Foul play in inmate’s death?

An undertrial lodged in Tihar Jail died under mysterious circumstances last night. His relatives claim that he did not die a natural death and was possibly murdered. A man, who claims to be a tantrik (godman), was arrested for allegedly attempting to rape a woman on the pretext of curing her ailments. On January 28, a woman lodged a complaint at the Govindpuri police station that a man had attempted to rape her in Govindpuri.

With chances of infection going up, the two-year-old baby, battling for life at the All India Institute of Medical Sciences (AIIMS), underwent another brain surgery and was put back on ventilator support today. However, she may not survive, said doctors.

"We had to conduct a small surgery as infection had reached her brain. To ascertain the infection, we have sent samples to the lab. She was brought in a very bad condition and after medical reports revealed water accumulation in her brain, the baby had to be operated upon this afternoon to avoid any further complications," said doctors.

According to them, the baby's condition is critical and she has also developed respiratory problems. She had to be shifted back on ventilator late last night. There is infection in her chest and pain is recurring. She has severe head injuries as well.

There hasn't been much change in her condition since the first day when she was brought to the hospital with multiple injuries, including a fractured skull, fractured limbs and bite marks all over her body. She has remained critical even after the first surgery conducted to remove a clot on the right side of her brain.

On January 18, a teenager who claimed to be the baby's mother had brought the baby to the hospital. She herself was in a traumatic condition following torture by her father and sexual abuse by her boyfriend Rajkumar, as told by the south district police.

The baby is said to have been transferred from three hands before reaching Rajkumar who gave it to the girl who stayed with the baby for a few days in rented accommodation at Mahipalpur.

Tomorrow, the girl is going to be produced before the Child Welfare Committee at Lajpat Nagar while the Delhi police is trying hard to reach the bottom of this child abuse case.

The police while broadening its investigation in the case of the physically abused two-year-old girl is questioning the woman who was the first person to be given the baby. Investigators are also linking the chain of people under whose guardianship the baby was placed.

According to a police officer, the baby, Falak, was first given to a woman named Lakshmi by a woman named Munni in September last year. The police is questioning Lakshmi.

"After keeping her for a month, Lakshmi then gave the baby to Manoj in mid-October. Manoj further entrusted the baby to Rajkumar in November, after keeping her for about a month. Rajkumar took the baby home because he wanted his son, who is mentally unstable, to have a sister. He was then living with his wife in Dwarka," added the officer.

According to the officer, some time later, Rajkumar also brought a 14-year-old girl to his house. He allegedly abused her sexually.

"Rajkumar had told his wife that the girl was his relative's daughter and would stay with them for a couple of days. His wife, however, did not like the idea and went to stay with her maternal family," said the officer.

On January 12, Rajkumar placed the two-year-old baby under the care of the 14-year-old girl and left the city, saying that his son was mentally ill and had to be treated in Mumbai.

"The 14-year-old girl was unable to take care of the baby and out of frustration, bashed her," alleged the officer.

On January 18, the minor girl brought the baby to the AIIMS Trauma Centre. The latter had severe head injuries, fractures and human bites on the face. The medico-legal report has confirmed that she was injured due to a fall, according to the police.

"The case is mainly of abandoning the baby and not human trafficking. It is very crucial to find her parents, besides Rajkumar. Lakshmi had disclosed that Munni is the baby's mother, but we are yet to ascertain this," said the officer.

Police teams have been sent to Mumbai to nab Rajkumar.

"He had told us that he was in the city for his son's surgery and would help us in the investigation. But, he switched off his mobile phone and went missing after he saw the extensive television coverage of the abused baby. Rajkumar is in Mumbai and we are trying to trace him," added the officer.

The Shiromani Akali Dal (Delhi-UK) today announced the first list of its candidates for the Delhi Sikh Gurdwara Management Committee elections to be held in March.

SAD Delhi-UK president Jasjit Singh (UK) said that Harvinder Kaur Gagan would contest from Shiv Nagar ward number 11, GS Gorakhpuria from Ashok Vihar ward number 16, Shalinder Singh Sandhu from Vishnu Garden ward number 18, PS Bakshi from Tilak Nagar ward 19, Sukhbir Singh Kalra from Wazirpur ward number 27, Amarjit Singh Advocate from Navin Shadar ward number 28, Amarjeet Singh Rajan from Pitampura ward number 37, Paramjit Singh Pamma from Ramesh Nagar ward 23. Pamma has recently joined the SAD Delhi-UK.

