Meham to get bypass, bus stand
Chandigarh, May 3 After the construction of the bypass, users of the Hisar-Rohtak road would not have to pass through the narrow road inside Meham. The bypass will be of 60-m width with 100-m green belt on both sides. The bus stand would
come up on the National Highway 10. To develop Meham in a planned manner, the town has been divided into sectors. The Draft Development Plan of Meham has been prepared for the projected population of 65,000 persons by 2031. A total area of 687 hectares would be developed with residential density of 250 persons per hectare. As per the approved development plan, 297 hectares has been earmarked for residential purpose, 47 hectares for commercial, 32 hectares for industrial, 167 hectares for transport and communication, 42 hectares for public utilities, 35 hectares for public and semi-public uses and 67 hectares for open spaces, including the green belt. Additional area for infrastructure will be provided in the already planned or developed residential sectors to meet the requirement of the additional population. The minimum width of the roads in a residential colony or sector would not be less than 12 meters, while the minimum area for parks or open spaces in a residential colony or sector would be planned in such a manner that it would meet the minimum norms of 2.5 sq m per person. The main commercial area would be spread over 47 hectares in Sectors 1A, 7, 12, 13. A 100-m wide commercial belt would also be set up along the Gohana road in Sector 3. Industries would be allowed over 32 hectares in Sector 6, which would
be adjacent to the Delhi-Hisar National Highway towards Rohtak. A transport nagar would be set up in Sector 10 on the Delhi-Hisar road. The planned public utilities include a site for water works measuring 5.6
hectares on the land of existing sugar mill, an electric sub-station on the Meham-Rohtak road, disposal works on Shekhupur-Titri village road over an area of 7 hectares, a sewerage treatment plant over 1.8 hectares on the Titri Road, solid waste disposal along the proposed drain on the Beri-Meham road over 4 hectares and a drain along the bypass and along the peripheral road up to the existing drain near Bahlaba village to check the floods. The existing college, Industrial Training Institute, tehsil and SDM offices have been accommodated in Sector 12 and 13 partly. An area of 67 hectares allocated for open spaces include 35 hectares around the Chaubisi Chabutra for public gathering, animal fare, etc. Another pocket of open space has been proposed around the Bawli in Sector 13, green belts of 100/30m depending upon the hierarchy of roads and green buffer zone along the industrial area.

Kalayat MLA alleges govt fund misuse
Kaithal, May 3 Majra alleged that a clerk was withdrawing crores of rupees from banks by changing figures in issued cheques and the department officials had no knowledge about the misdeed. He said the Deputy commissioners and ADCs during whose tenure this scam had taken place were equally responsible for embezzlement of such a huge amount and such officials should be pin-pointed and action be initiated against those found guilty. Majra said in the recent past some miscreants withdrew lakhs of rupees from bank accounts of cooperative sugar mill, Kaithal, and in earlier years, too, a scam had taken place in funds allotted for the Sarva Shiksha Abhiyaan. He said all this pointed that the bureaucrats were not sensitive enough towards the utilisation of public funds meant for development. Majra said during the past financial year, Rs 9.78 crore of funds under the D plan had lapsed as the district administration failed to utilise these funds. Majra took the state government to task following its indictment by Supreme Court in land acquisition in Kalka Pinjore area where a residential complex was being developed by HUDA and the government released land to private builders. He said his party had been raising this issue for the past several years but now the Supreme Court judgement had vindicated his party’s stand.

Suicide cases on the rise in cyber city
Gurgaon, May 3 A top executive of a private company, a young woman software engineer, an MBA student, who was niece of the Meghalaya Chief Minister, and an under trial prisoner, who was allegedly ditched by his beloved and charged with rape and abduction, are among those who allegedly ended their lives during the recent days. Jitendra Jain (26), assistant vice-president with a company in Noida, allegedly jumped to his death from the fourth floor of an under-construction building here yesterday. Jain stayed at Malibu Town on the Sohna Road. He had gone to his sister’s house in Sector 47 here, where their parents had also come from Jodhpur in Rajasthan. After having a cup of tea last morning, Jain went to a nearby under-construction building and jumped from its fourth floor. Jyotsna Negi, 26, an executive with a social networking website company here, allegedly committed suicide by hanging herself from a ceiling fan at her rented room at Sukhrali village yesterday. Jyotsna, who hailed from Shimla, HP, talked to her parents on the phone early last morning. The father of the girl sensed that she was not well and asked his relative in Delhi to visit her immediately. On his arrival at 7 am, the relative found Jyotsna hanging in her room. A suicide note found there said no one was responsible for her death. A few days ago, Dana Silva Sangma, niece of Meghalaya Chief Minister Mukul Sangma, and a student of MBA at Amity University, Manesar, allegedly hanged herself to death in her hostel room. The girl took the extreme step after she was caught while allegedly using her cellphone during her examinations, due to which an invigilator took away her answer sheet. In yet another incident, Praveen Sharma from UP allegedly committed suicide in a bathroom of Bhondsi jail where he was lodged. He was undergoing trial on charges of rape and abduction, though his family maintained that he had been jilted and cheated by a Gurgaon-based girl he loved. “The girl first eloped with him, but when they returned after a few days, the girl lodged a complaint of abduction and rape against him,” they alleged.
No let-up in abandoning of baby girls
Apart from witnessing a marked rise in the number of suicide cases, Gurgaon has seen quite a few instances of baby girls being abandoned in the recent past. There have been reports of small girls being abandoned from other parts of the state as well. While apathetic attitude of parents and the psyche of considering daughters a burden share the blame for the deplorable trend, cumbersome official procedures regarding the adoption of children also need to be addressed. There are many childless couples who want to adopt such small children, but are discouraged by the complicated procedures involved therein.

