“Compare my works with those of Om Prakash Chautala and compare my candidate with the one fielded by him before you go to the polling booth, and you will get an answer as to who deserves your votes.”

Kicking off his first village tour for the November 30 Assembly bypoll, Chief Minister Bhupinder Singh Hooda said while he was seeking people’s votes on the basis of his performance, his opponents believed in befooling the people by launching a false propaganda.

“My government has spent Rs 330 crore on development activities in Ratia since 2005, while Chautala spent merely Rs 96 crore from 1999 to 2005, when he was in power,” Hooda claimed.

“The Congress government has spent Rs 108 crore on power, Rs 45 crore on PWD, Rs 23 crore on Marketing Board, Rs 20 crore on Public Health, Rs 30 crore on Command Area Development and Rs 10 crore on Urban Local Bodies, against Rs 19 crore, Rs 6.6 crore, Rs 19 crore, Rs 15 crore, Rs 9 crore and Rs 0.02 crore (Rs 2 lakh), respectively, spent by Chautala,” Hooda said.

Coming to the comparison of his candidate Jarnail Singh with the INLD nominee Sarfi Bai, Hooda said even if a person has so sell groundnuts on a ‘rehri’, one has to communicate with the people.

However, Chautala, he alleged, believed in fielding “dumb” people in elections.

He said the late Gian Chand Odh did not utter a word for the development of Ratia, when he represented this seat, and now the INLD has fielded his widow Sarfi Bai, a household woman, who could not speak a word.

Hooda also visited the Bar room to seek lawyers' support and attended his felicitation functions organised by the Kamboj and the Punjabi communities, who both assured him of their support for Jarnail Singh.

Meanwhile, Gurdeep Singh Gill, a son of former Congress MP Atma Singh Gill, who contested the 2005 election as a Congress nominee and the 2009 poll as an Independent, joined the INLD in the presence of Ajay Singh Chautala at his residence in Baliala village.

Interestingly, Atma Singh Gill left his house, situated next to his son’s house, minutes before Chautala arrived, and the former MP was seen sharing the stage with Hooda during his village meetings.

Meanwhile, Inderjit Singh, state secretary of the CPM, who is spearheading Left parties’ candidate Ram Kumar Bahbalpuria said no party other than the CPM was taking up issues concerning the common people in this election.

State Teacher Awards
Not many aspirants measured up to govt norms

Post-Anna era, transparency in government departments is the buzz . But transparency has its own problems the Haryana Education Department realised while identifying suitable candidates for bestowing the state award for teachers.

Not many qualified for the awards as per the criteria laid down by the department in a bid to bring transparency in the process and to ensure that only the deserving got these prestigious awards, which carry, besides Rs 50,000, two increments and extension in service beyond the normal retirement age. As a result of this, the department could not organise the state-level Teacher’s Day function this year.

The department had introduced criteria for identifying suitable teachers for the state awards this year. The teaching community welcomed the step because in the past many undeserving persons had managed to get the awards by pulling strings and, in some cases, by using money power. The department confers 90 awards to teachers of various categories.

The issue cropped up at the meeting of various associations of teachers convened by Surina Rajan, Financial Commissioner and Principal Secretary, Education, as part of the teacher grievances redressal mechanism here today.

When certain associations pointed out that perhaps it had happened for the first time this year that the department had not celebrated Teacher’s Day, Surina Rajan confided in them that the department had decided that a deserving candidate must score 70 marks in the criteria attributing 100 marks for various attributes. The head office received about 40 recommendations from the field offices, but some of them were not up to the mark.

After the meeting a principal, Sudhir Kalra, said the department should not relax the criteria, which had brought transparency in the process. The awards should be conferred upon deserving persons only even if their number remains less than the stipulated 90. This would add to the sanctity of the award, and would also help in motivating the teachers to improve their efficiency.

A long-standing demand of the School Education Officers’ Association regarding pay anomaly of school principals and other administrative officers of the department, Surina Rajan said, had been viewed favourably by the department, which would recommend to the Finance Department to grant the central pay scale to this category.

While implementing the Sixth Pay Commission report, while all other categories of teachers were granted scales at par with the Central government, the principals were given the grade pay of Rs 6,000 against Rs 7,600 recommended by the pay commission. President of the Haryana School Education Officers’ Association Mohinder Singh Chauhan said great injustice was done to the principals by not giving them Class I status and the Central grade pay. He welcomed the department’s decision to recommend their demand to the Finance Department favourably.

