Moga, December 21 The rally was addreesed by PPCC president Capt Amarinder Singh.The mood of the supporters was upbeat with local leaders, including aspirants for the party ticket, welcoming Kaka into the party fold. President of Mahila Congress Dr Malti Thapar, considered a strong claimant for the party ticket, welcoming Kaka into the party, claimed that the Congress stood strengthened with Kaka’s inclusion. Other ticket claimants Manjit Mann and Harpreet Hero, both youth leaders, also welcomed Kaka into the party along with district president Jagdarshan Kaur, Moga legislator Joginder Pal Jain, Baghapurana MLA Darshan Singh Brar, Ajit Singh Shant, Naresh Kataria and Joginder Singh Panjgrain. Capt Amarinder said the High Court verdict restoring voting rights of Sehajdhari Sikhs for the SGPC elections should be an eye-opener for the Akalis who should stop practicing
sectarian politics for narrow ends. Observers say Capt Amarinder has managed to keep his flock together. Welcoming Kaka and his supporters into the party, the PPCC president said the party would be further strengthened in the area. He thanked Kaka’s supporters for reposing faith in the Congress. Although Amarinder did not give any indication on allotting the party ticket to Kaka, supporters of rebel Akali leader appear confidant of the same. Gurlal Singh, sarpanch of Mehal village, said:“We are confidant that Kaka will get the party ticket because he is a down-to-earth person and has the ability to take the people with him.” Kaka said his family had been with the Akalis for generations but Chief Minister Parkash Singh Badal had let him down to please a few local SAD leaders, leaving him no option but to contest the SGPC elections as an Independent candidate. Kaka won despite opposition by Akali jathedar Tota Singh and the CM canvassing for his rival. |

Hoshiarpur, December 21 Addressing a gathering after inaugurating an administrative and science block at Mahant Ram Parkash Dass Government College, Talwara, 80 km from here, Badal said: “Our government has brought about spectacular development in the field of education, be it at the school, college or university level. As many as 17 new degree colleges and six universities have been established that will revolutionise the education system in the state.” He announced that three more universities would be opened soon to provide the youth better avenues in higher education to enable them to compete globally. The CM’s visit to this remote area failed to draw crowds as a majority of Akali leaders and workers, including the circle president, block sammitti chairman, and other jethedars from Dasuya and Mukerian skipping the function. Badal reached Talwara by a helicopter at about 11 am and after being told about the thing gathering, reportedly left for Dasuya in a car. After a two-hour long stay in Dasuya, he returned to Talwara to inaugurated the new college block. He said the Congress had no right to rule the nation as it had miserably failed to control inflation, he maintained. He said the party was hand in glove with multi-national companies to ensure maximum profits at the cost of the poor. Recalling the role of Punjab in national security and food production, he said the state had not been properly rewarded. He accused the Centre of not allotting any mega public sector project in the state to ensure employment to the youth, besides strengthening the state’s financial position. Highlighting the pro-people initiatives of the SAD-BJP alliance, like Mai Bhago Vidya Scheme, the shagun scheme and the atta-dal scheme, he asked the people to vote back the ruling coalition to power to accomplish its unfinished agenda. Dasuya MLA and Chief Parliamentary Secretary Amarjit Singh Shahi welcomed the Chief Minister and highlighted local issues. Nawanshahr: The rallies addressed by PPP president Manpreet Badal at Garhpadhana and Karyam villages in the Nawanshahr constituency today were quite different than those addressed by him here soon after the formation of the PPP at Khatkar Kalan, Shaheed Bhagat Singh’s native village on March 27 this year.

