Dial 102 to report violation of PNDT Act
Gurgaon, May 14 A decision to this effect was taken at a meeting of the District Task Force constituted for the better implementation of the PNDT Act in the district. The meeting was presided over by Gurgaon ADC VS Hooda. Civil Surgeon Dr Praveen Garg said in order to check the menace of female foeticide, the government had also announced a cash reward of Rs 21,000 for those providing information about pre-natal sex-determination tests. He apprised the meeting that as per the latest guidelines of the state government, all pregnant women undergoing ultrasound examination would have to submit a photocopy of their identification proof at the ultrasound centre. It would be the responsibility of the radiologist to ask for the photocopy of the document. Now, a radiologist could visit and conduct ultrasonography in a maximum of two ultrasound clinics and that too within the same district, he said, adding that to create awareness about the negative consequences of female foeticide among the people, road plays would be organised. No radiologist could conduct ultrasound of any pregnant women without the recommendation of a gynaecologist or a physician. The PNDT Act prescribes strict action against any radiologist not abiding by these directions.

Ambala, May 14 He was addressing a healthcare meeting organised by the Nagar Sewa Sangh here recently. He said it was among the prominent cause of heart failure and premature cardiac arrest. He said it happened when bacteria and germs made their way into the bloodstream and then began to invade the heart valves. He said it was estimated that more than 10 million Americans had some type of heart valve abnormality and in approximately five million people, the decease was moderate to severe while in India it was mostly found among children. — OC

6,000-MW power generation by December, says minister
Sonepat, May 14 It was only 1,587 MW when Bhupinder Singh Hooda-led government came to the power and the government had planned to increase the capacity to 5,000 MW, he added. He was addressing a public meeting at Chatia after laying the foundation stone of 33KV substation in the village recently. The substation would be set up by Uttar Haryana Bijli Vitran Nigam at an estimated cost of Rs 3.10 crore. The substation would supply power to about 7,000 direct and indirect consumers of Jahri, Tharu, Uldepur, Thariya, Shehzadpur, Kilohar, Sandal Khurd, Sandal Kalan and Chatiya. He said to minimise accidents, all iron poles would be replaced with cement poles by the end of August in a phased manner. It has also been decided to replace worn-out cables in the state by November this year. In order to strengthen power transmission and distribution system to supply quality power to the consumers in Sonepat district, the state government has made a comprehensive investment plan of Rs 112 crore. Yadav said the government had already approved construction of three 220KV substations at HSIIDC, Rai, Sector 6, Sonepat, and Rajiv Gandhi Education City, Rai, two 132KV substation at HSIIDC, Kundli, and Khewra and two 33KV substations at Sector 15 and Sector 13, Sonepat. He further said the existing capacity of 220KV substation, Sonepat, 132KV substation, Gohana, and 132KV substation, Gannaur, would be augmented to meet the growing requirement of load. It has also been planned to augment the capacity of the proposed 132KV substation, Kundli. Simultaneously, 33KV substation, Barota, and Ferozpur Bangar would be augmented. He said the utilities had also approved erection of associated transmission and distribution lines in view of over 15 per cent annual load growth in the area. The plans were being executed to ensure adequate power supply to the consumers. Bank error makes Fatehabad man billionaire for an hour
Fatehabad, May 14 TVchannels and mediapersons have been vying with one another to interview this village youth from Nehla in Fatehabad, who runs his photography business at Hisar. Sunil had accidentally become a multi-billionaire for about an hour on Friday because a clerk in Punjab National Bank, instead of crediting Rs 40,000 to his account, by mistake, had written his 10-digit cellphone number. “I was online at that time, as I was waiting for the transfer of money deposited by the friend to my account. Suddenly, I found a sum of Rs 946.64 crore, which was quite an astronomical figure, had been transferred into my account. The amount matched with my mobile number 9466401810. Just to see whether it was a dream or reality, I transferred Rs 95,000 to my other bank account through online banking. The money was transferred but within minutes, I received a call from the bank manager, who told me of the lapse and my account was sealed. I deposited Rs 55,000 that I had drawn in excess of my funds immediately in the account,” Sunil said when contacted by The Tribune. “At that time, I did not realise. Now, when people have been visiting me, I feel it was a great thing becoming a multi-billionaire, though for a few minutes. But at the end of the day, I feel only hard-earned money provides pleasures to a person and not the ill-gotten money or the one coming to one by mistake,” added a philosophical looking Sunil, who is barely a matriculate.

