Handicapped man kills wife, son
New Delhi, February 3 Yesterday, Nitin Maini (30) and his wife Shweta (24) celebrated their sixth marriage anniversary with their four-and-a-half-year-old son Garv at their residence in Sector 22, Rohini. Nitin lived with his mother Sushma Maini, father Mahender Pal Maini and two younger brothers, Rohit and Shivam. The anniversary celebration ended around 12.30 am, after which the couple went to sleep. "Around 1.30 am, the police received a call from Nitin, who said that he had murdered his wife and son. He later called his in-laws to give them the same news. When a police team reached his residence around 2.30 am, it had to break open the doors of his room because it was locked. Inside, Nitin was sitting on the bed with a pair of scissors in his hands, with which he had stabbed himself. Lying on the bed next to him was his wife, who was allegedly garroted with a dupatta. Nitin had allegedly also smothered his son with a pillow," said deputy commissioner of police (outer district), BS Jaiswal. Nitin, who is wheelchair-bound, was escorted by the policemen to the Begumpur police station. He confessed to killing his wife and son and was thereafter arrested. Nitin was charged with murder and attempt to suicide. "The motive behind the murders could be an extra-marital affair," added the DCP. Tearfully recalling the moment, Sushma said, "The police suddenly came to our house and said 'where is the physically challenged person who called us?' They said there were two bodies in his room. They broke open the door and took my son away. I know he could not have done it." Tarun Arora, Rohit's friend and a close acquaintance of Nitin, said, "Three years after his marriage, Nitin had an accident with a military truck at Delhi Cantt. He was driving a motorcycle. The lower end of his spinal cord was ruptured and Nitin got paralysed from below the waist. He had been wheelchair-bound since then. He can use his hands, but can barely move. We were surprised to hear that he killed his wife and son. When the post-mortem report is released, we will learn if they were poisoned." Tarun added that Nitin was depressed because of his physical condition. "He had an interior designing shop in South-Extension. After the accident, he could not work and would be bedridden most of the time. A few months ago, Shweta joined an NGO in Laxmi Nagar. Nitin was also unhappy that his wife was being pressurised by her family to marry Rohit." Shweta's mother Nirmala blamed Nitin's family for the two murders. "They never liked Shweta and often abused her. Nitin had received a compensation of Rs 21 lakh from the court after the accident. With the money, he had made a fixed deposit in the names of his wife and son, but his family did not like it and wanted the money. They have poisoned Shweta and Garv. They told Nitin to take the blame on himself because he is physically challenged and no one would believe that he murdered them," said Nirmala. |
Quota-hit councillors give projects the go-by
New Delhi, February 3 The dispirited councillors who have lost their seats to either women or scheduled caste candidates have stopped pushing forward the projects such as repairing of roads or maintaining parks and sanitation. While the reservation and re-orientation of several MCD wards have given hope to women and scheduled caste candidates, around 150 incumbent councillors are suddenly feeling de-motivated in carrying out any kind of development work in their constituencies. After the Delhi Election Commission notified reserved seats on Friday, the seats of 99 BJP, 31 Congress and 10 BSP councillors have been affected. A municipal councillor from the ruling BJP in the MCD said that in the past elections, work gained pace as they had to woo voters but this year as the incumbent councillors will not be contesting from the same wards, they have stopped taking interest in the development work. Explaining the reason behind their loss of interest, a senior BJP councillor said that the affected councillors are too busy to find an alternative ward. "People who are affected by the women reservation are consulting lawyers in the hope that they may retain their seats," he said. A Congress councillor said that those who are confident of getting tickets from their unaffected seats are, however, working hard these days. "The code of conduct will be implemented soon so the work is being hastened," he said. "Just in case the party decides to give a ticket at the last moment, I will try to complete the project to install water pumps in the parks in my area, but for now it has been stopped as my ward has been reserved for a scheduled caste candidate and there is hardly a chance that I will get a new ward," said one BJP councillor. However, chairman of works committee, Jagdish Mamgain said that developmental work is continuing as the ground work is done by the departments. "Councillors only deal with the finances. The engineering department does the work and it is on," Mamgain added. |

Falak off ventilator
New Delhi, February 3 "She has been removed off the ventilator and seems to be responding positively to antibiotics. But the infection is still active, so she remains critical. Nothing can be said and as even earlier she was removed and later put back on ventilator support," said Dr Sumit Sinha, neurosurgeon at AIIMS Trauma Centre. It has been now over two weeks, the baby has been in this condition after she was brought to AIIMS on January 18 by a teenager with bruised skull, broken hands and injury marks all over the body. |

