Citing news items from various towns of the state published in Haryana Plus on Tuesday, RP Malhotra, state convener of the rights cell of the party, has written to the chairman of the NHRC.

Slow pace of diversion road work project irks residents

The sluggish pace of the construction of a diversion road connecting Jhajjar with Rohtak and Rewari roads has been inconveniencing commuters as well as residents of the area.

The residents of localities like Subhash Nagar, Model Town, Old Tehsil area and Quila Colony are facing a tough time due to the slow speed of the road construction.

The worst hit are the people suffering from asthma and other respiratory problems due to the dust rising from the road.

Following improper arrangement to control vehicular traffic here, most of the heavy vehicles prefer to use inside roads of the town for reaching their destination leading to a frequent jam at busy places here.

Even, people and shopkeepers of the Circular Road and the Silani Gate area here also have to face the inconvenience due to this traffic jam as heavy vehicles cross from here instead of the Rohtak-Rewari Road.

Irked over the slow pace of the construction of the road, the residents have urged the Deputy Commissioner for accelerating the pace of the work.

Mukesh, a shopkeeper, said he had to sit at the shop after wearing a mask to protect himself from the dust.

Moreover, he had to work hard for cleaning up his shop as dust gathers everyday due to the non-completion of the work of the road, he added.

Mohan Lal, another shopkeeper, said his business was worst affected as long queues of vehicles were seen throughout the day in front of his shop due to frequent jams here.

“The district authorities should speed up the construction work of the road,” said Ashok, a resident of Subhash Nagar.

He said the residents would meet Chief Minister Bhupinder Singh Hooda and MP Deepender Singh Hooda if the construction work was not speeded up soon.

The Human Rights Cell of the BJP has taken up the issue of overhead high-tension wires passing over the roofs of houses in various towns of Haryana with the National Human Rights Commission (NHRC).

Citing news items from various towns of the state published in Haryana Plus on Tuesday, RP Malhotra, state convener of the rights cell of the party, has written to the chairman of the NHRC.

Malhotra has attached the clippings of the news items with his letter.

Terming the hanging high-tension wires over rooftops as a clear violation of human rights, he has sought suo motu action by the NHRC in this regard.

Central scheme brings reforms in Sirsa health sector

The Backward Region Grant Fund (BRGF), a scheme of the Central Government to address regional imbalances, has helped the authorities in Sirsa to bring reforms in various areas of development, particularly the health sector.

The authorities have not only been able to improve the rate of institutional deliveries in the district, but also they have succeeded in lowering the infant mortality rate in Sirsa.

Sirsa and Mohindergarh are the two districts of Haryana which get grants under the BRGF.

The grants under the scheme unlike those coming under the district development plan provide the authorities better flexibilities in spending on the areas of importance.

Under the scheme, neonatal corners had been established at 146 health sub-centres and delivery huts in the district with an investment of more than Rs 1.11 crore where newborn were being provided all the necessary health facilities, said J. Ganeshan, Deputy Commissioner, Sirsa.

He said these neonatal corners had been equipped with the necessary equipment, including warmer, suction machine, ambu bags.

He said a neonatal care unit was also being set up at the General Hospital, Sirsa, for which all kind of necessary equipments had been purchased.

The neonatal care unit would provide instant medical facilities to 20 newborn babies at a time, he said.

In the General Hospital, 20 beds would be kept reserved for the newly born babies and equipments like incubator, respirator, warm bed, oxygen cylinder, phototherapy, ambu bag and laryngoscope had been purchased, besides the modern equipments, which would enable the newly born to remain healthy.

He said various kinds of equipment had been provided in all Ayush centres in the district. Implementation of delivery hut scheme had shown encouraging results.

Before the commencement of the schemes, the rate of institutional deliveries, which was merely 30 per cent, had now crossed the 85 per cent mark in the district.

Potato, mustard prices set to go up: HAU

Haryana Agricultural University (HAU) has issued an advisory to farmers regarding the estimated rates of crops to help them schedule marketing of their stored produce and sowing of next crops.

A spokesman of the university said here recently that the estimated rate of mustard would be high this time despite a bumper crop due to the festive season. The rate of mustard in March and April would be from Rs 2,900 to Rs 3,000 per quintal and Rs 3,100 to Rs 3,150 per quintal in May and June.

He said similarly, potato would also command high prices due to the ensuing festive season. The rates of potato in March would be from Rs 400 to Rs 425 per quintal and Rs 550 per quintal in April. It would be Rs 500 to Rs 520 per quintal in June.