Jasjeet Singh said that his party would field candidates in 35 wards out of 46. The names of remaining candidates would be announced soon. Jasjeet said that he had understanding with 6-7 candidates of the Shiromani Akali Dal (Delhi) and 4-6 candidates of the Shiromani Akali Dal (Badal) against whom the SAD Delhi-UK would not field candidates. These candidates have assured him that after wining the election, they will join the SAD Delhi-UK.

Jasjit said if voted to power, he would stop construction and using gold in gurdwaras. The money would instead be spent on education. Banks would be opened in every gurdwara from where the Sikhs would be given loan at a low rate of interest for business. Teachers would be given salaries according to the Sixth Pay Commission; good increments would be given to sewadars; about 20 of their children would be sent to foreign countries for higher education every year.

Jasjit added that the trusts constituted in gurdwaras would be abolished. An RTI officer would be appointed in the gurdwara committee to reply to the question about the committee, admission, etc.

When asked about the symbol, he said it had not been given so far. If it is not given, he would move court, he said.

80-floor project to tower over Noida

Noida is literally reaching heights as the work on the 80-floor tower project of Supertech starts with the earth-breaking ceremony at Sector 94. In the next four years, the construction of tower will be completed.

In 2007, the Noida and Greater Noida authorities had removed the restrictions on the height of buildings. This paved the way for high-rises in the city.

The plan to build the tallest building then approved by authority under the new building bylaws was of 32 floors in Sector 44. Now Noida has really started sky-high projects as the tallest mixed-use project has been launched by Supertech.

An NoC from the fire department is required before the start of any big project. This year, 55 applications have been received so far for an NoC for the projects of residential, institutional and industrial buildings.

Around 20 per cent projects have the height ranging between 80 and 150 meters. Thirty per cent projects have the height between 50 and 80 meters.

"For giving approval to the high-rise buildings, we have recommended setting up of a fire station with one fire tender and technical staff," said Mahavir Singh, chief fire officer.

"The project Supernova will have five towers. The tallest tower Spira, the iconic tower, will have 80 floors and the height of 300 metres," said RK Arora, managing director, Supertech.

"We have got clearance from the Airports Authority of India, the fire department and the Noida authority," said Arora.

Last year, Supertech launched a 255-mt-tall and 60-floor residential tower, North Eye, in Sector 74.

At present, Noida has buildings having the height of around 30 meters in residential complexes at sectors 62 and 50.

The Delhi Metro Rail Corporation (DMRC) is planning to modify its signaling and telecommunication (S&T) software system so that the passenger announcement system and the passenger information display system (PIDS) installed at the stations will automatically give advance information about whether the next train will have four coaches or six.

The information will help the passengers plan their positioning on the platform accordingly.

This, however, requires modification of the sophisticated signaling and telecommunication software, which is being done by M/s Alstom in France and M/s Siemens in Germany. The modification, according to the DMRC, is complicated and will take about three months to be implemented.

Meanwhile, as an immediate measure, the DMRC today commenced manual announcements at Rajiv Chowk and Kashmere Gate stations regarding the number of coaches of the train due to arrive.

Security guards with loud hailers have been deployed on the platforms at these two stations at the locations where a six-coach train ends. Whenever, a four-coach train is scheduled to come, they make announcements in advance, requesting the passengers to position themselves on the platform accordingly.

Meanwhile, after the recent instance wherein a young boy got his leg stuck between doors of a coach and was injured along with two security guards who tried to save him, the DMRC has increased vigilance on busy stations.

Also, the passenger information display systems (PIDS) at Rajiv Chowk and Kashmere Gate stations have started running messages requesting passengers to stay away from the doors of the trains.

In addition, LCD TVs installed at some Metro stations-- Chandni Chowk, Chawri Bazar, New Delhi, Rajiv Chowk, Kashmere Gate, Patel Chowk and Central Secretariat-- will also flash messages about the closure of the doors of the trains very soon. Small films educating passengers on how to step in and out of the trains in a correct manner to avoid mishaps will also be screened on these TVs.

"All Metro passengers are advised to kindly stay away from the train doors once the closing/opening operation of the doors commence. They are also advised not to interfere with the door closing operation by putting any object in between the doors," added a DMRC spokesperson.

Court summons to top KFC executive quashed

A magisterial court summons to top Indian executive of an US multinational firm, owning popular KFC and Pizza Hut outlets, to answer the charge of running a fast food eatery here without a licence, has been quashed by a sessions court.

Additional sessions judge (ASJ) Rajeev Bansal quashed the summons to India managing director Niren Chaudhary of US-based Yum! Brands, which owns food chains KFC and Pizza Hut, saying the trial court order summoning the top executive cannot be "sustained in law" at this juncture.

