New parking lot of Rohtak PGIMS remains unused
Rohtak, March 15 The new parking space of the PGIMS, constructed at a cost of Rs 60 lakh, still lies unused as a majority of the vehicles are parked in and around the main building. Parking had always been an issue and this was perhaps the reason the authorities had constructed a huge parking lot on the stretch lining the main road entering the PGIMS premises, an official said. “Visitors and attendants of patients reporting at the OPD wing had hardly been using this space and it appears to have been lying unused in view of people opting for parking vehicles around the main building and on the roads inside the premises,” Dr Ashok Chauhan, Medical Superintendent, PGIMS, said. He said though attendants of patients were supposed to park their vehicles in the new parking lot, a majority of them parked vehicles on the side of the main road. He said the institute had deputed security personnel to ensure proper parking and movement of traffic near the main gate and guide the visitors regarding the parking space. “The parking of vehicles in such a manner has led to a problem not only in the movement of the traffic but also for the ambulances, which rush patients to the Emergency Department,” said an employee of the hospital.

CM to address rally in Sirsa on March 25
Sirsa, March 15 Ranjit Singh, a former deputy chairman of the Haryana State Planning Board, who is organising the show, said Congress leaders Ashok Tanwar, MP from Sirsa and Gopal Kanda, a minister in the state Cabinet, will also address the rally. Speaking to mediapersons, Ranjit Singh said KV Singh, a former OSD to the CM, Sushil Indora, a former MP, Bharat Singh Beniwal and Dura Ram, both former MLAs, would also be invited to address the rally. Ranjit Singh, younger brother of INLD supremo Om Parkash Chautala, had contested the last Assembly election from the Rania Assembly segment, but he had lost to Krishan Kamboj
of the INLD, a political greenhorn at that time. “The electoral loss last time was due to certain circumstances, but I still have strong hold over the electorates in Rania. The March 25 rally will prove my point,” Ranjit Singh said. Meanwhile, the recent political activities by a former Haryana minister Jagdish Nehra are also being seen as a factor behind holding the rally at a time when political activities are dormant in the state. Nehra, a loyalist of the Union for Culture, Housing and Urban Poverty Alleviation, Kumari Selja, was a strong contender for the party ticket from Rania last time, but the Congress high command’s decision finally went in favour of Ranjit Singh. Nehra recently toured various villages of the Rania Assembly segment and gave hints of his contesting the next Assembly polls from the constituency. He had also given the hint of organising a rally at Rania very soon. Ranjit Singh, however, denied that his rally has anything to do with Nehra’s recent political activities in the area. “As political figures, we remain active among our people and bring their grievances to the notice of the Chief Minister. The rally will provide the people an opportunity to get new development projects from the government,” he said.

State to lift 70 lakh tonnes of wheat
Chandigarh, March 15 Haryana Food and Supplies Minister Mahender Partap Singh, who was reviewing the arrangements made for procurement of wheat during the rabi procurement season 2012-13, at a meeting said recently that 371 purchase centres would be opened so that the farmers do not face any difficulty in selling their produce. Also, the farmers would not have to cover a distance of more than 8 km to sell their produce, he said. He added that arrangements had been made to have all necessary items like gunny bags in adequate quantity. He said the arrangement had also been made with Reserve Bank of India to ensure timely payment to the farmers. He urged the farmers that before bringing their produce for sale, they should ensure that their produce was dry and clean as it would facilitate them in quick procurement of wheat. He said the government had fixed Rs 1,285 per quintal as the minimum support price for the procurement of wheat. — PTI

