yadav was elected vice-president, Ravinder Kumar Khola, Bhupender Sharma and Swayamber Jat were returned (elected) unopposed as secretary, joint secretary and treasurer, respectively, of the RDBA.

Similarly, Vikram Singh Yadav was elected president of the Kosli Bar Association (KBA) for the fourth time in a row, while Sanjeev Kumar, Poonam advocate, Anoop Yadav and Bhupender Singh were elected as vice-president, secretary, joint secretary and treasurer of the KBA, respectively. — OC

Udupi trust, Gurgaon bank open financial literacy centres

Gurgaon/Mewat, April 5
The Jnana Joyti Financial Literacy and Credit Counselling Trust, Udupi, and Gurgaon Gramin Bank have opened financial literacy and credit counselling (FLCC) centres at the block level.

Three centres have been set up at Pataudi in Gurgaon district, Nagina in Mewat district and Tigaon in Faridabad district. With this, Gurgaon Gramin Bank (GGB) has become the first bank to open FLCC centres at the block level.

DT Pai, managing trustee of the Jnana Jyoti Financial Literacy and Credit Counselling Trust, Manipal, Karnataka, (sponsored by Syndicate Bank and Vijaya Bank) and S. Indirajith, chairman of GGB, signed the MoU to open the FLCC centres recently.

“According to a recent survey by the Reserve Bank of India, most of the residents are still not aware of financial services/facilities extended by banks. The underlying idea behind opening these centres is to educate the common masses, especially the rural populace, about the financial services provided by the banks for their welfare and uplift,” said S. Indirajith, chairman of GGB.

He said the bank had already successfully implemented the Financial Inclusion Programme in 234 villages with the population of 2,000 and above in rural Haryana and NCR on a pilot basis.

“Now the bank has decided to educate the people about the banking services and the availability of financial products through these FLCC centres where counsellors have been appointed and equipped with the Internet facility to provide the latest information,” the chairman said.

Meanwhile, Gurgaon Gramin Bank has opened two new branches in FIP villages, Nai in the Punhana block and Sehsaula in the Tauru block.

MDLR group forays into education

After forays into real estate, airlines and business, the MDLR group owned by Haryana Minister Gopal Kanda and his younger brother Gobind Kanda has now entered in the field of education.

The group recently launched its MDK International School (MDKIS), an institution affiliated to the University of Cambridge International Examinations (CIE), at Sirsa. Lawrence Frey, a functionary of the CIE and director of the school, and Gobind Kanda, Chairman, told mediapersons during the launch that international standards of education would be observed in the MDKIS.

“University of Cambridge International Examinations is the world’s largest provider of international education programmes. Our qualifications are taken in over 160 countries and recognised by universities, education providers and employers across the world,” Frey said in his address at the time of the launching of the MDKIS.

“Our mission is to deliver world-class international education through the provision of curricula, assessment and services. We are committed to extending access to the benefits of high-quality education around the globe. Our programmes and qualifications develop successful learners and support the economic performance of countries where we work at the national level,” he added. “The schools affiliated to the CIE are presently running in metropolitan cities of the country and Sirsa is the first small town of the country to establish such a school,” said Kanda.

He said against the heavy annual fees of Rs 4 lakh per annul or more in schools located in metro cities, the management of the MDKIS had decided to keep low fee structure, he added.

Children would get education in air-conditioned environment and besides curricular activities; they would be able to participate in sports and other activities.

Gobind Kanda said the school had the facilities of sports like lawn tennis, badminton, table tennis, cricket, volleyball and chess. Services of highly qualified and trained coaches had been provided in the school for the benefit of children.

Kanda said he had dreamt of starting an international-level school in Sirsa when he had to face several hardships in getting his son admitted to one such school in Gurgaon in 1997. He said his dream was being translated into reality today and now, people living in small town would not face any problem in sending their kids to a quality school.

While addressing the gathering during the workshop which was held under a special World Bank Project, the VC said the need of the hour was to have an inter-disciplinary approach rather than conventional compartmentalised education.Mahesh Kulharia, Faculty member of MD University, Rohtak, said copyrights covered many subjects, including biotechnology, movies, photography, and computer electronics. Dr Asha Aggarwal from Indus Swift Laboratories, Mohali, delivered a lecture on the subject to help the students have a better understanding of the copyrights.

BR Marwah, executive director of the NC&SD Group of Institutions, said intellectual property rights had a direct impact on the economic growth of the country.

Dr R Sahai, convener of the programme, presented a brief account of relevance of the intellectual property rights in engineering sciences.

The boys’ and girls’ basketball teams of the Deenbandhu Chhotu Ram University of Science and Technology, Murthal, have won a three-day Inter-Engineering Deemed University Championship concluded at Sant Longowal Institute of Engineering at Sangrur in Punjab recently.

Dr Virender Singh Hooda, Sports Director, Deenbandhu Chhotu Ram University of Science and Technology, Murthal, said in the sensational finals, Murthal boys managed a win over PAIC Chandigarh by 38-37; and Murthal girls outscored NIT Jalandhar by a margin of 21-13.

Members of the winning teams were accorded a warm welcome by Vice-Chancellor of the university HS Chahal, Registrar RK Arora, Prof JS Rana, Dr Manoj Duhan and faculty members.

Congratulating the team members, the Vice-Chancellor asked the students to take maximum benefit of the new sports policy of the state government and the sports facilities being provided on the university premises.
