Road Rage: Youths stab property dealer
New Delhi, November 26 Sources said he was returning home after meeting a friend in Ramesh Park. The police said Ahmed was stabbed several times on his head, waist and buttocks. A police official said, "The incident happened around 12 pm near the community center, Ramesh Park in Shakarpur. A speeding car closely swift past him and he hurled abuses at the driver. One of the assailants stepped out of the car and slapped him. Ahmed hit him back, causing others to retaliate. Other assailants in another car arrived to beat Ahmed. They stabbed him several times and left him bleeding on the road. After they left, Ahmed immediately telephoned his mother and the police." He was rushed to Lal Bahadur Shastri Hospital. His condition is stable, according to the official. The police said there were five to seven assailants. A case has been registered under Section 307 (attempt to murder), of the IPC. Cop, dad bash up another cop In another road rage incident, a Delhi police constable and his father allegedly bashed up a 40-year-old head constable in Alipur last night. The incident took place around 9.30 pm near Singhu border. The police, however, is denying the road rage incident, saying that it is a matter of personal enmity. The victim, head constable Vinod Kumar, is posted in the police control room (PCR) department in Alipur. The accused, Ramesh Singh, also works at the same department. They both are residents of a village situated near Singhu border. Singh and his father were in a car when Kumar, who was on his way to home, started horning from behind. Following this, Kumar and Singh started abusing each other. The argument turned ugly when Kumar was beaten by the accused with a blunt object. Kumar was rushed to Raja Harish Chand Hospital where he received eight stitches before being transferred to LNJP Hospital. The police has registered a case at Alipur police station and is searching for the accused. |
Non-cost-reflective tariff behind dues: Discoms
New Delhi, November 26 The discoms have been sent show-cause notices by the power regulator, asking why their licences for operation should not be suspended. The discoms said that the current tariff does not even cover their power purchase cost and thus, there is a huge gap between their expenditure and revenue, forcing them to take bank loans. "The poor financial situation of BSES is because of lack of a cost-reflective tariff over the past several years. This has lead to under recoveries of more than Rs 6,000 crore. The under recoveries have been recognised by the commission (DERC) in the latest tariff order," said BSES spokesperson. "The current tariff, even after the increase, doesn't cover the cost of power purchase. There is still a shortfall of around Rs 2 per unit. Power is bought from PSUs like NTPC, NHPC and generating stations in Delhi. We will make a detailed submission to the commission about the notice," he said. The reply would be submitted soon, the discoms said. The resident welfare organisations (RWAs), meanwhile, said that they had been asking the DERC to conduct an inquiry in the matter for a long time. "Discoms have terrororised consumers by sending notices of recoveries amounting to lakhs of rupees and filing frivolous cases. These notices have been shown to the DERC as under recoveries and losses to seek higher tariffs," said Rajiv Kataria, member RWA, GK-I. He said that the process followed by the discoms for the procurement of equipment and power purchase needed to be inquired. "Why doesn't the DERC put the details of power purchase, including quantity, source and cost, on its website every week? This way, we can compare the costs with the power exchange," said Kataria. "If the New Delhi Municipal Corporation can supply power for Rs 1.80 per unit, how come the discoms, which were brought in to supply cheaper, uninterrupted and clean power, keep on asking for tariff increase," he said. |
Morning fog disrupts 60 trains
New Delhi, November 26 The Railways cancelled 21 trains, including the Gondwana Express, Shiv Ganga Express and Jabalpur Express. The departure timings of many trains, including the Bhagalpur-bound Garibrath Express and Vikramshila Express, Puri Express and the Gaya-bound Mahabodhi Express, were changed. The Bhubaneswar Rajdhani was reported running late by 23 hours while the Jabalpur Express was reportedly running 15 hours behind schedule. Keeping the weather forecast in mind, the Railways has cancelled 28 trains from December 1. "These trains will remain cancelled till January 31, 2012," said a senior railway ministry official. Meanwhile, the Met department has predicted a shallow fog for tomorrow morning also. However, department officials added that the misty morning would be followed by a clear and sunny afternoon. The sky would largely remain clear during the day, despite a thin veil of mist in the morning, said the officials. "The maximum and minimum temperatures tomorrow are likely to stay between 27 and 12 degree Celsius," said the officials. Today, the maximum temperature was recorded two degrees above the normal at 27.4 and the minimum at 12.4 degrees, two notches below the average. The humidity levels fluctuated between 93 and 41 per cent. |