Rohtak police launches drive to nab notorious criminals
Jhajjar, May 14 A communiqué with a dossier carrying all personal details, crime history and pictures of these criminals has recently been shot off to all SPs of the districts from the office of IGP, Rohtak Range, so that they could embark upon special strategies to apprehend the criminals of their areas concerned. In the communiqué, the SPs have been asked to submit a weekly progress report to the IGP office about their performance and experiences regarding carrying out the campaign. Senior citizens’ cell disposes of 100 complaints in 3 months
Rohtak, May 14 “The cell has proved handy for senior citizens who were not able to seek help from the police in a formal manner,” said Alok Mittal, IG, Rohtak Range. Claiming that this had been perhaps for the first time that a cell of this kind had been activated, the IG said resolving a large number of disputes pointed towards the need of expanding and strengthening the system. He said a large number of applications had been received from Rohtak, Sonepat, Panipat and Jhajjar. “The cell has been able to dispose of around 100 complaints lodged here during this period, while efforts are on to resolve the remaining ones,” he added. “The cell not only ensures to solve the problem on a priority basis, but also follows the status of the matter even after the settlement of the case by contacting the applicants at regular intervals,’’ said Ram Kumar, a resident of Ram Gopal Colony here, who was one of the victims who contacted the cell after he was beaten up by his son. “I was asked if everything was going on smooth after the resolution of the problem,” he added. He said the main aim of the cell was not to punish anyone, but to provide a platform for an immediate solution to the issues concerning senior citizens, who normally remained ignored and could be an easy target of unscrupulous elements. Each of the districts in the zone had a separate cell and its activities and work was monitored by the IG Office here. The complaints taken up by the cell could be of any nature which includes problems regarding old-age pension, harassment, threat to life and property, land dispute or problems regarding delay in disposal of any matter pending before the police or any other government department.

Administrative chaos affecting working of power utilities: AIPEF
Panipat, May 14 In a letter written to the Union Power Minister and the Chief Minister, Haryana, the AIPEF said the holding of multiple charges and short tenures of managing directors of the power utilities had lead to a non-stabilised approach towards the administration. The federation said top managers of power utilities should not be given multiple charges and posted with a fixed tenure of 2-3 years or more as per the recommendations made by the Shunglu Panel in its report submitted with the Union Government. The federation said the state power utilities were without a regular chairman for the past several years as the dual charge was given to the Financial Commissioner (Power), who is also the Financial Commissioner (Revenue). The post of the MD of the Dakshin Haryana was held on a dual charge basis by the MD of Haryana Power Generation Corporation Limited (HPGCL). The MD of the HPGCL himself has proceeded on training, which is the privilege of IAS bureaucrats that has caused a vacuum in both the companies. The federation also pointed out that the post of the MD, Dakshin Discom, has been given on dual charge basis to some official in Hisar. The post of the MD, HPGCL, has been given on dual charge to the MD of the HVPN. The MD of the Uttar Haryana Discom is working on a daily-wage basis, as he is on the verge of deputation to the Centre and can be shifted any moment. It also blamed the administrative chaos at the top levels in the HPGCL for the loss of generation as major faults in the units at Yamunanagar and Hisar thermal plants. The federation demanded that the government should immediately step in to resolve these issues so that the working of the power utilities was put back on track.

