Sarna dares opposition to discuss DSGMC issues
New Delhi, February 7
President of the Delhi Sikh Gurdwara Management Committee (DSGMC) Paramjeet Singh Sarna today challenged the opposition parties particularly Shiromani Akali Dal (SAD) (Badal) to discuss issues concerning the committee and the Sikh community. They are talking of the education standard of Guru Harkishan Public School being run by the DSGMC. President of the Delhi unit of the SAD (Badal), Manjit Singh GK was the chairman of Guru Harkishan Public School, Vasant Kunj.

Addl DCP on dangerous ground!
New Delhi, February 7
A senior police officer punished a constable on duty for talking on the phone and not wearing his uniform properly at gate number 6 of the Patiala House Court complex. Additional Deputy Commissioner of Police (New Delhi District) Seju P Kurvilla ordered constable Dinesh Kumar to roll on the ground. Kumar was allegedly not frisking people at gate number 6.

Falak may remain vegetative: Docs

With no significant improvement in the condition of two-year-old Falak, doctors at the AIIMS Trauma Centre today said there were 30-40 per cent chances that the battered baby might remain in a vegetative state for rest of her life. The baby, who had been critical for quite a long time, did show a marginal improvement last week, but her condition is critical again.

A 31-year-old woman was killed today when she slipped from a train and came between it and the platform. Her husband who had accompanied her helplessly watched her die at Sabzi Mandi Railway Station. Mentally unstable man kills father, injures mother

In a fit of rage, a 33-year-old man, who is reportedly mentally unstable used an iron tool, pestle, to bash his parents and then himself last night at his residence in Krishna Nagar, East Delhi. His father was brought dead to hospital, while he and his mother were hospitalized in a critical condition.

According to the police, Chandramohan Dhingra (33) beat his parents with a pestle last night.

"He first bashed his 58-year-old father, Harnam Singh Dhingra and then attacked his mother, Kailash Dhingra who is 55 years old. The motive behind the act could be uncontrollable anger," said Deputy Commissioner of Police (East District), Prabhakar.

According to sources, "They all went to sleep about 12 am last night. About 3 am, Kailash awoke to hear her husband crying. She saw that Chandramohan was attacking him with a pestle. When his mother tried to stop him, she was also bashed with the iron tool. Chandramohan's parents tried to flee, but he told them that all the doors were locked and they could not escape. He sat with them in their room. In the morning, he started attacking them again and also hit himself."

Kailash who had become unconscious regained consciousness about 8 am today and started shouting for help. Her neighbours heard her pleas and immediately informed the police, according to sources.

"The police arrived at Chandramohan's house and had to break open his parents' room. They found his parents and him injured," added the sources.

Chandramohan and his parents were rushed to the Dr Hedgewar Aarogya Sansthan hospital. Doctors who saw them, declared Harnam "brought dead on arrival".

"They were all severely injured on their heads. Kailash and Chandramohan are admitted to the casualty ward. Kailash is critical after sustaining head injuries. She is also vomiting. Chandramohan's condition is stable," said Dr Ashok Dua, chief medical officer of the hospital.

The police will record the statement of Chandramohan after he regains consciousness. The DCP said that the investigations conducted so far cannot conclude that he is mentally unstable.

But, Madan Mohan, the father-in-law of Chandramohan's sister, Seema, said that Chandramohan has not been mentally fit for the last 15 years.

"He had fled home and reached Amritsar. He stayed there for 15 days at the Golden Temple under the alias of Gurjeet Singh. Some of his relatives reached there and took him back home. Today after the incident, Chandramohan murmured, 'maa-baap ko khatam karke mujhe siddi mil gayi'," said Mohan.

Sarna dares opposition to discuss DSGMC issues

President of the Delhi Sikh Gurdwara Management Committee (DSGMC) Paramjeet Singh Sarna today challenged the opposition parties particularly Shiromani Akali Dal (SAD) (Badal) to discuss issues concerning the committee and the Sikh community.