Individual plot owners of Gt Noida to pay more
Greater Noida, November 26 At its board meeting held on Friday, the GNA announced that all individual plot owners, who have been allotted land as per the Master Plan 2021 across the 38 villages in Greater Noida that are embroiled in the land acquisition row, will have to pay an extra amount to share the burden of the Authority. There are around 30,000 individual plot owners in Greater Noida. The Authority has already sent notices to around 95 developers of upcoming projects in Noida Extension, asking them to pay more. While the owners of residential plots will have to pay an additional amount at the rate of Rs 1,465 per sq m, the owners of group housing plots will have to pay an extra amount at the rate of Rs 2015 per sq m. Those who have been allotted institutional and industrial plots will have to pay an extra amount at the rate of Rs 550 per sq m. Notices to all individual plot owners who have to pay the extra amount will be dispatched soon. Meanwhile, the Yamauna Expressway Authority has decided that all farmers of Tappal and Agra whose land was acquired will now get their shares of developed plots within the township area itself. According to CEO of the Authoruty Pandhari Yadav around 500 hectares were acquired , of which, around 55 hectares will be developed and distributed among the eligible landowners. |
Jamia: Little known hub of pioneering scientific research
New Delhi, November 26 He is not alone in his quest to study natural and life sciences at one of India's oldest universities. Many youngsters like him are coming from all parts of the country to chase their dreams at the 90-year-old university which is fast acquiring a reputation as a hub of academic opportunity and diversity for disadvantaged students, particularly from minority sections. "While we teach practically all subjects, we lay equal importance, if not more, on research in the sciences. Besides basic sciences, we have application-oriented research as also specialised research in subjects like nanosciences and nanotechnology," said Jamia Millia Islamia vice-chancellor Najeeb Jung. "We have earned funding and recognition for some of our cutting-edge research programmes," he added. Students like Manzar and aspiring scientists of his generation are trying to unravel the mysteries that intrigue us all: What was the big bang, what's the future of our solar system, how did humans evolve, what is the genesis of various diseases, what causes sleep, and so on. Many of the students are guided by M Sami, director of the Centre for Theoretical Physics whose work has been cited by the Nobel Committee as one of the most significant contributions to the field of dark energy. "The centre is committed to doing very high quality research and its members publish their results in the form of papers in acclaimed international journals, with a very high impact factor," Sami said. Amna Ali is one of his students. Born in Bihar's Bhagalpur district, Ali had interest in physics right from her school days. "Encouraged by parents, I studied physics from Aligarh Muslim University where I came to know about the pioneering work that Professor M. Sami is doing and I decided to pursue my PhD under him," Ali says. She is today working on 'inflation, dark energy, possible alternatives' at Jamia's Centre for Theoretical Physics. And after a chance to participate in the Summer School of Sub-Nuclear Physics in Italy, Ali is now contemplating a post-doctorate. "I am interested in dark energy. Whatever luminous matter is seen is only 25 per cent of the universe. We don't get to see the missing 70 per cent... This may be responsible for the expansion of universe and might explain why galaxies are pulling apart," she says. Then there's Sajid Yousuf Bhatt who's working on 'A structural data mining framework for social network analysis'. A Kashmir University pass-out, Bhatt is pondering on the behavioural aspects of social networks based on computer science tools. The relevance of his work, which Bhatt alternatively calls "opinion mining" and "sentimental analysis", is important with paramount security and privacy concerns, enormous losses due to hacking and revolutions being facilitated on social networking sites. Though aware that he can "mine" a gold field at Google, Yahoo or Facebook following his PhD, Bhatt would still love to go back to his home state and teach. The university, a hub of pioneering and often cross-disciplinary research in natural and life sciences, is also witnessing collaborations with institutions within and outside India in this quest. Some of the students at other centres are grappling with the burning environmental topics of the day -- emission levels in different fuels and organic pesticides.