The teachers opposed the government’s decision to fill 25 per cent posts of Block Education Officer and Block Elementary Education Officer through direct recruitment.

Surina Rajan agreed that the seniority lists of all categories of teachers would be prepared afresh after the promotions were carried out by December 31. She also accepted the suggestion that the names of those who were in line for promotion should be put on the Net.

The associations pointed out to her that there was a severe shortage of non-teaching staff in schools. Another meeting would be held here on November 29 to discuss the issue. The teachers suggested that the winter timings in schools should be from 9 am.

Couples rewarded for inter-caste marriages

While tying the nuptial knot with a Dalit youth against the wishes of her family, what Jyoti Rani, a girl from Punjabi Arora community, had anticipated, was only opposition and disapproval from family and society.

She had never thought even in her dreams that she would be rewarded for her daring act defying norms set by society.

Jyoti and her husband, Ravinder Kumar, are among the 11 couples, who have been rewarded with a sum of Rs 50,000 each by the Welfare Department this year for marrying outside their castes.

The Deputy Commissioner, Sameer Pal Srow, gave away the cheque to the couple today.

Under a scheme of the state government to encourage inter-caste marriages, 31 couples have so far been rewarded like Jyoti and Ravinder in the district while the figure has crossed 600 couples in Haryana.

Balbir Singh and Amandeep Kaur, Bhim Singh and Suman, Om Parkash and Pushpa, Devender and Durgesh, Vinod Kumar and Gunjan Bala, Subhash Kumar and Suman Rani, Kapil and Jagdeep Kaur, Sanjay Kumar and Suman, Meenakshi and Virender and Vinod Kumar and Pinki are some other couples, who have been rewarded like Jyoti and Ravinder for marrying outside their castes.

The couples have to submit their applications with the Welfare Department with proofs of their residences and age and certificate of their marriage within one year of their marriage, said Srow.

“The scheme aims at removing caste biases from society and moving towards a casteless society,” the Deputy Commissioner said.

Inter-caste marriages, he said, could go a long way in achieving these goals.

Driving licences, RCs set to go smart

Come next year, lakhs of vehicle owners and driving licence aspirants will get a smart card-based driving licences and registration certificates (RCs) in the state.

A proposal to this effect had already been forwarded by the Transport Department to the state government for final approval. After being approved at the highest level by the state government, the decision would pave for the introduction of smart cards for making the driving licences and the RCs by the mid next year at all 76 registration centres in the state, official sources said.

Under the system, all SDMs offices in the state would be linked through a centralised computer network for better coordination with the field registration offices and headquarters in Chandigarh.

“The introduction of the smart card- based system is a part of ambitious plan of the Transport Department to computerise its operations to improve citizen service delivery mechanism quality by making it more prompt, efficient and transparent by integrating services through single window service centres,” the officials highlighted.

Currently, the issuance of the RCs and driving licences are done partially through two computerised softwares, Vahan and Saarthi, respectively. The partial manual system of issuing the RCs and driving licences led to a lot of inconvenience to the public. Since all operations, including duplicate issues of the RCs and driving licences, transfer and hypothecation in case of the RCs will be done under the single window in a stipulated timeframe, the public will be saved from a lot of botheration.

With the introduction of the smart card-based system, the issuance of the RCs and driving licences will become hassle-free and transparent, the sources said adding that the new system.

The smart cards will go a long way in helping the Transport Department and law enforcement agencies, specially the police, as the smart cards will contain the details of driving licence’s holder and vehicle owner. The system is alreadly working sucessfully in the neighbouring Delhi and Chandigarh for several years now.

PGIMS in a fix as accident victim remains unidentified

The fate of 24-year-old ‘unidentified’ girl admitted to the PGIMS hospital here about a week ago seems to hang in the balance with the authorities preparing to discharge the girl, who is reportedly unable to speak. The victim was brought here with serious head injuries by some persons.

According to hospital sources, the woman was brought here by two youths when their vehicle met with an accident. She was being treated in ward five of the hospital. While the whereabouts of the girl are unknown, Dr Ashok Chauhan, Medical Superintendent of the PGIMS, said the girl’s medical examination had ruled out any sexually assault. He said Pooja was found tattooed on one of her hands.

