A Delhi police head constable was shot at twice by his own service pistol when he had an argument with his neighbour, an Assistant Sub-Inspector (ASI), over the garbage strewn outside his residence in Chajjupur in North-East District this morning.

He was rushed to the Guru Teg Bahadur (GTB) Hospital and pronounced "out of danger".

According to the Deputy Commissioner of Police, North-East District, S. K. Jain, the incident was an outcome of garbage strewn outside head constable Satender Khokkar's residence.

"Our preliminary investigations reveal that the argument between Satender and ASI Ram Nath over the garbage, led to a scuffle. Nath snatched Satender's service pistol from the holster and shot at him. Nath's family, including his two sons, was involved in the fight," he said.

An FIR was registered at the Welcome police station after Satender's wife, Meenu Khokkar, lodged a complaint.

She held Nath responsible for the strewn garbage outside her house. Nath has been arrested and the police is investigating the involvement of his sons.

The victim's cousin, Tarun Khokkar, also said that Nath and his family had thrown garbage outside Satender's residence.

"About 8.30 am today, Satender got ready to go to work. When he came out of his house, he saw that garbage was strewn near the doorstep. He objected to it and exchanged arguments with Nath who along with four members of his family then started thrashing him. Nath even snatched Satender's pistol from the holster and shot at him thrice. One bullet hit him on the chest and pierced through the back. The other one drove through his back and pierced the bladder. The third and the last round missed Satender," said Tarun.

Satender was immediately rushed to the Guru Teg Bahadur (GTB) Hospital. As anxious relatives waited there, he was pronounced "out of danger".

Satender married Meenu about seven years ago. They have two sons, two-year-old Tanesh and Tanmay, who is six years old. Satender has been living with his wife, children, brother and a tenant at his three-storey residence for the past two years. He never had a fight with Nath earlier," added Tarun.

However, Nath's wife, Phoolvati, said that Satender had initiated the argument.

"One of my daughters was sweeping away the garbage this morning. Satender came and started abusing her. He snatched the broom and swept the garbage close to my house. My husband then came out and started arguing with Satender who removed his pistol from the holster and pointed it at Nath. My husband tried to save himself by snatching the pistol. A scuffle ensued and Satender was shot at in the melee," she recalled.

Sting: Lokayukta issues notices to 8 councillors

The Delhi Lokaykta today issued notices to eight councillors of the Municipal Corporation of Delhi (MCD) for cross questioning who were caught in a sting operation of a TV news channel and a newspaper, demanding money for allowing illegal construction.

The notices were issued after the Lokayukta examined footage of the TV channel and notes of a print media reporter. The channel and the print media reporter had submitted the footage on December 19. Within three days it was examined and today the notices were issued to the councillors - former Mayor Jaishree Panwar, who is a councillor from Shahpur Jat and Bina Dhakolia, a councillor from Ambedkar Nagar. Both are from the Congress. Their parties had suspended them from its primary membership.

The BJP suspended six of its councillors - Satyashwari Joshi (Vinod Nagar), Anita Koli (Pooth Kalan), Ravi Prakash Sharma (Preet Vihar), Subhash Jain (Kardampuri), Ajit Tokas (Munirka) and Manju Gupta (Nand Nagri) - from the party following the allegations.

This was said in an order issued by the Delhi Lokayukta, Justice Manmohan Sarin.

The order said, "Having viewed the DVD recording of the conversation of reporters with the councillors brings out the involvement of the respondent councillors who have been separately found in the sting operations to be negotiating the terms of illegal gratification in consideration for ensuring the carrying out of illegal construction."

Justice Sarin issued notices to the councillors asking them to respond to the allegations by January 16.

The Lokayukta had also recorded statements of two reporters which had carried out the sting operation.

"Having viewed the DVD recordings of the conversation of the reporters with councillors, as also perusal of the transcripts of the same and the programme as telecast brings out the involvement of the respondent councillors, who have been separately found in the sting operation to be negotiating the terms of illegal gratification in consideration for ensuring carrying out of illegal construction," Sarin said in an order.

While issuing notices to the TV channel, the Lokayukta had said that "as per press report, in the sting operation shown by the TV channel, these councillors were recorded as demanding illegal gratification ranging from Rs 2 lakh to Rs 10 lakh."

The Lokayukta said a case for inquiry under Section 7 of the Delhi Lokayukta and Upalokayukta Act, 1995, had been initiated against the councillors.