They help rape victims
New Delhi, November 26 Unable to bear the humiliation Rita, attempted suicide by consuming insecticide on November 19. It was when she was admitted at Sanjay Gandhi Hospital, broken in spirit, that she gave her statement to an NGO named Nav Shristi. Following this, the police arrested Harish. Nav Shristi works with the police to provide succour to rape victims, helps them by counselling and covers their medical expenses. In 2005, confronted with a glaring need to provide support to victims of rape, the Delhi Commission for Women started the Rape Crisis Cell (RCC) consisting of lawyers who provide services to the victims. It also has a Crisis Intervention Centre (CIC) that provides trauma counselling to rape victims. The CIC appoints one NGO working in this field to each police district in Delhi. Currently, nine NGOs provide support in nine separate districts of Delhi, while the Delhi Commission for Women monitors the remaining two districts. Nav Shristi is one such NGO providing trauma counselling to rape victims. It also ensures that the victim is given proper medical treatment and if necessary, police protection from the accused. Nazma Khan, coordinator with Nav Shristi, says, since she began working in 2008, she has handled over 250 rape cases. On an average, the NGO working in the Outer District handles four rape cases a day. In most cases the victims are minors, between 14-17 years. Nazma added that the Delhi University student who was raped is still under trauma for which Nav Shristi is in close contact with her. She points out that that the victim's parents have been supportive and are demanding justice for their daughter. The situation is not always the same in some rape cases, wherein the parents refuse proper medical examination of the victim. "There was a case of a 13-year-old girl who was raped. Her parents prevented us from making an MLC, because they were afraid that an FIR would follow. Some parents don't want to fight the case, because they also fear humiliation and social ostracism. Such attitude hampers conviction," said Nazma. According to Vandana, a lawyer with Rohini Courts working with RCC, "The punishment for rape range from 7 -10 years and even lifetime imprisonment but only after the rape has been proved." Delhi is recognised as the capital for crime against women. The work of such NGOs is to ensure that rape victims, do not end up as mere statistics but get help and justice. |
Noidaites may be allowed to build third floor
Noida, November 26 In its new building regulation unveiled last year, the Authority had announced a set of benefits to the land allottees, which included increased FAR, basements, still parking lots, elevators and bigger balconies. But to be able to add a third floor, the allottee had to show space for parking of an additional car in the premises. "The relaxation will apply only to those allottees (prior to 2010 building regulations), who have already constructed the ground floor and, thus, cannot create additional parking space," said senior town planner of the Authority Rajpal Kaushik. "Such people can come to us and get their maps revised. But those who have not yet constructed the ground floor will have to leave space for additional parking in order to add an extra floor. For plots governed by building regulations - 2010, we have made provisions for stilt parking lots," Kaushik said. But experts, believe that the move may create chaos on the roads inside the sectors. A retired town planner of the Authority said, "Once the third floor is added, more people will move in. Where will they park their vehicles?" There are 30,000-odd residential plots in Noida and since construction has been done on quite a few of them, any alteration would be very difficult," said an official. |
Delhi groom, father seek flat, car minutes before wedding, arrested
Jaipur, November 26 The father-son duo was demanding money for a flat in Delhi and a car when the bride's family members informed the police. The groom tried to flee in a car, but villagers caught him after a chase and handed him over to the police. According to the police, the incident took place at Sujangarh town of Churu, some 200 km from Jaipur. "Jugal Kishore, belonging to Delhi, was to marry Sonu, a resident of Ward 18 in Sujangarh, on Thursday night," said a police officer. He added as soon as the ritual of seven rounds of the fire was to begin, Kishore and his father Bajranglal demanded money. "Kishore threatened to leave without marrying the girl. Instead of bowing to the dowry demand, the family members informed the police," said the officer. Kishore and Bajranglal were arrested and taken to the police station.

