New Delhi, November 20 The ruling by a three-Judge Bench comprising Justices Altamas Kabir, Cyriac Joseph and Surinder Singh Nijjar also set aside the two verdicts (both by a single Judge and a Division Bench) of the Punjab and Haryana High Court upholding the government notification. On April 5, 2011, the government placed on its website an instruction dated March 31, 2011, changing the eligibility conditions for HCMS doctors. Under this, those wanting to pursue postgraduate courses (both degree and diploma) should have completed five years of regular, satisfactory service, including two years of probation, out of which three years of service should be in a district hospital or a subdivisional hospital. Through this instruction, the government had sought to change its December 5, 2008, instructions under which HCMS doctors were eligible for pursuing such courses on sponsorship after three years of
service, including two years in rural areas. The affected doctors challenged the government’s new move in the HC as the fresh instruction had come just a day ahead of counselling, slated for April, 2011. But the single Judge as well as the Division Bench of the HC did not accept their contentions, observing that since the state government was sponsoring their study by paying them full salary during the course it was entitled to lay down the eligibility criteria. The SC, however, ruled that the new norms could not apply to the doctors who had already cleared the written examination meant for admissions. Whatever condition was in place at the time of the issue of prospectus by the university would be applicable to the aspirants, it clarified. In this case,BD Sharma University had issued the prospectus on January 6, 2011, inviting applications for 145 seats, of which 29 were reserved for HCMS doctors and 73 for all-India quota. The affected doctors had figured on the merit list released by the university on March 3. “It was not open to the state government to alter the terms and conditions just a day before counselling was to begin, so as to deny the candidates, who had already been selected, an opportunity of admission,” the SC Bench ruled on November 14. |
Panchayat money not deposited in Red Cross funds
Karnal, November 20 Enquires revealed that during 2005-06 and 2009-2010, not a penny was deposited in Karnal
district, while no contribution has been made till date during the current financial year. There are 380 panchayats in the Karnal district and in order to help the sick and ailing persons, the government made a provision in 1986 that the panchayat should contribute some percentage of its income towards the Red Cross funds and entrusted the Block Development and Panchayat Officers (BDPOs) with the responsibility to collect the money. After implementation of this provision, the contribution of the panchayats towards the Red Cross funds in Karnal district was about 20-30 lakh per year but it suddenly came down in 2004-05 and the money deposited in Red Cross started diminishing. While, not even a single penny was deposited by Karnal, Gharonda, Assandh, Indri and Nilokheri blocks in 2005-06, only the Gharonda block deposited Rs 1 lakh in 2006-2007, there was a slight improvement in 2007-2008 when Rs 22 lakh was deposited by various blocks in Karnal district which included Karnal (2 laks), Gharonda (5 lakh), Indri (6 Lakh), Assandh (2lakh), Nilokheri (4 lakh) and Nissing (3 lakh). In 2008-09, Nilokheri, Gharonda and Karnal deposited a lesser amount of Rs 11 lakh but no contribution was made in 2009-10. The situation was no different in the current
year also. Ramesh Saini, Sarpanch of BiBipur Jatan village in Indiri subdivision said his panchayat was depositing money in the BDPO office every year in the name of the Red Cross funds but had no knowledge that whether the money had been deposited in the Red Cross funds. Dilbag Singh, BDPO of Indiri, said some amount from the panchayat was deposited in the Red Cross funds every year but he was not in a position to give details of the money deposited. However, Mahinder, sarpanch of Kunjpura village, said he was unaware of any such practice and the money would be deposited when asked by the authorities concerned. Som Nath, sarpanch of Darad, said the money was deposited last year. Meanwhile, the Karnal BDPO said the panchayats had stopped giving the money. |
Hooda, Chautala slug it out in Ratia