Bhatti, has begun to feel uncomfortable and has indicated that he may contest as an Independent, if denied the party ticket. Post-delimitation, Fathegarh Sahib has undergone major changes. About 40 villages, a majority of them with a considerable Akali vote bank from the Amloh constituency, are now part of this constituency. Several urban areas in the Bassi Pathana belt, comprising a majority of Hindu votes, have been shifted to the newly carved out Bassi Pathana constituency. The constituency has not seen any major development project in the past decade. Chandumajra, who lost the 2007 assembly election to Congress Legislature Party
(CLP) leader Rajinder Kaur Bhattal by a narrow margin from the Lehragaga constituency, is trying hard to secure the party ticket from this constituency.
Bhatti, on the other hand, is strongly opposed to Chandumajra's candidature, bringing factionalism within the Akali Dal to the fore. Former three-time Sirhind MLA Harbans Lal is the frontrunner for the party ticket. Promises Sitting MLA Didar Singh Bhatti says that besides opening a government college in Clemin Kalan area, he had ensured two 30-bed hospitals in Khera and Charnathal Kalan village, respectively, a railway bridge worth Rs 9 crore on the GT road, a cattle market at Nainipur village, upgradation of the Bassi Grid and laying of a 60-km pucca road. Nevertheless, Bhatti has many questions to answer. Several of Bhatti's promises, including upgradation of the civic infrastructure and setting up of the new bus stand, remain unfulfilled. The main issues that will dominate the elections are setting up of Industrial Focal Point and providing water to the farm sector through the canal-based irrigation water system.

PCMS doctors hold protest rally
Patiala, December 21 Doctors from Rajpura, Nabha and Samana joined the protest here. The protesters took out a procession by holding black flags and placards. They raised anti-government slogans and blocked traffic on the Mall Road in front of the district courts. District-level protests will be followed by the state-level protest march in Chandigarh on Friday, they said. The main demands of PCMS doctors include change of designation of administrative SMO to deputy civil surgeon, six increments in every scale to specialist doctors, treating NPA as pay for all intents and purposes and re-fixing pay on CGHS formula by adding DA on NPA as on 1.1.2006, grade pay of Rs 10,000 at 20 years of service on CGHS pattern, raising of retirement age on a par with their counterparts serving in medical colleges, restoration of status of civil surgeon on a par with district judge and deputy commissioner, creation of post of director-general of Health Services and cadre review, including creation of specialist cadre on CGHS pattern. A spokesman of the PCMS Doctors' Association claimed that though the government had agreed to accept all demands, except increasing the retirement age, and assured the doctors that a notification in this regard would be issued within two-three days, but no step has been taken in this regard. The doctors have also been demanding rationalisation of benchmarks fixed for doctors and exempting specialist doctors from miscellaneous works like medical legal reports and VIP duties in public interest.

Lot for poll sops, nothing for medicines
Chandigarh, December 21 Having supplied all this to the Punjab Health Systems Corporation (PHSC) around three months ago, the suppliers are now running from pillar to post to get payments worth Rs 9.5 crore. The PHSC, it has been learnt, has been passing through a financial crunch mainly because of delay in release of payments by the state Finance Department. Besides, there has been a delay in the release of funds by the Union Health Ministry under the National Rural Health Mission. A Chandigarh-based supplier, who procures medicines from Indore and Dehradun for the PHSC, alleged that he was to yet receive payments worth Rs 3.25 crore for stocks supplied by him, including those procured last year. This year, the PHSC had floated a tender seeking supply of medicines (analgesics, anti-histamines) and consumables (syringes, bandages, surgical gloves) and mattresses worth Rs 10.52 crore. The 13 vendors who supplied these goods to the PSHC claimed that the total value of goods supplied by them was Rs 9.5 crore. Talking to The Tribune, another supplier from Chandigarh, Umang Chhabra, alleged that so far not a single penny had been released by the corporation for these goods. "We have supplied goods to the Corporation to their satisfaction. These supplies have been made at a very low rate with a small profit margin. With payment being delayed, the margin of profitability has been eroded and it is a discouragement to suppliers," he claimed. When contacted, Raji P. Srivastava, PSHC Managing Director, admitted that dues of the suppliers were yet to be paid. "We are making sustained efforts to secure some pending funds from the Finance Department and other funding agencies. We are hopeful of early release of funds. We today released a sum of Rs 51.5 lakh for the vendor who supplied mattresses to the corporation," she said. |