JNU students’ union poll to be held on Feb 23
New Delhi, February 3 After a gap of four years, the polling is all set to take place on February 23. Elections will again be held during the coming academic session. These elections in February are a one time interim arrangement that has been agreed upon. "After the vice-chancellor's assurance yesterday, the election commission appointed by us decided the schedule. According to new rules, polling has to be conducted within 15 days of filling of the nomination papers. We have lost four years and we do not want to lose any more time," said a senior member of All-India Students' Federation. The election committee will now invite nominations on February 13. Students' parties will just get one day to withdraw nominations. Last date for withdrawal has been set at February 14. February 15 and 16 will see the different schools' general body meetings wherein councillors from every department will engage in debating and speak of their agenda. On February 17, there will be a general body meeting in which candidates for vice-president post and other contenders will hold the debates. Presidential debate has been set for February 21. Parties are geared up for campaigning. Other formalities and legalities are also being worked upon by the administration for the elections, according to the Supreme Court order. "The vice-chancellor has assured us that the grievance redressal forum, a requirement to hold the elections as per the new norms, will be set up at the earliest," said Students' Federation of India (SFI) vice-president Zico Dasgupta. According to the Supreme Court's guidelines released in December 2011, the elections had to be conducted within six weeks of the university reopening and the administration was unsure whether elections could be conducted in this semester. Therefore, they had asked the students to wait till they got clarity from their legal counsel. However, the students, who had not seen an elected union for almost four years were angered at the prospect of losing out on another year. Camping for almost a week outside the vice-chancellor's office, they had gone on hunger strike demanding an immediate commitment from the "indifferent" administration. However, contending that even their position was precarious, the administration had stood firm and refused to give in to their demands. The strike continued for more than a week before the students finally ended the protest following a commitment from the university to announce election dates as soon as the legal word arrives from the counsel. |
Noida banks desealed; officials look for other locations
Noida, February 3 On February 1, the Noida Authority sealed eight banks and a dozen other commercial units running from residential premises. This was done as per an order of the Supreme Court. Banks had then moved the court seeking time to shift. Though the court yesterday gave the banks six weeks to shift, the Authority had already sealed eight banks by then after giving just a day's notice. Yesterday, the Supreme Court gave some relief to the banks and allowed them six weeks time to shift from the last order of January 23. This means that the banks can continue in their old premises till March 3. Bank officials, however, have started looking for alternative locations. Ghaziabad Cooperative Bank has hired premises at the Nithari main road commercial complex and has announced that it will shift from its Sector 26 residential premises to Nithari very soon. Officials of Dena Bank in Sector 19 were seen searching for locations. They have received applications from 28 landlords who have offered their premises on rent. Bank officials today visited the sites to select the best location. Meanwhile, today, bidding of plots for banks was held under a Noida Authority scheme. Of the 77 plots on offer, bids were received only for 38 plots. The plots for which there were no bids are far from residential areas, according to bank officials. Though the Noida Authority has floated the plot scheme, the banks say six weeks are too short to shift. The banks are yet to apply for the scheme and it will take more than a month to get the allotment as the Authority will conduct the process only after elections in Uttar Pradesh are over. Further, the banks will have to construct buildings, which may take another six months to a year. Bank officials feel that at least a year should be given to them banks for shifting. Other commercial establishments running from non-conforming areas too have got relief till that period. The decision, meanwhile, has left small shop owners in a lurch. "Around 50,000 commercial establishments are running from residential areas. While the banks can be relocated, other commercial units like small shops that provide livelihood to thousands of senior citizens and other people cannot be shifted. If my shop is sealed, how will I feed my family," asked the owner of a small shop. |

