Lokayukta issues notice to Delhi’s finance dept

New Delhi, January 28 The complaint, prima facie, reveals a loss of about Rs 129 crore of VAT to the government exchequer. In an anonymous complaint before the Lokayukta that in a case of Reliance Energy Limited (REL), a tax liability of Rs 129.96 crore was levied vide assessment order dated March 30, 2006. After the REL filed an appeal, the Additional Commissioner (III) referred the matter to the assessing authority in January 2008, to examine the transactions made against the exemption certificates in the light of agreement executed between the Delhi government and the distribution companies (Discoms). However, after about ten months an appeal was filed by Sushil Verma, counsel of the REL. The Additional Commissioner (III) by an order in November 2008, then reviewed his earlier order of remand and himself held the appellant was entitled to exemption from the payment of sales tax under DST Act based on exemption certificates issued by the Discom. When the Lokayukta requested the principal secretary (Finance) to furnish his comments on the allegations, the finance department through a letter replied that the matter did not fall under the jurisdiction of Lokayukta since it does not have power to investigate against the government official. The Lokayukta office reminded the department that the complaint contained allegations against certain government officers as well as public functionary regarding whom the forum has jurisdiction to inquire and hence the details should be provided. However, it again refused to provide information on some excuse or the other. "There is no justifiable reason to deny to this forum the information sought, which even a citizen can seek under the RTI Act, 2005. By persistently refusing to provide the information, for one or other untenable reason, the finance department is trying to scuttle the preliminary inquiry," Justice Sarin observed in his order. |

New Delhi, January 28 "We have arrested one of the accused Deepak Shah, who is a labourer in a factory," said a senior police officer, adding that the other two accused, Vicky and Lucky, in their thirties are still at large. Lucky was the owner of the factory. Five months ago, these three men raped the minor in the factory and thereafter kept abusing her. They threatened her that they would kill her parents if she complained to anyone. The traumatized victim did not say anything to anyone. The incident finally came to light this morning when the minor, a student of a government school in Shahabad Dairy and resident of the Bawana Industrial area, was not feeling well and her parents rushed her to a nearby hospital. The initial check-up revealed that she was four-month pregnant. The parents then rushed to the Shahabad Dairy police station where the victim narrated her story. She told the police that when her mother was not well five months ago, she often went to her father's tea stall at the Bawana Industrial area to help him out. "During that time, she visited a few factories for serving tea to the workers and owners. Once she went to a factory located at C/106 in Sector 5 to serve tea where the owner of the factory Lucky along with Deepak Shah and Vicky raped her," said a Delhi police official. "We have registered a case of rape against the three accused and nabbed Deepak Shah and hope to arrest the absconders soon," said the officer. |

New Delhi, January 28 ASJ Lau awarded sentence to Mukesh, Prabhans Yadav, Deepak, Ravinder Kumar and Rajeev and said, "Scientific evidence in the form of forensic reports play very important and key role, not only in punishment of accused but also in the release of innocent kept in judicial custody for long time." The court added that a large number of exhibits relating to the rape were being referred to forensic laboratory for blood/semen examination. "Here, I may observe that DNA profiling/matching technology has emerged over the last two decades which is a fool-proof technique as no two persons in this world can share the same DNA profile," added the court. The court directed the investigating agencies to ensure DNA profiling for effective dispensation of justice in cases of sexual assault, particularly in gang rape cases where the identity of the accused is not known. The victim was abducted from her uncle's jhuggi at Jahangirpuri on March 19, 2011. She was taken to the house of one accused and raped there for three days. Two commit suicide, one tries to end life
New Delhi, January 28 Bharat was living with his wife Sangeeta and 14-year-old son. Both his wife and son had left home on January 19 after a heated argument between him and Sangeeta. The police found a suicide note at the spot which bore Bharat's signature and he blamed his in-laws for the extreme action. The incident was reported by Bharat's brother Subhash who approached the police today after repeated attempts to contact Bharat on his cell phone. Subhash grew suspicious after no one even opened the gate of his house. A senior police official said, "On reaching the spot, we found that the house was locked from inside, but there was no response. We entered it by breaking a window. Bharat was found hanging by a rope from the ceiling." The official added that Bharat's suicide note said that he had lent Rs 23 lakh to his in-laws, which they did not return. When he asked his wife to get the money back from his in-laws, it resulted in fights between the couple. The situation became worse, stressing out Bharat. Finally, Sangeeta left Bharat after a fight on January 19 and went on to live at her parents' house. "We are investigating to ascertain the authenticity of the suicide note. We are questioning Bharat's in-laws and will take action after the investigation is completed," the officer added. Bharat's body has been sent to Sanjay Gandhi Memorial Hospital in Mangolpuri for a postmortem. In the second suicide incident today, a 23-year-old man committed suicide in Dakshinpuri. Ramesh Chand ended his life after he was detained and later released by the police over a case filed against him. The police had detained Ramesh after a stolen mobile and a SIM card were recovered from his possession. "He committed suicide by hanging from the ceiling around 2.30 pm on Friday. His body has been sent for a post-mortem at All India Institute of Medical Sciences (AIIMS)," a police officer said. In another incident, a 19-year-old man attempted suicide in the Ambedkar Nagar area of southeast Delhi. Rajesh, a resident of Subhash Camp, attempted suicide by hanging himself after an argument with his mother around 1 pm today. "Rajesh was upset after his mother refused to give him money to buy liquor. He was rescued by his family members and is currently being treated at Max Hospital," the officer added. |

Ghaziabad, January 28 The father of the youth has lodged a complaint against Veeravati. Veeravati's husband has also lodged a complaint against Rakesh. The family of the would-be bride has called off the wedding and demanded that the gifts given to the groom's family during the engagement ceremony be returned. The couple could not be traced.

