The intriguing murder case involving a Karnal-based advocate and his family has taken a curious turn, with the Punjab and Haryana High Court ordering the constitution of a special investigation team (SIT) to look into the disappearance of documents from a police file.

Chakka jam leaves passengers stranded

Hundreds of commuters here were left stranded for hours together today after an abrupt chakka jam observed by members of the roadways staff at the local bus depot in protest against the suspension of three bus conductors by the department authorities.

The plying of the Haryana Roadways buses resumed by 2 pm following negotiation between the employees union and officials of the Transport Department here.

The bus services got disrupted around 6 am today after over 100 employees and workers belonging to the district unit of the Haryana Roadways Workers Union assembled at the main bus stand and announced that no bus would ply due to the chakka jam resorted to by the employees body in protest against the suspension of three employees and transfer of two others by the authorities on charges of indiscipline.

The suspension orders came after a dispute between the time in charge (TI) and some staff members of the department about a couple of days ago after it was reported that three employees, who were conductors, had misbehaved with the official concerned over the issue of the duty and the route assigned to them. “We tried to resolve the issue amicably but lack of cooperation and a defiant attitude made us to call for a strike,” claimed a spokesperson of the union.

“I found the main gate of the bus stand closed when I came here to catch a bus for Kaithal. When I enquired about the reason, I was told that a stand-off between the staff and officials over some issue had resulted in a strike that could continue indefinitely,’’ said Rajesh, a local resident. “My family got stranded for hours together as there was no bus going towards Rohtak due to the strike by the drivers and conductors over some issue,” said Pawan, another local resident, who claimed that he was left with no option but to postpone his journey.

The depot operates about 140 buses at present.

TTE admits French victim was thrashed

Karnal, May 4
In a breakthrough achieved by the police in the French national Frank Wilferd. death case, the accused, Manoj Kumar (travelling ticket examiner), confessed that he and some other passengers travelling by Sachkhand Express had thrashed the deceased on April 29 as he was “misbehaving” with the passengers.

Manoj, who was arrested on May 2 and remanded to two days’ police custody, was taken to Delhi yesterday for recovery of documents and other belongings of Wilferd. The list of passengers travelling in S-4 on that day would be screened to identify the persons who pushed him out of the running train at Karnal railway station.

Manoj was produced in the court and his remand was extended by three days. He would now be taken to his rented house in Amritsar for more recoveries.

His viscera has been sent to the Forensic Science Laboratory (FSL) to ascertain whether he was in an intoxicated state.

Meanwhile, the body of the deceased was handed over to an officer of the French embassy, Robin Masih, by Praveen Kumar, station house officer, Chandigarh, and Sukhwinder Singh, GRP, CIA.

The 33-year-old Wielferd was a resident of Le Havre in France who succumbed to his injuries in the wee hours of Thursday (May 3) at the PGI, Chandigarh.

Wielferd, a frequent visitor to India, had preferred to travel alone and had lost his passport and other documents. He was staying in India on temporary travel documents. He was scheduled to leave India on April 18 but got his stay extended by two weeks.

HC makes SIT to probe disappearance of papers from police file

The intriguing murder case involving a Karnal-based advocate and his family has taken a curious turn, with the Punjab and Haryana High Court ordering the constitution of a special investigation team (SIT) to look into the disappearance of documents from a police file. The advocate along with his family is facing the allegations of hatching of a conspiracy to murder his own son-in-law; and the documents include affidavits of the victim’s father and others to the effect that there was no conspiracy.

A case of murder and criminal conspiracy was registered by victim Nabheet Kalyan’s father, Ram Kumar Kalyan, at Karnal’s Civil Lines police station on April 23, 2008.

The FIR No 182 was registered against advocate Ranbir Singh, his wife and daughter Renuka Kalyan for plotting the murder of Nabheet Kalyan.

The marriage between Renuka and Nabheet was solemnised on March 3, 2006, and they started living in a rented house at Karnal.

On the fateful evening of April 22, 2008, Ranbir Singh’s son, Sharamveer, went to Nabheet’s house with his father’s licensed revolver . In the altercation that ensued, Sharmveer allegedly shot Nabheet Kalyan. His sister, Renuka, too, received bullet injuries.

Ranbir Singh claimed efforts were made to settle the matter amicably and on May 26, 2008, affidavits of Renuka, father-in-law Ram Kumar Kalyan and mother-in-law Om Lata Kalyan were executed and placed on the police file. The investigating officer also recorded statements under Section 161, CrPC, “which were similar to the contents of the affidavits”.

The affidavits and statements for cancelling the FIR were later “got removed by Ram Kumar Kalyan and Om Lata Kalyan after using their influence”.

Looking into the matter, the Karnal District and Sessions Judge, in his report dated March 2, 2010, concluded the documents “have been got fraudulently and illegally removed from the police file.”

The Bench of Acting Chief Justice MM Kumar and Justice Alok Singh ruled: “In view of the findings recorded by the District and Sessions Judge in his report, we direct the state of Haryana through its DGP to constitute an SIT under the overall supervision of V Kamraja, IG.”

The Bench added the team shall comprise Faridabad DSP Hitesh Yadav, Madhuban DSP Ashok Bishnoi and Panchkula DSP Sheetal Jangra. Setting a three-month deadline, the Bench added: “The SIT shall go into the whole gamut of disappearance of documents from the police file.”