He said tomato would sell from Rs 550 to Rs 750 per quintal in March and April, but by the end of June it would be selling at Rs 800 per quintal. The farmers could sow their crop of tomatoes accordingly. The rate of peas would be Rs 1,300 to Rs 1,400 per quintal in March and Rs 2,000-2,100 per quintal in April to June.

He said the rate of basmati would be Rs 1,800 to Rs 1,900 per quintal in March, which would come down from Rs 1,750 to Rs 1,850 in May and June. The rate of gram in March to July would be Rs 3,100 to Rs 3,200.

Chemists selling narcotics to face action

The Food and Drug Administration (FDA) has taken tough measures to restrict the sale of narcotics and other habit-forming drugs by chemists in the state.

To achieve this goal, the FDA authorities have raided medical shops in several towns of the state and senior officials of the FDA have been creating awareness among the chemists on the issue.

Girdhari Lal Singal, State Drug Controller-cum-Joint Commissioner, FDA, Haryana, addressed a meeting of the retail and wholesale chemists of the district here recently.

Singal warned that no chemist in the state would be allowed to sell drugs containing narcotics except on the prescription of a registered doctor.

He also directed the chemists to stop the sale of generic version of all the narcotics medicines immediately.

The FDA would not only cancel licences of chemists defying these orders, but cases under the Narcotic Drugs and Psychotropic Substance Act would also be registered against them, he said.

He said about 40 shops have been sealed for the violation of this order till date in different districts of the state and cases of the NDPS Act had also imposed on the chemists and they had been sent to jails.

Singal said the main agenda behind the move was to make the state free from drug abuse.

He said from April onwards, the procedure of obtaining new licenses and renewal would be made online.

“This will save the chemists from visiting offices of the FDA for grant and renewal of their licences,” he added.

He said a food safety license was also compulsory for the chemists who sold food supplements.

The chemists whose annual turnover is more that Rs 12 lakh, can obtain this license from the office of the civil surgeon by paying an annual fee of Rs 2,000 or Rs10,000 for five years.

The firm having an annual turnover of less than Rs 12 lakh can obtain this license from the food inspector by paying a fee of Rs 100 per year or Rs 500 for five years. He said the use of oxytocin had also been banned for veterinary use.

Earlier, Mukesh Dhingra, organising secretary of the Haryana State Chemists and Druggists Association, welcomed Singal. Vijay Raje and Raman Sheoran, district drug control officials from Sirsa and Hisar, respectively, were also present on the occasion.

Teaching takes back seat at KU: CAG report

In a severe indictment of the functioning of Kurukshetra University, the Comptroller and Auditor General (CAG) has alleged that teaching and research have taken a back seat in the institution.

Saying that there was an acute shortage of faculty in the university, the recent CAG report said there was an overall shortage of 128 professors, associate professors and assistant professors (26 per cent) as the university had a strength of 358 as against an approved strength of 486 in the general courses.

However, the situation was worse in the self-financing courses with the university facing a shortage of 141 teachers (61 per cent). The university only had 89 faculty members against the sanctioned strength of 230.There were only two professors against the sanctioned strength of 19 while the university had five associate professors against the total strength of 39.

As a direct fallout of the teachers’ shortage, only 55 per cent students could pass their examination in 2009-10, the report said, adding that placement of the students in several high demand courses such as biotechnology was negligible.

“The shortage of teaching staff affected the quality of education, leading to the decline in successful students in various courses,” the report asserted.

On the research front, the report said out of 54 research projects only 17 projects were completed during 2006-11, and out of 117 registered research scholars for PhD, only 28 research scholars submitted their theses within the prescribed period.

Bringing the academic atmosphere at KU under scanner, the report alleged that the Academic Planning Board remained non-functional for the past 11 years. The university did not prepare its balancesheet with the result that its assets and liabilities were not known to it. And an in-house software programme developed for the maintenance of accounts of receipts and payments was not foolproof and was prone to serious errors.

Similarly, inadequate financial control led to the non-adjustment of temporary advances amounting to Rs 5.89 crore given to employees during 1998-2011. Besides, youth welfare and cultural fees amounting to Rs 66.74 lakh were outstanding against 94 affiliated colleges.

25 govt, 45 aided colleges to be centres of excellence

The Haryana Government will develop 25 government colleges and 45 government-aided colleges in the state as Centres of Excellence to provide qualitative education to the youth of the state.