ASJ Bansal's gave his order on Chaudhary's plea against the magisterial court's January 2011 order summoning him.

In his plea, Chaudhary had contended that he was summoned by the court despite the police booking only the manager of a KFC outlet, based at a south Delhi mall, on the charge of running the food joint without proper licence.

The sessions court held that Chaudhary could not be summoned "at this stage" of inquiry since no additional evidence had surfaced and the lower court could proceed only against Bhupender Singh Negi, the KFC outlet manager.

"Perusal of the record of the trial court shows there was no additional evidence available on record, which could have authorised the trial court to summon an additional accused.

"That being the position, the order of the trial court in summoning the present petitioner (Chaudhary) at the initial stage of inquiry cannot be sustained in law," the ASJ said while setting aside the lower court's order.

While quashing the summons to the top India-based KFC executive, the session court, however, said the trial court, while proceeding against accused Bhupender Singh Negi, will be at liberty to make any other person an accused in the case "in accordance with law at appropriate stage if the situation so warrants".

Chaudhary had moved the sessions court in March last year against the lower court's order that summoned him to answer the charge of running the KFC outlet without licence in violation of the Delhi Police Act.

Chaudhary said he does not look after day-to-day affairs of the business of a particular outlet and that he had no knowledge about the particular food joint having no valid license.

He said it was the duty of the manager posted there to ensure the licence for the outlet.

He further said the delay in the issuance of licence was due to the department of health trade licence, South Zone, MCD.

The prosecutor had told the court that the inspection of the outlet in Vasant Vihar here was done on December 27, 2010 and the manager had failed to produce a valid licence for running it and that Chaudhary has been rightly summoned by the trial court.

The sessions judge said, "There is no doubt that the court has power to add any person, who was not an accused before it earlier, as an accused if during inquiry or trial, sufficient evidence appears against him, indicating his involvement in the offence".

The ASJ said power to proceed against a person not earlier made an accused vests in a court under Section 319 of CrPC but "the law on this point is well settled that this power should be used sparingly and only if compelling reasons exist for taking cognisance against a person". — PTI

Flash mob brooms to send cleanliness message

Holding brooms, a large number of people today broke into a jig -- which turned out to be a flash mob of its own kind -- to raise awareness on the issue of cleanliness in Delhi's satellite town of Noida.

The event is part of the 'Come, Clean India' campaign launched by Imagindia Institute, an independent think tank and research centre.

Noida is the latest place to see the flash mob after cities like Chennai, Warangal and Khandwa where people from all age groups danced in public places carrying brooms under the banner "Celebrating the Broom".

Inspired by the campaign, people in Islamabad in Pakistan also took out a flash mob to make the city streets garbage-free.

Hailing the flash mob, actress and brand ambassador of 'Come, Clean India' Gul Panag said: "This launch indicates that cleanliness is an idea whose time has come - across India to Pakistan. This is a pioneering example of people in both countries sharing ideas to address fundamental issues."

"Our intent in doing these flash mobs is to shake national imagination regarding cleanliness. Even today we have a social stigma to holding a broom, and it is our own civic habits which contribute to half the problem," said an Imagindia Institute statement. — IANS

Jamia to confer doctorate on Aung San Suu Kyi

Recognising Aung San Suu Kyi's over-two-decade fight for democracy in Myanmar, Jamia Milia Islamia will confer an honorary doctorate degree on her very soon. "Once we get to meet Suu Kyi, we will convey to her our intent to confer the doctorate on her. If she accepts and finds time to visit us here, we will hold a special convocation," he said.

Jung also noted that he wanted Jamia Milia Islamia to become a repository of knowledge and information on Myanmar in the near future so that it became the reference point for all scholars wanting to study the neighbouring country.

He also noted that this was the third such Myanmar-related event that his university is organising since November 2010, when Myanmar held its first democratic elections in two decades.

In that election, the Union Solidarity and Development Party of erstwhile military rulers won nearly 80 per cent of the seats to Myanmar parliament and Thein Sein formed the government as the country's civilian president in March 2011.

Thein Sein has visited India, in his first state visit here, in October 2011 when the bilateral ties of the two nations got a boost.

Suu Kyi's party National League for Democracy did not participate in the November 2010 elections.

But after the civilian government took over, her party has now registered itself with the election commission and decided to contest the parliamentary bye-polls to be held on April 1. — IANS

The 25-year-old Naeem's relatives blamed the jail authorities for his death. They staged a protest at the Deen Dayal Upadhyay Hospital and Jehangirpuri.