Most people ‘unaware of provisions of RTI Act’
Rewari, May 14 Subhash Chander, state convener of the manch, presided over its proceedings. In his keynote address, Subhash Chander said while a long period of over six years had passed since the inception of the RTI Act, it was deplorable that most people were still in the dark about the provisions of the Act. Attributing the dismal state of affairs to a severe lack of awareness about the virtual usage of the Act among the citizens, he said though the responsibility of proper propagation of the Act lay squarely on the government, it was quite lackadaisical in its approach. Further lamenting the “half-hearted” implementation of the provisions of Section 4 of the Act, he said the manch had organised several seminars in various universities and colleges of the state in the past, but due to the lack of funds and valid governmental authorization, the manch had not been able to do much to lend sharpness to the Act. Besides, he also expressed concern at the increasing attacks on RTI activists by men of vested interests. The activists described the “lopsided” State Information Commission (SIC) as a white elephant. Those who spoke on the occasion included Rajesh Jakhar (Hisar), PP Kapur (Panipat), Vijay Yadav (Rewari), Ved Prakash (Sonepat), Rajjudin (Mewat), Satbir Singh (Rewari), Sanjay Sharma (Narnaul) and Amit Chaudhary. The participants adopted a number of resolutions seeking observance of total transparency in the affairs of the State Information Commission, expeditious appointment of information commissioners on the vacant posts in the SIC, imposition of an application fee of Rs 10 on the pattern which were prevalent in most other states, provision of foolproof security to an RTI activist, extensive propagation of the provisions of the Act through authorised NGOs and inclusion of at least 50 per cent representatives of the HSAM in the State Monitoring Committee.

DC orders formation of anti-ragging squads
Kurukshetra, May 14 Stating this to mediapersons here recently, Mandip Singh Brar, Deputy Commissioner, Kurukshetra, said the Haryana Government Monitoring and Coordination Cell had issued a circular to all the deputy commissioners in the state to ensure the formation of a district-level anti-ragging committee under the chairmanship of the deputy commissioner of the district concerned. “Following the guidelines and directions of the Supreme Court, the district committee will function as an appellate forum in which the Additional Deputy Commissioner will be a member secretary and the Superintendent of Police will be a member,” he added.

Government schools told to set up development panels
Chandigarh, May 14 While stating this here, an official spokesman said that a school management and development committee would comprise 18 members out of which 50 per cent members would be women. The principal, the headmaster or any senior teacher would be the chairperson of this panel. He said the committee would hold at least one meeting in a month. It would be mandatory to hold this meeting four times in an academic session and at least once in three months. He said that for construction, repair, maintenance and other construction-related works of the school, the school nirman committee would be constituted. A senior teacher or the headmaster would be the president of this committee. This committee would hold at least one review meeting in a month. Similarly, for improving quality and maintaining equality in academic activities and to remove hindrances like social, economic and gender, the school academic committee would be constituted. The seniormost teacher or the headmaster would be the chairperson of this panel.

Ratia students take out rally to save environment
Ratia, May 14 Harish Bhatia, Sub-Divisional Magistrate, Ratia, flagged off the rally from Aggarwal Dharamshala. Addressing students, Bhatia said it was the duty of all to save the environment, as it was the basic necessity of the growing population. Stressing the need for plantation, he said trees provided life to human beings and animals by making the environment cleaner. The Departments of Higher Education and School Education had been designated as nodal departments for their respective institutions to organise seminars or debates on the issue of problems relating to overseas Indian marriages. A schedule to conduct these seminars would be chalked out jointly by all the departments concerned. He said the seminars or debates would be conducted in all girls’ colleges and girls’ senior secondary schools followed by coeducational colleges and senior secondary schools in Ambala, Panchkula, Yamunanagar, Karnal, Kaithal, Kurukshetra, Hisar, Sirsa, Fatehabad and Nuh districts. He said the Department of Employment would provide necessary assistance and material for conducting seminars or debates. For giving the presentations, the Department of Employment would also provide soft as well as hard copies of presentation to the Education Departments. The local divisional or district employment officers would coordinate with the department concerned for this purpose. These departments would draw a schedule to organise seminars. Murthal varsity signs agreement with foreign varsities

