Due to annual flushing of reservoir and booster pumping station, water supply will be affected in some areas of the capital on February 10. The affected areas include Mangla Apartment, Baljeet Nagar and adjoining areas, Ashok Vihar, Nimri Colony, Shakti Nagar Extension, Keshavpuram, Lawrance Road Industrial areas, Rampura, Golden Park, Ashok Park and Tri Nagar.

Cop Crawling: HC seeks response from top cops

The Delhi High Court today sought an explanation within a week from DCP Seju P Kurvila for allegedly punishing a constable by making him crawl for talking on the cell phone instead of saluting the police officer at the district courts in the Patiala House complex here.

A Bench comprising Acting Chief Justice AK Sikri and Justice Rajiv Sahai Endlaw also sought the response of the Delhi Police Commissioner and the Additional DCP concerned.

The HC asked the Commissioner to file a status report by February 15. The court passed the order on the pleadings of an advocate, RK Saini, for initiating contempt proceedings against Kurvila for scandalizing the trial courts and lowering their image by making the constable crawl within the court premises.

Saini contended that the district judge had simply forward a compliant by some lawyers to the police chief for taking action as per the law, but this was not sufficient.

The police officer, who himself was not in uniform, also tore off the constable's badge and snatched his mobile phone before making him crawl for a non-existing offence, the advocate pleaded.

JCP to probe case

A day after a senior police officer punished a constable by making him roll on ground at Patiala House Courts Complex here, the Delhi police today directed joint commissioner of police (crime), Sandeep Goel to conduct an inquiry into the incident.

"The inquiry will be completed within a month," said Delhi police spokesperson Rajan Bhagat.

Yesterday, additional commissioner of police (New Delhi district) Seju P Kuruvilla had gone to Patiala House Courts Complex for a routine checking.

"There, he noticed that a constable deployed at Gate Number 6 had not worn his uniform properly. Also, he was talking on the phone while on duty and not frisking people entering the court premises. Kuruvilla called him, but the constable did not come, after which as a disciplinary action, he made the constable roll on the ground," said a senior officer.

Sources said the joint commissioner will record the statements of the constable and Kuruvilla.

Lawyers who had witnessed the incident said the act was inhumane.

Taking initiative in the matter, advocates Mahender Singh Yadav, Tarun Rana, BB Tyagi and SN Sharma requested the court to intervene in the matter.

"The Delhi police commissioner has been told to proceed against the erring official as per the law and file a report within a month," said district judge, Justice HS Sharma.

Sharma also directed the advocates, who had filed the complaint, to preserve the mobile phone video clipping of the incident.

Media Guidelines
HC forms panel on rights of child victims

The Delhi High Court today set up a committee for drawing up guidelines for the media to prevent it from disclosing the identities of child victims such as the two-year-old girl battling for life at the All India Institute of Medical Sciences (AIIMS) here.

A Bench comprising Acting Chief Justice AK Sikri and Justice Rajiv Shai Endlaw said the committee would include the presiding officer of the Juvenile Justice Board, and a member from the National Commission for Protection of Clhild Rights (NCPCR), besides the officers concerned from the Centre and the Delhi government.

Among the other members of the committee were representatives from the media and an NGO and a nominee from the Press Council.

The HC asked the committee to discuss the issue and give its recommendations by March 7.

The court passed the order by taking suo motu cognizance of a letter written by an advocate questioning media's right to disclose all material details of the child in violation of Juvenile Justice Act aimed at protecting the privacy of child victims.

Being a signatory to the United Nations' Convention on Child Rights, India was bound to ensure the privacy of children and protect their honour, the advocate contended.

The two-year-old child was admitted in AIIMS Trauma Centre on January 18 with a serious head injury, besides broken arms and bite marks all over her body and burn injuries on her cheeks.

The child is still in a critical state despite three surgeries, including one on her brain.

Besides disclosing her name, the media has identified her mother, siblings and other relatives.

The two-year-old battered baby, who is battling for life at the AIIMS Trauma Centre, has responded well to strong antibiotics, even as she continues to remain critical, according to doctors attending to her for the past three weeks.

"For infection in brain and blood, we have been administering her strong antibiotics for over eight days now, and she has responded well to them. The latest culture reports have suggested that the infection of blood and chest are under control," doctors briefed reporters at the hospital.