No police case has so far been registered as investigation done so far had failed to specify whether it was a case of road mishap or that of assault on the victim.” The girl had perhaps been hired as an escort by some persons but was shifted here after she became a victim of a road mishap, said the sources. The hospital authorities are contemplating to shift the victim to a women’s shelter (nari niketan). Dr CS Dhull, Director of the PGIMS, said the authorities had been in a fix as the victim remained unidentified.

Parents to be hauled up for traffic violations by minors

Parents, beware! You could be hauled up for traffic violations by your underage children. Concerned over the number of accidents, the Haryana Traffic and Highway Petrol Police has decided to challan the parents of the minors found guilty of traffic violations.

AIG Traffic Sibsah Kaviraj said the parents would be challaned under Sections 4 and 5 of the Motor Vehicle Act.

The initiative would go a long way in reducing the number of accidents especially by minors.

It has often been noticed that young children indulge in rash, drunken and negligent driving for fun’s sake or bet on race which sometimes leads to accidents.

Talking to mediapersons here, he said according to a WHO report, every day over 1,000 persons under the age of 25 are killed on roads worldwide. Haryana with 11,000 accidents every year ranks 11th in the country.

As many as 4,500 persons lose their lives while 12,000 get injured in road accidents every year and in 80 per cent cases, the accidents happen due to the negligence of the driver and minors are the most careless while driving, he added.

3 vehicle thieves held

The police has arrested three members of an inter-state gang of criminals who used to steal vehicles and sell these on forged documents . The police also recovered two stolen cars from them.

The gangsters also used to purchase badly damaged accidental vehicles at throwaway prices and and use their registration and chasis numbers to sell stolen vehicles by forging documents .

The gangsters were produced in a court here today which sent tthem in three-day police remand.

Simardeep Singh, SP, said the police arrested Virender and Shamsher Singh of Kaithal and Manoj of Buwana in Jind district while they were trying to sell an Indigo car with forged documents using the chassis number of a jeep of Bhiwani district.

The police later recovered two Alto cars from Virender’s house in Radhaswami Colony here . The accused have also identified their accomplices in Kurukshetra and UP.

HJC protests leader’s arrest

Haryana Janhit Congress (BL) workers staged a late-night protest outside Hansi police station in protest against the arrest of the president of the Hansi assembly segment unit of the party.

The police arrested Ravinder Bahar from outside his factory at Hansi earlier in the day on charges of accepting bets for the outsome of the Adampur and Ratia byelections.

When he was not released, the workers gheraoed the police station, demanding Bahar’s release on bail. Many of them had hot oral exchanges with the DSP.

The police used a mild force to disperse the crowd. Later, the police released Bahar on bail.

Bahar alleged that he was booked on trumped-up charges on political considerations. He denied that he was a bookie.

Girl abducted, raped

A student of class XI was abducted allegedly by two motor cycle-borne youths from nearby Budhpur village on the night of November 4. The girl was kept confined at various places and repeatedly raped by the two for about 10 days.

The two dropped the victim back at Budhpur village on November 14.

The victim and her father yesterday lodged a police complaint following which a case of abduction and rape was registered against the accused.

The girl was also medically examined here last night.

The police said one of the accused had been identified as Nand Kishore, a tempo operator of nearby Nandha village.

DSP probes youth’s escape

Puran Chand Panwar, DSP, is probing the role of cops after a youth accused of rape escaped from police custody at Baragura police station in the district.

The accused, Devender, was arrested in a case of gang rape of a girl in a moving car by three youths a few days ago.

He was in police custody after a local court issued police remand for the accused, and he was to be produced before the court again.

As the cops were preparing to take him to the court, he went towards a wall on the excuse of urination, and escaped after scaling the wall.

The SP, Devender Yadav, said the police had registered a case in the connection and the DSP (Detective), Panwar, had been asked to probe the role of cops, from whose custody the accused had fled.

2 killed in mishap

Sonepat, November 18
Brick-kiln worker Reshma and her son Ram Prasad (6) died on the spot when they were hit by a bus of a cooperative society near Jagsi village on the Safidon- Gohana road today. Her husband, Umesh, a resident of Karki in Munger district of Bihar, and four other children who were injured in the accident were undergoing treatment at the Civil Hospital, Gohana. A case has been registered against the bus driver. — OC