Naeem had been in jail in a case of fighting for the last two and a half years.

His brother said, "On Saturday, Naeem had a trial of his case at the Tis Hazari courts. He was fine that day and did not complain of any illness. Today, we were informed by the jail authorities that he had died last night."

A police officer said that Naeem's family went to Tihar and then to the DDU hospital where the postmortem was conducted.

"Naeem's brother accuses the jail authorities of a foul play as there were cut marks on his neck and head. But, the exact cause of the death will be revealed only after the autopsy report," said the officer.

A case was registered against the Tihar authorities who deny that there was any foul play.

Five held for pledging fake gold items for loan

The Crime Branch of Delhi police has arrested five persons, including two employees of the Muthoot Finance Corporation Limited, for allegedly cheating companies by pledging spurious gold items for a loan.

Muthoot Fincorp Limited provides a loan for gold ornaments. It has another business scheme, 'Swarna Varsham' for customers who can buy gold bars of different value. Three of the arrested persons lured two staffers at Muthoot Finance Corporation Limited, promising them a share in the money that they earned.

Additional Deputy Commissioner of Police (Crime) Sanjay Bhatia said, "The arrested persons have been identified as Dheeraj Sachdeva (25), Matloob Saifi (29), Sandeep Verma (36), Daljeet Singh (33) and Charanjeet (56). Sachdeva is a sales manager with Muthoot Fincorp Limited, Saifi worked as a manager in the non-banking sector in the Karol Bagh branch. Singh and Charanjeet are a goldsmith and a dyemaker."

According to Bhatia, on January 3, 2011, the area manager of the Muthoot Finance Corporation lodged a complaint at the Najafgarh police station. In his complaint, he stated that he found three customers who had pledged fake gold ornaments for a loan.

"These people had taken a loan from the Najafgarh branch by pledging spurious gold ornaments. A complaint was registered at the Najafgarh police station. A similar incident had occurred in 2011, when another person pledged spurious gold biscuits for taking loan in the Karol Bagh branch of the company," said Bhatia.

The person had reportedly exchanged the gold bars brought from a branch of the company in 2010 with spurious gold bars, according to the Additional DCP.

The Crime Branch initiated its investigations into both the complaints. They were tipped off about a gang who would arrive near the DDA sports complex in Dwarka.

The police apprehended the five persons on the spot and seized two dyes for making gold bars and two more dyes for making gold coins, according to Bhatia.

Further investigations revealed that the arrested persons have taken loans from the branches of the company at Najafgarh, Daryaganj, Karol Bagh, Patel Nagar, Dwarka and Bhajan Pura.

Tantrik held for attempt to rape

A man, who claims to be a tantrik (godman), was arrested for allegedly attempting to rape a woman on the pretext of curing her ailments. On January 28, a woman lodged a complaint at the Govindpuri police station that a man had attempted to rape her in Govindpuri.

The woman alleged that she was suffering from pain in her left hand. Some acquaintances had advised her to visit a tantrik, Nand Lal Chaturvedi (54), a resident of Govindpuri.

In November 2011, she went to him for her treatment. Chaturvedi took money from her for the treatment.

Then in December, he told her to come to his house in night, according to the police.

"Chaturvedi first asked her to close her eyes and while singing chants he made her unconscious. He stole her two gold bracelets and mobile phone. When she regained consciousness, she found herself naked. He had allegedly attempted to rape her. On being caught, Chaturvedi threatened to destroy her family using an occult art, if she complained to anyone," said additional commissioner of police (south-east), Ajay Chaudhry.

The police arrested Chaturvedi from the Shiv Shakti Hanuman Temple in Tughlakabad, where he resides.

"The accused revealed that he practices incantation. He claims that he knows enchantment and an occult art," said Chaudhry.

Chaturvedi is a priest at Shiv Shakti Hanuman Temple. He and his family reside there. The temple was constructed by his father.

The accused is engaged in occult art since 1985, according to the additional CP.

The police later released them and gave them permission to enter the Karbala through the disputed gate on the occasion of their Tazia procession tomorrow.

The national president of the India Shia Ulema Council, Moulana Sayed Kalbe Jawad, said more protests would be organised if the FIR was not quashed before February 3.

The protests would be organised at Lucknow on February 3 and would shift to the Karbala grounds, where they would court arrest, according to Jawad.

After the protestors were released, the police assured them of investigating the matter.

Several Delhi police personnel were deployed at the Karbala grounds to prevent untoward incident.

Jaypee officials booked for temple damage

Noida, January 30
A temple was allegedly damaged in Nangla Nangli village here by some Jaypee Group officers. An FIR has been registered against the company's managing director and others.