They are talking of the education standard of Guru Harkishan Public School being run by the DSGMC. President of the Delhi unit of the SAD (Badal), Manjit Singh GK was the chairman of Guru Harkishan Public School, Vasant Kunj. Its standard has gone down manifold. Now it's being headed by the members of the SAD (Delhi), the ruling party, and the school maintained its standard, Sarna said.

Addressing a conference, Sarna said that from 1978 to 2012 president of the SAD (Badal) Parkash Singh Badal had violated the directions of Shri Akal Takhat Sahib eight times. But instead of rectifying it, the Badal group is busy in mud-slinging.

He said that he had received a letter from the Pakistan government that had given the DSGMC permission for renovation work in Gurdawra Nankana Sahib in Lahore and Babay-de-Bairee in Sialkot. The letters were signed by deputy secretary of the Shrines Evacuee Trust Property Board, the Government of Pakistan, Syed Faraz Abbas.

This was his long-pending demand from the Pakistan government. He has also demanded for opening of gurdwaras locked by the government there. Pilgrims are not allowed to visit the gurdwaras.

Sarna also said that he requested the Pakistan government to allow Sikh pilgrims to visit the religious places of the community located in Pakistan without passport and visa. When a Kashmiri is allowed to visit Pakistan on the basis of a certificate issued by the SDM why a Sikh is not allowed to visit the religious places.

Addl DCP on dangerous ground!

A senior police officer punished a constable on duty for talking on the phone and not wearing his uniform properly at gate number 6 of the Patiala House Court complex. Additional Deputy Commissioner of Police (New Delhi District) Seju P Kurvilla ordered constable Dinesh Kumar to roll on the ground. Kumar was allegedly not frisking people at gate number 6.

Lawyers witnessing the incident said that it was "inhuman". They demanded action against the Additional DCP.

Advocates Mahender Singh Yadav, Tarun Rana, B B Tyagi and S N Sharma asked the court to intervene in the matter. They said that the officers of the police control room, who rushed to the spot, were unable to do anything against their senior.

The lawyers filed a complaint before the court, which directed the Commissioner of Police to take action against Kurvilla.

"The Delhi Police Commissioner has been told to proceed as per as law against the erring official and file a report to this court within a month," said district judge Justice H S Sharma.

The complaint of the lawyers read that they recorded the incident on their mobile phones.

The court granted the advocates to prepare a CD of the video clipping and act against the alleged illegal act of the official as per the law.

The complaint said: "Today about 11 am, we along with many other advocates and public saw a constable in uniform rolling and crawling on the ground at gate number 6."

"Every day one officer goes to the courts, including the Patiala House complex. Kuruvilla went today and saw that one constable was talking on the phone. The constable was not wearing his uniform properly, which was covered by a civilian jacket. Kuruvilla called him, but he didn't come and thereafter he directed the constable to start rolling. We are ascertaining whether the constable was on an emergency call," said a police officer.

"The uniform has to be worn properly so that people know the rank of the personnel. Rolling on the ground is a punishment mainly seen in the police training academy. This punishment is used to suppress a rebellious nature so that the person obeys the command of his senior immediately," added the officer.

Falak may remain vegetative: Docs

The baby, who had been critical for quite a long time, did show a marginal improvement last week, but her condition is critical again.

"There is no major change in her state and she is critical. There are 30 per cent chances that she will not survive. If she survives, there are 30-40 per cent chances of her remaining in a vegetative state. And if she pulls through, she will have to live with life-long disabilities of varying degrees," said Dr Deepak Aggarwal, neurosurgeon at the hospital.

While her blood was found to be free of infection in a culture test yesterday, reports of further tests are still awaited. A new antibiotic has been administered to her to treat the infection in the brain. To strengthen the baby's immune system, doctors had been feeding liquid into her gastrointestinal tract through a tube.

Baby’s sister found

The three-year-old elder sister of the battered baby, Falak, admitted to the AIIMS Trauma Centre, was found by the Delhi police in Muzaffarpur, Bihar. She was given back to her mother, Munni Khatoon.

Deputy Commissioner of Police (south) Chhaya Sharma said, "The girl, Sanobar, was brought to Delhi from Muzaffarpur last evening. Munni had earlier told the police that she had three children, including a five-year-old boy and two daughters."