MCD elections: Poll panel gets notice on SC seats
New Delhi, February 3 A bench of Justice Sanjay Kishan Kaul and Justice Rajiv Shakdher today issued a notice to the poll panel on a petition of Bhartiya Janta Party (BJP) councillor Anil Yadav and advocate Kuldeep Singh, who have sought the quashing of the January 27, 2012, notification reserving the seats for the Scheduled Castes. The court, however, did not suspend the operation of the notification. The poll panel, which sought a week's time to file its reply, was also directed not to issue any more notifications regarding the upcoming elections without informing the court. The petitioners in their plea contended that the notification is "arbitrary, malafide and without any logic" as the commission has reserved seats for the SCs on the basis of the 2001 Census and not the recent one. Arguing that there is no rational basis of earmarking seats as reserved for the Scheduled Castes, advocates Shyam Sharma and OP Saxena, appearing for petitioners, submitted that the panel should take into consideration the average population of the Scheduled Castes in a ward on the basis of the latest 2011 Census and not that of the 2001 Census. The election commission has "acted without any logic" in reserving the seats on the basis of the 2001 Census - reserving those seats where the SC population is only 12 per cent-- and making those as general seats where the SC population is more than 40 per cent, they contended. The petition also stated that the very objective behind reserving the seats was frustrated because the benefit will not reach to those constituencies or wards where the percentage of the Scheduled Castes population is higher as per 2011 Census. — IANS |
IM man held
New Delhi, February 3 He is allegedly a close aide of the Bhatkal brothers and is a member of the banned Students Islamic Movement of India (SIMI). The accused, Mohammed Tariq Anjum Hussain, was arrested from Nalanda district in Bihar. This is the eighth arrest of the police after it apprehended seven men of an IM module involved in several instances of terror attacks. The police had been trailing Hussain for the last few months. He became a member of SIMI in 1998 and got motivated after attending regular meetings of the organization, according to the police. Hussain, thereafter joined the Anjuman Engineering College in Bhatkal, Karnataka. While studying there, he became acquainted with Riyaz Bhatkal and Iqbal Bhatkal, who are hiding at Karachi, Pakistan. He became an important contact to them and Ahmed Siddi Bappa, alias Shahrukh, who is India's most wanted man. The police is interrogating him and sources added that Hussain is a mastermind behind several terror activities. He is involved in money laundering from 'hawala' channels and financing several terror acts. For the past few years, he has been recruiting people in Bihar for terror modules, according to sources. The police had earlier arrested seven men who were allegedly operatives of a module based in Bihar. They were involved in bomb blasts at the Chinnaswamy Stadium in Bangalore, German Bakery in Pune and the Jama Masjid in Delhi. |

New Delhi, February 3 The floor has been designed in such a manner that it is clean, warm and good for sleeping. It is one-ft higher from the ground. It is good for sleeping on the floor. Out of 84 shelters in last year a few were unsafe and prone to fire. This year, the temporary shelters are very safe and hygienic. All the shelters have adequate ventilation and fitted with fire alarms. |
Drunken driving: Man made to stand till rising of court
New Delhi, February 3 The sessions court refused to allow Vijay Singh to go scot-free as he was found driving the vehicle under the influence of alcohol and without insurance certificate, but modified the jail term awarded to him by the magistrate. "To my mind, in such circumstances, appellant (Singh) is not entitled for any lenient view as he was driving under the influence of liquor, which was a great danger to other vehicles on the road. "However, considering the submissions of the appellant and the fact that he is a first-time offender, sentence of seven days imprisonment is reduced to till the rising of the court. Order of trial court is modified accordingly," additional sessions judge Virender Kumar Goyal said. The court, while modifying the jail term, considered the facts that Rohini resident Singh was a heart patient who had undergone a surgery and that he was the sole bread earner of his family. The court upheld the magistrate's order of suspending Singh's driving licence for six months and imposing a fine of Rs 1,000 on him. "There is no reason to interfere with the order of the trial court by which the appellant has been disqualified for holding his driving licence for a period of six months. So the order of the trial court in this respect is upheld," the ASJ said.--

Woman, daughter run over by train
New Delhi, February 3 The deceased are identified as Suman (30) and her daughter, Khushi (3). She lived with her husband, Rakesh and four children, including Khushi, at Amar Colony. Sources said that Suman left her house with Khushi after an argument with her in-laws. Her family searched for both of them in the houses of their neighbours and relatives. The Shahdara Government Railway Police received a call about 10 pm yesterday regarding the incident. The police was told that a woman and a girl were run over by a train at the Meet Nagar intersection. The train was headed to Saharanpur, Uttar Pradesh from Delhi. According to sources, Khushi's body was found in the bushes. Suman's body was cut into two pieces. The police has sent the bodies to the Guru Teg Bahadur Hospital for a postmortem. The Shahdara Government Railway Police has registered a case. It is investigating whether they died in a train accident or Suman along with Khushi committed suicide. No suicide note was recovered from the place. |
Ghaziabad February 3 The man was rushed to Sarvodaya Hospital and then Yashoda Hospital, where doctors referred him to the All India Institute of Medical Sciences (AIIMS). His wife had lodged a complaint with the police, naming the two assailants, said Ghaziabad police circle II officer Praveen Ranjan Singh. Meanwhile, a traders' organisation, Samyukta Vyapar Madal, called for market closure and shuttered shops in Rajnagar, Sector 10, for the day to protest the incident. Gopi Chand, president of the Vyapar Mandal, has threatened to call for a total shutdown if the attackers are not nabbed within 24 hours. -- IANS |