Faridabad, January 28 The accused has been identified as Ramesh, a resident of Janauli village, in Palwal. The accused also claimed to be a social worker. He would visit slums to help the poorer section of society. There, he used to lure the dwellers. The police said it was trying to ascertain the number of persons cheated by the accused and whether an organised gang was involved in the racket. |

New Delhi, January 28 The police said that after being dragged for about 30 metres, the boy was pulled by the security guards. In the process of saving the child, one of the guards sustained injuries. Rajesh along with his wife and son, Aditya, was waiting for a train to go to Vaishali at platform number three of Rajiv Chowk. It being the peak hour, the platform was packed with commuters. Sanjay Bhatia, Additional Deputy Commissioner of Police, (Crime), said, "A train going towards Vaishali arrived around 10.55 am. Rajesh and his family found themselves standing before the last coach of the train. The boy was standing ahead of his parents when the commuters were getting inside the train. As soon as Aditya put his leg inside the last coach, the doors got closed. His leg was stuck and he was crying for help as the train left the station." His parents tried to pull back the child, but in vain. Two guards, identified as Rajesh and Hemant, ran behind the child, he said. A DMRC spokesperson has refuted the claim that the child was stuck between the doors. "The kid had fallen down while approaching the train. We have no information of his leg being caught between the doors. In fact, a guard was injured in an attempt to save the boy," the spokesman said. |
Nigerian held with cocaine worth

New Delhi, January 28 The police arrested the accused from near a subway in Rajouri Garden. He has been identified as Adebola Prosper (37), a native of Lagos in Nigeria. In Delhi, he resided at Mahavir Nagar, Tilak Nagar. Prosper told the police that he came to Delhi in October 2011 on a business visa. He wanted to start shoe business in India and started living with a fellow Nigerian, Bolaji F. Alani. Alani was involved in drug trafficking and gradually, Prosper also joined Alani in supplying drugs. The two used to supply drugs around malls and pubs in Delhi. Around two months ago, Alani left India and Prosper took over his clientele and started supplying cocaine to them. The recovered cocaine was left behind by Alani. Prosper is the fifth foreign national who has apprehended by the crime branch this month for drug trafficking. On January 22, a 32-year-old man from Ghana was heldfrom the IGIA here with 200 gms of cocaine worth around Rs 2 crore. On January 8, a 36-year-old South African national was arrested in south Delhi with 40 gms of cocaine worth around Rs 40 lakh while on January 3, a 28-year-old Nigerian national was arrested from V3S Mall in east Delhi.On New Year Eve, a Nigerian national was held with 175 gm cocaine worth Rs 1.75 crore. |

College fests set to rock Delhi University
New Delhi, January 28 "We normally saw an auditorium jampacked only when western dance groups performed on popular numbers. But competitions on choreography have a better turnout this year. Students get impatient during classical music competitions. This is not the case this time. Long plays during theatre competitions are also witnessing a huge following. Students are congratulating the favourite teams even if they are from another college," said Vibha Shukla, member Dramatics Society, Sri Ram College for Commerce. And to continue the trend, most college student unions that still have their fests left have asked for a bit more relaxed entry norms for outsiders. Most prominent colleges conducting their festivals from February till early March will now host more outsiders. Girl colleges like Miranda, LSR, IP and JMC have relaxed their norms for entry this time. More passes have been issued to the students to invite guests. Sponsors also get to bring in guests. "The rock show and the popular competitions see a good response. But events like debating and fine arts competitions or even photography see a limited number of people. That is why we have asked the faculty to rethink and issue us more passes this time," said Boski Philips, cultural union head at Jesus and Mary College (JMC). Jesus and Mary College's, 'Montage', Sri Venkateswara College's 'Nexus', IP College's fest 'Shruti' and Miranda House's 'Tempest' are all set to rock the university between February 23 and 25. "The entry structure is decided keeping in mind the earlier response. We are hopeful that it will be a huge turnout. Every student can bring in up to five guests," said a union member, Venkateswara College. Kamla Nehru College will hold its fest on February 1-2 which will be followed by Lady Shri Ram College's "Tarang", scheduled for February 3-5. Among other major fests lined up in February are Shri Ram College of Commerce's "Crossroads" and College of Business Studies's "Crescendo" on February 15 and 16 respectively. Hindu College's fest "Mecca" is slotted for February 2-4 which be followed by most-awaited Gargi College's "Reverie" scheduled for February 9-11. |

New Delhi, January 28 The maximum temperature was recorded at 21.7 degrees, which is normal for this time of the season. "It was relatively colder outside early in the morning. There was a nip in the air today," said 27- year-old Ashish Bhatnagar. The India Meteorological Department (IMD) said the coldest January 28 was in 2008 when the minimum temperature was recorded at 2 degrees. At 12 degrees, 2007 was the warmest in the past five years. More chill is in store with a further dip forecast for Sunday. According to IMD, after a misty morning, there will be a clear sky on Sunday. MCD split will undo progress, says BJP
New Delhi, January 28 He claimed that the progress made by the MCD would be damaged with its split. "The corporations will work on its own. There will be no control of the government over them," he said. Chandolia presented a budget of Rs 7,824. However, the budget is unlikely to be implemented as the civic body is gearing up for the split. The budget proposes to increase the councilors' fund from Rs 1 crore to Rs 2.05 cr each.—TNS |