Sanobar underwent a medical check-up at Safdarjung Hospital. She was thereafter placed under the responsibility of the Child Welfare Committee (CWC).

"The committee has given the child back to Munni, after a hearing this afternoon," added the DCP.

The police had learnt that Sanobar was in the custody of a neighbour of Laxmi's relative. Laxmi and her accomplice Kanta Chaudhry who were arrested yesterday, are responsible for selling Munni to a 25-year-old man for Rs 3 lakh.

"The investigations conducted till now reveal that Sanobar was not sold, but given to a family in Muzaffarpur. Laxmi had told Munni that if she insisted on keeping her children, it would be difficult for her to marry," Sharma added.

They had brought Munni to Delhi from Muzaffarpur on promises of a better life. When the marriage deal was struck, she was convinced by Laxmi, Kanta and Saroj to leave her children behind. She was told that she could take her children back after she settles with her husband in Rajasthan.

The police is trying to trace Munni's son in Haryana and Rajasthan.

Woman killed while trying to board train

A 31-year-old woman was killed today when she slipped from a train and came between it and the platform. Her husband who had accompanied her helplessly watched her die at Sabzi Mandi Railway Station. Seema was trying to catch the train to her office in Kheda Kalan. It was a rush hour and passengers had thronged the station.

Ramesh, who has a shop at the platform, said, "The woman in a saree suddenly slipped from the platform while trying to board a train. She was stuck in the gap, but the help arrived on time."

She was dragged for about 15 minutes till the train came to a halt, added eyewitnesses.

Gas-cutters had to be used to break a portion of the platform in order to remove her, added eyewitnesses. The railway authorities said that there was no lapse of time during the rescue operation.

Seema's husband, Vikas said, "I had come to leave her at the station. Her train had left and she tried to board another moving train. As I was leaving the station, I heard people shouting. I came and saw that my wife was stuck between the train and the platform. It was too late to save her."

Additional Deputy of Commissioner of Police (Railways) BS Gurjar said, "The incident was reported at 8:32 am from the platform number one. The woman was hurrying to board the train, but slipped at a broken portion of the platform."

Seema had planned to board a local train plying on the route from Old Delhi to Kurukshetra. The train came to a halt after passengers raised the alarm. It took rescue teams about 20 minutes to remove her, according to the officer.

Seema was an Aanganwadi worker at Kheda Kalan. Every day, she boarded a train from Sabzi Mandi Railway Station to her office. Today, she was rushing to attend an important meeting, according to sources.

Industrialist gets RI for power theft

A wealthy west Delhi industrialist, Mahaveer Singh, was convicted with one-year rigorous imprisonment (RI) along with a cumulative fine of Rs 42 lakh by the Special Court of Electricity, Dwarka, for stealing electricity.

The industrialist has been convicted for direct theft of electricity of over 55 KW for industrial purposes.

The accused was apprehended during a raid by the enforcement team of BSES Rajdhani Power Limited (BRPL) in 2007 and had found the industrial unit in Kamruddin Nagar village, Mundka, engaged in the manufacture of plastic pellets (dana) and having a connected load of over 55 KW, said spokesperson for BSES.

"Investigations also unearthed a fake three-phase electro-mechanical meter. No record of the meter was found in BSES records. It was installed to deceive any onlookers. Two bonafide meters were also found on the premises.

The accused was imposed a penalty of Rs 16.9 lakh as per the provisions of the Indian Electricity Act, 2003. The accused did not pay the fine, pleaded not guilty and claimed trial.

However, turning down his plea for leniency, the Special Court Order said, "There was indiscriminate use of electricity by means of theft by the accused because he knew that he was not to pay the consumption charges. No leniency should be shown to such kind of accused who should bear in mind that they will have to face serious consequences, including conviction and imprisonment. The deterrent punishment should be imposed to make the theft of electricity wholly non-profitable venture. To my mind, convict is not entitled to any lenient view".

Prakash Hospital chief is Cong candidate from Noida

With Congress candidate Dr VS Chauhan filing his nomination papers for the Noida Assembly seat today, the total number of nominations filed for the seat reached 13. Candidates from other major political parties such as BJP, SP and BSP have already filed their nominations.