"The baby is critical and fighting hard to live. She came to us in a severe state with head injuries and bite marks. One good thing is that she was not malnourished when she was brought here. However, chances are that she may slip into a vegetative state," said doctors.

On January 18, the baby was admitted to the hospital in a bruised state by a teenager, who is now under rehabilitation at a juvenile home. The teenager had claimed that she was the mother of the baby.

MCD expands ambit for revenue collection

With eyes all set on municipal polls, the cash-strapped Municipal Corporation of Delhi (MCD) has add new proposals in the budget for 2012-13 at the finalisation meeting today along with increasing its ambit for revenue collection.

The civic agency added the provision of two water harvesting systems in each ward and setting up of a main centre of disaster management at Dwaraka. Though water harvesting provision was proposed in the last budget as well, no action was taken in this regard.

The other new features of the budget include redevelopment of shopping complex and staff quarters at Kamla Nagar and Lodhi Road, redevelopment of staff quarters at Greater Kailash-2 and Minto Road, construction of office buildings in Najafgarh and Sadar Paharganj, west zones, construction of commercial complex and car parking at Idgah, Jhandewalan, construction of two hospitals at Lajpat Nagar and Fatehpur Beri, development of surroundings of Jama Masjid and Dr SPM Civic Centre, construction of 116 roads at a cost of Rs 700 crore through ready mix concrete system.

The rural areas have been given special focus by providing Rs 50 crore for the development. A separate provision of Rs 1 crore per ward has been granted as part of councillor's fund in 46 rural wards. Apart from that, a provision of Rs 100 crore for roads and Rs 10 crore for maintenance of roads has also been earmarked.

"We have allocated Rs 50 lakh for improvement of roads in each ward. The allocation under other heads are sanitation services (Rs 25 lakh per ward) for each ward, maintenance works (Rs 75 lakh per ward) and streetlights (Rs 5 lakh per ward)," said Subhash Ara, Leader of the House. The development of Narela, Najafgarh and Mehrauli will be taken up at a total cost of Rs 5 crore.

The corporation has also come up with measures to be taken in order to help increase its annual revenue. "The number of parking sites has been increased to 256 from 150. New parking sites would be identified for augmenting the revenue. A penalty of 10 times has been introduced for contractors allowing parking beyond defined area. Tightening the noose around contractors will also allow strengthening of the parking system," Arya said.

The other plans for revenue augmentation include regularisation of illegal mobile towers after collecting tax from them, permission for video shooting in municipal parks, license fee from cable owners for wiring of cables, recommendation of electricity tax for submersible pumps in parks of NDPL and BSES, ground tax from these companies for transformers, etc., on commercial basis, added Arya.

Water supply to be hit tomorrow

Due to replacement of damaged and cracked pipes in 900-mm diameter and the water main emanating from Wazirabad water works in Malva dumping ground opposite Delite Cinema at Asaf Ali Road Turkman Gate, water supply will be affected on February 10 and 11 in the following areas of Jama Masjid, Chandni Chowk, Daryaganj and adjoining areas, LNJP Hospital, Ajmeri Gate, Ramlila ground and nearby areas, said a DJB official.

The major repair work in 900-mm Khayala main and 800-mm Naraina main will be followed by no water supply on Feb 10 and 11 in Inderpuri, Mayapuri, Todapur Village, Naraina Village, MES, Krishi Kunj, Mansrover Garden, Ramesh Nagar, Hari Nagar and Naraina Vihar.

DDA told to make areawise review cells for MPD

New Delhi, February 8
To ensure public participation in the review of Master Plan of Delhi (MPD) 2021, urban development minister Kamal Nath has given elaborate directions to the DDA to set up a mechanism through which people would be consulted.

According to officials of the ministry, Nath has asked the Delhi Development Authority (DDA) to create area-wise master plan review cells.

Each review cell will be headed by an official and would be responsible for a particular area of the city. The names and contact details of each of these officials would be made available to the public to facilitate the receipt of representations.

"The public should be encouraged to continue sending their suggestions up to April 30, 2012," Nath was quoted as saying by a release issued by the ministry.

The release also stated that the DDA would hold "Open House" for each area in order to factor in the ground realities and receive public feedback.

