Delhi Master Plan gets extension

The Lok Sabha today unanimously passed the National Capital Territory of Delhi Laws (Special Provisions) Second Bill, 2011, granting a three-year extension to the Master Plan of Delhi (MPD), amid criticisms of arbitrary sealing and demolition of buildings in Delhi by a Supreme Court-appointed monitoring committee.

East Delhi MP Sandeep Dikshit directed his fusillade at the apex court and more specifically, the "overarching powers granted to its monitoring committee consisting of two-three persons."

Dikshit pointed out that in 2007, the Supreme Court "adopted" the Delhi Master Plan and pronounced that nothing in the plan would be implemented without its clearance.

"What is the position now? What is the role of the government? Can the Supreme Court make the Master Plan? What is the status of the government?" asked the Congress MP.

Referring to the committee, Dikshit said, "Please let me know under which rule is the monitoring committee authorised to seal and demolish buildings without the consent of any other authority," he asked.

Demanding a full statehood for Delhi, Dikshit suggested disbanding of the Delhi Development Authority (DDA), saying that it only created obstacles in the implementation of government projects.

He also took digs at BJP leader Syed Shahnawaz Husain, who had spoken earlier, reminding him that the bad roads that he had mentioned in his speech fell in the jurisdiction of the Municipal Corporation of Delhi (MCD), ruled by the BJP.

Dikshit also pointed out that the regularisation of some 900 of the 1,400 unauthorised colonies was held back because the plans had to be cleared by the BJP-led MCD, which had been sitting on it.

In his speech, Shahnawaz had criticised the DDA for not making any flats or houses for the economically weaker sections (EWS).

Shahnawaz blamed the spread of slums in Delhi and the multiplication of unauthorised colonies to the inability of the DDA to keep pace with the demand.

He attacked the DDA for acquiring farmers' land for a pittance and passing it on to builders, who were making huge profits.

Introducing the Bill, Kamal Nath said, "The Delhi Special Laws Provisions Act, 2006 was introduced with the objective of protecting certain forms of unauthorised development from punitive action in the National Capital Territory of Delhi.”

The minister said Delhi had added 30 lakh to its population in the last decade and 44 lakh during 1991-2001.

“The Master Plan for Delhi (MPD), 2001 notified on February 7, 2007 has provided for its review and revision every five years to account for such modifications and corrections.”

What the bill seeks

The National Capital Territory of Delhi Laws (Special Provisions) Second Bill, 2011 aims at preventing sealing and demolition of a large number of unauthorised structures in Delhi till December 31, 2014.

It seeks to maintain the status quo up to 2014-end with regard to unauthorised colonies, including village abadis (settlements) and their extensions, storages, warehouses, and godowns for farm produce.

Commercial establishments operating illegally in farmhouses and other places in nearly 400 rural areas and urbanised villages of Delhi are expected to get a reprieve after the enactment of the proposed bill. -- PTI

Farmers get hiked land relief

Noida, December 12
Farmers of Badoli Bangar village in Noida today got the hiked compensation.

Following a court direction, the Noida Authority today organised camps at the village and distributed hiked compensation worth Rs 9.30 crore to farmers.

The court in a recent ruling, had ordered a hike of 64 per cent in the farmers' compensation.

Meanwhile, DCEO of the Noida Authority Dinesh Kumar Singh today visited Sultanpur village here and inspected several development works. At some places, he found heaps of garbage and imposed a fine of Rs 5,000 on the guilty contractors.

The officer also inspected the Rs 1.04-crore Sultanpur pond renovation work and found that 60 per cent of the work had been completed.

The Noida Authority has given its approval for the construction of street lights and an additional hall at the 'baraat ghar' in Sultanpur village.

For giving 5 per cent developed land to farmers of Sultanpur, Noida Authority officers have been working on the details like the list of the beneficiaries and how much land is to be given to them.

The list will be displayed soon.

2 ISI agents sent to judicial custody

A district court today remanded two Pakistan nationals, allegedly linked to the country's intelligence agency ISI, to 14 days of judicial custody.

The two were apprehended at New Delhi Railway Station on December 5. They where allegedly walking in a suspicious way while searching for a hideout. They had entered India illegally through the Sunauli border in Gorakhpur, Uttar Pradesh, according to the police.

The accused-- Imran (40) and Soofia Kanwal (38)-were apprehended by a special team of the Delhi police, consisting of crime branch and special cell personnel.

The sleuths had learnt that the accused would arrive in Delhi after entering India through the Indo-Nepal border. The accused had reached Delhi in the Gorakhdham Express.

The police had seized some documents from them. The documents included Imran and Soofia's passports issued by the Pakistan government without an Indian visa and entry stamp for India. The police also seized an old Indian passport in the name of Imran Yusuf Lafangajiwala, which was issued from Ahmedabad, Gujarat in 1986.

Imran's national identity and Soofia's citizenship card issued by the Pakistani government were also confiscated. A driver's licence of Gujarat, an Indian election card and an Indian pan card issued in the name of Chippa Imran was also seized from the accused. Sources said Chippa is the name of Imran's community in Ahmedabad.

The police registered a case at the special cell police station in Lodhi Road.

According to the deputy commissioner of police (crime and railways), Ashok Chand, Imran hails from Ahmedabad. He, however, migrated to Pakistan in 1988 and acquired a Pakistani citizenship. There, he operated a textile company, but incurred losses during 2007-2008. Then, the Pakistani intelligence agencies offered assistance on the condition that he would work for them.

Imran was given the task of settling Soofia as a resident agent in India.

"Before coming here, in order to camouflage themselves, the two got married three months ago in Pakistan," said the DCP.