Chauhan is the chairman of Prakash Hospital. The filing of nomination by him has set to rest the protest against him from local party leaders.

Chauhan had been selected as the candidate of the Congress by party general secretary Rahul Gandhi after meeting the five prospective candidates from Noida. As the BJP has fielded a doctor as its candidate-- Dr Mahesh Sharma, chairman of Kailash Group of Hospitals--, Chauhan looked a better choice for the Congress.

From the Bahujan Samaj Party, Om Dutt Sharma has been selected. From the Samajwadi Party, Sunil Choudhary is the candidate. They and BJP candidate have already filed the nomination papers.

Two other candidates who have filed nominations for the Noida seat are Govind Prasad Barthwal from

the J&K Panthers party and Mahinder Singh, an Independent candidate.

The Congress is yet to select a candidate for the Dadri Assembly seat. Also, there is confusion over whether the seat will go to the Rashtriya Lok Dal or the Congress.

February 9 is the last date for filing nominations.

NEA protests notices on closing commercial activities

The Noida Entrepreneur Association today has decided to move the high court challenging the notices of the authority on closing commercial activities in the industrial units.

Around 1,000 notices have been served by the Noida authority to industrial units for closing the shops.

Industrial and commercial activities are integral part. As the manufacturing sector was affected globally due to import of raw material on a mass scale, industrialists had no choice than to switch over to trading to earn their livelihood.

Moreover, industrialists complain that authorities have not earmarked commercial space in the industrial sectors where raw material shops could be set up.

At Sector 9, industrial sheds of 55 sq mt were set up by the authority. Running an industrial unit on such small space was not practical these days. Therefore, these units have been converted into shops by the small industrialists.

"The authority should take a lenient view towards commercial activity on industrial units," said Vipin Malhan, president, Noida Entrepreneur Association.

"As the sectors are solely for the industry, commercial activity does not affect the residents as there are no residential complexes inside these sectors. Around 6,000 industrial units would be affected by the authority notices," said Malhan.

After giving notices to residential plot allottees for closure of commercial activity, including banks from their premises, the authority has now started giving notices to institutional, group housing plots and industrial plots.

Insurance scheme for MCD students has few takers

The insurance scheme introduced by the Municipal Corporation of Delhi (MCD) for the municipal students wherein they can receive up to Rs 50,000 in cases of death, loss of limb or hospitalisation has few takers, according to senior municipal officers.

The chairman of the education committee, Mahender Nagpal, said most students of the MCD schools and their parents are not aware of the scheme. Schools could be blamed for this as they had not conducted any special parent-teacher meets to inform the parents about the facilities, Nagpal said.

"However, the MCD is making all efforts to spread awareness among the students and their parents," he said.

A source at the MCD said the responsibility for spreading awareness regarding the schemes among the parents of the students of MCD schools was with the principals of the schools and the education departments of each zone.

"They have, however, failed in their duty. The health policies of the MCD are also not being followed as there has been no awareness campaign for it," the source said.

According to Nagpal, the MCD provides insurance cover to its students in about 1,740 primary schools. The insurance cover benefits the parents of the students.

Nagpal said all students of the MCD schools were being provided with insurance under the accidental insurance plan. In case of death in an accident, Rs 50,000 will be given. There is a provision of an insurance cover of Rs 50,000 in case of loss of two body parts. An amount of Rs 25,000 is given in case of cent per cent permanent disability, while in case of loss of a body part and an eye, Rs 25,000 is given. There is also a provision of giving Rs 2,000 as damage charges for medical facility and Rs 10,000 for treatment in hospital.

DTU to hold cultural fest on Feb 17

"The magnificent colours of India are visible in the Indian dances, music, costumes and dresses, jewellery, spices and food, beautiful landscapes and in the colours of wisdom manifested in this land of multiplicity of thought, glory of cultures and vibrancy of its national life," said Shri Chaman Singh Charnawat, president, DTU Students' Association.

The fest will begin with kavisammelan devoted to ushering a new wave of enthusiasm and interest in creativity, innovation and service to the society. It will be followed by major events which include the dances of India, colourful costumes, street plays, debate on current issues relating to social networking, professional and personal integrity and fundamental duties and national service.