Intellectuals, teachers oppose nuclear plant
Rohtak, March 15 The group has asked the state government to give up the plan and focus its attention on harnessing renewable sources of energy in larger interest of residents. According to Rajinder Chaudhary, the informal group, which held a meeting recently, had prepared a memorandum to be submitted to the state government in this regard. He said a majority of the participants in the meeting had expressed resentment over the present stand of both the Union and the state government which wanted to set up a nuclear power facility near Gorakhpur village of Fatehabad district in order to enhance the generation of power supply. Describing the issue as the most important as far as the interest of the residents of the state was concerned, the memorandum states that the concerns were genuine as the fallouts of such a facility could be dangerous if there was a natural calamity. Citing the example of the disaster caused by the tsunami at Fukusima city of Japan last year, it said the government should learn a lesson from it and desist from setting up such a plant as the state falls in the quake-sensitive region. “A majority of the nuclear plants in the world are located or established near the sea or water bodies so that there is adequate and immediate supply of water in case a plant catches fire. But, there is no such safety valve at the proposed site and the authorities cannot depend on the supply of water from the Bhakra Nangal canal,” it is stated. It added that the setting up of such a plant in the state was not justified as it would not help farmers in any way and they would stand to lose their agricultural land. Claiming that there were several options available for the authorities to ensure adequate supply of power, it said solar power was still lying unexplored as it was one of the most efficient and harmless sources of energy at present. Stating that refusal to sell their lands at a price of even Rs 34 lakh per acre by the farmers of about 30 villages was a clear signal of the stiff opposition by the residents over the issue.

Rs 2.48 cr spent on education in Fatehabad: Gillankhera
Fatehabad, March 15 Fatehabad MLA and chief parliamentary secretary Prahlad Singh Gillankhera said here recently that Rs 2.48 crore had been spent on education in the district in the current financial year. Inaugurating five classrooms at a government school in Chinder, Gillankhera said Rs 64 lakh had been spent on the construction of new classrooms, while Rs 1 crore had been spent on the repair of the existing buildings. “As many as 401 new classrooms, 259 toilets, 17 new school buildings and 35 tanks for clean drinking water have been constructed in the district,” he said. Exhorting parents to ensure good education to their children, particularly to their daughters, the MLA said their endeavours in this direction would help the country progress further and would also bring prosperity to their families. Gillankhera also laid the foundation stone of four classrooms and a library building at the school. The rooms would be constructed under the Rashtriya Madhyamik Shiksha Abhiyan.

Kurukshetra, March 15 Giving details about the website, the Deputy Commissioner said the facilities included online payment of electricity and telephone bills, HUDA payment and LIC premium. He said the website would help in finding the status of driving licence, registration of vehicles, land records, projects enquiry, online booking of hotels and railway reservations, etc. Highlighting the best use of the website as a tourist guide, he said Pipli, 5 km from here, had been taken as the central point to show routes, distances and locations of colonies in the district and the routes to reach places of tourist attraction. Brar said the link had been provided with the websites of the Railways and the Civil Aviation Department to know the arrivals and departure timing. Additional Deputy Commissioner Sumedha Kataria, SDM Satbir Kundu, City Magistrate Ashok Kumar Bansal, district revenue officer Ashok Malik and district development and panchayat officer Gganadeep Singla were among those who were also present on the occasion.

District admn to keep tabs on ultrasound centres
Sirsa, March 15 Deputy Commissioner J. Ganeshan said this while addressing students and teachers during an inter-college declamation and skit competition on the ill-effects of declining sex ratio. The programme was organised by the state Health Department and speeches and skits presented by the students concentrated on the role of the Prenatal Diagnostic Techniques Act in checking sex determination of the unborn child. Sex ratio in Sirsa stands at 896 per 1,000 male as compared to the 2001 Census figure of 882. The average national sex ratio in India is 940 as per the latest reports of the Census 2011. MP College, Dabwali, stood first with a beautiful presentation on foeticide. Students of Shah Satnam Singh College for Girls presented a skit “dheeyan naal jahan” and CMK National PG College students enacted a play “ladka-ladki ek saman”. Both presentations were adjudged second and third, respectively. Shehnaz from Shah Satnam Singh College for Girls was adjudged first in the declamation contest. Ritu from Janata College, Ellenabad, remained second, while Sakshi from MP College, Dabwali, got the third position.

‘Cover BPL families under health insurance scheme’
Kaithal, March 15 She said besides BPL families, families working under the MNREGS; rehriwalas and construction workers would also be included in the scheme. Sreeniwas informed the officials that the Central government would bear 75 per cent and the state government would pay for 25 per cent of the scheme. A sum of Rs 30 would be charged from the beneficiaries as the registration fee. The families registered under the scheme get a benefit of Rs 30,000 and Rs 1,000 as transport charges. Rs 4,500 was paid to the mothers in delivery cases. As many as 10 hospitals in the district had been listed under the scheme and 32,317 families have benefited from this scheme till now, the Deputy Commissioner added.

