Noida Authority clears land of
illegal structures
Noida, February 10 Authority chief executive official (CEO) SK Dwievdi has suspended the junior engineer and ordered inquiry to fix the responsibility. "The land is around 1 lakh sq m having market value of over Rs 1,000 crore. On the main road, the commercial rate is Rs 5 lakh per sq m in that area. In the interior residential plot market, the rate is Rs 50,000 per sq m," said Authority secretary Harish Chand today. "The CEO has asked me to conduct inquiry and fix the responsibility. He has suspended junior engineer Ganga Prasad. Construction on such a large scale can not be done without connivance of the authority and the police," said Chand. Meanwhile, officials of the irrigation department said that though in one year over a hundred FIRs have been lodged by them against land mafias who had encroach the land in flood zone, the police action was negligible against them. District Magistrate (DM) Hirdesh Kumar directed the police to take strict action under the National Security Act (NSA) against the land mafias. The DM further told officials of the irrigation department to identify the land where illegal colonies were being set up by land mafias. Start the demolition drive on February 14 by getting adequate police force in coordination with Noida and Greater Noida authority officials, the DM said. In Noida city, the Magistrate will lead the team while at Greater Noida the drive will be conducted under the SDM Dadri. Areas from where illegal plotting complaints were received include Chhijarsi, Chotpur, Behlolpur, Garhi Chokhandi, Parthala Khanjarpur, Sorkha Zahidabad, Kakrala, Haldoni and Jalpura. The DM has also directed the registrar’s office to stop registration of the flood-zone property. Former DMs had also issued similar directions but the registry department did not pay heed to them. To this, registry officials had said that as per the Indian Stamps Registration Act, registrar could not stop registration of any property except when it had inadequate stamp duty. |
Issue of illegal colonies on MCD poll agenda
New Delhi, February 10 As the Municipal Corporation of Delhi (MCD) is heading for a split, the BJP is sparing no effort to ensure its return in all three corporations. The party has made special provisions for the unauthorised colonies. In the Budget for 2012-2013, Rs 100 crore has been allocated for works in unauthorised colonies. After the unauthorised colonies, rural areas are the second most important target of the political parties. To woo the voters in the rural areas, the BJP-led MCD has earmarked Rs 50 crore for the development of these areas, Rs 10 crore for repair and maintenance of rural roads, in addition to other proposals. However, the Budget passed for 2012-2013 will most probably be implemented after April, the month in which the municipal elections will take place. It will provide the basis for the Budget of the new corporations and play an important role in the elections. To win the support of the lakhs of voters in unauthorised colonies and villages, the BJP has allocated funds for developmental works under several heads. However, last year, even after allocating funds in the Budget for these areas, the civic agency was unable to spend any money. The party had allocated funds for schemes like distribution of CFL bulbs in JJ cluster and unauthorised colonies, construction of toilets and special parks for women etc. "The funds lied unused. Around Rs 10 lakh had been set aside for providing civic amenities in such wards, but the money is untouched," said a BJP councillor. The MCD is heading for a trifurcation in April and this is the last Budget of the undivided corporation. Senior party leaders of the BJP said the progress made under the 'united' MCD would be divided accordingly after its division. |
115 industrial workers get papers for