SAD is dithering on seat barter with BJP
Chandigarh, December 21 It has been decided that there will be no change in the number of seats that BJP and the SAD will contest, but the parties have discussed swapping of some seats. Besides delimitation has put a question mark on the fate of several veteran leaders with their seats either reserved or abolished by the Delimitation Commission.This is the first Vidhan Sabha elections after the delimitation process. The SAD had virtually written off the BJP as a party unlikely to hold on to its 19 seats. But the Chandigarh Municipal Corporation results has changed this thinking somewhat. The BJP has been asking for the Ludhiana (West) seat that was vacated by SAD’s Harish Rai Dhanda for former BJP state president Rajinder Bhandari. But it is now felt that Bhandari may not be the right candidate. The SAD is facing trouble in Gurdaspur district after the Kahnuwan seat held by Education Minister Sewa Singh Sekwan was abolished and the Qadian seat reserved. Both LS Lodhinangal, Quadian MLA, and Sekhwan are eying the Batala seat, which has both urban and rural segments. Another minister, Balbir Bath, too is in the race with his own constituency of Sri Hargobindpur declared reserved. The SAD will take a decision on seat-sharing with the BJP tomorrow. Tikshan Sud, BJP’s leader in the Vidhan Sabha, has already gone on record to say that the BJP would contest all the 23 seats it contested in the 2007 elections. BJP’s Dec 23 meeting off; rally as planned
Jalandhar, December 21 Former Local Bodies Minister and state BJP spokesman Manoranjan Kalia confirmed that the meeting had been cancelled but the rally, he said, would be held as scheduled. Disillusioned BJP workers drew some solace from the assurance that senior leaders like LK Advani, Sushma Swaraj and Navjot Sidhu could turn up at the rally. It was announced that BJP national president Nitin Gadkari would arrive in town a day before the rally. The BJP plans to release a book by Gadkari at Hotel Skylark on December 23 evening. The book titled ‘Vikas de raah’ is the Punjabi translation of his already released book ‘Vikas ke path’. Now that no other national leader except Gadkari is to stay in the city overnight, the booking of over 100 rooms in six city hotels was cancelled by the party today. The leaders will land at Adampur on a chartered plane on December 24 morning for the rally scheduled between 11 pm and 2 pm. The party has arranged for luxury cars to ferry the VIPs. Hectic preparations are on at the rally site at Johlan village on the Rama Mandi-Hoshiarpur road. The stage is being readied and hundreds of chairs have arrived. Hoardings have been erected on all roads leading to the rally site. The party expects a gathering of over a lakh at the rally. |

Will challenge HC verdict: Makkar
Amritsar, December 21 Talking to mediapersons here today, Makkar claimed “the court didn’t go into the details as to who was a Sehajdhari Sikh and merely passed its order on the notification barring Sehajdhari Sikhs from voting in the SGPC elections”. “The court has termed the notification invalid and has only given the legal point of view in the verdict,” he said.
Makkar sounded confident that there would be no glitch in the functioning of the new SGPC House, stating that the notification regarding the election of new members had already been issued and co-option had also taken place. He said they were consulting legal experts to decide their future course of action in connection with yesterday’s HC judgment. He hoped the co-option of 15 members would be notified soon, following which another meeting of the new SGPC House would be called to elect the office-bearers. He said once the new office-bearers were elected, they would make efforts to get the necessary amendment made in the Sikh Gurdwara Act, 1925, to bar Sehajdhari Sikhs from voting in the SGPC elections. Meanwhile, the HC verdict has prompted various Sikh intellectuals to say that the concept of Sehajdhari Sikhs was being misinterpreted. Noted Sikh scholar Bhai Ashok Singh Bagaria said a person who was born in a Sikh family could not call himself
Sehajdhari. Former SGPC general secretary Bibi Kiranjot Kaur, in whose tenure the notification barring Sehajdhari Sikhs from voting in SGPC elections was issued, said, “A Sehajdhari Sikh is the one who follows basic Sikh tenets, one of which is keeping “kesh” (hair). Those who are born in Sikh families but have trimmed their hair cannot be termed as
Sehajdhari. For the individuals born in Sikh families, the next step should be to get baptised and not shear one’s hair.” She said a Sehajdhari Sikh was expected to show minimum commitment towards Sikhism, which is to have a “sabat surat
saroop”. Radical Sikh outfit Dal Khalsa leader Kanwarpal Singh claimed Sehajdharis were non-Sikhs and, therefore, describing them as part of Sikhism was untrue. He slammed politicians, including former CM Captain Amarinder Singh, for creating unnecessary confusion over the definition of Sehajdhari and mixing it with “patits” (apostates) for vested interests. He said the apostates were not eligible to vote in the SGPC elections ever since the Sikh Gurdwara Act, 1925, was enacted, whereas Sehajdharis were debarred in 2003 with a government notification. |

