New Delhi, December 6 According to the Additional Deputy Commissioner of Police, South-West District, the complainant Sandeep Kumar said that in February last year, Sharma had approached him for providing him with a job as a clerk in the Delhi Secretariat. Sharma was posing as a Private Secretary (PS) to the Delhi Chief Minister. The accused had allegedly taken about Rs 20,000 for this purpose. A few days later, Sharma gave an appointment letter of the post of a clerk at the Delhi Secretariat. When Kumar went there, he learnt that the letter was fake. Thereafter, Sharma again promised to arrange a job for Kumar in Rajasthan. In December, he asked Kumar to go with him to Jaipur, where he would meet the Rajasthan Chief Minister to arrange the job. The Additional DCP added that Sharma had even placed a call at the Rajasthan CM's office, but to no avail. After returning to Delhi, Kumar asked Sharma to return his money, but he refused. The police seized the forged appointment letter and fake visiting cards of the secretary to Delhi CM. The mobile phone used by Sharma to call several officials has also been confiscated. During the interrogation, Sharma confessed that he was a fan of the actor, Ajay Devgan. He started cheating people after watching his films, "Rajneeti" and "Apharan". Sharma also believed that politicians have immense power, so he always tried to associate himself with them. He admitted that in February 2010, he had deceived Kumar by impersonating a PS to the Delhi Chief Minister. He had taken Rs 20,000 for getting him employment. For this purpose, he called numerous officials by impersonating the Delhi CM's secretary and often as the PS to the Vice-President of India. He further admitted that on December 2, he had visited Jaipur with the complainant, where he placed a call to the Rajasthan CM's office, posing as the PS to the Vice-President. |