New Delhi, February 10 The DSIIDC, under Rajiv Gandhi Housing Scheme, has identified 2,229 industrial workers for the allotment of the houses. The workers were chosen after scrutiny of their applications submitted in 2007. The allottees will be offered houses after draw of lots in a phased manner. "The DSIIDC must be congratulated for initiating the process of allotment, which will instill confidence in those registered for other schemes like Rajiv Gandhi Industrial Workers Scheme and Rajiv Ratna Awas Yojana," the Chief Minister said. "The city government will continue to work towards providing affordable houses in well-developed colonies to industrial workers, EWS category people and slum dwellers," she added. The houses are in Bawana and Narela. The flats are for residential purpose and in case of any misuse, the allotment can be cancelled. |
DUTA’s 4-day protest ends
New Delhi, February 10 The DUTA in its general body meeting 10 days back had announced two-month long protest module against the university administration to protest against issues like poor service conditions, the "marks scam" in semester exams and the pendency of the higher education bill in Parliament. Colleges, including Zakir Hussain and Mata Sundari, saw a huge turnout, not just from teachers but even students. DUTA team members, who participated in the Dharna from North Campus, said that over one thousand students participated in the dharna today with a wide range of concerns and queries. The DUTA now plans to call upon the students' unions of respective colleges and engage them in their protest against the administration. "Details are still being worked out. But we have decided to seek the support of the Delhi University Students' Union (DUSU) and even the respective college students' unions from across the university. After all, the cause we fight for is not just of teachers, but also the students. So far, the response we got over the last four days from students has been really positive," said a DUTA executive member. Over the last three days, the DUTA mobilsed support from various colleges, including Dault Ram College, Hans Raj College, SGTB Khalsa College, KMC, Miranda House, St. Stephens' College, Hindu College, SRCC, LSR, Kamla Nehru, Gargi, Maharaja Agarsen among others, staging dharnas and interacting with the students. However, classes were not suspended. Teachers made it a point to take their scheduled lectures and then participate in the protest. In its appeal to the university students and their parents to join the cause, teachers also said that the semester experience over the past six months had confirmed their worst fears, including academic dilution, adverse effect on teaching processes and no depth of any academic discipline. "The recent 'marks scam' has further worsened the situation. The value of a DU degree will only deteriorate if marking isn't improved just to justify the semester systemy," said a senior DUTA member. |
Cold wave condition prevails
New Delhi, February 10 The city had witnessed some respite from the cold winds last month after it came back with the spell of snowfall in the northern regions. The minimum temperature for today was recorded at 6.4 degrees Celsius against yesterday's 4 degrees, said the officials of the IMD. The minimum temperature was four degrees below normal for this time of the season. The maximum temperature settled at 20.6 degree Celsius, which is three degrees below normal. The IMD officials have predicted mist or shallow fog in the morning and the maximum and minimum temperatures as 22 degrees and seven degrees, respectively. While the last day of January recorded a minimum of 4.4 degree Celsius, the mercury had settled at a high ever since, rising from near seven on the first day of February. According to the officials, cold wave conditions are prevailing in most parts of Haryana, Punjab, west Rajasthan and east Uttar Pradesh, many parts of east Rajasthan and some parts of west Uttar Pradesh. There were no reports of cancellation of flights due to bad weather conditions in the city. However, two delays and one cancellation happened because of foggy weather at the destination, said airport officials. |
SAD (Delhi-UK) calls Lovely biased
New Delhi, February 10 He said that education minister Arvinder Singh Lovely, who is in charge of the directorate of gurdwara elections, was allegedly supporting a particular party. "The directorate of gurdwara elections is working in such a way that it seems it is not a government office, but serving a particular party," Singh alleged. He said it was the responsibility of the department concerned to complete works like preparation of the electoral rolls and delimitation of the wards before the announcement of the elections. "But it was not done intentionally to benefit Paramjit Singh Sarna, who is heading the gurdwara committee," Singh said. "My party is one of the parties that got the stay order from court against the elections. Instead of making fresh electoral rolls for the gurdwara committee elections, the department has simply taken names of the electorates from the list for the parliamentary elections, which is illegal. The delimitation of wards was also not done though the department had ample time to do both the things", he said. "Only three parties out of 16 have been allotted election symbols. I will go to court, if my party is not given symbol," he said. |

HIV+ people protest free trade treaty
New Delhi, February 10 According to them, if India bows to the pressure of the EU by conceding to their conditions, it would severely impact the production, registration and the distribution of affordable drugs to poor patients across the developing world. India, considered to be the pharmacy of the developing world, is a big producer of generic versions of drugs, be it for first line HIV/AIDS drugs or the drugs treating TB, hepatitis C, cancer, asthma, etc., and major part of the developing world is dependent on India as these drugs are available at cheaper costs vis-à-vis those manufactured by the US and the European countries. "This trade deal would go far beyond what India has agreed to at the World Trade Organisation. The IP enforcement measures that EU has been stressing upon could affect the clearance of medicines at Indian ports and further could also lead treatment providers to the court proceedings. These are designed to crush the competition in generic drugs among developing countries and also affect the patients' right to affordable treatment," said Anand Grover, the director of the Lawyers' Collective HIV/AIDS Unit. |