Bangalore centre starts working on cancer atlas
Faridkot, December 21 The aim is to report the incidence, survival and mortality rates of cancer cases among a specified population residing in a defined geographic area, said Dr Manjit Singh Bal, a senior pathologist and principal investigator of the Population-Based Cancer Registry that was established in June. Dr SS Gill, Vice-Chancellor at the Baba Farid University of Health Sciences here, said the team had been assigned the job by the Indian Council of Medical Research (ICMR), which was approached by the state government for preparing the report. Dr Bal said a large number of cancer cases had been going unreported. "But now, all medical institutions, hospitals, diagnostic centres, pathologists, radio therapists, oncology physicians and surgeons have been told to register every cancer case under their treatment or diagnosed by them," he said. The atlas would be completed over the next two years, added Dr Bal. Once the atlas is prepared, the statistics would serve as a benchmark for the implementation of cancer detection
programmes.

Chandigarh, December 21 Pargat Singh, who was appointed deputy superintendent in Punjab Police in 1994, has now become the third hockey player after Olympian Balbir Singh Senior and Lt-Col Raminder Singh (retd) to get absorbed in the Sports Department as Director. Balbir Singh Senior was a DSP when he was appointed Director, Sports. He had the longest tenure as the Director of Sports. Colonel Raminder, son-in-law of former Punjab Chief Minister Beant Singh, too, got absorbed in the Sports Department. However, whenever a non-civil servant is appointed or absorbed in the Sports Department, administrative objections are raised. Most of the objections come from the bureaucracy for losing a cadre post. On December 17 when the Punjab Council of Ministers decided to absorb Pargat Singh in the Sports Department, this objection also came up. The Personnel Department was, however, directed to get the modalities completed to smoothen the passage for Pargat Singh to become permanent Director of the Sports Department. At present, Pargat Singh held the rank of Superintendent of Police (SP). Before him another olympian and policeman wrestler Kartar Singh was the Director of Sports. At present, Kartar Singh, an Inspector-General (IG), is the highest ranked police officer among Indian Olympians. In fact, he is the first one to become an IG. Punjab has been one of those states where Olympians, especially hockey players, have risen to the rank of Deputy Inspector-General (DIG) of Police. Surinder Singh Sodhi and Devinder Singh Garcha, both members of the 1980 Moscow Olympics gold medalist Indian hockey team, had the rare distinction of being among the first to become district police chiefs. While Surinder Singh Sodhi headed Nawanshahr and Faridkot police, Devinder Singh Garcha had stints as district police chief of Khanna and Moga. Other members of the team, Gurmail Singh Rai and Charanjit Kumar, are SPs. The first hockey Olympian to become a DIG was Balbir Singh of Sansarpur. He held the rank of DIG only for some days as his promotion came just days before his retirement. At present, Surinder Singh Sodhi is a DIG. Two more Olympians, Gurmail Singh Rai and Baljit Singh Dhillon, are in the rank of SP. Till recently, Rai was an SP in Moga while Dhillon is an SP in Kapurthala. In fact, Dhillon was promoted to SP only this month. Other hockey players to have risen to the rank of SP include Resham Singh, Madan Mohan Singh, Raj Kumar and Kuldip Singh. Other hockey players who represented India and are currently holding the position of DSP and above include Charanjit Kumar, Swinder Singh, Harpreet Singh, Jugraj Singh, Kamalpreet Singh, Daljeet Singh Dhillon, Manpreet Singh, Sarabjit Singh and Gagan Ajit Singh, besides Rajpal Singh and Gurbaj Singh, who have been appointed early this month. |