New Delhi, February 3 Charanjit Singh and Ajay Kumar were arrested yesterday and stolen sliver items were recovered from their possession. Their modus operandi was simple - Singh and his associates Rajiv and Kulwant, who are yet to be apprehended, would go for a recee of their targets during the day and commit burglary during the night. The gang exclusively targeted temples and gurdwara for committing thefts, a senior police official said. Singh, during interrogation, said that he had come to Kohat Enclave to strike a deal for selling of silver items which had been stolen from a temple in Vivek Vihar in east Delhi. Subsequently, receiver of stolen property Ajay Kumar was apprehended, the official said. "They conducted recee of the temples and gurdwaras during day. They chose their target based on easy accessibility into the premises of the temple/gurdwara. They would scale the walls of the premises then break open the lock and steal the valuables," the official said. The apprehension of the gang has led to working out of the burglaries committed at Mahavir Temple, Geeta Colony, Jain Mandir, Govind Puri, Durga Temple, Sarai Rohilla, Snatam Dharam Mandir, Vivek Vihar and Gurdwara Singh Sabha, Mahindra Park. Singh has earlier been arrested in cases of burglaries in Delhi, the official added. -

New Delhi, February 3 Rafique, a resident of Faridabad , was arrested based on a complaint by Chand, a resident of Delhi, that his motor-cycle was stolen from the Fatehpur Beri area last month. Acting on a input that Rafique will come near Jheel Kurd, the police stopped a person who was riding a motor-cycle yesterday. "But instead of stopping the vehicle, he tried to run away. The team acted swiftly and overpowered him. He was identified as Rafique. On verification, the engine number of the motor-cycle was found to be tampered," a senior police official said. An expensive mobile phone was seized from him and the motor-cycle was found to be stolen. He confessed that he is an active member of Mewati highway robber gang headed by Ashu Khan. In this case, Rafique, along with Ashu Khan, Jaheed Khan, Kalu and Taufiq, took lift from the driver of a container and forcibly occupied the driving seat by frightening the driver with a toy pistol at Faridabad-Gurgaon highway. "Once they reached a secluded place, they tied the driver with ropes and robbed the vehicle," the official said. PTI |

New Delhi, February 3 Observing that incidents of robberies and snatching have reached a "pinnacle" in the city and the culprits do not deserve any leniency, Additional Sessions Judge SS Rathi convicted 22-year-old street vendor Rohit and awarded him stringent punishment. "Incidents of armed robberies and snatching in Delhi are showing an upward curb and have reached pinnacle lately. Despite active patrolling and vigilant policing, law breakers like convict (Rohit) never leave any opportunity to strike the hapless citizens. Such convicts do not deserve any leniency," said Rathi. Rohit was convicted for robbing an auto driver after hiring his vehicle last May. The judge stipulated that if the fine is recovered from Rohit, Rs 40,000 would be paid to the auto driver as a token of compensation "for the ordeal he underwent on account of the evil design and deed of the convict." According to the police, the incident dated back to May 29 last year, when auto driver Kumar was going towards ITO after leaving some passengers at New Delhi railway station. Rohit and one of his accomplices stopped his auto and asked him to go towards Tilak Bridge railway station. They robbed Kumar on the way of Rs 270, his driving licence and a phone on knife point.—PTI |
Doctor accused of doing illegal abortion acquitted
New Delhi, February 3 Additional sessions judge Ramesh Kumar acquitted Dr Poonam Sadana, who was Passing the judgement, the judge referred to the statement made by the woman before the court in which she was unable to recall the name of the hospital and she also "could not identify the doctor who conducted her abortion since she was unconscious". "I am of the considered view that the prosecutrix has failed to identify the accused. The prosecutrix has also failed to give the name of the hospital. She gave the name of the hospital as Shradanand Clinic in place of Sadana Clinic," the judge said. "Since, there is nothing on the record file against the doctor as well as her clinic, the accused, doctor, deserves acquittal. Accordingly, the accused is hereby acquitted for the offence punishable under Section 313 of IPC," he added. The woman, a Delhi resident, had told the court that she was pregnant in June 2010 and was taken to a hospital by her family members where abortion was conducted without taking her consent. The court said the trial against the other accused can, however, proceed but since there was no evidence against the doctor, she could be acquitted. It, however, said, "she (the doctor) can at a later stage, be called as a witness for the prosecution as well as for defence, if the need so arises". |