KU to organise seminar on minorities
Kurukshetra, March 15 Kurukshetra University Vice-Chancellor Dr DDS Sandhu will inaugurate the seminar, while Dr Tahir Mahmood, a legal luminary and former Chairman of the National Commission for Minorities, will preside over the inaugural session. Stating this to the mediapersons here recently, the chairman of history department and director of the seminar, Professor Chattar Singh, said the seminar was aimed at apprising university and college teachers of latest academic developments and trends in new historical researches on minorities all over the world. However, focus of the seminar would be on Indian minorities -- religious, linguistic and ethnic -- who paved way for others to step out from their cocoons as entrepreneurs and made their mark in India and abroad. He said the seminar would enable participants to understand and appreciate the complexities of minorities in India and abroad. The Parsi, Sikh, Muslim, Jain and tribal communities are known to set new trends in socio-economic entrepreneurship. The basic traits of personality, morality, cultural ethos and taboos will have to be studied and brought forth for further elaboration of the success or failure of the minorities’ entrepreneurship. Participants would, by the end of the seminar, have developed a sense of how to plan, review and critique their own research work in grey and barren fields of this new history, said Singh. Sandhu hopes that all colleges in the state should depute teachers of social sciences, particularly history, for this seminar so that their acquired knowledge could benefit students. The last date of submission of papers has been extended up to March 19. The participants can visit the KU website www.kuk.ac.in to download application form and submit it to the department of history. Over 60 teachers and scholars from all parts of the country are expected to participate in the seminar, he added.

New technology to end cattle infertility
Karnal, March 15 “There are 122 million breedable animals in the country, including 1.86 million crossbreed, 4.21 million buffaloes and 6.1 million cows, but only 77 million out of the total breedable animals can produce calves,” said NDRI director Dr AK Srivastava. Pointing out that India has a large population of infertile, aged, tired and problematic cattle, this technology could be useful for obtaining calves from such animals. It could also be applied to those animals which do not respond to the conventional embryo transfer programme, he added. Dr MS Chauhan, one of the members of the team of scientists who achieved this rare feat, said the adoption of this technology would prove boon to dairy farmers who discard a large number of cows and buffaloes after they stop giving milk. This breakthrough in animal reproduction with combined application of the existing IVF technology and the state-of-the-art OPU technique in cattle would go a long way in improving the reproductive efficiency of the genetically elite females, particularly cattle. While a cow normally produces one viable oocyte during each estrus cycle (ovulation), up to 50 antral follicles exist on the ovary at any time of the estrus cycle. Scientists said via OPU, potentially a valuable donor cow might yield 15-20 oocytes each week or about 700-1000 oocytes/ year/cow. Assuming a 30 per cent blastocyst rate from those oocytes, and a 40 per cent pregnancy rate, a cow might potentially offer 200-300 blastocysts or 80-120 pregnancies each year. This relatively well-established technology would enable the transgenic industry to expand their transgenic herd rapidly.

Waste management project delayed
Kalka, March 15 The local administration had recently selected a site of 3 acres in Paploha village adjacent to Kalka, raising hope among residents of Kalka and Pinjore that the project would soon see the light of day. But their hope turned into disappointment as residents of the village approached the court and got a stay on the land. Manita Malik, SDM, Kalka, said the litigation had further delayed the project. The panchayat of Paploha village had provided 3 acres to the administration for setting up the project. But the residents of the village opposed the construction. According to the villagers, before approaching the court, a delegation of villagers had met the Panchkula Deputy Commissioner and submitted a memorandum to him in this connection. A letter in this regard was also sent to the Haryana Chief Minister. — OC

Solar energy appliances at subsidised rates
Kaithal, March 15 He said solar lantern, solar home light system, box/dish-type solar cookers were made available by the District Rural Development Agency (DRDA) under this scheme. Gram panchayats, municipal councils and committees, panchayat samitis, zila parshads, police stations and educational institutions could each avail five solar appliances under this scheme, he added. Giving further details, the ADC said a subsidy of Rs 650 was provided on ELD lantern worth Rs 1,450 and similarly CFL solar lantern costing Rs 2,350 was available at Rs 1,350 at subsidised rates. ELD solar light could be purchased at Rs 4,500 at subsidised rates against its cost of Rs 6,500. CFL home light system with fan was available at Rs 8,130 against the cost of Rs 10,630. The cost of dish-type solar cooker was Rs 5,710 but it was made available at Rs 2,497 with a subsidy of Rs 3,213. The ADC has appealed to the people to use solar energy appliances in place of conventional energy to conserve energy.