Even as weather conditions in the Capital were a tad better today, rail services remained badly hit as other parts of North India still remained under fog. However, air traffic at the Indira Gandhi International Airport remained largely unaffected due to a better visibility.

While the minimum temperature settled one degree below the average for this time of the season at 6.8 degree Celsius, the maximum touched 23 degree Celsius. The Capital saw foggy conditions for sometime towards the morning hours. However, the sky soon cleared out to a clear day.

For tomorrow, the weather department has predicted shallow midst and fog towards the morning hours. The maximum and the minimum temperatures are likely to oscillate between 22 and 8 degree Celsius.

"More than 50 trains are running behind schedule today, some as much as by 8 hours. There is a heavy backlog leading to many delays and rescheduling of trains. The weather condition at many destinations across north India is much worse, hence the trains have to be delayed due to the backlog," a Northern Railway spokesperson said.

"Delhi-bound Rajdhani Express from Bhubaneshwar was cancelled today because of fog. As a precautionary measure, 28 trains have been cancelled till January 31 due to the dense fog that is often witnessed in the region during this period. The move has come to avoid any untoward incident," he added.

"The visibility levels were recorded around 350 metres around 8.30 am. Almost all the flights departed on schedule," an airport official said.

Yesterday, the maximum and minimum temperatures settled at 20.4 and 4.8 degrees, respectively.

Dikshit meets PM; discusses Lokpal, MCD split

The sources indicated that Dikshit would have also discussed the MCD trifurcation bill that had been sent to the LG for notification.

The Chief Minister wants that the Bill is notified before the municipal elections to be held in March, 2012, as once the election code of conduct comes into force, no such administrative decision can be taken.

Diskshit has approached the Prime Minister so that the Bill is notified before the Election Commission starts the procedure of the municipal elections, say sources.

Dowry: Woman’s body found; hubby, daughter missing

The police today found a 22-year-old woman's decomposed body at her residence in Rohini, after her family claimed that she had been missing for a week. Her husband and four-year-old daughter cannot be traced.

The police has registered a case of dowry death against her in-laws. The police said that Maenka (22) was living with her husband Krishan Rao and daughter at Jhule Lal Apartments in Rohini.

Krishan runs a placement agency in Rohini.

Maenka's parents lodged a complaint at the local police station, claiming that she and her family are missing.

The police said that Maenka's parents had arrived at her residence, but found the main door locked.

Maenka's family thereafter requested the police to break open the main door of her house which might help in discovering clues.

When the police broke open the door, it found the decomposed body of Maenka which was lying on a bed. It appears that the body was lying there for seven days. The fan was turned on to dispel the smell.

DTC starts drive to check erring staff

During a special drive launched today, the Delhi Transport Corporation found 141 cases of poor presentability of buses and one case of driving the bus with an open gate.

Besides, 111 drivers were found without uniforms, 36 drivers booked for improper parking and a couple of cases of overtaking and non-stoppage of buses at bus stops.

This exercise is initiated in order to make the DTC service more reliable and commuter-friendly, said a senior official.

The DTC has deployed more than 100 officials and about 900 traffic supervisory staff in the field during the drive.

The main thrust is to ensure punctuality, safe driving, proper halting of the bus, courteous behaviour of the crew, etc. During the drive, the cases of irregularities such as overspeeding, rash and negligent driving, non-stoppage of buses at bus stops, driving low-floor buses with open gates, improper parking, use of mobile phone, rude behaviour, etc are reported to the officials for disciplinary action against the erring staff.

Jobless want CM to help start Noida projects

The delay in the NCR Planning Board (NCRPB) approval for the Greater Noida masterplan has rendered hundreds of people jobless. The lot includes not only real estate professionals, but also supervisors of the Greater Noida Authority.

Today, a group of jobless workers from Badalpur village, the native place of Uttar Pradesh Chief Minister Mayawati, wrote a letter to her for jobs in other districts.

"Earlier, I was a supervisor for a 130-metre wide road project under the Greater Noida Authority. From there, I was shifted to the Badalpur park projects, which are now complete. Around 200 workers like me have been jobless for the past two months. We are feeding our families out of our savings and hope that construction works start soon," said Pappu Kumar, a supervisor at Badalpur.

"The Authority has stopped all development works. Our services have been terminated. Several guards and gardeners too have become jobless. We were told that we would be called when the work resumes after the NCRPB approval," said Kumar.

"Today, we wrote to UP Chief Minister Mayawati, demanding jobs for us in other districts if the works here take time," said Kumar.

"As funds of the Greater Noida Authority have been diverted for the payment of hiked compensation to farmers, all ongoing development works have been suspended," said Kumar.