To facilitate greater and hassle-free interaction with the public, the DDA has also been asked to create a designated space on their website, where each and every suggestion would be posted, spokesperson for the urban development ministry.

Each suggestion and comment received on the master plan review will be given a unique docket number specifying the sender and suggestion, the release added. —  PTI

Chilly winds bring cold back

Though there was no drizzle in the early hours as predicted by the India Meteorological Department (IMD), the weather remained cold accompanied by light winds.

Delhiites, who had started packing their woolens last week, pulled out jackets in anticipation of the chilly conditions today. Many were seen clad in heavy woolens.

As per the forecast of the IMD, people should expect similar conditions for few more days. Today, the maximum temperature was recorded at 19.3° C, three notches below the average, even as the minimum temperature settled at normal level at 8.5° C.

Weather officials said the city would witness similar condition for tomorrow with the mercury levels likely to oscillate between 6° C and 20° C, respectively.

Diabetes care centre at GTB hospital soon

With coming up of a diabetes and endocrine and metabolic care centre, the Guru Teg Bahadur (GTB) hospital in the Trans-Yamuna area will be placed in the list of prestigious health centres in the country.

Laying down foundation stone for the centre, Chief Minister Sheila Dikshit said that the GTB would become the first government hospital in the capital to have an exclusive diabetes endocrine and metabolic care centre. The centre would come up by 2013 with an estimated cost of Rs 22 crore. It will become a model for comprehensive management of obesity and lipid disorders.

The centre would offer diagnostic capabilities with a fully equipped endocrine and metabolic laboratory and other specialised facilities, she said.

The inpatient services will include a 30-bedded specialty ward, including 26 specialty and four intensive care beds, with state-of-the-art equipment.

The centre will address all aspects of diabetes care under one roof and will prove to be a centre of excellence, besides facility for research and data management to guide health policy in these areas.

The world-class facilities of the centre include intensive management of diabetes and diabetes related problems such as basic diabetes management, dietary care services, lifestyle management, patient education and counselling food care, eye care and comprehensive management of all nerve and vascular complications, the Chief Minister added.

Our ‘I can’ is more than your IQ, say special children

Dancing to Bollywood numbers, talking against corruption and raising their voice for the girl child, around 30 children with special needs wowed the audience at an event here. As one of them put it - their 'I can' is better than the IQ of others!

"People call us special kids, but do we really need to be treated like this?" asked Shreyan Verma, one of the students who participated in the cultural programme yesterday.

"We are not blessed with something extraordinary, so why such words.

"We are equal if not better or less than normal kids and this we can prove with our will and passion. I would definitely want to say that our 'I can' is better than your IQ. Treat us like normal kids and we will touch the sky," he added.

Some had a speech disability, some a hearing impairment, and yet others had physical disorders. But they delivered enthusiastically and beautifully.

While one girl danced to the film number "mere dolna", a group performance saw the children dancing to the "Boogie Woogie" song. Others spoke confidently on issues like the fight against corruption and the rights of the girl child.

The children were part of Sanchetna, a centre for students with special needs.

It is a joint endeavour between Billabong High International School and Integrated Education Rehabilitation Sansthan (IERS), that organised the cultural programme at the school venue here.

"These kids are far more confident and better than other normal kids. They lack a platform where they are given training and this is what we are trying to do. Billabong is the first school in Delhi where these special kids are given academic training along with normal kids under the same roof," said Joysree Mukherjee, general secretary and one of the directors of Sanchetna.

Dimple Anil, principal of Billabong school, said they followed a certain process before sending the children for regular schooling.

"We take students in Sanchetna first and within three months of observing them, shift them to the normal department. We integrate their faculties depending on language, speech therapy and mind and body coordination. We do not take them into academics immediately," said Anil.

To equip the children with technical skills, Sanchetna had invited Japan International Cooperation Agency (JICA), an independent governmental agency which assists in economic and social growth in developing countries.

"India has shown drastic growth in the past few years and keeping this in mind, we have contacted the government in India to organise such events," Yoko Nakabo, programme coordinator of JICA, said.

"These cross-cultural activities not only make the bond strong between India and Japan but also gives a platform to special kids to get an exposure of the outside world and build confidence in them," he added.

