Four people had been sent to jail for this murder. |
Ivory dealer let off on probation, told to pay for tuskers’ welfare
New Delhi, November 25 "The appellant be released on probation of good conduct on furnishing a personal bond of Rs 10,000 with one surety of the same amount," additional sessions judge Pawan Kumar Jain said while releasing him on probation for a year. Warning Rehman against dealing in banned wildlife products in future, the court directed him to pay the compensation to the Central Zoo Authority, which was asked to use the money for the welfare and protection of elephants. The court directed the zoo authorities to use the money suitably within six months of its receipt and apprise the court of the mode and manner of its utilisation. The court showed leniency to the convict, considering he had been facing the trial for over 17 years and even the probation officer had recommended his release because of good conduct as he had stopped dealing in banned items. The court let off Rehman on his appeal challenging the chief metropolitan magistrate's order convicting and sentencing him to two years in jail on March 15, 2011. As per prosecution, a wildlife inspector had on June 25, 1993, searched the business premises of M/s Mursalin Ivory Art at Old Delhi, being run by Rehman and his three partners, leading to the recovery of a huge quantity of ivory articles. A case was lodged against Rehman and his partners, who died during the protracted trial. PTI |
Minority schools can’t be saddled with staff of other schools: HC
New Delhi, November 25 The Delhi School Education rules empowering the government to direct the schools funded by it to absorb extra staff of other schools is not applicable to the minority schools, said a bench of justices S Ravindra Bhat and GP Mittal. Delivering its verdict on a batch of petitions filed by some government-aided minority schools, the high court bench said the government's act of directing a minority school to employ surplus staff of other institutions would be an "imposition" on it. "When those personnel are deployed by the administration on an unwilling (if not protesting) minority institution, it becomes an imposition, robbing the school or institution of its choice to pick its personnel, guaranteed by the Constitution," said the ruling. "Therefore, it is held that Rules 47 and 64 (1) (e) of the Delhi School Education Act are inapplicable, to the extent that an unwilling school cannot be directed to accept such teachers or employees," the court said. The bench also held that the government-aided minority schools did not fall within the ambit of the government's power to appoint one of its officials in the recruitment panel of the aided schools to oversee the appointment of teachers and other staffers and interfere with their decisions. -- PTI |
Soumya murder accused let off in car theft case
New Delhi, November 25 Ravi Kapoor and Amit Shukla were acquitted of the charges of stealing a car and using it with fake number plates. They are also facing trial for allegedly gunning down the Headlines Today journalist, then 25, when she was driving home from work on the night of September 30, 2008. "There were a lot of inconsistencies on record, not explained by the prosecution. Doubt is raised regarding the recovery of the case property (vehicle) at Ravi Kapoor's instance," said additional chief metropolitan magistrate (ACMM) Rakesh Pandit, pointing out the faulty police probe. "It goes in the favour of the accused. Hence, both the accused, namely Ravi Kapoor and Amit Kumar Shukla, are acquitted of the offence charged," the court said. Kapoor and Shukla are also facing trial for allegedly murdering IT executive Jigisha Ghosh after robbing her. Ghosh was murdered in the wee hours of March 18, 2010 while returning from a call centre. In the vehicle theft case, the two were accused of stealing Bansi Lal's Tavera car from the Sarojini Nagar area on March 15, 2009. They were also charged for using fake number plate on the stolen car. Kapoor and Shukla were arrested on April 30, 2009. Detailing inconsistencies in the testimonies of witnesses and prosecution documents on record, the judge said the police record showed two number plates were seized from the vehicle, but it never produced them in the court. "As per the prosecution, there were two fake number plates when the vehicle was seized from the accused. However, as per a prosecution witness, there was only one number plate (fake number plate) on the rear side of the vehicle and one sticker of the fake number on the front side of the vehicle," the court noted in its judgement. The court also pointed out that there was a delay in lodging the complaint. The car was found missing on March 15, 2009, whereas the complaint was lodged on March 23, 2009. The judge also noted that the car was recovered from the BRT Corridor stretch between Madangir Khanpur and Chirag Delhi. "As per the complainant, his vehicle was found missing on March 15, 2009. The vehicle was found in an abandoned condition on March 23, 2009. It is highly improbable that on that stretch, any abandoned vehicle can remain unnoticed for that considerable period of time," the judge said. In the Soumya murder case, Kapoor and Shukla are facing trial for various offences under provisions of the IPC, dealing with murder, robbery and criminal conspiracy and the Maharashtra Control of Organised Crime Act (MCOCA) for running an organised crime syndicate. -- PTI |

Students of Buddhist studies protest