Ratia, November 20 Ram Kumar Bahbalpuria and 12 other candidates are also in the fray for the byelection, which has become prestigious for the INLD and the Congress after their defeats in the recent Hisar parliamentary byelection. The INLD supremo, Om Prakash Chautala, who is leaving no stone unturned to recapture the seat fallen vacant due to the death of his party MLA Gian Chand Odh, started a debate on the local issues by alleging that the Bhupinder Singh Hooda government has overlooked Ratia in the matter of development in the past seven years. In reply, Chief Minister Bhupinder Singh Hooda landed in Ratia armed with figures suggesting that his government spent Rs 330 crore on Ratia against Rs 96 crore spent by Chautala during his regime. The HJC supremo, Kuldeep Bishnoi, however, has been alleging that neither Hooda nor Chautala had any interest in development in Ratia. Claiming that the Congress nominee’s defeat in Ratia will lead to the exit of Hooda government thereby paving the way for his government, Chautala has been assuring voters, “Ek baar raj bana do thaari saat peediyon ka jugad kar dunga” (Bring me to power once, and I will improve the lot of your seven coming generations). “Kiski saat peediyon ki baat karte hai vo? Apni chheh peediyon ka jugad to pahle hi kar liya, tabhi to CBI court me baap beton ke khilaf case chal rahe hai. Ab satvin peedi ki chinta ho gayi?” (Whose seven generations is he talking about? He has already improved the lot of his own six generations, and that is why father and both sons are facing trial in the CBI court in Delhi. Is he worried about his seventh generation now?) is how Hooda has been pooh-poohing Chautala’s statements. Not to be left behind in this mudslinging game, Kuldeep Bishnoi has been scoffing at the Chautala clan and has been claiming that the Bhajan Lal family has defeated Chautalas on six occasions. Furious at Bishnoi’s remarks, Abhey Singh Chautala warns that the HJC supremo should think twice before saying anything against the Chautala clan. “Has he forgotten how his brother brought shame to the entire state by running away with a woman and converting to Islam for marrying her while he was still Deputy CM of Haryana?” Abhey Singh asks. |

Karnal, November 20 More than 100 aero modellers had gathered here from all over the country to participate in the show, organised for the first time in Karnal, but just after the show started, they were hurriedly asked to vacate the Flying Club, the venue of the event, as
Chief Minister Bhupinder Singh Hooda, an alumnus of Sainik School, Kunjpura, was to land at the airstrip to attend the old students’ meet and
other functions. The participants complained that they were herded like cattle for vacating the Flying Club even though the organisers had permission to hold Kuldeep, who had come from Delhi for the show, said pilot-less aircraft were the future of aviation. These were used for surveillance these days. “Mini Biojet” of Capt Chaitanya from Mumbai with a speed of 300-400 km per hour with a miniature turbine was the main attraction of the show. Chaos and panic marked the opening of Aero Modellers Show yesterday as a swarm of wasps attacked the participants as well as the spectators, making people run for safety. |
Warring Families
Sonepat, November 20 Village sarpanch Mukesh Malik was shot dead about five months back. To avenge his killing, Jai Karan, Sandeep and Shushila were shot dead in October allegedly by the Mukesh group. In retaliation, Mukesh’s uncle, Balraj Malik, was shot dead on November 12 allegedly by two armed youths of rival families. The mahapanchayat, presided over by Swamy Karam Pal, unanimously resolved that all those who were allegedly involved in the murders and were at large would surrender before the police by November 28. The next mahapanchayat would be convened after receiving a report on their surrender from the village peace committee. The mahapanchayat succeeded in bringing elders of the warring families — Mukesh’s father Raghubir Singh Malik, Shushil’s father-in-law Ram Kumar Malik, Jai Karan’s father Deep Chand Malik and Zile Singh whose son was an alleged accused in the murders — to the meeting and convinced them to leave the decision to representatives of the mahapanchayat. Besides prominent citizens of the village, Umed Singh of Gathwala, Balbir Singh of Butana, Bhale Ram Narwal of Kathura, Mehar Singh Lathwal of Murlana, Malik Raj Malik of Ahulana and Ram Phal Mor, general secretary of the Mor Khap, former MLA Kitab Singh Malik, zila parishad member Kuldeep Gangana participated in the proceedings. |
Panipat Thermal Power Plant
Panipat, November 20 The court directed the state government to shift all villagers to a pollution-free area, said Dr Sohan Lal, president of the Khukhrana Sudhar Samiti, who had moved the court. The government initiated the process for acquiring 55 acres of land in Sodhapur village on the Asandh road in order to accommodate the Khukhrana villagers. But the project ran into trouble as six farmers, whose land was to be acquired, moved the high court. In March, the high court quashed their petition and served them with notices asking them to stop cultivating the land, paving the way for the shifting of Khukhrana villagers. Sources said the pollution level was extremely high in Khukhrana village. The power plant consumes over 21,000 tonnes of coal each day, 35 per cent of which gets converted into ash, endangering Khukhrana villagers’ health. Many residents had already left Khukhrana village and settled in Karnal or other pollution-free areas of the state. There are about 425 houses and around 3,000 persons residing in the village. As per official records the concentration of suspended particulate matter (SPM) in air, which should be below 500 micrograms per cubic metre, remains between 600 to 1,494 micrograms per cubic metre around the power plant, say experts. |
