21 school buses challaned
Jalandhar, February 13
The city traffic police today challaned 29 buses, including 21 school buses, for violating traffic norms. Traffic police official said that they had set up a ‘naka’ on the GT Road to check the traffic violations by the school buses. During checking, they found 21 school buses flouting traffic rules.

An auditing team of the government has unearthed a multi-crore scam in the office of the Divisional Commissioner. A clerk working in the Divisional Commissioner’s office and owners of two finance companies have been arrested in this regard.

Tomorrow is Valentine’s Day and Doaba College would remain closed as a compensatory off has been given to the students. Expressing resentment over the increase of vulgar and indecent contents in singing, the Istri Jagriti Manch said today that it would burn the effigies of five prominent Punjabi singers who have been rampantly using crude content in their albums.

Kidney patient needs monetary help for surgery

Harpal Singh with his family. Despite help pouring in from various quarters, Pathankot-based auto-rickshaw driver Harpal Singh (26) is still short of money for paying for the treatment of his kidney problem. Even as various do-gooders from the city and the US came to help him after the publication of a news in these pages, the irony is that the money collected is gradually being used away in twice-a-week dialysis sessions (costing about Rs 3,000 each) that Harpal has to undergo.

Garbage galore in Phagwara

Though the state government had planned to make an agreement with the Infrastructure Leasing and Financial Services for solid waste management by setting up seven clusters in the state, but the scheme could not be materialised even after a long period of two years and heaps of garbage could be seen at various places in several towns of the state.

Partap Pura village still tense

Even as a huge posse of the police has been deployed at Partap Pura village near here, tension continued to prevail in the area.
Panic gripped the area after a clash between Dalits and others over the Waqf Board's land. The police had registered a case against 21 assailants, out of which three have been arrested.

At least 10 persons were injured in the clash. Four persons, including Tarsem Lal, Ranjit Kaur, Ram Lubhaya and Bachan Nath, are still critical.

KS Ghughore, secretary, Pendu Mazdur Union, said: "Panic prevails at the village and the situation is likely to remain tense till the accused, who are still at large, are not arrested. Our community members are still receiving threats from the accused. In a day or two, 17 farmers and labourers associations will hold a meeting to decide the further course of action."

Asked about the security arrangements, Ghugshore said: "Though security forces have been deployed round the clock, but Dalits, who are residing on the disputed land, are still living under the fear of being attacked as they were attacked in the presence of the police."

Additional Deputy Commissioner of Police (Headquarters) Navjot Singh Mahal said enough police force has been deployed to prevent any untoward incident at the village.

Train crushes man, 6-yr-old son to death

Crossing a level crossing proved fatal for a father-son duo as a train crushed them to death at Bhogpur village near here this morning.
The deceased has been identified as 54-year-old Joginder Pal and his six-year-old son Karan. Joginder, a daily wage labourer, was on the way to drop his child at a school when they met with the tragedy. Karan was the only son in the family. The couple was blessed with a son after six daughters.

Amarjit Singh, in charge, Government Railway Police, Bhogpur, said the accident took place around 9 am. During the accident, the level crossing was shut as the train was to arrive.

Instead of waiting for the train, Joginder tried to cross the level crossing on his bicycle. His son was riding pillion. “The deceased were crushed to death by the Jammu Tavi Express,” the police said.

Woman dies

A 72-year-old woman was crushed to death by a train at Sodal level crossing in the wee hours on Monday. The deceased has been identified as Radha, a resident of Deen Dyal Upadhaya Nagar. The accident took place around 5.30 am when the deceased was on her way to a temple. — OC

Be ready for metered water supply

Those of you who are habitual of using water indiscriminately for washing cars, verandas or washing clothes, better get used to doing such work with minimal water.

While municipal corporations across the state have been issuing water bills on flat rates since 2003, officials of the Local Bodies Department are again in the process of framing new policy so as to revert to the metered supply system.

Officials of the department divulged that the policy was being changed following orders of the Punjab and Haryana High Court. A petition in this regard had been filed by a resident of Amritsar, they revealed.

With the implementation of metered system, even those living in five marla houses, who are currently exempted from paying any charges for the past nearly six years, would also have to pay for the water supply.

The Jalandhar MC is suffering an annual loss of Rs 11.6 crore by granting complete waiver of water and sewage bills to families living in houses in an area of or less than 5 marlas.

There are 56,670 water connections in the city, of which almost 27,000 houses are exempted as these have been constructed on or less than 5 marlas. Metered supply is mandatory only for 20 marla houses and all commercial establishments.

Besides financial losses, there are certain environment issues that need to be looked into as residents have not been using water judiciously. There are other pressing reasons for the MC to revert to the meter system. To avail the benefit of any Centrally-sponsored schemes for urban development, including Jawahar Lal Nehru Urban Renewal Mission, the MCs have been asked to go in for metered supply, failing which they could be debarred from any grants. Further, there are guidelines for fixing the rates such that the water supply and sewage system becomes self-sustainable.

