Teen who brought baby to AIIMS was forced into sex trade
New Delhi, January 31 The minor girl is a victim of rape and sexual exploitation, caught up in the vicious cycle of prostitution after she fled from her relatives and earlier from her father's house in Sangam Vihar in May last year. It was not only Dilshad, alias Babloo (Rajkumar), who allegedly sexually abused the minor, but she had also been a victim of sex trade in the hands of three others, Pooja, Arti and Sandeep, apart from Dilshad who handed the baby to the teenager around four days back, reveals the detailed counselling report submitted by the child care home where she has been kept. Apparently, Pooja, a neighbour staying at Sangam Vihar, use to pocket all earnings that came through the minor girl and is central in this case of child trafficking involving Arti where the girl was sent for a week on contract in August last year. The victim's father knows Pooja and as told by the local police, her father had been suspicious of her during his questioning earlier. The teenager also disclosed before the Child Welfare Committee that her father would beat her and her mother with belt and sticks everyday. Later after her mother died, she was sent to an orphanage (Arya Anathalaya) in Daryaganj from where she was brought back for some time by her father last year before she went missing in May-end. However, it was perhaps the daily beatings and torture that pushed her to run away from him. The Lajpat Nagar's CWC today also questioned the father who is booked for murdering her aunt's (bua) son and currently out on bail, and has said that a case be filed against him and the four others who exploited the girl. But to no escape as she fell into the trap of the four whom she named during her counselling session at the child home and this was also confirmed again by CWC member Paramji Kukreja during a one-o-one interaction with the girl today. The girl while questioning said, at Pooja's house, whose husband Sandeep also raped her for three days, clients would visit her and abuse and on one instance Pooja also sent her to Etah in Uttar Pradesh. Dilshad would drop the girl to clients' places and would also force her to entertain customers, said the CWC's order, a copy of which is available with The Tribune. During the hearing at the childcare home, the child also said CWC states: "Earlier, the girl did not give truthful statement because of fear and shame." "As the child is in need of care and protection, she'll continue to stay in the childcare home for rehabilitation and cousnelling. Necessary tests and treatment would be carried, as she has been a victim of sexual abuse. She is showing positive signs having adjusted to the childcare home environment," said the CWC chairperson, Raaj Mangal Prasad. |
Falak still critical; cops fail to make any headway
New Delhi, January 31 "The brain fluid had collected yesterday had shown infection and so she continues to be critical. She has contracted meningitis and we are administrating antibiotic to stop the infection," said neurosurgeon Dr Depak Aggarwal at the hospital, where all staff members have been identifying her by the name of Falak. "We plan to carry another minor procedure for draining out more fluid through a needle from the spinal cord. She has been on antibiotics," observed Dr Aggarwal. Meanwhile, the police has not come up with any lead through its search teams in Mumbai and Bihar and has so far failed to track the baby's biological parents. There has been no trace of Dilshad (Rajkumar) either- the man who handed the baby to the teenager at Mahipalpur and who also stands accused by the minor girl today at the Child Welfare Committee hearing of raping her along with forcing her for entertaining customers for sex- since he went underground last week. The case has got complicated with three more persons coming into the picture — Pooja, Arti and Sandeep apart from Dilshad, whom the girl has named for pushing her into prostitution and sexually abusing her. |
DMRC begins digging tunnel for Phase-III
New Delhi, January 31 On the occasion, DMRC chief Mangu Singh said that necessary steps were being taken in the Phase-III underground construction to minimize any difficulties due to vibrations in the nearby areas. "We had received complaints on the Airport line and also in Phase-II. However, DMRC has successfully constructed the line in the busiest areas like Chawri Bazaar and Chandini Chowk in Phase-I. We are confident that no such problems will be reported in Phase-III," said Mangu Singh when asked if the Phase-III construction will affect the monuments nearby, including the Red Fort and the Jama Masjid. Speaking on the serious issue of several mishaps reported in the last one month due to coach doors, Mangu Singh added, "Introduction of screen doors