Sonepat, May 14 This was stated by Vice-Chancellor of the university HS Chahal after an inspection of the newly provided facilities in the department laboratories recently. Before signing the agreements with the foreign universities, Murthal university upgraded the laboratory facilities in the department to international standards, he said. “With these new lab facilities, the students of the university as well as other foreign universities can carry out researches of international standard,” he said. He added that the university had opened an innovation fund of Rs 25 lakh to provide financial assistance to research scholars. The chairman of the department Dr JS Rana said five students from Malaysia would participate in this year’s workshop for their research works. The James Medicine University of Virginia, US, has invited four students of Murthal university for carrying out research there, he said. |

Kurukshetra, May 14 While inaugurating the colloquium, director of the institute Prof Anand Mohan, who was also the chief guest at the inaugural function, said placement was the most important aspect in any institute as it provided manpower for the service of the nation. Scientific temper among engineers must also be developed along with other qualities, he added. The guest of honor, Prof SN Singh of the Indian Institute of Technology, Banaras, shared his experiences as an engineering teacher and the head of the training and placement section. Prof HK Sharma, institute professor in charge (Training and Placement), explained the achievements of the training and placement cell of the institute. He said in the current academic year, more than 140 companies visited the campus and over 850 graduates and 175 postgraduates were selected. Octogenarian scholar ignored in home state
Panchkula, May 14 Twice winner of the Kalidas Samman, he was bestowed with the National Balraj Sahni Award for his contribution to diverse subjects and different languages with equal expertise. An educationist Dr Pande, with postgraduation in Hindi and PhD in Sanskrit is settled in Panchkula since 1984. He had also served at Maharishi Vedic University, Holland and Tribhuvan University, Nepal. He staged nine of his Sanskrit plays with the support of Indian embassy in Kathmandu. Retiring as a principal about 28 years ago, shedding complacency he continued to propagate Sanskrit literature, especially drama pioneered by celestial playwrights like Kalidas. Sharing his passion on the release ceremony of his 23rd book Shakti Vijayam, he rued that Sanskrit, the most authentic, classically perfect and felicitous language, was losing its credibility and spectacular stature which it enjoyed in the Vedic era. “With the change in the milieu and in today’s context, the concept and literary treatment to plays needs innovation. My drama ‘Kalgiri’ (Kargil) eloquently represents the modern national psyche and is a testimony to the universal vision,” he said. “My collection of plays like Pallav Panchkam, Dyava Prithiviyam and Kalgiri have been widely staged in Nepal, youth festivals in Bhopal, Delhi, Kuruskshetra and other universities and also at Hoshiarpur. My new plays “Narad Mohiniyam” and “Shuddhajyam” being organised by the Sanskrit Manch, Chandigarh, are being rehearsed and will be staged in Panchkula,” he added.

IAS topper new role model for Haryana girls
Chandigarh, May 14 But in her success, the irony that girls and women face in Haryana, the state that has one of the worst sex ratios at 877 females per 1,000 males, also stands out. If Shena’s success is the high point for women in Haryana, the absolute low is the continued practice of killing unborn girls through female foeticide. Shena would now be a new role model for girls from Haryana who have till now looked up to NASA astronaut Kalpana Chawla, who hailed from Karnal town and became the first woman of Indian origin to go to space (1997 and 2003). This is the same state that has seen the birth of mountaineer Santosh Yadav who became the first woman to climb the world’s highest peak, the 8,848-m high Mt. Everest, twice within one year (1992 and 1993). If Yadav’s achievement is a high, the low is that women in Haryana continue to be hounded by caste and community courts, called khaps, for marrying within the same community. In one instance, a young couple, Manoj, 21, and Babli, 19, were killed by their relatives for committing the sin of falling in love and then marrying against the wishes of their family and community. In another case in 2010, a woman, Kavita Beniwal from Rohtak district, was forced to annul her marriage and accept her husband as a sibling. In 2005, a woman, Sonia, from Jhajjar district, was forced to renounce her marriage and accept her husband as a brother on the ground that they belonged to the same community. But on the brighter side, there are other women with a Haryana link who have achieved success outside. They include India’s top woman badminton player Saina Nehwal, who is currently ranked fifth among women in the world, Bollywood actress Mallika Sherawat and Commonwealth Games discuss throw champion and gold medallist Krishna Poonia. With Shena’s latest success, the Haryana government has decided to honour her and 40 others who cracked the civil services this year. “She (Shena) has done her parents and the state proud by securing the first position in the IAS examination,” Chief Minister Bhupinder Singh Hooda said while congratulating her. But the state government or its machinery have not been instrumental in the success of these women. Each one of them has reached the top with their own determination. — IANS