Patiala, December 21 Acting on a tip off, a team of health officials, including district family planning officer Sanjay Singh, senior medical officer Sajjan Singh, and three gynaecologists, including Dr Anju, chairman of the PNDT Advisery Committee, raided Mission Hospital, run by Dr Meena Garg. Giving information in this regard, Patiala civil surgeon Varinder Singh Mohi said, “Following a tip-off, we immediately sent a team at the hospital and caught the woman red-handed. She admitted that she had come to the hospital for an abortion after she got the sex of the foetus tested from a private laboratory in Leela Bhawan, which confirmed that she is carrying a female child. The woman had already been given drugs to arouse artificial pain. She also informed that she already had three children, two daughters and a son". He said the team of gynaecologists examined the woman and confirmed that she was about 14-16 months pregnant. Dr Mohi said though the hospital was a registred centre for medical termination of pregnancy, as per the MTP Act, the pregnancy should be less than 12 months. "We have collected the samples of drugs given to her and will send these for testing in Chandigarh for an evidence. Though the foetus has not been aborted yet, it is not out of danger. We tried to meet Dr Meena Garg but her husband said she was busy and we could not meet her". Meanwhile, the health team has kept the woman under observation in Mission Hospital itself. "We are trying to shift the woman to Government Rajindra Hospital, but she is not willing," Dr Mohi added. |

Labourer injured at Sukhbir’s rally
Samana, December 21 The victim, a daily wager, was left badly wounded after his foot was trampled by a tractor-trailer, which was serving food at the rally. Passersby tried to stop the vehicle, but the driver sped away. The victim was identified as Retgarh village resident Roop Singh. Dr Mandeep, who attended the patient at Government Rajindra Hospital, Patiala, said the wound was a crush injury and it might take months to heal. Roop Singh said he was brought to the rally by an Akali sarpanch. "When I went to have langar at the rally venue, the tractor ran over my foot," he said. Meanwhile, an official spokesperson from senior Akali leader Surjit Singh Rakhra's office clarified that the injured worker was being looked after and his entire medical expenses would be taken care of. |
Notice to Punjab Police for ‘harassing’ Russian
Chandigarh, December 21 This was not the end of troubles for her. She has been charged with the offence of instigating a German to overstay in India. The startling claims by the Russian journalist today echoed in the Punjab and Haryana High Court after a petition was filed by her lawyer SS Behl. He is now seeking the quashing of an FIR registered under the provisions of the Foreigners Act on May 25 last year at Nangal police station in Ropar. Behl told Justice Alok Singh of the High Court this morning that the police focused on Olga after a German, Thomas Kuhn, was arrested as he could not produce his passport. Kuhn told the police that his journey with Olga started after they met on a train and Olga took his passport to get the visa extended. The prosecution claimed she never returned it to Kuhn. She was dubbed as a co-accused on June 12 last and was arrested on June 23 last year despite full cooperation. Behl told the court that Olga was intensely harassed “in police custody and through the Press later”. “It seems that it was an attempt to extort a confession from her. She was dragged in as an accused on flimsy grounds and her legal rights were not read to her.” She was “paraded through the neighbourhood”, was forced to appear before the media and the story of a Russian spy with her snapshots was widely publicised in channels and newspapers, Behl added. On December 8 last, Kuhn pleaded guilty “probably to get out of jail and country”. But, the petitioner, Behl contended, has been “falsely charged with offence of abetment/instigation, which never took place”. Taking up the petition, Justice Alok Singh today put the State of Punjab on notice before fixing February 10, 2012, as the next date of hearing.

Take action on misuse of grants: HC to state
Chandigarh, December 21 The directions came during the resumed hearing of the PIL filed by advocate HC Arora. He is seeking directions to the State to introduce effective safeguards against misuse of discretionary grants. The Bench of Chief Justice Ranjan Gogoi and Justice Surya Kant directed the State to fix responsibility of officers for irregularities pointed out in the audit reports. The directions came after Accountant-General (Audit), in its report, lambasted Punjab ministers on discretionary grants. The theme audit report for 2009-10 on discretionary grants said a Cabinet minister could not sanction discretionary grants exceeding 50 per cent of the quota in his own constituency. But "Manoranjan Kalia sanctioned grants of approximately 80 per cent in his own constituency during 2009-10, which is irregular."

Undertrial escapes
Patiala, December 21 According to the FIR lodged at Tripuri police station, the accused Baljit Kumar, a resident of Ludhiana, was taken for a court hearing in Ludhiana. In the evening when the two constables accompanying him reached Patiala, three unidentified persons attacked the police team and fled with Baljit. Both constables were injured in the attack. Senior officers confirmed that teams have been formed to arrest the accused. —
