Hooda, Chautala, Bishnoi blow their own trumpet in Ratia
Ratia, November 25 Incidentally, all three campaigned for their respective candidates in Ratia today, taking the intensity of electioneering to newer heights, where a war of words was witnessed among them. Both Hooda and Bishnoi castigated Chautala for fielding “illiterate woman” Sarfi Bai in the byelection. While Hooda criticised the INLD candidate in measured words, Bishnoi lambasted Chautala and said he had insulted the voters of Ratia by fielding a woman, who cannot “utter a word”, for representing them in the Assembly.He described BJP nominee Mahavir Parshad as the best among the three. Hooda, who reached here yesterday, addressed a series of meetings in villages and Ratia town, including the one organised by Additional Solicitor-General of India Mohan Jain, where a large number of lawyers, traders and members of the Agarwal community extended their support to the Congress candidate. In a show of strength, the INLD today organised a huge procession in Ratia town under its “door-to-door” election campaign.Chautala said Sarfi Bai’s victory would pave the way for Hooda’s exit from power.He said the Hisar LS byelection results had proved that the INLD was coming back to power soon. Bishnoi, on the other hand, alleged that both Hooda and Chautala had ignored the interests of Ratia and he maintained that whatever development had been done here, it was during his father Bhajan Lal’s tenure as Chief Minister. Pooh-poohing Chautala, Hooda termed the former Chief Minister’s claims as “Mungeri Lal ke haseen sapne.” He said he has the support of 53 MLAs in the 90-member State Assembly and his government would not only complete its remaining three years, but also come back to power for another five years. Wooing voters, Hooda said in chaste Punjabi: “Tussi votan di jhari laa diyo, te main kamma di jhari laa diyanga.” (You rain votes, and I will rain development activities in your area). Meanwhile, senior BJP leader Ram Bilas Sharma said the party would organize a rally in Ratia town tomorrow. Cricketer-turned politician Navjot Sidhu, Kuldeep Bishnoi and Dr Harshvardhan, BJP’s in charge for Haryana, will be among those addressing the rally. The Left parties have been organising street plays and corner meetings for CPM candidate Ram Kumar Bahbalpuria. |

‘Unfit’ mid-day meal served to students, probe ordered
Jind, November 25 The raid was made by a team of the Haat gram panchayat led by sarpanch Rajender Sharma after complaints by some students and their parents. According to Sharma, the team found that the meal had not only been prepared under unhygienic conditions but ingredients used were also inferior. While ‘besan’’ was prepared by mixing wheat flour and ‘haldi’, the cooks used stale and rotten vegetables to prepare rice pulao. Several students had been given the meal on simple paper. The gas stove, cylinders and majority of the utensils were allegedly found missing from the school. Harvinder Kaur, Block Education Officer (BEO), who reached the school after a complaint was lodged by the sarpanch, got a food sample lifted for analysis. While heated exchanges took place between villagers and members of the NGO given the contract for preparing the meal in the school, the BEO assured the sarpanch and the village panchayat that action would be taken against those found guilty. ‘The NGO given the job of preparing the food had not been following the guidelines and a warning had been served on it earlier,’ claimed the school principal. |
Adampur: Parties go all out to woo voters
Hisar, November 25 She said Adampur had steadfastly demonstrated this family unity for the past 43 years and it was time once again to do so. The INLD and the Congress were making efforts to divide the Adampur family and their efforts had to be thwarted, she added. Bishnoi said she would follow in the footsteps of Bhajan Lal and always look after the voters as he had done for decades. She criticised the opposition parties, saying that the Congress had betrayed Bhajan Lal though he was in that party for more than 25 years. Adampur had been neglected by successive governments since 1996 when Bhajan Lal exited the office of Chief Minister. On the other hand, Ajay Singh Chautala addressed party workers today and assigned them duties for the last three days of campaigning and the polling day. He said the party was sure to win both Adampur and Ratia seats and the countdown for the exit of the Congress government would begin immediately after the results were declared. He said the Congress leadership had been bewildered by the voters’ apathy towards the party. The HJC-BJP nominees, too, had been rejected by the voters, he added. Congress nominee Kulbir Beniwal,too, continued his campaign and toured several villages. He said his victory in the byelection would open doors of development for Adampur. There were still three years before the next assembly poll and he would change the face of the area with the help of Chief Minister Bhupinder Singh Hooda. |
Notices to 21 contestants
Chandigarh, November 25 Haryana Chief Electoral Officer Sumita Misra said here today that replies to these notices were awaited. She said all candidates were strictly directed to keep their accounts of election expenses as per provisions prescribed under Sections 77 and 78 of the Representation of the People Act, 1951. The election expenditure observer appointed by the Election Commission of India had fixed three inspection dates for inspection of accounts by the candidates. The dates were November 18, 23 and 29. Shadow registers had also been prepared at the level of the expenditure observer. At the time of inspection of accounts of expenditure maintained by the candidates, certain discrepancies were pointed out by the expenditure observer, she added. — TNS |