"We are taking up the matter with the NCRPB for a speedy approval. Moreover, we are moving the high court for the permission to start the works as we have submitted our plan as per the NCRPB guidelines," said a senior Greater Noida Authority officer.

"We do not expect the NCRPB approval in the next few months because of the forthcoming state elections. The union government led by the Congress wants to put the Mayawati government in a tight spot," said a flat buyer of Noida Extension.

Rs 1,441.22-cr MCD budget okayed

A budget of Rs 1,441.22 crore was today approved by the Municipal Corporation of Delhi (MCD) under various development projects for 2012-13. The budget was passed by the works committee of the MCD.

The chairman of the works committee, Jagdish Mamgain, said that the budget included safety provision like fire safety equipment, solar energy-CFL and T-5 bulbs to save electricity.

"Due to the absence of layout plan in many regularised colonies, building plans can not be approved, which results a heavy loss in revenue. Taking cognisance of these losses, works committee has make a budgetary provision to prepare layout plans for these left-out colonies," he said.

Also, in order to address the problem of decreasing water levels, the budget has proposed to promote water harvesting in the city.

The strengthening and widening of roads, developmental works in approved and unauthorised regularised colonies, footpath and walkway, civic amenities in unauthorised colonies has also been approved. "We have provided funds for urbanised village for engineering works and drains. The provision of funds for debris removal, road restoration, maintenance and repair of dhobighat also figures in the budget approval," said Mamgain.

However, Mamgain said that the works committee unanimously rejected the withdrawal of discretionary funds for improvement of roads, maintenance works, sanitation and streetlighting in the commissioner's proposal.

Earlier, the engineer-in-chief had issued an order of withdrawing various development funds from the budget proposal, which was taken back after the protest.

MCD questions move on change in Master Plan

The Municipal Corporation of Delhi (MCD) today questioned the proposal of amendment in Master Plan-2021 by the urban development ministry and said that the matter is already pending with Supreme Court.

Recognizing various shortcomings in the MPD-2021, the urban development minister has recently announced to make amendments in the Plan.

The Leader of the House Subhash Arya said that the matter of review of Master Plan-2021 has been before the Supreme Court since 2007. The court has imposed stay on several clauses of the MPD, including construction of the fourth floor in the city.

"If the matter is before the court, the Central government cannot bring any amendments in the MPD-2021. In this case, unless the Supreme Court takes a decision and does not even end the monitoring committee, how could the Union urban development ministry take a decision for a review," he said.

He called for the dissolution of monitoring committee appointed by the Supreme Court.

The committee was set up to keep a check on the misuse of MPD.

"However the monitoring committee has unnecessarily extended its jurisdiction in the matters of environment and other matters," Arya said.

He further said that the MCD has sent a proposal of 351 roads to the Delhi government in order to get notification for commercial and mixed use. "The Delhi government has not notified them, citing that the matter is pending before the Supreme Court. This has worried the shop owners on these roads," added Arya.

He urged the ministry to appeal to the Supreme Court for ending the review matter of the MPD-2021.

Students share warmth with the homeless on wintry nights

Social service club of Jamia Millia Islamia is reaching out to the homeless and destitute in this chilly winter. Students are pooling in with warm clothing for those in need, in huge numbers.

Over the last few days, the students are collecting warm clothes for men, women and children from their classmates, faculty members and administrative staff by circulating an appeal along with carry bags. From the senior-most administrators to the peon, every one encouraged the students by contributing to the cause.

After an overwhelming response from everywhere, the students met at the Dr MA Ansari Auditorium last week and repacked the clothes contributed by everyone.

Over the last some nights, students have been participating in night walks on the streets of the city, witnessing the plight of the homeless and interacting with them in person. The night walk was facilitated by the Indo-Global Social Service Society (IGSSS).

A team of 42 students and three faculty members also participated in a programme, "Claim our City through Night Walk", organised by the IGSSS before starting for the temporary night shelters erected near Bangla Sahab Gurdwara in Connaught Place.

Each student was assigned to interact with at least one inmate in the temporary night shelter and develop insights into the issue of homelessness. Students engaged in exploring the life of the homeless, sharing their concerns and learning from the experiences of their life.

Before parting each student gave a packet of winter clothes to the inmates of the night shelters.

The students then decided to consolidate their experiences and share it with wider community through Jamia Community Radio. They also decided to gift the remaining clothes to the rickshaw pullers in Jamia neighborhood and handover the rest to the NGO Goonj for further recycling and distribution.