Legal aid clinics at 17 villages
Rewari, May 3 Rachna Gupta, Chief Judicial Magistrate-cum-Secretary of the DLSA, visited three such LACs at Masani, Mirpur and Kharkhara villages in the Rewari block of the district recently. While stating that a paralegal volunteer as well as a legal aid counsel would remain present on each Wednesday and Sunday at each of these LACs, she exhorted the villagers to derive optimum benefit from these clinics. — OC

Dera followers marry sex workers
Sirsa, May 3 “The brides will now be called as Shubh Devis and they will be treated as Dera Chief’s daughters,” said Pawan Insan, a spokesperson for the Dera. The Dera also organised a blood donation and medical camp, which was inaugurated by the Dera Chief. As many as 4,950 followers donated blood. Armed Forces Transfusion Centre, Delhi, Ayush Blood Bank, Nagpur, PGIMS, Rohtak, Sanjivani Blood Bank, Bikaner and Rainbow Blood Bank, Nagpur, were among those banks who collected the blood during the camp. “We have been coming here every year to collect blood for the needy,” said Dr Ashish Kathuria, in charge of Sanjivani Blood Bank, Bikaner. Dr Pooja Singal, in charge of Red Cross Blood Bank, Ghaziabad, said she had come here earlier, too, but had never seen
blood donation camps of such high magnitude anywhere else. On August 8, 2010, the Dera had entered the Guinness World Records by collecting 47,432 units in a blood donation camp held on that day. Specialists of various disciplines of medicine and surgery examined 2,930 patients, including 1,732 women, said Dr Aditya Insan, an ophthalmologist and a Dera spokesperson.

New regulations to tackle epidemic diseases
Chandigarh, May 3 Navraj Sandhu, Financial Commissioner and Principal Secretary, Health, said here yesterday that these regulations framed under the Epidemic Diseases Act, 1897, would be known as the Haryana Epidemic Diseases, Malaria, Dengue, Chikungunya and Japanese Encephalitis (JE), Regulations, 2012. These had come into force with an immediate effect and would remain in force up to March 31, 2013. As per these regulations, Epidemic Disease would mean malaria, dengue, chikungunya and JE. The Director-General, Health Services, or the Civil Surgeon concerned might appoint a person as inspecting officer. The inspecting officer, who is unavoidably prevented from discharging all or any of the functions, might by order in writing appoint deputy civil surgeon (VBD), senior medical officer, senior malaria inspector, multipurpose health supervisor, multipurpose health worker, surveillance worker and field worker to discharge such functions. Every official so appointed would be deemed, for the purpose of these regulations, to be an inspecting officer. She said the inspecting officer might enter any premises for the purpose of fever surveillance, treatment, anti-larval measures, fogging or spray. He might also authorise other persons of his team to enter such premises, along with him, as he considered necessary. The inspecting officer might put any question he deems fit to ascertain whether these was any reason to believe or suspect that such person was or might be suffering from malaria, dengue or JE. Such person would give answer timely to the questions put to him. These regulations further add that whereas a result of such inspection or examination or otherwise, the inspecting officer considers that there was a reason to believe or suspect that such person was or might be infected with malaria, dengue or JE, he might direct such person to give his blood slide for examination and take such treatment as the inspecting officer might consider necessary, she said. In case of the minor, such orders would be directed to the guardian or any other adult member of the family of the minor. The inspecting officer might order any premises to be sprayed with insecticides or inter-domestic water collection to be treated with larvicides, she added.