Capital not safe for Fair Sex
New Delhi, February 10 The victim, who is above 18 years of age, works in a private company in Gurgaon. She was walking with her three to four girl friends to her residence in Chhawla. "Around 9.30 pm, two masked men came out of a red Indica car and forcibly took her away," said a senior police official. A case of kidnapping was registered at the Chhawla police station. The victim lives with her family at Chhawla. "We are looking at all angles, including personal enmity or a former lover who could be involved in the kidnapping," added the official. Local leaders of the area, along with residents, staged a demonstration at Chhawla today. They demanded that the police should find the woman as soon as possible. The protesters blocked the traffic for several hours. |

2 rape friend’s 15-yr sis-in-law in moving car
New Delhi, February 10 The two accused have been arrested and the victim has identified them as her brother-in-law's friends. The girl lives with her family at Kanjhawla, Outer Delhi. Besides the parents, she has three sisters and one brother. She has studied till Class VII and could not complete her education because of financial problems, according to sources. On Tuesday, she went to buy milk. When she reached near Utsav Vihar in Karala about 7.30 pm, two men pulled her inside their car and fled. Bystanders immediately informed the police about it. While the police tried to trace the car, the two men raped the girl one by one in the moving car for five hours. Sources said that the car had travelled to Narela, Bawana and Kanjhawala. Around, 12.30 pm the accused dropped the girl in a jungle in Kanjhawala. She managed to reach her home and thereafter narrated the incident to her family. The next day in the morning, she and her family reported the incident at the Kanjhawala police station. A medical examination of the victim confirmed that she was raped, added sources. Sources pointed out that the girl told the police that the accused were her brother-in-law's friends and that she had met them on one or two occasions. The police apprehended the two accused-- Manoj and Amit. The former is an auto-rickshaw driver and the latter run a car renting business. They both are residents of Mangolpuri. According to the police, they have criminal backgrounds. There are about eight-10 criminal cases registered against them at several police stations in Delhi. |
Minor raped for rejecting friendship proposal
New Delhi, February 10 The incident came to light last night. The victim lodged a complaint at the Jyoti Nagar police station in east Delhi. The police registered a case of kidnapping and rape. The police apprehended Gaurav (21) who works as a driver. He was married a few days ago. It also arrested his two friends Harish Singh and a minor. The police said that Gaurav was charged for kidnapping and raping the victim. His friends assisted him in abducting her in a Santro car and then confining her in Gaurav's accommodation in Jyoti Nagar. They all were apprehended from the residence, according to sources. During the interrogation, Gaurav said that he wanted to avenge himself after the girl rejected his request for friendship. The victim said that she stayed with her parents at Dilshad colony. She was kidnapped when she was shopping at a local market. While she was there, Gaurav who was with his two friends stopped his car near her. He asked her to sit in the vehicle as he wanted to talk to her. They thereafter took her to Gaurav's accommodation, where he raped her, according to the sources. They bashed her and threatened to kill her if she reported the incident to anyone. But, after leaving her she went to the police station and informed the police. |

New Delhi, February 10 The police has arrested Mintu Saikia (22) who belongs to Assam. He is charged with kidnapping the minor girl, according to ACP (central) Devesh Chandra Srivastava. The Assam police had believed that the girl had eloped because she had not contacted her parents till four months after she was missing. The girl's parents suspected Mintu could be involved, because he was also missing. The victim's mother received a telephone call on January 17, from a person who identified himself as Mintu. He made the girl talk to her. The girl was confined in a room and was not allowed to talk to anyone or go outside. She told her mother that Mintu was demanding Rs 1 lakh for her release. The police used technical surveillance to track Mintu. They found him residing at Okhla. He was apprehended from the New Delhi Railway Station and the girl was rescued from there. |