Chander Shekhar, Director, Supplies & Disposals, will be new the DC of Kaithal in place of A. Mona Sreenivas, who goes as DC, Panipat, and Commissioner, Municipal Corporation, Panipat.

Renu S. Phulia, Director and Deputy Secretary, Women & Child Development, and MD, Women Development Corporation, goes as DC, Karnal, and Commissioner, Municipal Corporation, Karnal, vice Neelam Pradeep Kasni, who has proceeded on training.

Ashok Kumar Meena, ADC-cum-CEO, DRDA, Fatehabad, has been posted as DC, Fatehabad, vice ML Kaushik.

Tarun Bajaj, MD, Haryana Vidyut Prasaran Nigam (HVPN), has been posted as MD, Haryana Power Generation Corporation, in addition to his present duties. Amit Kumar Agrawal, DC, Hisar, and Commissioner, Municipal Corporation, Hisar, will also function as MD, DHBV Nigam, Hisar. — TNS

Revenge Murder
Man shot dead in court

Sirsa, May 4
A youth gunned down Risal Singh of Jogiwala village, who was facing trial in a murder case, when cops were taking him to a courtroom here. The victim tried to enter the courtroom after he was shot in his back but fell on the floor.

The assailant, Rakesh Kumar, who did not try to flee, said he had avenged his uncle’s murder. The police arrested him and seized an unlicensed pistol from him and a shell from the scene of the crime.

Risal Singh along with his son, Krishan, and cousin Bhal Singh had allegedly shot dead Rakesh’s uncle, Daya Ram, after an altercation in Jogiwala on July 17, 2011.

The police had brought Risal Singh to produce him in the court of the District and Sessions Judge in connection with the murder case.

As the police was taking Risal Singh inside the courtroom, Rakesh, who was hiding behind a pillar, fired at him from point blank range.

The bullet pierced through the victim’s back, who rushed inside the court of the District and Sessions Judge for shelter.

The victim was rushed to the General Hospital but was declared brought dead.

Devender Singh Yadav, SP and other police officers visited the court complex to take stock of the situation.

Faridabad admn demolishes jhuggis

Faridabad, May 4
The district administration today demolished about 250 jhuggis, pucca houses and other structures constructed illegally on six acres of prime land belonging to the Haryana Tourism Department in Lakarpur Khori village in the Suraj Kund area on the Haryana-Delhi border.

The authorities went ahead with the demolition in spite of a backlash against it from the public. More than 20 miscreants threw stones at the police force in which a constable received a minor injury.

The police resorted to a mild cane charge to disperse the crowd. While the demolition was going on, some miscreants set two jhuggis on fire. The throwing of stones continued for about 15 minutes. The situation was brought under control when the police retaliated.

As many as 12 persons have been rounded up in connection with the violence.

Six JCBs were used in the operation for which Faridabad SDM Yashpal Yadav was deputed as the duty magistrate. The operation continued for over six hours.

Cargo company's ‘negligence’ costs scientist dear

Household goods worths lakhs of rupees and several important documents were destroyed as a truck carrying these goods caught fire.

The goods belonged to Dr SK Chakrabarti, who was shifting base from Yamunanagar to Bangalore after his retirement. The exact cause of fire could not be ascertained.

The truck was standing on a roadside near the driver's house, 10 km from the highway. It was partially damaged in fire. By the time fire tenders could be called and flames doused, household goods had been completely destroyed.

The police has registered an FIR and started investigations into the case.

CIL refuses coal to Jhajjar power plant

Operating two 660-MW units at the newly commissioned China Light and Power Plant (CLPP) at Jhajjar has almost become impossible for Haryana Power Generation Corporation Limited (HPGCL) as Coal India Limited (CIL) has refused to supply coal to plants commissioned after December 31, 2011.

Well-placed sources said CIL had reportedly refused to sign coal agreements with units commissioned after December 31, 2011. Though the first unit was synchronised on January 11 this year, the second was synchronised in the last week of March.

Due to inadequate coal supplies, the Jhajjar plant could generate power for only nine days since the synchronisation of the first unit. The power utility, therefore, lost 660 MW of power each day. There were 18 thermal plants in the country, including the one at Jhajjar, where the coal stock was sufficient only for four days. — TNS

Last chance to get construction regularised

The Haryana Town and Country Planning Department has decided toprovide one last opportunity for the regularisation of the unauthorised constructions falling within a 30 metre radius of national highways and scheduled roads.

A spokesman of the department said those whose buildings fell in this area could get these regularised by submitting applications to the office of the District Town Planner by May 30. No other opportunity would be provided in this regard.

He made it clear that if any government office comes under this area, the head of the department concerned should apply to get it authorised. He said the applicants should avail themselves of this last opportunity provided by the department.

Disabled youth charred to death

A physically challenged youth was charred to death in his thatched house at Bajekan village, near Sirsa, today.

The victim, Subhash, worked as a farm labourer and he was preparing his food in the morning when the incident occurred.

According to reports, the victim, whose one hand did not function properly, tried to light a matchstick which fell on dry animal fodder lying nearby. People rushed to save Subhash but he had died by then.