"A competition of folk dances performed by students from professional colleges will also be organised. This year's choreography will witness the fusion of modernity with India's antiquity. The fest will conclude with the high energy excitement in the form of star night," said Chhavi Sadan, cultural secretary of DTU.

"A group is being constituted to study the science and technology aspects of the Indian folk and classical dances as also to understand the rhythms and vibrations from a scientific perspective," said Prof PB Sharma, vice-chancellor, DTU.

Follow norms in regularising colonies, Walia told

Chief Minister Sheila Dikshit issued directions to the Delhi urban development minister A. K. Walia to strictly follow the norms in regularizing unauthorised colonies in the wake of a high-level probe which has found irregularities in issuing provisional regularisation certificates (PRCs) to over 1,200 colonies in 2008.

In a meeting held yesterday, the Chief Minister was briefed about the findings of the inquiry committee, headed by Divisional Commissioner of Revenue Vijay Dev. The committee highlighted the alleged nexus between land grabbers, Resident Welfare Associations (RWAs) and certain elements in departments concerned to procure provisional regularisation certificates (PRCs) in violation of the norms.

While discussing the findings of the inquiry committee, the urban development minister questioned certain findings of the committee and indirectly criticised it for not consulting the officials of his department before finalising the report, sources said.

The sources said that Dikshit told the urban development minister to strictly follow the rules in regularising the colonies which were issued PRCs ahead of the Assembly polls in 2008.

The opposition also criticized the city government after the committee pointed out wrongdoings in the process of issuance of PRCs.

It is not sure whether the colonies issued PRCs would be regularized. The government has already cancelled PRCs of 43 unauthorised colonies and issued notices to 123 colonies based on the findings of the report.

On the occasion of Dr Zakir Husain's 115th birth anniversary tomorrow, Jamia Millia Islamia has put together a rare exhibition. Orgainsed by the university's Premchand Archives and Literary Centre, the exhibition focuses on Husain's life.

"Dr Husain was not only the former President of India but also the former Chancellor of Jamia Millia Islamia. It is this glorious past and heritage which will be showcased through this exhibition. A number of rare documents will also be on view as part of the exhibition," said the spokesperson for the university.

"All memorabilia will come from our archives. Dr Husain's photos of that time, books written by him, letters and other communications will be on display," the spokesperson added.

"There is a letter written to him by Mahatma Gandhi, that letter will be showcased. Other such documents which are still not public will be displayed," said a university official.

The exhibition is called "Dr Zakir Husain: The Man and His Mission" which will be inaugurated by Najeeb Jung, vice-chancellor, Jamia Millia Islamia.

A week-long exhibition will be open for general public from 10 am to 5 pm. Before the inauguration, a commemoration ceremony will be held at his mausoleum on the campus.

Husain was vice-chancellor of Jamia Millia Islamia for 22 years (1926-48). He left Jamia in 1948 and joined Aligarh Muslim University as its vice-chancellor. He went on to become the Governor of Bihar, Vice-President and President of India.

Fest to justify capitalism

A local community-based organisation has started a campaign in city colleges to prove that it is the economic liberalisation not the capitalism which is creating a divide between the rich and the poor.

To illustrate its stand and create related awareness, the Centre of Civil Society (CCS) has launched a unique "Freedom Caravan" campaign in 10 colleges here.

The colleges where it will run include St Stephen's, Hindu, Sri Venkateswara, Gargi and Janki Devi Mahavidhyalaya. The campaign demands equality between the extreme strata of society as far as business opportunities are concerned.

Through the example of a rickshaw puller, the CCS says that if free trade is the buzzword, it would benefit the poorest who would get its benefits and not just the rich and corporate.

CCS founder-president and noted economist Parth J Shah says, "A rich man's capital - a call centre - can work for 24 hours but a poor man's capital - a rickshaw - cannot."

Shah is a coauthor of a recently published popular book, "The Morality of Capitalism" which questions the rich man's capital with several other instances.

So far, college campuses have enjoyed music and literary festivals. But Shah says, "The campaign will enable students to understand what kind of social and economic system nurtures a corruption-free society.