Haryana to observe 2012 as year of women electors
Chandigarh May 14 While stating this here recently, Haryana Chief Electoral Officer Sumita Misra said a special campaign would be launched in the state throughout the year to maximise the enrolment of female electors. About 8.66 lakh electors had been enrolled during the last year in the state, which was the highest during a non-election year so far. In view of the sex ratio of 838 females per thousand males amongst enrolled electors, as against sex ratio of 877 females per thousand males in the state, much remains to be achieved, she added. Misra said the campaign would be launched in coordination with the Haryana Women and Child Development Department wherein the services of anganwari Workers, women groups, self-help groups, sakhshar mahila samoohs and mahila mandals at the village level would be taken in this process. A written communication in this regard had already been sent to the department, she added. She said all the deputy commissioners in the state, who happen to be the district election officer, were also being instructed separately for increasing the number of female electors. Stressing on the maximum participation of women in the voting process, Misra said extra efforts would be made to enrol female electors along with male electors. She said since the Women and Child Development Department was striving for the welfare of women in the state, it could play a major role in increasing the enrolment of women by creating awareness among them. She said during the campaign, the powers of the Women and Child Development Department would be utilised to work for the enrolment of female voters in their respective working areas. They could contact booth-level officers appointed in pursuance of the directions of the Election Commission, who would not only guide them for this work but also provide requisite number of forms for registration. Besides, the Programme Officers of the ICDS of the department may also evolve a strategy in this regard in consultation with their respective deputy commissioners. She said one programme of maximum enrolment of women electors would be included in the list of programmes for the welfare of women being run by the department. “As and when any seminar or some gathering of the anganwari workers or the rural women folk is organised by the department, some reasonable slot of about 15 to 20 minutes will be allotted to the office of the Haryana Election Department wherein the senior officer of this office will apprise the gathering about the importance and procedure of enrolment as an elector,” she added.

Theatre festival organised in Kaithal
Kaithal, May 14 The Kaithal event was organised jointly by Yayavar, the Multi-Art Cultural Centre, Kurukshetra; and Sambhav, a local theatre group. It is for the first time that such a festival is being organised in Haryana. Rajbir Deswal, IPS officer, Haryana, was the chief guest on the opening day. A number of plays written by Russian writer Anton Checkov will be staged during the fest. Recalling Russian writer’s contribution to the theatre, Deswal said the plays of Checkov dealt with day-to-day life and were presented in picaresque tradition. He also congratulated the Sambhav Theatre Group on reviving a forgotten genre of theatre, which had remained elusive in the state. Kumar Makes, a well-known artiste and director from Haryana, who looks after the Sambhav Group initiative, said the 35-day festival was launched from Faridabad on April 26 and had been held till now at Rai, Madhuban, Yamunanagar, Chandigarh, Ambala and Kurukshetra. From Kaithal, it would move to Hisar, Bhiwani, Jind, Rohtak, Mahendragarh, Rewari and culminate at Epicentre, Gurgaon, on May 30.