Industrial trip organised
Kurukshetra, May 3 Addressing mediapersons here, Viraj Tyagi, Head of the Mechanical Engineering Department, said the students were taken to Advanced Enterprises, Bahadurgarh. During the visit, the students were divided into groups. Each group was provided with a supervisor. They were taken to different sections such as production, planning and control, design and drawing, raw material cutting, shafts and gears manufacturing, gear finishing, assembly and testing, etc. Hemant Khera, chief executive officer, also accompanied the students and explained the working of the plant. Tyagi said the trip was useful for the students. They experienced gears, shafts and gear boxes for different machines.

Chandigarh, May 3 The Division Bench of Acting Chief Justice M.M. Kumar and Justice Alok Singh issued the notice on a PIL field by Kapil Garg of Narwana. The petitioner has submitted that the registration of an FIR was recommended after an inquiry by the Vigilance Bureau against two contractors, and a large number of food supplies department officials, along with procurement agencies. Though the report was furnished in 2002, the Haryana police registered an FIR in 2006. Despite a lapse of about six years, the police has failed to present a challan. — TNS |

Kurukshetra, May 3 While inaugurating the summit, Prof Anand Mohan, Director, said the development of entrepreneurship had to play a key role in the growth of domestic economy. An interactive session was conducted by Siddharth Sharma, Director of Success Monks, New Delhi. Also, an interactive lecture by Prof Rajat Aggarwal, Indian Institute of Technology (IIT), Roorkee, was organised. Annual function held
Yamunanagar, May 3 On the opening day, various technical events, including extempore, debate, group discussion, technical presentation, project demonstration and software development, were organised. Various fine arts events such as nail art, mehandi, rangoli, tattoo-making, poster-making, face painting and t-shirt painting were organised on the premises. The highlight of the function was the one-act play based on “female foeticide”. The students of Maharishi Ved Vyas Engineering College performed different avatars of Vishnu during the play. Dr AP Singh, Director, presented the annual report of the college and highlighted the achievements of the students and staff in various fields. Speaker lays foundation stone of mini-secretariat at Gannaur
Sonepat, May 3 Speaking on the occasion, Kuldeep Sharma said the construction work of the complex would be completed within 18 months at a cost of Rs 6 crore. All the offices of the government departments in Gannaur town would be shifted to this three-storeyed complex so that the people could get their work done under one roof, he added. He said Rs 35 crore had already been provided to gram panchayats in the villages of the Gannaur Assembly Constituency for the execution of 469 development works and estimates for other works had also been sent to the government for the allocation of budget. “The Gannaur Municipality has also received a grant of Rs 15 crore for the completion of the ongoing development works in the town,” he said. He said an air-conditioned community centre would be constructed at Gannaur village at an estimated cost of Rs 2 crore and Rs 3.45 crore would be spent for setting up a new vegetable market in the town. SDM Gannaur SB Lohia, XENs Arvind Kumar and SK Ahuja, SDOs Padeep Atri and Ranbir Gulia, president of the Gannaur Bar Association Om Prakash Tyagi, state joint secretary of HPCC Santosh Gulia and advocate Satya Prakash Sharma were also present on the occasion.

Degrees awarded to college students
Kaithal, May 3 Shamsher Singh Surjewala, President, All-India Kisan Khet Majdoor Congress, presided over the function. As many as 256 graduates in various streams were awarded degrees by the chief guest Randeep Singh Surjewala, PWD and Industries minister, Haryana. Speaking on the occasion, Surjewala said in order to meet the challenges in their career, youth should concentrate on getting the best education in the field of science and technology. He said a group of students from this institution would be taken to various multi-national companies so that they could get first-hand information about the functioning of these companies. He said several educational institutions were imparting education in the stream of arts and others but this college was started with a motive to provide job-oriented education to the youth. All this would help them face difficulties of the professional life and in getting better employment opportunities. Shamsher Singh Surjewala also blessed the young graduates and wished them good luck for their bright future. Unregistered tubewells to be sealed, warns DC
Gurgaon, May 3 Stating this here on Tuesday, Deputy Commissioner PC Meena appealed to the local residents to get their tubewells and borewells registered by July 31. However, only those tubewells and borewells would be registered, which
were installed before August 13, 2011. On August 13, 2011, the Central Ground Water Authority (CGWA) declared the entire Gurgaon district as a notified area, which means that no new tubewell or borewell can be installed in the district after that date without obtaining permission from the Deputy Commissioner. The tubewells and borewells, which had been installed before the notification can be registered now and a special drive has been launched for the purpose from May 1 to July 31. Forms for the purpose would be available at the offices of the Tehsildars/BDPOs concerned, he added. The DC, however, clarified that during the drive for registration, the tubewells located in the entire Gurgaon block and 18 villages of Sohna block were not eligible for registration as these areas had been notified long ago. The 18 villages of Sohna block include Darbaripur, Hasanpur, Ghani Darbaripur, Dhani Hasanpur, Dhani Rampur, Palda, Sakatpur, Noorpur, Badshahpur, Maidawas, Ramgarh, Ullahwas, Kadarpur, Dhumaspur, Aklimpur, Teekli, Adampur and Fatehpur. The Punjab and Haryana High Court has also prohibited the installation of new borewells in Gurgaon in view of the over-exploitation of groundwater.