Calendar captures the Capital of yore

Delhi Chief Minister Sheila Dikshit today launched Delhi Govt. Calendar - 2012 which features 12 photographs taken during the early era of photography. The calendar titled Enduring Delhi: Early Photography in the Capital takes back to a journey of the last 100 years.

The photographs showcase local, state and European photographers who travelled to the city over 100 years ago such as Bourne and Shepherd and Vernon and Company that were established in Delhi at that time. All the images featured are from the Alkazi Collection of Photography.

Dikshit described this calendar as unusual which integrates history. The calendar has been produced in a year when Delhi completes 100 years of its re-emergence as the Capital of India.

The photographs depict a long history of 100 years, the rise of British era and the life of people in and around Chandni Chowk during those days.

The pictures are of the ruins of the Palace (1860), the Jama Masjid from the North Delhi (1865), Chandni Chowk Delhi (1865), Sunehari Masjid Delhi (1890), Chandni Chowk Bazaar (1865), Jama Masjid from Red Fort (1911), the Begum of Bhopal in 1911, Delhi Darbar, Their Majesties entering the Fort 1911, Darbar Light Railway, Tishazari Station 1911-12, crowd at Jama Masjid 1903, the Coronation Darbar 1911 and the Kingsway 1911.

Water supply will be affected tomorrow in Fatehpur, Vivek Vihar, Janta Colony, Jhilmil Colony, Triveni and Madangir in north Delhi, DJB officials said here today.

The supply will be affected on Friday and Saturday in Greater Kailash part I and II, Defence Colony, South Extension, Sarojini Nagar, Lodhi road, Race Course Road, Maluna Azad Road, Teen Murti, Central Secretariat, Sunder Nagar, Connaught Place, Gole Market, Janpath, North Avenue, R K Puram, Vasant Vihar, Moti Bagh and adjoining areas.

Water supply will also be affected in Shastri Nagar, Gulabi Bagh, Bharat Nagar, Timarpur, Wazirabad, Ramlila Ground, Subhash Park, Daryaganj, Jama Masjid, Chandni Chowk, LNJP, RML, Hindu Rao, Ganga Ram Hospital, Nirankari Colony, Gandhi Vihar, Mukarji Nagar, Kewal Park, NPL Pusa, Civil Lines, Azad Market, Sabzi Mandi, Malkaganj, Kamla Nagar and Shakti Nagar. — PTI

Court refuses to stay toddlers’ admission in Delhi schools

New Delhi, December 21
The Delhi High Court today refused to suspend the admission process for pre-school class in city schools, scheduled to start on January 2 next year. Hearing a plea challenging the Delhi government's guidelines on admissions by schools, the court said it would decide the issue on January 6.

NGO Social Jurist had moved the court against the order of the government permitting unaided private schools to proceed with the admission of children aged three years and above in pre-school class.

The bench of Acting Chief Justice AK Sikri and Justice RS Endlaw directed the Delhi government to file its reply on the issue within three weeks. — IANS

According to an estimate, around 300 pigs are slaughtered every day. There is need to keep an eye on the rearing of pigs, the minister said.

The pigs coming from the neighbouring states are a cause of concern as 81 samples taken last month showed 17 of them to be positive of having JE virus, he added.

The driver of an autorickshaw was killed when an unidentified vehicle rammed into his vehicle, this morning. The incident happened opposite the Chhatrasal Stadium in Model Town. The victim was heading towards Kingsway Camp.

A police officer said Ratan Singh (47) was driving his autorickshaw when theaccident happened at 7.30 am.

"The culprit immediately fled the vicinity. Efforts are on to trace him," said the officer.

The police could not find any eyewitnesses. A case has been registered against unidentified persons.

A passenger was arrested for allegedly misbehaving with an airline staff at the IGI airport here, the police said today.

The passenger, identified as S Marodia, allegedly slapped a woman ground staff of Jet Airways on Monday night after she informed him that the airline would not be liable for the safety of his fragile items.

According to the complainant, the passenger hurled abuses and slapped her. A case was registered in this regard. — PTI

A man was killed today allegedly by his wife, after she was beaten up by him in Rajbagh colony in Sahibabad, a senior police official said.

A scuffle ensued between 28-year-old Ajay and his wife Rekha over some issue, said Superintendent of Police J K Shahi.

Ajay thrashed his wife who hit him with a tawa (an iron utensil) leading to his death, he said, adding Rekha was missing.

The body had been sent for postmortem, the SP said. — PTI