It is learnt that the meter system was done away with as most of the meters in the city were out of order and the inspectors in the department were making the most of it by settling the bills with consumers.

Chief Engineer (O&M) AS Dhaliwal confirmed that the change of policy was in the offing. "I am yet to submit the detailed proposed policy in this regard," he added.

Burglars on prowl

The city’s crime graph has witnessed an upward trend after Assembly polls. At least nine incidents of burglaries have been reported in the city in the past two weeks.

Residents had heaved a sigh of relief during polls and even hailed the police efforts in bringing the crime graph down. However, things are back to square one now with criminals having a field day, say residents.

In Saturday night’s incident, burglars struck at a bank manager’s house and took away four LPG cylinders. Though the miscreants were captured by a CCTV camera, the police has failed to nab them.

A few days ago, burglars struck at a temple and took away ornaments worth lakhs. In another incident, burglars struck at the high-security Civil Hospital premises and decamped with sanitary goods.

Residents have urged the police to increase night patrolling and to minimise burglaries.

NRI’s wife looted at gunpoint

In a broad daylight robbery, three armed motorcyclists struck at the house of a France-based NRI, Gurwinder Singh, at Kirpalpur Colony this morning.

The miscreants looted 700 grams of gold ornaments, Rs 50,000 and 10,000 Euro from his wife Ranjit Kaur at gunpoint. Phagwara DSP Jagan Nath said the police was investigating the case.

Gurwinder Singh told the police that he along with his family returned from Paris on January 21 and his sister Baljinder Kaur went to Uttar Pardesh to meet her in-laws, while he and his mother Parkash Kaur went to Mukandpur this morning.

Gurwinder said his wife was alone in the house when the robbers struck.

Unsafe highways: Seven die in road accidents every month

At least 80 persons have been killed and 81 injured in road accidents in the city in the past one year. This means around seven people die in road accidents in the city every month.

A majority of the mishaps have taken place at the accident-prone sites which have been identified as black spots by the Jalandhar traffic wing.

Most of the black spots are in the south-western part of the city. The PAP Chowk, one of the earmarked black spots in the city, has witnessed a number of accidents in the recent past. Some of the accident-prone sites are near curves on busy roads, at the intersection of two roads or link roads connecting the busy the GT Road. The maximum of 12 deaths took place in October followed by 11 in November.

The traffic police registered 80 cases for negligent driving. Out of these, 65 cases have already been sorted out. Talking to The Tribune, in charge, traffic enforcement zone, Gurbir Singh said over-speeding, drunk and helmet-less driving and without seat belts are the main reasons for fatalities in road mishaps.

Rajinder Mehta, a traffic official, said a majority of accident-prone sites are identified on highways or on the GT Road. Congestion inside the city does not let the drivers indulge in rash driving, which prevent accidents.

About the process of the identification of death traps, Mehta said: “After examining the facts and inputs from various accidents every year, accident-prone sites have been identified. The traffic police also seek views of public and vehicle users.”

The World Health Organisation (WHO) survey on road safety stated that 30 to 35 per cent accidents take place on the national highways due to drunken driving.

The survey found that five national highways pass through Jalandhar city, including Jalandhar-Amritsar, Jalandhar-Ludhiana, Jalandhar-Hoshiarpur, Jalandhar-Nakodar and Jalandhar-Pathankot, and that’s why, the city witnesses more road accidents.

21 school buses challaned

A majority of school buses were overloaded and were without a conductor. Traffic official said that they also challaned drivers of school buses who were not wearing uniform.

Multi-crore scam in Div Commissioner’s office

An auditing team of the government has unearthed a multi-crore scam in the office of the Divisional Commissioner. A clerk working in the Divisional Commissioner’s office and owners of two finance companies have been arrested in this regard.

Brothers Ajay Soni and Yogesh Soni, owners of two companies and residents of New Harbans Nagar, have been remanded in police custody for misappropriation of funds, as the amount they collected was not traced to the authorised banks of the department.

The police is also looking for vital clues against owners of two other companies. A clerk in the office, Charanjit Singh, was rounded up on Friday. The accounts of the trio have been frozen and investigations are on.

ACP (headquarters) S Bhupathi and SDM-1 Iqbal Singh Sandhu have found that the trio was allegedly using forged receipts and forged stamps while levying charges from NRIs as embossing fee or for issuing challans forms while receiving power of attorney letters from them.

The clerk, agents and finance companies used to collect the fee, but never deposited the amount in the government treasury through authorised banks.

The matter came into light when the auditing staff recently visited the office of the Divisional Commissioner. The team compared challan forms with the corresponding deposits in the treasury and found difference for November 2009.

The receipts attached in the file were also compared with the deposits for the first three quarters of the financial year 2010-11 and a difference of Rs 95 lakh was found. It was found that the two companies were involved in more than half of these transactions.

Divisional Commissioner Anurag Verma said auditing of year 2009-10 showed a difference of Rs 35 lakh. “The auditors are still on job and tracking as to when the scam started,” he added.