State govt to amend notification on pregnant teachers
Chandigarh, May 3 As per the recent notification, before joining the work women were
expected to produce fitness certificates. Those found to be more than 12-week pregnant were barred from joining duties. They would not be entitled to their salaries and other perks till the time they rejoin duty after delivery. The state government had maintained that it did not want students to suffer because
of maternity leave taken by teachers. However, the decision of the government drew much hue and cry,
forcing it to amend the notification. The Haryana School Teachers Association alleged discrimination against women, adding that the government
wants to save salaries during that period. “The state has taken several steps for the welfare of women. We thought this will be unfair and injustice to the recently recruited teachers, which is why we will bring an amendment soon,” Haryana Education Minister Geeta Bhukkal said. — PTI

Kurukshetra, May 3 Dr Agarwal said an early diagnosis of asthma helped in preserving the condition of the lungs. “Asthma is usually detected through symptoms like coughing, tightness in chest and wheezing. If the symptoms are recurrent then a doctor should be consulted at the earliest,” he added. He said asthma could be fully controlled by regular treatment. “Inhalation therapy, which is the most effective treatment for asthma, is available here at a price as low as Rs 4 to 6 per day. This means that a year’s supply of medicine is less than the cost of one night stay at the hospital,” he said. He lamented that 30 million people in the country were asthmatic.

INLD to organise Kabir Jayanti at Bhiwani
Hisar, May 3 This was announced by Rajya Sabha member Ranbir Gangwa while addressing a meeting of party workers here recently. Gangwa said the INLD was the only party that had taken care of the interests of the Dhanak community in Haryana. The history went back to the time the late Devi Lal was the Chief Minister and later Om Prakash Chautala who succeeded his father. He said the Dhanak community, too, had always backed the INLD and it had played an important role in helping the party form a government on several occasions. He appealed to the members of the community to bring the maximum number of Dhanaks to the function at Bhiwani. Meanwhile, INLD secretary-general Ajay Singh Chautala has said that the people of Haryana have become disillusioned with the Congress government. Addressing party men at a function held here to admit about a dozen Congress workers to the INLD last evening, he said the Bhupinder Singh Hooda government had failed to deliver. The first casualty of Hooda misrule was infrastructure. In the rural areas, no new roads had been laid and old roads had not been maintained properly. Development had come to a standstill as funds were being spent in select areas only at the cost of other parts of the state. Likewise, jobs were also being offered to candidates from a particular area, he alleged. Chautala said the sudden influx of Congressmen into the INLD was indicative of the frustration
of the masses with the Congress and the Hooda government.

Dairy cooperative to launch icecreams soon
Sirsa, May 3 A spokesperson of federation said the HDDCF was playing an important role not only in making cattle breeders and rural women self-dependent, but
also in delivering quality products to consumers at reasonable rates. He said during 2011-12, the federation purchased 5.33 crore kg of milk costing Rs 111 crore in Sirsa district. He said 26,259 farmers were associated with Vita plant at Sirsa for the supply of milk. Besides, 1,350 persons were associated for the collection of milk and 675 societies were working for the federation for the purpose, out of which 520 were registered. Contributing towards women empowerment, the federation had constituted 80 women committees. This had not only brought self-confidence in them but had also made them financially independent. One committee had at least 41 members who work in a time-bound manner, he added. He said at Vita plant at Sirsa, 1.46 lakh kg milk was collected daily and consumers were provided milk products like curd, ghee, butter, buttermilk etc. He said bonus was also given to the societies exhibiting good performance. Vita was also providing facility of artificial fertilisation for the cattle at 17 societies. The HDDCF spokesperson said there were seven chilling centres of Vita at different areas of Sirsa and at present 350 workers were working at the Vita institute, out of which 71 were on regular basis. He said the Haryana Dairy Development Cooperative Federation had established its units at Jind, Rohtak, Ballabhgarh and Ambala apart from Sirsa.

Sirsa, May 3 With a view to strengthening the capabilities of the youth and increasing opportunities available to them, the Haryana government has announced April 1, 2012 to March 31, 2013 as the year of the youth. A spokesperson for the department said as per the calendar, water sports training camp would be organised for boys from May 1 -14 and for girls from June 1 -14. River rafting for boys would be held from May 20-23 and for girls from May 29 to June 1. Trekking and mountaineering would be held for boys from June 11-20, from May 22-29 and May 30 to June 6 and for girls from June 13-22, June 7 -14 and June 15-22. — TNS