Addressing students and teachers during the annual prize distribution function of Government National Postgraduate College here, Haryana Minister of State for Home Gopal Kanda said quality education for youth had been among the main focuses of the state government.

Kanda gave away merit certificates to 262 students.

Out of these certificates, 126 were given away to those, who excelled in sports, 105 for excellence in academics and 31 in cultural activities. He announced to give Rs 11 lakh to improve the playground and construct the main gate of the college.

Kanda said the central and state governments had launched many welfare schemes for the welfare of the youth to channelise their energies in a positive direction.

The government, he said, had decided to observe 2012 as the "Year of the Youth".

Several activities and programmes would be organised for the welfare of the youth during the year.

He exhorted the youth to contribute to the development of the country.

He said that Haryana had emerged as an education hub and many world class educational institutions had been set up in the state, the prominent being Rajiv Gandhi Education City at Kundli, Central University at Mahendragarh district and Bhagat Phool Singh Women University at Khanpur Kalan.

He said Haryana had implemented the Private Universities Act, 2006, under which many private universities had been set up in the state.

He said the state government had made provision of free education for girl students.

Provision of horizontal reservation of 25 per cent had also been made for the girl students in the technical education institutes to give impetus to girls' education in the state.

School holds annual concert

The Millennium School celebrated its annual concert, Impressions-2012, here recently.

While inaugurating the function, Anu Dhingra, principal of the school, said there was 100 per cent participation of the students in the concert.

She said choreography on save tigers, corruption, foeticide and terrorism enthralled the audience, adding that a play, Meetha Zaher, presented by the students of class VI was a satire on the burning issue of adulteration.

She said prizes were given to the students for their exemplary performance in co-curricular activities.

An art and craft exhibition was also organised to showcase the skills of the students.

Mercedes golf reaches Gurgaon

Amateur golfers from the millennium city competed in the regional qualifier for Mercedes Trophy organised at the DLF Golf & Country Club here recently.

More than 100 golfers participated in the qualifier for the 12th edition of the Mercedes Trophy in the country.

The trophy is one of the world’s largest amateur golf tournaments involving over 58,000 golfers in 43 countries worldwide.

In India, the qualifying rounds are being held in 10 cities, Pune, Ahmedabad, Chennai, Hyderabad, Jaipur, Mumbai, Delhi, Chandigarh, Kolkata and Bangalore. The national finals will be held in April, 2012. The three winners at the national final will participate in the Mercedes Trophy world finals at Stuttgart, Germany, against the winners from all over the world.

An interesting aspect of the trophy is a golf clinic for beginners being organised by the Indian National Golf Academy on every day of the event.

Art and craft workshop held

Ambala, March 1
A one-week art and craft workshop was organised at the Sohan Lal DAV College of Education, Ambala City, recently.

Dr Vivek Kohli, principal of the college, welcomed the guests on the occasion.

While addressing the students, Dr Kohli said every individual must possess some talent. Such workshops provided opportunities to the students to display their creative talents, he said.

Paan Singh Tomar

“Paan Singh Tomar”, based on the life of Paan Singh, an athlete and a subedar in the Army who turns a dacoit, is set to release today. Irrfan Khan plays the title role, while Mahie Gill plays the role of his wife in the movie.

“Paan Singh Tomar” is a drama about how this man joined the Army, got into sports by chance and then when his life took a turn, he did something unacceptable and surprising.

Ensure education for all

A nation can only progress if it ensures education for all. While the Union Government has enacted the Right to Education Act, its success depends on its effective implementation. In the absence of clear guidelines, private schools in Haryana are reluctant to reserve seats for children belonging to the weaker sections. Nonetheless, there are certain NGOs which are doing their bit in this regard.

I recently got an opportunity to visit Sikhya School in Sector 46, Chandigarh. The school has been established exclusively for the underprivileged children who are being provided education, food and clothes, all without being charged a single penny.

Having beautiful entrance with lots of flowers and greenery around, the school has set a perfect ambience for study. Its principal Sonia Channi has been successful in enrolling a fairly large number of children from the nearby slums and other poorer sections. Whatever donations the school gets from the public in cash or kind is being utilised for strengthening the institution.

Seeing the dedication of the school staff was a great experience I had in my last eight years of career in teaching. Another important feature of the school is its “spiritual garden”, which, besides having symbols of various religions, has matching trees along with them. Like a Christmas tree has been grown along with the “Cross” and a tulsi plant beside "Om". The school has set an example in “service before self” for others to emulate.