Need to build powerful science base: Deshmukh
Sonepat, November 25 He was delivering the fourth Deenbandhu Chhotu Ram Memrorial Lecture at the first convocation of the Deenbandhu Chhotu Ram University of Science and Technology, Murthal, on the university premises. “The present decade has been declared as the ‘decade of innovations’ and the year 2012-13 as the ‘year of science’,” he said and added that the urgent need was to build up a powerful science base and also to ensure that the science was not restricted to the universities. Presiding over the function, Governor Jagannath Pahadia who is also the Chancellor of the university congratulated the students for achieving this milestone of their formal education and asked them to work sincerely and dedicatedly for the progress and development of the nation. He said the ultimate goal of their education should be service to the mankind. Chief Minister Bhupinder Singh Hooda said former Prime Minister Rajiv Gandhi had a dream to observe 21st century as a knowledge century and the Haryana Government had devoted all efforts for promotion of the science and technical education in the state. With the objective that young India must be skilled India, the CM added that the state was proud of having 21 universities and 1,280 institutes of higher studies and the number of intakes in these institutions had crossed over to 1.24 lakh. As many as 699 postgraduate and graduate students were presented degrees by the Governor as the Chancellor and the Vice-Chancellor of the university on the occasion. |
Police-at-your-doorstep campaign launched Panipat, November 25 Pankaj Nain, district police chief, said it was believed that public participation could enable the police bring down the crime graph to a great extend. However, the feeling of indifference that prevails among the citizens was the major reason as to why the locals were reluctant to join hands with the police. He said in order to instill a sense of confidence among the general masses, the department had now launched a “police-at-your-doorstep” campaign under which senior officials of the department would reach out to the commoners to understand their point of view and redress their complaints
if any. Nain said the campaign would be run in a phased manner under which all rural areas of the district would be
covered in the first phase and later it would be extended to the urban areas also. The campaign would enable those residing in the far-flung areas directly interact with the senior officials, the police chief said. He said regular interactions with the general
public would be made a main feature of the campaign during which special emphasis would
be laid on resolving the problems of the masses on the spot. |

Police escort, no speed breakers for sugarcane trolleys Jind, November 25 The decision came after a meeting of officials of the sugar mills chaired by Yudhvir Singh, DC, here . The DC has asked PWD officials to remove the speed breakers on the roads leading to the mill as he had received several complaints regarding inconvenience and theft of sugarcane in the process of supply by farmers and growers in the district. It is claimed that while the tractor-trolleys and other vehicles carrying sugarcane found it difficult and accident-prone while crossing the speed breakers, the sugarcane was a victim of theft and unlawful removal by anti-social elements, including children, as the sugarcane laden-vehicles had to slowdown on the speed breakers. The problem had been acute as there had been dozens of places where such speed breakers had been existent and one could lose large quantity of sugarcane midway, said an employee of the local sugar mill. The DC has announced to deploy the PCRs to escort these vehicles during the supply season and at sensitive places in the district. The farmers have been also asked to ensure supply of cleaned sugarcane in order to help the mill to produce a good quality of sugar. He has also announced to set up a committee under the chairmanship of the Managing Director to supervise the crushing programme in an effective manner. According to officials concerned the mill had been crushing about 12,500 quintals of sugarcane daily to produce two grades of sugar in the mill. |