Vijay Chauhan, a resident of Nangla Nangli village, had lodged an FIR against the Jaypee Group officials, alleging that on Friday night, they allegedly held the priest of a five-decade-old temple captive and demolished the structure and some trees.

The FIR has been registered against Sameer Gaur (MD and CEO), Ashok, Dilbagh Singh and Mangal Singh, besides some other unnamed persons.

The Jaypee Group officials were not available for comment. However, an official had earlier claimed that farmers had encroached upon their land.

"We have asked the Jaypee officials to submit documents to show that the land belongs to them," a police officer said. — PTI

Judge allowed to join Ph.D in DU

New Delhi, January 30
The Delhi High Court today allowed Metropolitan Magistrate Twinkle Wadhwa to pursue her Ph.D. course from Delhi University and directed the university to take a decision on her plea to relax the condition on taking a two-year study leave.

Wadhwa had approached the court after the university refused to allow her to pursue a Ph.D. course in 2009 on the topic "Validity of Pre-nuptial contracts - A comprehensive study" as she was working as a judicial officer.

The university asked her to take study leave of two years.

The division bench of Acting Chief Justice A.K. Sikri and Justice R.S. Endlaw said: "We command the academic council to take appropriate decision for this purpose.”

“The impugned rule under the 2008 regulation was arbitrary and vitiated from unequal treatment because while everyone else was required to apply for a two-year study leave, those employed as teachers in Delhi University colleges and schools could pursue the course and work at the same time," said Wadhwa in her petition. — IANS

Committee submits report on education

The Review Committee on the Delhi School Education Act and Rules 1973 (DSEAR - 73) today submitted its report to Chief Minister Sheila Dikshit, suggesting a number of measures to protect the interests of parents, teachers and improve the role of school management.

The committee was constituted in April 2011 and Shailja Chandra is its chairperson.

It has also suggested a new concept on conducting inspections in schools.

When asked about the details of the report, the Chief Minister said that it would be made public after a while.

She stated that the city government will study the report and take action at the earliest.

The other members of the committee were Abha Joshi and Manish Kumar Gaur, a legal expert. The committee was asked to examine all the issues related to DSEAR - 73 and problems being faced because of the new conditions emerged after the implementation of the Act.

The committee consulted a wide range of stake holders. It finalized its recommendations in three volumes after taking into account the views presented by a large number of persons associated with the school education in Delhi.

Dikshit expressed her gratitude to the committee for submitting recommendations to facilitate purposeful amendments in the Act.

The national capital today witnessed a pleasant day, with the day temperature settling marginally above the normal level for this time of the year. The maximum temperature was recorded at 22.2 degree Celsius, one degree above the average for this time of the year.

Yesterday, the maximum was recorded at 20.9 degree Celsius, one degree below the normal.

The minimum temperature was recorded at 7.3 degrees Celsius, one degree below the normal level, up from yesterday's 5.3 degrees. The humidity levels wavered between 94 and 27 per cent.

"The city is likely to see mist tomorrow morning with light fog. The maximum and the minimum temperatures are likely to oscillate between 23 and 8 degrees," said an official of the Indian Meteorological Department.

Water supply to be hit today

New Delhi, January 30
The water supply to some parts of Delhi will be affected due to a major repair work. There will be no supply on January 31 in Vasant Kunj, Munirka, JNU, Mehrauli, IIT, Green Park, Safdarjung Enclave, D-Block Janakpuri, Sagarpur and the adjoining areas, said the Delhi Jal Board.

Due to flushing of reservoir and booster-pumping station, the supply will be at low pressure on February 1 in Vikaspuri, Uttam Nagar, Mahavir Nagar, Ganesh Nagar and several other areas. The supply will be available at low pressure on Feb 2 in Giri Nagar, Gobindpuri, I.K.Vihar and Bharthal Village. — TNS

Tirath offers help

New Delhi, January 30
Minister of State for Women and Child Development Krishna Tirath today said her ministry will help in the rehabilitation of two-year-old battered baby Falak and demanded stronger punishment for child traffickers.

"Her life is needed to be saved in the first place. If she recovers, we can rehabilitate her under the ICPS (Integrated Child Protection Scheme). There are homes under the scheme where we can keep her and look after her. And she can be adopted if somebody wants to adopt her," Tirath told reporters here.

"I have told all this to the National Commission for Protection of Child Rights (NCPCR) on behalf of the ministry," she added.

"It is the responsibility of elected representative to spread awareness about the issue in their constituencies," she added. — IANS