The event was graced by alumni of the Japan International Cooperation Agency (JICA) and Malti Goel, president of the JICA Alumni Association of India (JAAI).

"The ministry of human resource development is in the process of developing a comprehensive action plan on inclusion in education of children and youth with disabilities," Goel said.

"There are many roles and responsibilities which come under this category, including the participation of special schools and special educators, but there are many schools who are not taking it seriously. With JICA showing interest, I am sure this will change in days to come," she added. —  IANS

Ambiguity left by the government in preparation for the Delhi Sikh Gurdwara Management Committee elections was the cause of stay order issued yesterday by the Delhi High Court. The ambiguity was left 'intentionally' to benefit the Shiromani Akali Dal (Delhi), the ruling party headed by Paramjeet Singh Sarna, said Delhi unit president of the Shiromani Akali Dal (Badal), Manjit Singh (GK).

The court issued the stay order directing the Directorate of Gurdwara Elections to submit the complete list of voters and delimitation of the constituencies by March 22. The election was to be held on March 11.

Half of the list of the electorate has no photographs of the voters as they were extracted from the electoral roll of the last parliamentary elections. Some people have double votes. The names of dead persons also exist on the list, Manjit said.

Delhi Lieutenant-Governor Tejendra Khanna had directed the Directorate of Gurdwara Elections to complete the list of voters and delimitation work of constituencies in October last year after a delegation of the SAD Badal apprised him of the 'lackluster' stance of the Directorate. But his direction was not followed, he said.

He said that some wards have 1,000 votes while some have 20,000. The Paharganj constituency has the smallest number of votes while Pashchim Vihar is the biggest one. This was in the knowledge of the government, but it was not corrected.

When asked how the government was responsible for the stay on election, Manjit reiterated that it was the responsibility of the government to prepare the list of voters properly as it was done for the assembly as well as parliamentary elections.

The tenure of Paramjeet Singh Sarna was over in February 2011. The government gave him extension for six months. Again in August, he was given extension for the second time. Now, the election has been stayed and the government has to submit the details by March 22.

Woman who duped people by posing as PA to Mamata arrested

A woman was arrested for allegedly posing as the personal assistant to the union railway minister to cheat a person of Rs 8.25 lakh on the pretext of providing him a catering tender in a false train.

Seema Malhotra, 40, was arrested after a cheating case was registered at the Paharganj police station.

The complainant, Abhayjeet Singh Kalra is a proprietor of a bakery shop, Hot Oven, located at Karol Bagh.

In August 2010, Seema started visiting his mother's clothing shop. She had introduced herself as the personal assistant to the then union minister for Indian Railways, Mamta Banerjee. She became friendly with Abhayjeet and his family, according to the police.

After a few visits, Seema asked him to pack food from his bakery for the railway minister.

The next day, she informed him that the minister had praised the food.

"She also made Abhayjeet talk on the phone to a woman who represented herself as the railway minister. Later, she informed him about a new project of the Indian Railways named as 'The Rajasthan Royals Express'. She encouraged him to apply for the tender for catering food in the upcoming train, because it could be a profitable business," said Additional Commissioner of Police (central district) Devesh Chandra Srivastva.

Seema convinced him that the contract is worth more than Rs 23 crore and he will get 30 per cent or Rs 7 crore in advance. She said that she could help him easily receive the contract. "Seema took a pay order for Rs 5.50 lakh as part of the fee of the tender under the name of RB (Madhu Singh). She said that RB stands for Railway Board and Madhu Singh is a senior railways official, who handles all the finances," said the ACP.

The next day, she gave him a receipt of the Indian Northern Railways that showed a deposit of Rs 5.50 lakh.

She also lured him into apply for a tender of toilet kits in "The Rajasthan Royal Express".

"After being convinced about her offer, the complainant's father, Kanwaljit Singh Kalra, gave a pay order of Rs 2.75 lakh as part of fee for the tender. It was given in favour of RB (Madhu Singh). She also made Abhayjeet fill a tender form that had the logo of the Indian Northern Railways," said the official.

She also told them to deposit a balance amount of Rs 11 lakh in two installments of Rs. 5.5 lakh each.