EX-DGP BR Lall dead Gurgaon, November 25 People from all walks of life, including several senior police and administrative officials, paid their last tributes to him and offered condolences to his family. Lall, who joined the IPS in 1967, was subjected to frequent transfers and insignificant postings owing to his uprightness and intolerance towards corrupt practices. In an exceptional and daring move, Lall got the name of the then Prime Minister placed on a record as an accused during his stint at the CBI, where he handled many high-profile cases, including the infamous Jain Hawala case. After his retirement from service, Lall authored a book titled “Who Owns CBI: The Naked Truth” in 2006, which created ripples. In the book, he openly spoke about corruption in politics and administration and gave an insider’s account of the functioning and investigations done by the premier probe agency. Born in 1944 at Dera Ghazi Khan (now in Pakistan), he earned a Masters in Economics from Delhi University. Lall worked as a probationary officer with State Bank of India before joining the IPS in 1967. |

Job Quota Rohtak, November 25 Leaders of the community served an ultimatum on the government by announcing a ‘ do-or-die’ movement after February 19 if the government failed to provide job reservation to Jats by then. Among the prominent leaders who spoke on the occasion included Virender Singh, general secretary of the Akhil Bhartiya Jat Mahasabha; HP Singh Parihar, head of the joint action committee of the Jat Arakshan(reservation) Sangharsh Samiti; Yash Pal Malik, president of the All-India Jat Arakshan Sangharsh Samiti, among others. It was decided to submit a memorandum to the Chief Minister and the Prime Minister on February 1 next year, reminding them about the demand. It was resolved to vote in favour of those political parties and leaders who supported the quota demand in next elections. |

Archaeological remains found in Rewari village
Rewari, November 25 The labourers were working for the construction of a canal under the MNREGA scheme. The antiquities comprise some pieces of pottery, beads of baked clay and several ancient coins, besides a four-feet primitive pillar. Village elders claim the discovery establishes the factual existence of Mawwa city, which is believed to have flourished here centuries ago. Sudhir Bhargav, convener of the Rewari district chapter of the Indian National Trust for Art and Cultural Heritage, has evinced a keen interest in these archaeological remains. "While the pottery and beads are very much akin to the Harappan era findings, which are on display in museums of Pakistan, the pillar, with its ancient engravings, apparently dates back to the 1800-year-old civilization that flourished during the Kushan period," he said. He said the coins, which had Arabic inscriptions on them, were of historic importance as well. "However, these historical remains must be examined by specialists of the Archaeological Survey of India to establish their antiquity," he said. — PTI |
Gang pilfering LPG busted in Kaithal
Kaithal, November 25 Simardeep Singh, SP, said here this evening that he had received information that some drivers of Guliana village in the Rajound area , employed on LPG trucks transporting cylinders from the Jind bottling plant were involved in filling gas in empty cylinders from filled ones by installing some equipment. The filled cylinders were then sold in the market at a premium. Simardeep Singh said a CIA team surrounded two trucks parked in the Guliana village area near a pond. The police arrested four persons, including a driver and three others, who were found filling empty cylinders while another truck driver and Maruti driver managed to escape. The police seized truck No HR56B1362 owned by Suraj Mal . As many as 324 cylinders were found in this truck out of which three were empty. In the second truck (No 38D-5241) 345 cylinders were found out of which six were empty. Three other members of this gang, Deepak, Anand and Sandeep of Guliana and driver Subhash had been arrested. |
HSGPC factions stay aloof
Karnal, November 25 The rival factions headed by Jagdish Singh Jhinda and Didar Singh Nalvi have taken a decision not to issue any directive to the Sikh community in the state as none of the main parties has supported their demand. Jhinda said there were about 35,000 Sikh voters in the Ratia constituency and he had gone there but did not tell the Sikhs there “whom to vote”. “The Congress has let us down thrice while the INLD is being supported by the Akali Dal and as such our options are closed,” he said. Didar Singh Nalvi, president of the rival faction of the HSGPC, also said his party was not involved in the byelections and the Sikhs in the state were free to exercise “conscience vote”. None of the main parties contesting the byelections has sought the support of either faction of the HSGPC as their credibility as representatives of the Haryana Sikhs had been seriously eroded after the defeat in the SGPC poll. |
Ratia: Women passive, silent spectators
Ratia, November 25 Young girls also look curiously from the roofs as the political leaders deliver rhetorical speeches to outwit their opponents. Role of women in the run up to the November 30 Assembly bypoll for the Ratia Assembly seat has been largely confined to being silent spectators, who have been passively watching the entire drama unfold from a distance. Candidates rush to seek blessings, whenever they spot an elderly woman sitting outside her house. Despite being almost 47 per cent of the total electorates of this constituency there are 78,186 female voters against 88,742 male voters in Ratia. Women’s role in campaigning has been almost negligible in this predominantly rural constituency. Unlike in urban constituencies, where they play a larger role in elections, women in various villages of this constituency have remained indoors during all the din of campaigns in their surroundings. Interestingly, the INLD, one of the major political parties contesting the byelection, has fielded Sarfi Bai as its candidate, but her campaign is being largely carried out by males. Even her selection by her party was made largely to cash in on the possible sympathy factor due to the death of her husband, Gian Chand Odh, rather than due to her own political acumen. Even in Ratia town, the participation of women in the political activities has been minimal. |