Chhatrapati Samman for Ajmer Aulakh
Sirsa, November 20 Noted Punjabi novelist and Jnanpeeth Award winner Prof Gurdial Singh conferred the award instituted by a local organisation, Samvad, to Ajmer Singh Aulakh. Remembering Ram Chander Chhatrapati, Aulakh said he felt proud to receive an award instituted on his name. He said the Chhatrapati’s martyrdom would always inspire young budding journalists to take the righteous path, whatever the situations. The slain journalist’s son Anshul Chhatrapati read out an account of the late scribe’s life and works. ‘Hawaien Khilaf Thee’, a ghazal compilation of Kumar Saail, ‘Pragtiwadi Kavya Chintan’ and Adhunik Punjabi Kavita, critiques by Dr Harvinder Singh were released on this occasion. Man set ablaze: Wife, in-laws sentenced to life
Panipat, November 20 According to sources, Manjit Singh of New Ramesh Nagar was set ablaze by his in-laws, who lived in the same locality on November 11 last year. He succumbed to his burn injuries on November 15 at the PGI, Rohtak. While under treatment at the PGI, he told the police that his father-in-law Sukhdev Singh, mother-in-law Gurpreet Kaur, sister-in-law Ramandeep Kaur and wife Kamaljit had set him on fire after pouring kerosene on him. While presenting the case before the court of District and Sessions Judge KC Sharma, the police maintained that Manjit’s in-laws wanted him to transfer a plot and Rs 50,000 in the name of his wife, Kamaljit Kaur. As this led to strained relations between the two, Kamaljit went to live with her parents. Manjit, went to the house of his in-laws after a few days to bring Kamaljit back home. But his in-laws picked up a quarrel with him and set him ablaze after pouring kerosene on him. The court held the four guilty of murdering Manjit and convicted them |

Drunken, speedy driving put many lives at risk: Kanda
Sirsa, November 20 The function was organised by the Road Safety Organisation and the Traffic Police of the district. Kanda said while a number of vehicles on the roads had increased considerably in the recent years, the development has also led to an increase in accidents on roads. Lauding the role of the Road Safety Organisation in educating people regarding traffic rules, Kanda gave a grant of Rs 1 lakh. Devender Yadav, SP, urged people to play a positive role in the aid of road accident victims by taking them to hospitals at the earliest. Road accidents kill nearly 1.3 million people every year and injure or disable 50 million more. |
Pinjore Heritage Festival from Dec 2
Chandigarh, November 20 Chief Parliamentary Secretary Ram Kishan Fauji said the festival would be inaugurated by Union Tourism Minister Subodh Kant Sahay on December 2 while Chief Minister Bhupinder Singh Hooda would be the chief guest at the closing ceremony on December 4. Fauji said crafts bazar, reminiscent of Mughal times, was being set up with shops and clusters of stalls, tented pavilion, food plaza, performance stage etc. Cultural evenings would be hosted on all three days. Further, day performers would regale the audience during the day. Students from schools and colleges would present folk dances. Yadvindra Gardens was built in the 17th century by Emperor Aurangzeb’s architect and foster brother, Fidai Khan, who also happened to be the Governor of Punjab. |
14-day judicial remand for Shandilay
Ambala, November 20 The police had arrested him when he was coming out from the office of the Press Council of India after attending a complaint filed against him on Friday. DCP, Ambala, Shashank Anand said a case under Section 376 (rape) was pending against Shandilay in Baldevnagar police station at Ambala City and a local court had issued his arrest warrant in this case. He said the Ambala police was chasing him for the past several days. A woman from Punjab had filed a complaint against Shandilay at Ambala City police station alleging that she was rapped by him on the pretext of getting her a job. A large number of supporters of Shandilay were present on the court premises when he was produced in the court today. His supporters alleged that Shandilay was falsely implicated in the rape case. |

Rewari, November 20 The incident occurred when the two were returning home after unloading gravel at a construction site of the Saban flyover on the NH-8 here. The miscreants also thrashed Budh Ram and Nand Kishore and then shut them up in a deserted cell with their hands and feet tied. They were freed by some passers by this morning. Anti-encroachment drive launched
Kaithal, November 20 A large number of scrap dealers and other shopkeepers had kept their goods on roadsides in front of their shops. Bishnoi with the help of supporting staff removed the temporary encroachments at Partap Gate, Dogran Gate and Chandana Gate. The shopkeepers were asked not to encroach upon roadsides as it obstructed flow of normal traffic and resulted in traffic jams.