Undertrials escape, two cops arrested
Ghaziabad, November 26 After the hearing, the constables went to a restaurant and consumed liquor with the undertrials, he said. Apparently, the undertrials drugged the constables and escaped, the SSP added. When the prisoners did not reach the jail, authorities informed the police and a search was launched. Both the constables were found unconscious on roadside, Lal said. A case was registered against them and they were sent to jail, he said, adding the undertrials were denied bail, after which they hatched the plan. One of undertrials, a murder accused, had escaped earlier from Hapur also.

four years
For students aspiring to complete their post-graduation in abroad, there always has been one deterrent - the requirement of a minimum 18 years of education. According to the education system in India, a student gets only 17 years of education till graduation. The difference occurs since the undergraduate programme abroad is of four years as compared to a three-year bachelor programme here. But with Delhi University now planning to introduce four-year bachelor programme from 2013, students have high hopes of being able to apply to the institutes in abroad directly after their graduation here. With the trifurcation of the Municipal Corporation of Delhi (MCD), almost certain to take place, a peculiar situation has arisen for the civic body which has just started the process of preparing the municipal budget for the next financial year 2012-13. The municipal officials are in a fix as, according to them, the budget prepared now will be completely irrelevant for the three separate and small civic bodies. However, the commissioner (MCD), who is supposed to present the proposed budget on December 7, has decided to go ahead with the procedure, said sources. Cop suspended for molestation
New Delhi, November 26 Zafar allegedly molested the woman, a resident of Ramprastha Colony of Ghaziabad, on Thursday night at Seelampur. The victim's husband was a transport operator before he suffered financial losses. He allegedly used to bribe Zafar to avoid legal issues affecting his business, according to the police. The victim's husband, the police said, had informed Zafar about his trip to Seelampur. Zafar asked the victim's husband to meet him near the Seelampur gurdwara. "Her husband left her and their 12-year-old daughter in his car to meet Zafar. During their conversation, Zafar apparently demanded Rs 5,000 from the victim's husband, which he refused," an officer said. Incensed at this refusal, Zafar, who was allegedly in a drunken state, barged into the vehicle and misbehaved with the victim, said the police. When her husband attempted to intervene, Zafar allegedly struck him several times on the forehead, leaving injury marks, the police said.

BJP opposes FDI in retail
New Delhi, November 26 The Delhi unit of the BJP said the retail traders and industrialists, besides the farmers of the country, would be ruined if the FDI was allowed in retail trade. He said allowing the FDI in multi-brand retail trade of lakhs of crores in the country was an anti-people decision and would render 20 lakh farmers and 10 lakh traders unemployed. Convenor of the Delhi Pradesh Traders Cell Kailash Gupta said Delhi was the centre of distribution and wholesale trade of the country. He said the decision might also lead to the monopoly of the foreign companies on the agriculture of India, hitting the farmers and traders alike. |
Biker killed in crash with taxi
New Delhi, November 26 He was a native of Punjab. The injured, identified as Omprakash (50), belongs to Rajasthan. They were rushed to Safdarjung Hospital, where doctors declared Sukhminder brought dead. Omprakash, however, is recovering from his injuries. Sources said the incident occurred around 3 pm when the two motorcycle-borne men were crossing the NH-8 flyover. A case of rash and negligent driving has been registered. |

New Delhi, November 26 The incident came to light when temple priest Arvind Kumar Jain discovered that an almirah on the second floor of the Digambar Jain Parswanath Temple was ransacked. Sources said silver items such as five canopies, two plates, two spoons and some pots were missing from the almirah. |