New Delhi, December 6 The move is motivated by the recent uproar about attendance shortage of over 400 students, the majority of whom could not appear in exams. Students and teachers blamed the administration for the last-minute calculation of attendance. While some colleges like Dayal Singh went by the book and removed over 90 students from their attendance roll, other colleges like Miranda let the students appear for exams with an undertaking. “Since the heat was about the last-minute notifications and how it was unfair to students, the new system will sort out all these problems. With a daily updating of attendance, students will be able to keep an eye on their records and work towards bettering it, well in advance. Those in trouble due to low attendance cannot complain about the last-minute notifications,” said a DU official. “No one would be able to say that they did not know about the attendance shortage. Once the system is in place, students will be aware of what is about to happen when the exams approach. Anyone with attendance less than 40% cannot be allowed to take exams and will have to seek admission next year again,” said the official. “Students with attendance between 40% and 60% per cent are not allowed either to sit in the exams and they can appear at the end of the year. However, in the recent case, colleges differed in their approach. Some colleges let the students appear for exams with an undertaking on a condition that they make up for attendance in the next semester. However, the new system will ensure uniformity at all levels. There will be no room for doubt or special considerations for anyone,” the official added. A senior faculty member said, “In the semester system, a healthy attendance is necessary. With the information in the public domain, even the parents will have an idea about the status of attendance of their wards.” “This semester was unfair to the students. We have been teaching the students based on the August notification of the university that stated there will be no detention in the first semester. At the last moment, we get a new guideline. There is an ordinance in the university which states that after the last day of class, a notice has to be issued on the shortage of attendance for three days and another three days are to be given to the students to contest that. Under the circumstances, the students are not getting that chance. This will not happen in the new system,” the faculty member added. |
Safety concerns over 80-storey building
Noida, December 6 The project is expected to be completed by 2015. To be built on 70,000 sq mts with a built-up area of 50 lakh sq ft across 17 acres and at a cost of Rs 2,000 crore, the green building will host about 1,300 exclusive high-end homes having 2 to 4 bedrooms as well as lavish studio apartments. The project will be spread over three phases and completed in four years. “The layout has been approved by the IIT too. Spira is one of the five towers to be built under Supertech’s project Supernova in Sector-94 at Delhi Noida border,” said R.K. Arora, CMD, Supertech. It may be pertinent to recall the Noida authority’s proposal in 2007 for a 160-storey building, 710 mt high Noida Tower in the City Centre in sector 31, which had invited adverse comments from architects, town planners and engineers. The project was shelved then. It was pointed out at that time that Noida has porous soil. It is located on the riverbeds of the Yamuna and the Hindon and the area is also on a seismic zone. It was pointed out then that such high-rise buildings would need more power. Noida is still short of power supply. Prof C.S. Nagpal, director, Planning and Development, IMS Education Society, had said, “We don’t have foolproof technology to make such buildings safe in porous Noida soil. And then imagine a huge blaze happening at the 60th or 70th floor. Do we have suitable firefighting facilities?” The Noida authority is likely to have its new office in a 42-storey building on a 17,000 sqm plot in Sector-44. Apart from the luxury apartments, the high-rise tower Sipra will also have offices, shopping malls and multiplexes, two 5-star hotels, restaurants and a helipad, said Arora. “The project has got the required clearance from the Airport Authority and the Noida Authority. Equipped with the latest safety measures, it will stand tall despite being in an area considered a seismic-IV earthquake zone,” Arora added. |
Lok adalat to settle power cases on Dec 10
New Delhi, December 6 “Through this adalat, BYPL seeks to provide a one-time opportunity to the customers and litigants in East and Central Delhi for an amicable on-the-spot settlement of their penalty cases of up to Rs 25 lakh, relating to both the theft and meter tampering. This will allow for a single-window clearance to the litigants and help reduce the high number of pending cases at the courts,” said a spokesperson of the company. The mega lok adalat will cater to all the power theft cases, including those already filed or pending before any of the courts in Delhi. Customers desirous of settling their cases can attend either in person or through their advocates and authorised representatives. “Like the last two lok adalats, which saw 93 per cent of the cases getting resolved on the spot, this lok adalat too is expected to get a good response and help resolve cases. To dispose of cases in the quickest possible time, as many as 20 courts will be set up. BYPL is making special arrangements and setting up 10 help desks—manned by specially trained officials,” said the spokesperson. After their settlement orders, customers will be given sufficient time to pay their penalty bills at the BYPL enforcement office and issued ‘no dues’ certificates, added the spokesperson. “This is a win-win opportunity as it gives customers a chance to amicably settle their cases without resortint to a time-consuming and expensive legal process. Such mega lok adalats not only give an opportunity to the litigants to have their cases disposed of quickly, they also go a long way in reducing the burden on the courts,” he added. |
Court stops defence construction on Delhi ridge
New Delhi, December 6 “No future construction should take place in the ridge area,” the bench said. The court passed its order after the Delhi government informed it that no clearance was taken by the Defence Research and Development Organisation (DRDO) and the Border Roads Organisation (BRO) to carry out construction activities in the ridge that were threatening the ecology of the area. Sikri also pulled up the organisations for not only bypassing the objections raised by the forest department, but also violating the guidelines of the Supreme Court on protecting the ridge. It rejected the contentions of the organisations that the construction of flats was at an advanced stage and so they should be allowed to be completed. The bench was hearing a public suit filed in 2005 by A.K. Tanwar, a resident of Naraina village, alleging that the DRDO and the BRO had begun construction of residential flats in the protected ridge area near the village in west Delhi. “We are appalled to find that the defence organisations not only overlooked the objections of the government, but also began the construction work in violation of the guidelines of the Supreme Court,” the judges said recently. Delhi government counsel Najmi Waziri told the bench that while the site of construction was not a part of the reserved forest it was an extension of the same forest area which is highly protected and no construction could be raised there. The Ridge Management Board (RMB), a seven-member non-statutory body headed by the chief secretary of Delhi, said no prior sanction had been taken for the construction works. “None of the organisations under the defence ministry has sought any clearance either from the RMB or the Supreme Court through the Central Empowered Committee (CEC), before undertaking any construction in the area. Such permission is a pre-requisite in view of the directions of the Supreme Court,” the board said. The Supreme Court in May 1996 restricted the ongoing construction activities in the ridge. The Delhi government said in its view there should be no construction activity in the area. It informed the court that the land was earlier with the revenue department, but was transferred to the forest department in view of its location. The high court sought a response from the two organisations after the petitioner argued that the RMB needed to be kept in the loop on the issue to ensure all permissions had been taken.