1.5-cr stolen jewellery
Noida, February 10 Dr L.P. Bothara, a resident of Sector 40, had lodged an FIR that he had hired maid Rani, alias Nazma, around three months ago for looking after his mother. On February 8, after his mother got to know about the theft of jewellery and other valuable ornaments, he lodged the FIR against the domestic maid at Sector 39 police station. The investigating team zeroed in on her uncle and aunt who had allegedly helped her hide the ornaments. Ornaments worth Rs.1.5 crore have been recovered. These belonged to the Bothara family, said Shyama Kant Tripathi, SHO, Sector 39. Servant verification was done in this case. The police has launched a verification drive and asked the residents to get their domestic maids registered online at hamarisuraksha website by paying Rs.125 which helps the police trace the domestic maids in case they commit crime. "Fingerprints, photographs, home address, local address, relatives' addresses in the city and contact numbers are registered online. The registration itself acts as deterrent as the servant knows that his data is accessible by the police and that he would be caught if he commits a crime,"said Anant Dev, Superintendent of Police. |
One dies as tempo hits tractor
New Delhi, February 10 The victim, Jagbahadur Singh, hailed from East Champaran in Bihar. The incident occurred around 5 am. Jagbahadur was driving a tractor that had a water tanker attached to it. A tempo rammed into the rear of the vehicle. The tempo was being driven by Dukhan Singh (35). The police said both the vehicles were headed towards Karol
Bagh. The accident occurred at Patel Road. The impact of the accident threw Jagbahadur off the tractor and then the tempo ran over him. He died on the spot.
Dukhan and his helper Sakir were injured in the accident. They were rescued from the tempo after men from the fire department used gas-cutters to open a portion of the vehicle. They were rushed to Ram Manohar Lohia
(RML) Hospital for treatment. Dukhan is undergoing treatment for minor injuries while Sakir was discharged after first-aid. Jagbahadur's body has been sent for a
postmortem. Sakir disclosed to the police that he and Dukhan were coming from Mayapuri and were headed towards Karol
Bagh. He denied that Dukhan was speeding. A medical examination of Dukhan has confirmed that he was not driving under the influence of alcohol. A case regarding the accident has been registered at the Ranjit Nagar police station.
Dukhan has been charged under Indian Penal Code Section 304 (punishment for culpable homicide not amounting to murder), Section 279 (rash driving or riding on a public way) and Section 337 (causing hurt by act endangering life or personal safety of others). The police traced Jagbahadur's relatives to Todapur. His brother has identified the body. |

New Delhi, February 10 The first incident was reported from
Mangolpuri, outer Delhi. A Class IX student, Rakhi (14), allegedly committed suicide by hanging herself from a ceiling
fan. Rakhi stayed with her family in Mangolpuri. She studied in a nearby school. The police said that she committed suicide by hanging herself from a ceiling fan this afternoon. Her family told the police that she was weak in her studies. She was under stress because of her exams which would be conducted next month, sources said. In the second incident at Pandav
Nagar, Abhijeet Parihar allegedly committed suicide by hanging himself. Abhijeet (41) stayed with his family at F-Block, Pandav
Nagar. His family included his wife, parents and two brothers. He was an LIC employee. Last night he was sleeping in his room. The next morning his family discovered his body hanging from a ceiling fan around 9.30 am. The police allegedly recovered a suicide note, which reads that Abhijeet did not blame anyone for his action. Sources said that he was under mental stress and was taking treatment for it. The police hinted that this could be the reason for Abhijeet allegedly taking his own life. |

Noida, February 10 Sachin Tyagi (24), a resident of Sector 110, was critically injured near Bhangel when a speeding unknown vehicle hit his bike. In another incident, Fahimmudin, a resident of Sector 52, was hit by an unknown vehicle while he was crossing the road. He was taken to hospital. In the third accident, motorcyclist Ashok Kumar (22), a resident of Sector 53, was hit by an unknown vehicle. Kumar was admitted to a local hospital. The fourth accident was reported from Sector 20. Motorcyclist Brijender Pandey (27) was injured in the mishap. He was admitted to hospital. Till late this evening, the conditions of all the four victims were critical, but stable. |

Faridabad, February 10 The dead has been identified as Vipin of Delhi and the injured as Rohit, Vipin's cousin. The incident happened near the Palli police station. Vipin died on the spot. The driver escaped with tanker. |
