New Delhi, December 2 A bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw declined to give relief to the students saying: "It was the university policy decision. So the court cannot interfere with the decision." The petitioner students came from various professional colleges affiliated to the university and belonged to the 2009 and 2010 batches. The petitioner alleged that the university had different criteria for promoting professional course students from colleges run by it and those studying in colleges affiliated to it. "These students are aggrieved by the credit system which has been evolved by the university as a criterion for promotion. The university has introduced a scheme that every student should have a minimum of 50 per cent credit for the current year and overall 90 per cent credit of previous years to get promoted to the next academic year," said the petition. "The credit system is not based on performance-based grading neither there were equal number of grades in each semester. These two aspects of the credit system make implementation of the system extremely arbitrary and leading to disastrous consequences," said the petition. The university maintained an extremely high pass marks of 50 per subject. The rationale behind such high pass marks was arbitrary, illegal and unconstitutional. There was no reassessment or revaluation, the petition said. |
North Delhi streets stare at darkness
New Delhi, December 2 Officials of North Delhi Power Limited (NDPL), the discom to which the MCD owes the money, have said the civic agency had yet not replied to the disconnection notice served to it last month. The MCD has defaulted on the payment of maintenance charges amounting to Rs 11 crore. There are over 1.2 lakh streetlight points powered by NDPL and the discom said it could not continue to supply power till the dues were cleared. NDPL officials said while the Delhi Electricity Regulatory Commission (DERC) had increased the maintenance charges of a streetlight point from Rs 73 to Rs 103 along with a revision in the tariff for streetlighting from Rs 4.60 to Rs 4.65, the MCD continued to pay according to the old rates. "We gave the MCD 15 days to clear its arrears. The deadline was November 16. Now, we will decide on our future course of action," said an NDPL official. The discom has also mentioned other outstanding dues like the statutory service tax. NDPL said it had even written to the police about the security concerns in case of streets of north Delhi areas going without the streetlights, as the discom could not buy power if the dues were not cleared. |

New Delhi, December 2 Power department officials said Delhi Transco Ltd, the utility which maintains major transmission network in the city, will carry out maintenance work at its 220 KV substation at Okhla. Power supply will be affected between 7 am and 4 pm in Kalkaji, part of C R Park, part of Greater Kailash-I and II, Govindpuri, East of Kailash, Okhla Industrial Area and part of Nehru Place and adjoining areas. The officials said alternative arrangements are being made to supply power in the areas but still there will be disruption in supply.-PTI |
Nepali kingpin of Delhi vehicle thefts arrested
New Delhi, December 2 The dealer, Ganga Bahadur, was based in Nepal, where he received more than 700-750 vehicles from Delhi. A police official said that 51 FIRs were filed against him during 2002-2003. The police arrested him from Anand Vihar, ISBT on November 22, after an FIR was lodged against him at the Madhu Vihar police station. An Alto car with fake currency notes amounting to Rs 8,000 was confiscated from him. Bahadur, who was born in Nepal in 1967, arrived at Delhi with his maternal uncle in 1977. He worked at the Janta Hotel in Vasant Vihar for three years and then as a waiter in the Mini Mahal Hotel in the same locality from 1980 to 1985. Thereafter, he returned to Nepal and opened a restaurant in Kathmandu. He, however, had to shut it down in 1991 due to the Maoist revolution. After becoming unemployed, Bahadur met Gurmukh Singh between 1995 and 1996. They had earlier met in Delhi. Singh was later arrested by the Bihar police in a case of counterfeit currency. He escaped from Supaul jail when floods inundated its premises in 2008. After escaping, Gurmukh introduced Bahadur to Manoj Tigri, a native of Punjab, who sold stolen Indian vehicles in Nepal. Bahadur earned well when he started working with Tigri. When he became affluent, he produced a Nepali film, "Unko Samjhanama", under the banner of Jayant Film production and a television serial, "Vakra Rekha". Bahadur soon gained fame and recognition, causing vehicle thieves to contact him for delivery of their stolen cars. He directed them to transport their vehicles to different points on the Indo-Nepal border. Bahadur took a temporary permit for the vehicles by paying "bhansar" or duty to the Nepalese customs officials. He got the cars registered by using forged documents. The vehicles were then sold to customers in Nepal. |