ITIs must ‘upgrade’ skills as per global needs
Kurukshetra, March 15 Addressing a conference and reviewing the working of the ITIs of the Ambala Division in a meeting with the heads of the institutions at Industrial Training Institute, Umari, he said upgrade of training and skill development was necessary to stand in the global competition. “In order to access the inter-institutions training standard and boost the graph of skills, a competition at state level will be conducted and the best institution will be given a special grant for the promotion of training standard,” he said. Talking about better opportunities available for the skilled youth, he announced that the trainees would be regularly sent to well-reputed industrial companies for practical training and stressed the need of launching special campaigns in rural areas to create awareness among the villagers regarding the trades and streams of the industrial training institutes and its scope. Verma said the state government had decided to set up new district-level computerised multipurpose centre in each district to upgrade the skills and techniques in extraordinary training. Such divisional-level conferences of the heads of the ITIs would be organised in Rohtak, Hisar and Gurgaon on March 21, 22 and 28, respectively, Verma added.

Law fest concludes at Kurukshetra varsity
Kurukshetra, March 15 The fest provided an opportunity the students of the institute to show their talents. The main attractions of LAWCEAN - 2012 were moot court competition, quiz, debate, extempore speech, ad-mad show, fashion show, skit as well as singing and dancing competitions. Many renowned academicians and seasoned artists were invited to act as judges. MS Malik, a former president, Consumer Forum, Karnal, who acted as a senior judge for the final round of the moot court competition, praised the students for their legal acumen and art of advocacy. He observed that the quality of competition was high and the participants were comparable with any good advocate of a High Court or the Supreme Court. Survey work on Rohtak-Hansi rly line complete: Deepender
Jhajjar, March 15 He was interacting with mediapersons at the PWD rest house in Bahadurgarh town here recently before going to various villages of the Beri Assembly segment. “I have been consistently working for the Rohtak-Meham-Hansi railway line as it will not only increase the connectivity of cities like Hisar and Sirsa but also pave the way for the extension of several express trains,” he said. The MP said the INLD-supported NDA Government had rejected the railway line project from Rohtak to Hansi via Meham as unfeasible. Later, he requested the then Union Railway Minister Mamata Banerjee for the resurvey, he added. Deepender said 99 per cent work on the Rewari-Rohtak via the Jhajjar railway line and the electrification of the Delhi-Rohtak segment had been completed. The completion of the electrification of the Delhi-Rohtak railway line would pave the way for the starting of electric multiple unit services, he added. “There is no doubt that the railway services in the state have witnessed fast expansion. In the supplementary Budget, 11 railway overbridges were approved and out of them the state got four, which is the highest,” he said. Congress MLA and former Haryana Vidhan Sabha Speaker Dr Raghuvir Singh Kadian, District Congress president Anand Sagar and a number of senior Congress leaders were also present on the occasion.