Sandhu said that the inquiry would take at least a fortnight as over 1 lakh entries had to be checked and verified with the respective challans. Bhupathi, too, said that more arrests were likely in the case.

Love was in the air during the day-long “Communis-2012 Media Festival” held today at Doaba College as the sentiments of Valentine’s Day kept echoing from every young heart that took part in the fest. The fest was organised by the Postgraduate Department of Journalism and Mass Communication.

And the reason was obvious. Tomorrow is Valentine’s Day and Doaba College would remain closed as a compensatory off has been given to the students. But, that didn’t dampen the spirit of the students as they participated in the fest celebrating the cupid’s day with their friends.

Expressing heartfelt feelings of love towards their friends, teachers and the educational institutions, it was indeed Valentine’s Day spirit that prevailed among the youngsters.

Such was the craze among the students that the entire open-air theatre where the event was being organised remained jam-packed with students enjoying and responding to events like radio jockey, mimicry, choreography and rap with gusto.

While at one occasion, the students almost got a chance to say “I love you” aloud in the open-air theatre to their sweethearts, the radio jockey event participants also helped many young hearts in expressing their feelings of love to their loved ones.

Majority of the events were held in the open-air theatre, but events like news reading, documentary making, report writing, caption writing and on-the-spot photography contest were held at different locations in the college.

As many as 21 colleges from Punjab, Himachal Pradesh, Haryana, New Delhi and Panchkula participated in the fest. Later in the evening, the winners in all categories were awarded prizes.

Indecent songs: Istri Jagriti Manch to burn effigies of Punjabi singers

Expressing resentment over the increase of vulgar and indecent contents in singing, the Istri Jagriti Manch said today that it would burn the effigies of five prominent Punjabi singers who have been rampantly using crude content in their albums.

The Punjabi singers who were on the target of the manch were Diljit, Gippy Grewal, Geeta Jaildar, Honey Singh and Miss Pooja, said Charanjit Kaur, leader of the association.

Charanjit Kaur said they would burn the effigies of the singers on February 16 in five districts - Jalandhar, Nawanshahr, Patiala, Barnala and Sangrur - simultaneously.

She said throwing all cultural values to the wind, these singers had been producing indecent and anti-cultural content, hence perverting the youth. The way character of women was being presented in the songs was morally wrong.

She said as per the Indecent Representation of Women Prohibition Act there was provision of imprisonment and fine, but the government was keeping its eyes wide shut over the issue.

Union members also threatened to intensify stir if the indecent representation of women continued in Punjabi songs.

A few days ago the manch had organised a dharna outside the house of singer Diljit over his popular Punjabi song “Lak 28 kuri da…”.

Kidney patient needs monetary help for surgery

Even as various do-gooders from the city and the US came to help him after the publication of a news in these pages, the irony is that the money collected is gradually being used away in twice-a-week dialysis sessions (costing about Rs 3,000 each) that Harpal has to undergo.

Harpal’s father and mother are both old. His sister is a prospective kidney donor and friend Arun a constant support. But the relatives have sadly turned their faces away.

“Because we are always talking about the need for money, relatives do not come to our house anymore, some have even stopped asking about Harpal’s health as they earlier did,” Harpal’s sister says.

The situation is all the more serious because the delay is also taking a toll on Harpal Singh’s health. “He gets breathlessness if dialysis is delayed. The tests also cost a lot. We are a poor family. We are spending the money contributed by donors and if we run out of this too, there will be no hope for us. A onetime big donation will be more helpful than money received after constant delays because the dialysis treatment eats up a lot of money.”

The family has also tried dire measures like collecting whatever money they could get from some shopkeepers at a Pathankot market.

They have so far got donations of about Rs 75,000 (out of which they will get Rs 50,000 when the operation takes place) and help from certain doctors who gave treatment to Harpal at subsidised rates. But sadly, even as the paper work for the kidney transplant surgery has all been cleared, Harpal is still suffering because the family still need more than Rs 3 lakh for the operation, which will cost a total of Rs 4 lakh.

Garbage galore in Phagwara

Though the state government had planned to make an agreement with the Infrastructure Leasing and Financial Services for solid waste management by setting up seven clusters in the state, but the scheme could not be materialised even after a long period of two years and heaps of garbage could be seen at various places in several towns of the state.

Though on the directions of the state government, several nagar councils, including Phagwara Nagar Council, have introduced door-to-door garbage collection system and fixed its monthly rates, but the scheme is not much successful as almost all safai karamcharis want permanent jobs.

Executive Officer of the Nagar Council Adarsh Sharma said under the scheme every month Rs 10 were being charged from slum area houses, Rs 20 from 150-yard houses, Rs 30 from more than 150-yard houses and Rs 50 from each commercial unit. The garbage collection scheme was being run through the sanitation committees of various localities.

During a round of the town, heaps of garbage were found at about 50 different places and the garbage is being lifted and sent to a large dump situated in nearby Bhogpur village. A person could not walk near the heaps of garbage as stink emanates from them. Heaps of garbage were found on the old post office road, near a government school, marriage palace, small vegetable market and religious place.