is being planned at Kashmiri Gate and Rajiv Chowk Metro stations. Other international Metro lines like in Shanghai have the system of screen doors at the platforms. We are now debating if they will be the best solution to our problem. Our network is a bit different from others." "Currently the ACs on the station help regulate the temperature in the tunnels as well. If the screen doors are put up on platforms, the tunnels' temperature will keep rising. The entire proposal for screen doors is still being planned. But these two stations witness the maximum footfalls, hence we shall begin here," he added. Mangu Singh also said that the incidents that happened due to software malfunctions have been reported to the manufacturing company. Appropriate action will be taken soon. He was speaking on the first tunnel boring of Phase III today between Central Secretariat and Mandi House. The line, expected to be completed by 2014, will help ease the burden from Rajiv Chowk to Mandi House. The line will meet Kashmiri Gate further ahead and is expected to be completed by 2016. Answering another query on overcrowding of trains in Phase I and II lines, he said that DMRC was currently in the process of converting four-coach trains into six-coach trains and then upgrading them to eight-coach trains. "By December, we should be able to accomplish the conversion of four-coach trains to eight-coach trains and by July next year, all the trains on the current network will have eight coaches," he added. |

Semi-open Tihar Jail to rehabilitate inmates
New Delhi, January 31 The scheme will be implemented within the next two months. The criteria for the selection of convicts for the semi-open jail are that they should be sentenced for more than five years, but less than 10 years. Their remaining term should be less than two years. And secondly, they should maintain a good conduct. The inmates should have availed themselves of three paroles and there should be no unfavorable circumstances against them during their temporary release. The convicts, who have pending court cases or are involved in prison violence like assault, outbreak and riots, are not eligible for the semi-open jail. Inmates, who are involved in crimes such as dacoity, terror, sedition, kidnapping and smuggling, are also prohibited from being selected for the new initiative. A committee under the chairmanship of the deputy inspector general (DIG) of Tihar Jail, RN Sharma, will select the convicts for the semi-open jail. "Under the proposed scheme the convicts can work for the public works department (PWD), horticulture and contract-based projects inside the jail complex. They can also be employed at Tihar outlets for selling TJ products. At present, all prisoners sentenced to rigorous imprisonment and such other classes of prisoners who volunteer to labour are entitled to wages as specified by the government. The wages are paid on the basis of actual work done according to the prescribed task. Around 75 per cent of the wages is given to the prisoner and the rest 25 per cent is paid to the victims or their legal heirs," said the DIG. In another latest initiative against the smuggling of contraband, drugs and prohibited articles, especially metals, the prison will procure full-body scanners. "These scanners will detect any metal that is kept inside body cavities. We also have sniffer dogs to search for drugs which cannot be detected by the scanners," said Neeraj Kumar, director general (prisons). Woman inmates are the most susceptible of smuggling banned items. As metal detectors cannot detect women and they cannot be frisked as men, it was decided that body scanner be installed in women's jail first. |
Tihar products in great demand
New Delhi, January 31 Between October 19 and 23 last year, there was a Deepawali Mela organized at the Select Citywalk mall in Saket. There were eight stalls for the sale and display of TJ products. A sale of products costing Rs 2.77 lakh was achieved, according to Director General (DG) (Prisons), Neeraj Kumar. A TJ's outlet was also opened at the Karkardooma Courts on March 11, 2011. Several bakery products and apparel are sold at the outlet, added the officer. "We will soon set up a stall at the India Habitat Center," said a Tihar Jail official. The Tihar Jail factory has different units such as carpentry, paper, tailoring, weaving, chemical, bakery, spice and soaps and detergents. The products that are manufactured in these units are mainly sold within the jail through the canteens. Besides, there are also bulk sales of products through TJ outlets set up at district courts and the High Court, said the DG. "At the India International Trade Fair held last year, Tihar Jail products worth Rs 4.45 lakh were sold. The sale of the factory products was over Rs 3 crore in the last financial year from April to December 2011. And the sale of bakery items was more than Rs 2.50 crore during the same period in 2011. The target for the next financial year is fixed at Rs 25 crore for the sale of factory items and Rs 4 crore for bakery products," added the DG. |