Engineering college planned in Rao Birender’s memory
Dahina (Rewari), March 15 He said a degree college would also be set up in the Kosli area. This college would be named after Hooda’s late father, Ranbir Singh. The Chief Minister stated this while addressing Nav Nirman rally organised here on Tuesday. The event, which also witnessed a host of inaugural and stone-laying ceremonies, had some interesting personal-cum-political connotations. The rally was organised by local Congress MLA Rao Yadvendra Singh, who is brother of Gurgaon MP and former Union Minister Rao Inderjit Singh, a bitter critic of the Hooda regime and a contender for the CM’s post. Hooda’s son, Rohtak MP Deepender Singh, was also a co-organiser of the event. In a classic display of “you scratch my back and i scratch yours” kind of bonhomie, Rao Yadvendra sought a degree college in memory of Hooda’s late father, while Hooda junior demanded that the engineering college be named after Rao Yadvendra’s late father, Rao Birender Singh. Hooda was pleased to accept both demands, quipping that he could not say no to either one of the demands had been put forward by his son and the other by his younger brother. Needless to say, the name of Rao Birender’s elder son and Rao Yadvendra’s elder brother, Rao Inderjit Singh, was not mentioned during the sweet family gestures. Hooda also announced a hockey nursery for Kanwali village, besides the construction and widening of several local and connecting roads, upgradation of schools, bypass for Kosli town, water supply and sewerage plants and several of canal-based irrigation projects for the constituency. He also announced that the government would study the feasibility for the construction of an express highway between Gurgaon and Mahendergarh. Yet another interesting feature of the rally was Deepender Hooda publicly expressing dissatisfaction at the progress of various developmental projects in the state. “We have power plants but no power, we have canals but no water, we have roadmaps but no roads on the ground there is a lot needed to be done in Haryana,” he said. The projects inaugurated included a mini-secretariat, a sports complex, an ITI and an irrigation guest house at Kosli, a PWD rest house at Nahar, a 33-KV electricity substation at Berli Khurd and a water-treatment plant at Kosli-Bhakli. The projects involved an expenditure of Rs 81
crore.

Mixed reaction to Railway Budget
Sonepat, March 15 Congress MP from Sonepat Jitender Singh Malik termed it as a balanced one and said the interest of every section of society had been taken care of by the Railway Minister. He justified a slight increase in the fares saying that it was increased after a long period of nine years. He also appreciated the announcement for cleanliness on railway stations and trains to make the journey safe and comfortable. BJP legislator Kavita Jain and state media in charge Rajiv Jain said no attention had been given to the common demands like increase in the number of passenger trains, adding of additional coaches in the already running passenger trains, stoppage of some more express and mail trains, construction of a new foot overbridge from Anaj Mandi side to godown side at Sonepat Railway Station, etc. District president of the INLD Padam Singh Dahiya and state publicity secretary Raj Kumar Ridhau criticised the hike in the Railway fare saying that there should not have been any increase in fares in the general category class. Despite a rapid increase in the number of passengers on the Delhi-Ambala section, the Railways had neither sanctioned any new train nor additional coaches had been provided in passenger trains running on this route. Kosli, March 15 Addressing a public meeting at Dahina village in the Kosli Assembly segment, Hooda announced a slew of incentives for residents of the constituency. These included setting up of an engineering college in the memory of former Chief Minister Rao Birender Singh, a hockey nursery and several canal-based irrigation projects. He said the government would study the feasibility for construction of an express highway between Gurgaon and Mahendergarh. Earlier, the Chief Minister said the state government had planned to construct 178 new sub-stations and augment capacity of 102 existing sub-stations under a plan to strengthen power transmission and distribution system in the state during the next three years. — PTI

Reward to woman mountaineer raises row
Sonepat, March 15 The Chief Parliamentary Secretary, Jaiveer Singh Balmiki, while talking to mediapersons here recently, alleged that Chautala had objected to her appointment because of her belonging to the Balmiki community. He said even the Balmiki legislators of the INLD did not utter a single word against their leader’s stand. A state-level meeting of the Balmiki community would be convened soon on the issue, he added. The INLD sought an explanation that why Vikas and his wife Shushma from Samalkha in Panipat district who had jointly scaled the same peak recently and became the first couple in the world to achieve this feat, had not been rewarded by the state government. The CPS said the government was formulating a new policy to accommodate the sportspersons having rare achievements in other fields. Joining issue with the CPS, INLD legislator Jagdish Nayyar who also belongs to the Balmiki community, explained to the mediapersons here today that Chautala had raised this issue while seeking explanation from the government that three others from the state had also scaled the highest peak in the past and they should also have been given the same benefits. “It was not at all against the appointment of Mamta Sauda and the exact statement of the INLD chief can be seen from the records of the Vidhan Sabha,” Nayyar said and alleged that the demoralised Congress was indulging in baseless allegations to misguide the people.