New Delhi, December 2 Celebrating 11 success stories, the journey of three was relived on the eve of World Disability Day--a quadriplegic poet engineer Ashwin Karthik from Bangalore whose merit extends to several dimensions; Nilesh Singhal, a visually impaired bank manager whose contribution lies in advocating for the rights of disabled in Madhya Pradesh; and an activist sportsperson Pradeep Raj who fought against the corruption-ridden Paralympics sports body. For Ashwin, both his condition, by birth due to cerebral palsy, and death of his father when he was in the tenth standard, could not hinder his educational performance, as he went on to shine as a meritorious student marked by the national scholarship for his B Tech studies. Barring the initial two-three years, the 27-year-old software engineer has pursued all his studies in a normal school instead of a special school where he used to go only for physiotherapy sessions. The fighter, who is currently working with MphasiS in Bangalore, gives some of the credit of his feat to his friend Bharat. "My mother has been my strength and my friend Bharat gave up his studies to become my writer and it was later when I requested, he resumed his studies and did his mechanical engineering," said Ashwin whose personality extends beyond work and studies and finds expression in poems written in English, Kannada and Hindi languages. Apart from his mother, he looks up to renowned scientist and wheelchair user Stephens Hopkins and Sachin Tendulkar as role models. Ashwin's only wish now is to create opportunities for many like him by developing a disabled-friendly website or software. For similar grit, Pradeep, who has been integral to advocacy campaigns related to disability rights, also stood among the awardees. An accomplished table tennis player, Pradeep is involved in the advocacy of participation of deserving disabled sportspersons in the London Olympics. He said, "Disability sports in India are in a nascent stage and still to get good support of the government. It is a long way to go." The benefits of the latest "Come and Play Scheme'"-launched to encourage participation of disabled sportspersons-don't seem to be reaching the deserving, admitted minister of state (youth affairs and sports) Ajay Maken. |
Illegal properties razed, sealed
New Delhi, December 2 The MCD's Building Department carried out the demolition with the help of the police. While 14 properties were sealed in the areas like Rajouri Garden, Vishnu Garden and Sewak Park, portions of 75 properties were demolished in areas, including Rajouri Garden, Kailash Park, Mansarovar Garden, Chand Nagar, Ramesh Nagar, Tagore Garden, Paschim Vihar, Raja Garden, West Punjabi Bagh and Karama Pura. These properties were sent sealing notices earlier this month while vacation notices were sent last week. "For one month, we have been carrying out surveys in the area and files were scrutinised. These properties are part of 176 properties of the PIL in the high court," said a senior MCD official. The officials said more flats would have been sealed but due to protests and late provision for protection from Delhi police, the sealing could not be carried out. "Despite sending prior vacation notices, people didn't let us carry out the sealing drive. Burglar targeting Jamia students held
New Delhi, December 2 The burglar, Jishan, is a native of Meerut in Uttar Pradesh. He resided at Gadhha Colony in Jaitpur and operated in the Jamia Nagar area. He was arrested with a laptop from Okhla village. During interrogation, Jishan disclosed that he along with his accomplices Tannu and Rizwan had committed several thefts in the Jamia Nagar area. They used to target hostels and rented accommodations occupied by students of Jamia Millia Islamia. They used to work in the early morning hours, assuming that students generally study till late night and so sleep fast in the early morning time. The accused used to steal laptops, mobile phones and other valuables, the police said. Jishan disclosed that he had been arrested for four cases of theft earlier. He was released from jail in mid 2009. |