"She had come to my shop with her husband. She had also asked me to provide her a room or an accommodation. I, thereafter, became suspicious, because she had told me that she owned three or four hotels. And she could not even find a room for herself," said Kanwaljit.

"We discovered that the two pay orders were given by the complainant to Seema. They were then credited in the account of RB Madhu Singh at Punjab National Bank, Paharganj on December 6, 2010 and January 1, 2011. During the investigations at Rail Bhawan, we learnt that there is no project such like 'The Rajasthan Royals Express'. It was not being run by the Indian Railway in association with the Rajasthan Tourism Development Corporation (RTDC). There was no person working in the personal section of the railway minister under the name of Seema Malhotra. There is no organisation called the 'Indian Northern Railway'," said the official.

Seema had sold her house and was absconding. She was living at D-1 Block in Vasant Kunj and was apprehended on February 7 from there.

She had been arrested earlier in a cheating case. In the jail, she met RB Madu Singh, alias Divya Thakur, and became friendly with her. Both the accused planned to cheat people on the pretext of receiving contracts in the Railways.

"Seema was involved in three cases of cheating. She had jumped bail in these cases and the court has issued non-bailable warrants against her. We are also searching for the other accused, RB Madhu," added the Additional Commissioner.

In the last two months, five persons have got calls from one Robin Tyagi, the right-hand man of criminal Anil Dujana. A sum of Rs 10 lakh was demanded from each one of them. They were asked to meet Dujana at Muzaffarnagar jail today if they want some more time for payment of money.

Last evening, the victims met the DIG Jyoti Naryayan and informed him of the calls. He immediately ordered the Badlpur police to take action.

"On getting information that Robin Tyagi was taking shelter at someone's house late last night, the police team raided the village, but both of them managed to escape. An FIR has been lodged against Deepak Tyagi for giving shelter to the wanted criminal," said a police officer at Badalpur police station.

"Today, we have lodged an FIR against Robin Tyagi and others for trying to extort money from the villagers. The victims included Ashok Sharma who runs a TV showroom at Vijay Nagar, Ghaziabad; Sanjay Sharma, property dealer; Ved Prakash Sharma, Kallu Sharma and Rinku Sharma," he said.

"They complained of getting regular extortion calls from him. Two days ago, Robin had given the last warning and threatened them with dire consequences if they did not pay the demanded money," he said.

On January 7, Robin killed one trader in Muzaffarnagar. Since then, he has been absconding.

On January 9, the Muzaffarnagar police arrested a notorious criminal in Noida and his accomplice in an encounter held in the Deoband area.

One of the arrested criminals was identified as Anil Dujana. He and another goon, Sundar Bhati, gunned down four persons at a wedding function in Sahibabad on November 18 last year.

Sisters lodge dowry torture case against common in-laws

Two sisters, married to brothers of the same family, last night lodged a case of torture for dowry at the Jarcha police station. The accused were absconding till this afternoon.

The FIR has been lodged by Taskin Zehra and Tasin Zehra, daughters of Jawahar Ali, a resident of Chholas. The FIR names Taskin's husband Irfan Ali, Tasin's husband Rizvan Ali, their mother-in-law Nayayseen, brothers-in-laws Meeraj and Salim, sisters-in-law Shama and Mehro sister and brother-in-law Rafiq. The accused in-laws are residents of Incholi in Meerut.

The sisters said they were married to the brothers around two years ago. Later, their in-laws allegedly demanded additional dowry of Rs 50,000 and two motorcycles. When the parents of the girls were unable to fulfill the demands, the in-laws allegedly threw the sisters out of the house. Since then, the girls have been living with their parents at Chholas.

Another girl sold dreams of better life; left battered

One 11-year-old girl, a victim of unorganised crime of child trafficking and forced labour, ran from her employer's house in the Pitampura area last night to escape from the abuse and beatings she had to face there. She was sent to the house three months ago by a placement agency located in Harsh Vihar colony.

The child, who spent the entire night in a public park enduring the wintry chill, was recovered today by the representatives of an NGO Sampurna and later produced before the area's child welfare committee. She doesn't want to go back to her parents in Ranchi.