Widow allowed to sell flat to bring up children
New Delhi, December 6 The court also stipulated that Babita would not sell the house for less than Rs 24 lakh. “I consider that the petitioner (woman) is constrained to sell the property for the legal necessities of the minors, i.e. proper upbringing, education and career. Accordingly, I allow the petition, and the petitioner is permitted to sell the property,” district judge Gupta said. Babita, wife of Praveen Kumar who died in February 2009, had approached the court seeking an approval to sell the flat. After the death of her husband, Babita had got the flat transferred in her as well as her two minor children’s names. She has an 11-year-old daughter and a 15-year-old son. Babita told the court that she had no source of income to bring up her growing children and meet their day-to-day expenses, including education. Seeking the court’s permission to sell the flat, she said she had tried to sell the property in the open market to enable her to buy another property so that she could earn something for the welfare of her children, but the prospective buyer refused to purchase the same unless the court granted the permission for it. “From the sale proceeds, the woman will purchase some better property in the name of the minors or alternatively she will deposit the shares of the children in fixed deposits/securities with any nationalised bank or post office till the period they attain their respective ages of majority,” the court said. The judge, however, permitted her to withdraw the interest amount on the fixed deposits/ securities and directed her to use the money for the education, welfare and upbringing of the children.

Common card for travel in buses, trains
New Delhi, December 6 The rechargeable pre-paid card, also called 'More', works on a similar principle as that of a Delhi Metro smart card. It was unveiled during the Urban Mobility India 2011 conference at the Manekshaw Centre. The soon-to-be-launched card is a contactless smartcard that will enable the user to pay for buses, bus rapid transit system, Metro railway, etc. "The card would benefit public transport organizations by significantly increasing overall efficiency, providing control and better management of tariff structure, reducing cash handling and hence lesser pilferage and fraud," said Sanjeev Kumar Lohia, officer on special duty (urban transport) in the urban development

One-time sex worker held for bid to sell girl
New Delhi, December 6 The police has arrested the woman, Seema (27), who has been sent to judicial custody by a Delhi court on December 5. Seema was a sex worker at Delhi’s biggest red light area, popularly known as GB Road. A police official said, “Two years ago, Seema was a sex worker staying at Kothi number 71, GB Road. She left the profession six months ago and went back to her native village, Nangali in Bangalore. The 17-year-old girl also belongs to the same city. She was living with her maternal grandmother after her parents died of certain ailments. The poverty-stricken girl was searching for employment.” The official said that thereafter she became acquainted with Seema who promised to get her employment as a maid in a rich household in Delhi. “On November 4 about 11.30 am, Seema arrived with the girl at Delhi via a train from Bangalore. Both of them headed to GB Road where Seema phoned an unidentified man from an STD booth near a liquor store. The girl overheard the conversation between the two. In her statement, she said that Seema spoke about selling her to the man for Rs 20,000. The girl started crying after she heard Seema making such a comment. A police patrol team present in the locality approached her. Seema was then arrested,” said the official. The police said that the girl was presented before the Child Welfare Committee (CWC). The court is yet to take her statement. Meanwhile, the CWC has sent her to Nirmal Chhaya, a rehabilitation centre. The police is investigating the matter and examining the call details of the STD booth, where Seema had telephoned the man. |
Driver arrested for stealing employer’s Rs 10 lakh
New Delhi, December 6 “After collecting the amount, driver Shiv Shankar asked Bhagwan Singh to have a cup of tea in the main market, Malviya Nagar. When Bhagwan Singh disembarked from the car to get the tea, Shiv Shankar fled away with Rs 10 lakh, leaving the Innova over there,” the police said. Acting on a tip-off, Shankar was arrested from Safdarjung Enclave where he had come to meet his brother. “He disclosed that he is married and has three children. He also developed intimacy with his distant relative and used to stay with her in Delhi. In order to meet the requirements of his family and to maintain the relation with that lady, he was in dire need of money,” they said. At his instance, Rs 6.39 lakh have been recovered, out of which he had deposited around Rs 1.8 lakh in different bank

Dikshit admitted to hospital with fever
New Delhi, December 6 However, doctors at the Escorts Heart Institute, where the 73-year-old CM was admitted yesterday evening, have advised her to stay in the hospital for three-four days for full recovery. “She was admitted with complaints of viral infection and high fever because of which she was dehydrated. "The maximum temperature today was recorded at 28.7 degree Celsius, five degrees above the average. The minimum temperature was recorded three degrees above the average for this time of the year at 11.8 degrees," said an India Meteorological Department (IMD) official. "The weather will be similar tomorrow. A shallow fog in the morning will be followed by a clear sky. The maximum and minimum temperatures are likely to oscillate between 30 and 13 degrees, respectively," the official added. |

New Delhi, December 6 According to the Delhi police statistics, January witnessed the minimum number of crimes at 3,971. Till 15 November, 2,111 crimes were reported in the city. In all other months except January, the number of cases registered was over 4,000 every month.