During this 10-day festival, street plays and interactive activities are being organised. A visual art competition - "Capitalism, Beauty or Beast", is also being organised. The winner is to get Rs 45,000 as prize money.

50 cartridges found in dustbin

During a routine patrolling by the Central Reserve Police Force (CRPF) and the Delhi police personnel near Shastri Bhawan yesterday, they found 50 cartridges of a medium machine gun (MMG) and a 12-bore single or double barrel gun in a dustbin at Rafi Marg.

The personnel had been directed to check places such as dustbins where suspicious objects are generally kept.

Additional Commissioner of Police (New Delhi District), KC Dwivedi said, "At 12 pm yesterday, the CRPF and Delhi police personnel recovered 10 cartridges of 12-bore single or double guns. And the remaining 40 are of an MMG. The cartridges of the 12-bore rifle are misfired ones while those of the MMG rusted. They are about 50 years old."

The Additional Commissioner pointed out that a retired defence official probably threw the cartridges in the dustbin.

According to sources, "Some defence personnel keep guns as souvenirs which they had found during wartime. And after they retire, they discard these guns as keeping them without a licence is prohibited."

Graduate youth held for robbing car

New Delhi, February 7
His dream of living a lavish lifestyle without much pain landed a 27-year-old graduate in jail. Mohit Kapoor was today arrested for allegedly robbing a car from a taxi driver along with his friend.

Mohit was arrested this morning from south Delhi on the charge of robbing a vehicle in Dwarka last night after beating up the driver, the police said.

The police action came on a complaint filed by Sunil Singh that his vehicle was stolen by two youths who had got into his car near the Palam flyover and dumped him after beating him up severely.

After three hours of efforts, the police spotted the vehicle in south Delhi and stopped the car, but the person at the wheel tried to flee.

"Smelling a rat, the police party chased the car which was intercepted after some distance. One of the occupants managed to flee the spot and the other was overpowered," a senior police official said.

On interrogation, the accused revealed that he along with his accomplice had committed the crime. His accomplice, who hails from Punjab, resided with him in his house, the official said.

Mohit had earlier been involved in several cases of theft. -- PTI

Indian Mujahideen member held

The Delhi police and central security agencies arrested one more important cadre member of Indian Mujahideen, who had provided refuge to Yasin Bhatkal, alias Shahrukh Khan, in November last year. Yasin is still absconding.

The police identified the accused as Talha Abdali, alias Israr, who was arrested from Barabanki in Uttar Pradesh on Sunday. Later, he was brought to Delhi and was being jointly interrogated by intelligence and National Investigation Agency (NIA), sources said.

The sources said Abdali is considered an important ideologue of the Indian

Mujahideen and his name surfaced in 2008. He had been on the run since then. His name figured in almost every second intercept. So far, six IM activists have been arrested.

Light showers in Delhi

After a pleasant start in the morning, the capital saw light drizzle in some parts in the evening. Following this the mercury level witnessed a marginal dip, said officials of the India Meteorological Department (IMD).

Earlier, the day seemed breezy accompanied by sun peeping from the clouds that gradually made their place felt as the day progressed.

Both the maximum and minimum temperatures settled below normal, oscillating between 20° and 5° C, respectively.

"There is possibility of rain or thundershowers in the next 24 hours," said an official at the IMD.

Mughal Gardens opened to public

New Delhi, February 7
The splendour and magnificence of the Muhgal Gardens at Rahstrapati Bhavan will be unveiled for the lay on Friday as it will be opened to public for over a month, an official statement said here today.

"The Gardens will be open to the general public on all days from February 10 to March 15 from 10 am to 5 pm. Entry into the Gardens will be open only up to 4 pm," the statement said. — IANS

Realtor arrested

New Delhi, February 7
A 32-year-old property dealer, wanted in an attempt to murder case in Faridabad, has been arrested here, the police said today.

The person has been identified as Ashok (32).

He is wanted in a case of attempt to murder registered at the Bhupani police station in Faridabad.

Ashok had allegedly opened fire at one Sudhir on January 9 during an argument. -- PTI