Imran was directed to reach Agra. There, he was supposed to meet a person for further instructions.

The DCP added that the Imran's accomplice in Agra had been identified and the police was searching for him.

"We are investigating whether more people are involved. The lady is a graduate and was aware why the ISI was sending her to India. The lady was supposed to work as member of a sleeper cell. We are probing whether there are similar sleeper cells in the country," said the DCP.

Residents nab 3 robbers

Residents of Noida and Greater Noida nabbed a battery thief and two robbers.

In the first incident, president of the Federation of Noida Residents Welfare Association today nabbed a thief and handed over him to the police.

"In the past few months residents were complaining about theft of generator battery. One battery costs around Rs 6,000. Today, around 2 pm I saw a man stealing battery from my generator at Sector 35. I challenged him and managed to nab him. I have suffered minor injuries in the process," said, NP Singh, president of the federation.

The accused is identified as Shahid Mohammad, a resident of Kaila Bhatta, Ghaziabad, said a police officer.

In another incident, at Greater Noida, Ajit Singh, a resident of Chachula village, said, "Last evening while I was going on bike with my friend four people robbed us at gunpoint. They took my bike also. When we raised the alarm, villagers came to our help and chased the robbers. They nabbed two robbers while two managed to escape," said Singh.

They are identified as Jitender Singh, a resident of Khurja and Yogesh Kumar from Parsaul. The bike and some cash was recovered from them," said a police.

Dikshit discharged from hospital

Delhi Chief Minister Sheila Dikshit was today discharged from Escorts Hospital. Dikshit was admitted to the hospital last Monday following persistent high fever and viral infection.

Now, she has completely recovered.

During her illness, Dikshit carried out her official works from the hospital bed itself.

On Wednesday, she held an hour-long Cabinet meeting and took several key decisions.

At the next meeting the government has to decided how to pay the dues of the power generation. The dues had to pay by the BSES but it could not pay it so far.

21 Anti-Sikh riot cases untraceable: RTI reply

As many as 21 cases registered by the Delhi police in connection with anti-Sikh riots of 1984 are untraceable, according to an RTI reply.

Of the 56 cases registered by five police stations of the south-west district against 225 persons under various sections of the Indian Penal Code, three had resulted in conviction, two were pending trials and in 30 cases, accused were acquitted, it said.

For the rest 21 cases, the RTI reply said they were "untraced".

The cases, filed in Najafgarh, Dabri, Naraina, Inderpuri and Delhi Cantonment police stations of the national capital, were for allegedly inciting mob and killing people.

Some senior political leaders were made accused by the Justice G T Nanavati commission, established by the government to investigate cases related to the riots.

The riots were triggered in Delhi and some other parts of the country following the assassination of the then Prime Minister Indira Gandhi on October 31, 1984.

Exercising his Right to Information, advocate Vivek Garg had asked for details of the anti-Sikh riot cases registered by the Delhi police.

"Some of the cases registered during the tragic incident are untraceable. In fact, the Delhi police did not give the information about the victims," Garg claimed. -- PTI

Ramjas admission scam: 4 arrested

In a breakthrough in the alleged fake mark-sheets scam at Ramjas College, four people involved in this racket for the past two years were arrested on Friday.

Among four, two accused are students of second year of Delhi University while one is a graduate from Ramjas College and the fourth one is owner of a cyber café at Vijay Nagar.

They were paid Rs 2 lakh to Rs 6 lakh per admission and facilitated the entry of 35 students.

The main accused is yet to be apprehended, according to the police.

Deputy Commissioner of Police (north) IB Rani, said, "We have arrested four people who are involved in this illegal admission racket. They are intermediaries and we are searching for more people involved in the scam."

The accused are Sahil, a second-year student of Shri Ram College of Commerce; Mukul, a second-year student of Ramjas College; Sanchit, a Ramjas College graduate; and Rahul, who is a cyber café owner situated at Vijay Nagar.

They have been sent to judicial custody. A case has been registered against them under Section 420 and Section 463 at the Maurice Nagar police station.

The DCP said Sahil, Mukul and Sanchit would entice students with inadequate marks and promise to provide them admission at Ramjas College. They demanded Rs 2 lakh to Rs 6 lakh for this purpose. After the agreement was made, the admission seekers were taken to a higher source in the racket.

The police is questioning the college staff and students to identify more people involved in the racket.

Rahul would prepare the mark-sheets for the students. He would increase the original percentage of the results by about 20 to 35 per cent. Rahul said some students, who took admissions illegally, did not fall in the category of below average. Most of them had attained about 70 per cent in their higher secondary marksheets.

After the deal was made, Rahul would create forge marksheets which mentioned that the admission seekers had attained 90 per cent, added the DCP.

Most of the admission seekers demanded that they get admission in the BCom and BA (Eco).

The police is also probing whether the parents are involved, because large sums of money are demanded in this racket.

Twentyeight FIRs were registered against students who were admitted illegally. The FIRs were lodged by the principal of Ramjas College. Complaints have been lodged against seven students of the same college, a police official said.

Elderly man rapes 4-yr-old neighbour

New Delhi, December 12
A four-year-old girl was raped by an elderly man who lived in the same building in the Mongolpuri area, west Delhi, the police said today.

According to DCP (outer district) BS Jaiswal said the incident took place last evening when the senior citizen allegedly lured the child on the pretext of giving her some eatables.

"The accused took the victim inside his room and raped her," said Jaiswal.

Suicide by cop

A 30-year-old Delhi police constable allegedly shot himself dead using his service pistol at his residence the Gokalpuri area in northeast Delhi this morning, the police said.

The deceased, Vipin Malik, was stated to be in depression after his younger brother died in a road accident about four months ago.