Ironically, it was her parents who hoped for a better life besides a monthly salary of Rs 2,000 sent her with a woman, Sushma, of their village. The woman left her with the placement agency at Pitampura. This morning, the members of the NGO spotted the child who was sitting beside the road. It was later after she had been counselled, said Sampurna president Shobha Vijender, the child revealed how she was brought to the city last year by the woman with false promises made to her parents and how she was trapped by the placement agency engaged in forced labour.

"She reached us in a tormented state and during counseling, she said that she was brutally beaten and ill-treated by her employers. She had neither the address of the house where she was employed nor the placement agency where she was kept initially after being brought to Delhi," said Shobha.

While narrating her story, the child also requested them not to send her home as her father beat her under the influence of alcohol.

"It is a clear violation of Juvenile Justice Act, 2000 as she was registered by a placement agency despite her being under 18 years of age. She had to suffer a lot at the hands of the members of the house where she was employed," observed Shobha.

While calling for strong action against the erring placement agencies, which make a mockery of the law, she said, "This is not just one girl. There are many others whose pain remains unnoticed by the neighbours who do not come forward and prefer to be silent spectators."

MCD engineer attacked with sticks

An executive engineer of the Municipal Corporation of Delhi (MCD) was attacked with hockey sticks by two motorcycle-borne assailants at Indira Gandhi Stadium bus stop last night.

The victim, Ansar Alam (50) was waiting for a bus when two persons attacked him with hockey sticks.

Alam has been admitted to Sanjeevani Hospital in Daryaganj. He suffered grievous injuries on his head and legs.

Alam lives with his family at K-36, Abul Fazal Enclave in Jamia Nagar. He is posted at the MCD's City Zone office located in Daryaganj.

His family believes that a land mafia is responsible for the attack.

Some family members claimed that the assailants came with the intention to kill Alam. They fled after he fell unconscious. Sources said that they assumed him to be dead.

Shams Tabrej, the victim's brother-in-law, said, "Alam took a bus from Daryaganj after his work in the office finished. He got off the bus at the IG Stadium bus stop around 7.30 pm. Somebody hit him on the head with a stick, while he was waiting for a bus plying to Jamia Nagar. When he turned, he saw two persons wearing helmets stood behind him, brandishing hockey sticks. They started thrashing him and he thereafter lost consciousness."

A senior police officer said, "It seems to be a case of personal enmity. It was not a robbery attempt. The victim has said that there were two persons who assaulted him with hockey sticks. Since they were wearing helmets, he could not see their faces. Alam said that he does not know who could be behind the attack."

4 Bangladeshi held for several robberies

Four Bangladesh nationals were arrested by the south district Delhi police, for being allegedly involved in 10 cases of robbery in the city. The gang targeted posh localities in Delhi, NCR and Rajasthan.

The accused are identified as Jalil (45), Kayyum (32), Alam Gir (30) and Kamal (20). Jalil is allegedly the mastermind of the gang, according to the police.

"They were arrested from Mehrauli yesterday. They broke into houses and then overpowered the occupants. The gang held them at gun-point and bound their hands and legs. And they would flee with the stolen items," said Deputy Commissioner of Police (south) Chhaya Sharma.

The police was tipped-off that Jalil would arrive with his associates at the Mehrauli bus stop. It laid a trap and arrested four members of the gang.

The police said that they seized tools for breaking into houses from the accused.

During interrogation, Jalil said that he and his gang consisting of more than 12 associates committed robberies in Delhi, NCR and Rajasthan.

"The gang robbed cash and jewelry from posh localities. And would, thereafter, return to Bangladesh to dispose the stolen items of," said the DCP.

Sources said that the gang surveyed areas to identify "soft targets". They would prefer houses situated near the railway station and bus stand because it would be easy to escape.

348 bottles of liquor seized

New Delhi, February 8
The excise department has seized 60 bottles of foreign liquor and 288 bottles of imported beer from a restaurant in South Extension which was serving alcohol without procuring a bar license, and arrested two persons.

A joint team of the Excise Intelligence Bureau and the police raided the premises of restaurant Double Decker on Monday night and seized liquor of brands such as Teacher, Bacardi, Mexican-Tequila, Gorbatschow-Vodka and Romanov Vodka, excise department officials said.

Owner of restaurant Manjeet and manager Anoop Chaudhary were arrested, and a case under the Delhi Excise Act has been registered, they said. - PTI