DUTA to hold protest against ‘neglecting’ attitude of varsity
New Delhi, January 31 Earlier this month, the DUTA had called for an executive body meeting wherein a detailed agenda was agreed upon. Today, giving a final nod to the plan of action ahead, more than 450 members assured their support to the DUTA. A senior DUTA member said that the association believed that the neglecting attitude of the university and the HRD ministry reflected the indifference towards the teachers. The several reforms being introduced at university level by the vice-chancellor without informing the teachers and just announcing them in media, had irked the teachers. Other outstanding issues like the semester system marks scam and the Cobalt 60 mishap in 2010 that was traced back to Delhi university's negligence were also discussed at the general body meeting today. The DUTA has now planned to bring out an appeal letter to the students of the university and their parents, to make them aware of the teachers' cause. Furthermore, beginning on February 7, the DUTA will hold a college-wise dharna demonstrating their demands. "The university colleges will be divided in four zones. Teachers of the North Campus colleges will hold the dharna on February 7 while the South Campus colleges will hold on February 8. Teachers on the non-campus colleges will sit on dharna on February 9 and 10," said a member of the DUTA. The DUTA will then organise a large scale dharna-cum-protest march on February 16 to protest against the six-education related bills to be tabled in the budget session of Parliament. This will be followed by another protest against the UGC norms on February 24. The protest will be focused on the point system for promotions and the negative attitude of the university administration. The vice-chancellor office will yet again see a dharna by the teachers on March 1 wherein teachers will communicate their grievances and their concerns. Soon after on March 16, another protest will be registered against the Delhi government, for the teachers believe that the intervention from the government has been nil on several serious issues. Last but not the least, the DUTA, along with FEDCUTA, is planning to organise a convention on higher education towards March end. |
With Assam as theme state, Surajkund Mela starts today
Faridabad, January 31 Beautiful handicrafts with intricate motifs from different parts of India and the world will once again bring colour to the 26th edition of the 15-day fair this year. Over 700 artists from India and countries like Thailand, Congo, Tajikistan, Uzbekistan and Kyrgystan, besides all the SAARC nations will be participating in the fair. Promoting the concept of 'mini-India', the fair showcases the rural lifestyle with huts acting as stalls and kachcha roads giving a village ambiance, apart from traditional dance performances. With Assam as the theme state this year, visitors will get to see 300 Assamese dancers from various tribes like Boro, Mising and Karbi performing traditional dance forms Satriya, Jhumur and Sikhla in colourful regalia. A fashion show of tribal designs will also be put up by the northeastern state. Children can play with ducks in the verandah of 'Apna Ghar', a replica of a typical mud thatched roof Assamese house with bamboo doors, where a typical northeastern family will live to showcase the lifestyle of the people of the state. A similar house has been set up to showcase the way of living of a Haryana family. Himanshu Shekhar Das, Assam tourism secretary, said the state was earlier associated with unrest, and as a result could not fulfill its tourism potential. Extra-marital charge not enough to evict woman from hubby’s house
New Delhi, January 31 "Simply because petition for divorce is filed and the husband alleges that his wife has relations with another person, the wife does not become disentitled to right of residence, when such allegation is yet to be established," additional sessions judge Narinder Kumar said. The court made the observation while securing the right of residence of a woman, working in a private university, in her husband's rented accommodation. It found no merit in the man's contention that his wife had no right to live in the property owned by his grandfather where they stayed after marriage as he has already filed a divorce petition against her because she was allegedly having an affair with another man. The court made the observation while hearing central Delhi resident Yash Kapoor's petition against a magisterial court order. |