to file review plea
Noida, December 2 It may be mentioned that 41 days have passed since the Allahabad High Court gave the verdict that was supposed to bring in some order to the ongoing land row, but the impasse in Noida Extension shows no signs of lifting. The Authority will seek the court’s nod to resume the construction work in the disputed area. The Authority feels that since it has already sent the details of changes in the Master Plan to the state government, which, in turn, forwarded them to the planning cell on November 12, it must now be allowed to resume development work in the area. But the buyers of Noida Extension fear that the Authority’s decision to file the review petition might lead to further delay. They have now decided to come together and stage a dharna at the Noida Gate on December 17, seeking clarity on the status of their projects. “The buyers who have invested their lifetime’s savings in these projects are suffering the most. There is no clarity on the status of our projects and each day we are dealt with a new blow, be it demand letters, changes in FAR or changes in payment modes,” said Abhishek Kumar of the Noida Extension Flat Owners and Members Association. “We had a meeting with GNIDA CEO Rama Raman on Wednesday, but that did not yield a positive result. If taking the legal route could not be avoided, why did the Authority wait for so long? The projects are already delayed and another court case would mean more delay. They should have approached the court after sending the Master Plan to NCRPB,” felt Devender Kumar, another buyer. |

New Delhi, December 2 At the Patel Chowk station, he visited the Metro Museum. Ansari praised the Delhi Metro Rail Corporation (DMRC) for cleanliness, punctuality and the use of latest technologies. He praised E Sreedharan, managing director of the DMRC, and his team for establishing the Delhi Metro. He described his travel in the Metro as "a remarkable achievement". Ghaziabad, December 2 Kajil, alias Renu, 30, daughter of Sia Ram of Clock Tower, was married in 2009 to Capt. Deep Chand of Jhandapur. The couple were living in Flat No. 903 Sector 6, Aditya Garden City. Deep Chand informed Kajil's parents on Thursday that their daughter had locked herself up in her bedroom. His brother Surinder and mother-in-law Shakuntla knocked at the door but there was no response. Later, when the police opened the door, it found Kajil hanging from a ceiling fan. Her parents said she had been ill-treated for six months after her marriage. Her husband often beat her. Deep Chand had even tried to burn her once, they alleged. |

IP varsity makes changes in MBA admission process
New Delhi, December 2 Under the new procedure for admission at the university, aspirants will have to face a personal interview apart from the written test. The merit list will be prepared on the basis of marks obtained by the candidates in the written test and the personal interview. The marks in the written test and interview will be 75% and 25% respectively, said Prof. Anu Singh Lather, Dean, University School of Management Studies. Releasing the brochure today, vice-chancellor Prof. Bandyopadhyay said in order to improve the qualitative growth of the university and attract the meritorious students, the process of admission has been started much in advance, almost at the same time on which IIMs and other management institutes begin their process. The admission brochure is available at 23 selected branches of Indian Bank in Delhi and 21 in other parts of the country. One can apply on line also. Prof. Lather said, "Communication skills are vital in management education. So we have introduced interview to assess the students' communication ability, personality and presentation skills." Tenant verification drive

Noida, December 2 The Gautam Budh Nagar district administration is all set to crack down on anti-social elements residing in the district. The drive was launched on November 24 and people have to complete the registration procedure till January 24, after which offenders will face stringent penal action under Section 188 of Cr PC, the DM said. "People were given a chance earlier to register their tenants, etc. when we had launched the drive in July this year. Anyone who does not do so during this campaign will have to face strict action," said Kanchan Sarana, City Magistrate. "The DM's order requires people to complete the verification procedure for tenants, security guards, domestic helps and other migrant population in Noida within two months," Sarana added. According to the Noida police, around two lakh tenants, security guards and domestic helps live in the city, but only 18,000 are verified. However, the actual number of residents is much higher than the police records. In view of the security threat that arises in the wake of non-verification, the administration has decided to step up security. "The focus will be on tenants in the city. Despite repeated requests by the police, residents do not participate in the verification drives whether for tenants or domestic helps," said Sarana. If proved guilty, an accused can face imprisonment of six months or a fine up to Rs 1,000, or both. People can furnish information of tenants and domestic helps through forms that can be collected from their RWAs or the local police station. Residents can also visit the Noida police website and download the verification forms. |