New Delhi, November 25 The students are questioning why the administration has turned a deaf ear to their demands? A couple of students also allege that they have been threatened against filing complaints and RTIs in the department. "I got an essential repeat in paper No. 201(A) i.e. Chinese language and Chinese Buddhism in the second semester. I felt that it was due to lack of proper teaching faculty and the head of department (HoD) KTS Sarao. Numerous assurances have been given, but no results yet. Students continue to suffer," said Rajan Sandeep, MA II year student. Surprisingly, for the past 15 years, the department has not had departmental elections. This year, after the DUSU elections, several students voiced their desire for the same, but the department didn't pay heed to the demand, arguing that in the past, there have been reasons to adopt an appointment system for a student representative in the department. "There is a lack of proper teaching faculty in the department. Classes are held only two days a week instead of six days. We do not have any tutorial classes at all. There is a lack of space in classroom, lack of departmental library facility and infrastructure shortage. Top of it, they are resentful of students who write complaints. The HoD repeatedly showed me the same arrogance and made it clear that he is not happy with the RTIs which I filed. He also advised me to keep away from this matter, if I wanted no trouble in my academic life," Ranjan added. Prof Sarao could not be contacted on the matter even after repeated attempts. However, a senior faculty member from the department, requesting anonymity said, "Trouble is always unwanted and unnecessary. Students' concerns will definitely be heard. But they need to respect the system as well. Total rebellion will serve no purpose." |
Traders upset as visitors just look around
New Delhi, November 25 There were some exhibitors such as Bharati and Nalin Bhuta, copper meenakari artistes from Mumbai, who found the response of most of the shoppers rather dull. Their stall put up at the Maharashtra pavilion showcasing artifacts, designer clocks, jewellery made of copper with antique look didn't have many visitors. "The crowd is mostly of people who have come here to while away the time. Though some enquire, most of them don't even stop to listen to us. There is a lack of awareness about such art and so there is no appreciation. We had come in February for an exhibition at INA, Delhi Haat where we sold items worth Rs 1.5 lakh. However, this time we have hardly sold things worth Rs 5,000," said the old couple who felt that Mumbai is a better place for such exhibition. The sentiment seems to be running across the business section here which felt the exposition has failed to meet the expectations that they had. Since last Sunday, most of the stalls though have been seeing a good turnout of visitors; the sales recorded by them have not been good compared to previous years, said many traders. Nonetheless, there are a few who hope that the scenario would change and the business pick up in the last two days. "Earlier, people were coming to check out the stuff, but now most of them also purchase something. In the first eight days, we had done a business of Rs 2 lakh and since yesterday, we have sold carpets and the business has been worth Rs 1.25 lakh. The sale has been poor this time," said Mizan Ali, a carpet manufacturer at Uttar Pradesh pavilion. According to customers, the products are much expensive in comparison to the market costs apart from lacking the eye-catching quality. "The energy that was earlier there among sellers is missing, with most of the stalls having the same products," said Ajay Bhardwaj, who works in a logistics firm and was accompanied by his family from Mehrauli. The Bhuta couple maintained that for customers who are interested, they could sell items at a price that would bear the cost of labour and material. "Knowing the tendency of people, we would sell things at fifty per cent less prices as we do not want to take away our goods back," added Ali from Mirzapur, who had an amazing collection of woollen silk and synthetic carpets. |
2 discoms get notices for failure to pay dues
New Delhi, November 25 The sources said notices were issued only to two discoms following a communication from the Delhi government which asked the regulator to take urgent steps to ensure uninterrupted power supply in Delhi as they owe around Rs 3,000 crore to a number of generation and transmission companies. BSES Rajdhani Power Ltd and BSES Yamuna Power Ltd have been asked to reply to the notices by December 2 based on which the DERC will take a final decision on whether to suspend their licenses for operation or not, the sources added. A senior official of the BRPL said the company was studying the notices and an appropriate response would be given to the DERC within the given time. Sources in the DERC said, "The Delhi government has sent a communication to us stating that both BYPL and BRPL have been issuing periodic threats of suspending power supply, if they are not provided with financial help." Invoking provisions of Section 24 of the Electricity Act, 2003, the notices issued by the DERC said if the commission was not satisfied with replies by the discoms, it may appoint an administrator to discharge the functions of the licensees. However, minister of state for power Harun Yusuf refused to comment, saying he has not seen the DERC notices to the two companies. The sources said the government was "really fed up" with the "threats and pressure tactics" of the BSES and that is why it wanted some concrete action. The Delhi government has two private power distribution companies - BSES and NDPL. BYPL and BRPL are sister organisation of the BSES. Power supply problems are in their areas. As well as NDPL is concerned, it has been offering services without any complaint. RWAs plan stir In a head-on fight with the power distribution companies (discoms) in the city, the forum of various resident welfare associations (RWAs), which have been demanding a rollback of the hike in power tariff, will organise a 'bijli andolan' at the Talkatora Stadium on Sunday. "The 'andolan' will be held by a congregation of over 1,000 RWAs. Various resolutions will be taken up at the meeting which is being held to appraise the RWAs of the ways that the discoms have been using to earn undue profits," said Rajiv Kataria, member of GK-I RWA. "We have presented a well-researched case for the reduction of tariff to the Delhi Electricity Regulatory Commission. But the it chose to side with the discoms, ," said Kataria. |