BJP leader barred from contesting elections
Chandigarh, November 25 Haryana Chief Electoral Officer Sumita Misra said here today that Jog had failed to submit the account of his election expenses with the District Election Officer (DEO) within 30 days of the declaration of the result as required under Section 78 of the Act. The election result was declared on October 22, 2009, and Jog was required to submit his account on or before November 21, 2009. However, he failed to submit his account before that date. The Election Commission issued a show-cause notice to Jog asking him to explain in detail the reason for his failure to submit his account. It also asked Jog to submit his account with the DEO within 20 days of the receipt of the notice. However, Jog again failed to submit his account. Consequently, the Election Commission disqualified Jog from contesting election to either Parliament or an Assembly for three years from the date of the order. |

High-security registration plates from Dec
Chandigarh, November 25 Sources said the Transport Department issued the LoI to JKSDD Associates yesterday paving the way for tamper-proof number plates on vehicles. The company had been given 15 days to deposit the performance security of Rs 4 crore following which an agreement would be signed with it for implementation of the scheme. While the scheme would be implemented from the date of notification for new vehicles, old ones would be given two years from the date of notification to switch over to the new number plates. And with a view making the scheme pocket-friendly, the government had worked out a competitive price for affixing the new number plates on the vehicles. While the charges for two-wheelers had been pegged at Rs 119, those for cars would be Rs 358. The charges for new registration plates for three-wheelers and trucks would be Rs 159 and Rs 275, respectively. The SC last month imposed a fine of Rs 50,000 on the state government for disobeying its direction for implementation of the
HSRP. |

IIMs to offer MBA in education management
Gurgaon, November 25 This was stated by Dr Amarjit Singh, Joint Secretary, Bureau of Elementary Education, Union Ministry of Human Resources Development, while addressing the participants at the 40th annual conference of the Council of Boards of School Education (COBSE), which concluded here today. Dr Singh disclosed a plan for establishing schools of education in 50 university departments based in the central universities, selected state universities, deemed universities and other centres of higher education of the NCERT. He revealed that under the plan scheme, four regional centres of educational management at the IIMs located in Ahmedabad, Kolkata and Bangalore and NIEPA would offer MBA degrees in education management for the heads of DIETs, SCERTs and other

Husband gets life term Fatehabad, November 25 Ram Mehar, of Bhuna town, was booked under Sections 304-B and 498-A of the IPC after his wife, Suman, died of asphyxia on October 8, 2009. Suman’s uncle alleged that Ram Mehar had killed his wife for dowry. He said the accused used to harass the victim for dowry and demanded a motorcycle. The court has also awarded Ram Mehar an additional imprisonment of two years and a fine of Rs 5,000. |
