Admissiongate: FIR against Ramjas student
The cases filed against students reach seven now

The Delhi police today filed one more FIR against a first year B.Com. (Hons) Ramjas College student who had taken admission with forged marksheets.

The student is identified as Harshpreet Kaur, a resident of Rohini. The case was registered by the police after a complaint had been lodged by the college principal.

Sources said that the principle in his complaint mentioned that Kaur had taken admission to the college on the basis of forged class 12 certificates. The police has registered a case of forgery against Kaur.

The police added that it is probing whether Kaur managed to commit this crime on her own or if an admission agent is involved in the act. However, no arrests have been made till now.

The latest case brings the total number of cases filed against Ramjas students to seven. Just weeks ago, the police had filed cases against four students who allegedly got admission in Ramjas College on forged marksheets and other documents.

The police is still investigating the case as it suspects another major admission racket in Ramjas College.

These cases came to the fore, soon after the college's internal committee declared that it has found evidence of as many as 29 fake admissions this year. The police said that it would register more FIRs in the coming days after scrutinizing the documents relating to the other 24 complaints.

Delhi police sources said going by the scale of the operation, the involvement of a gang of forgers and racketeers was being looked into. College sources said all the 29 students who were found to have submitted forged papers by the internal committee have been rusticated.

The college's internal committee that probed the 2011-12 admissions had also tried to find out if any college official was involved in the racket. Subsequently, the police was informed about the cases. It is the second major admission racket unearthed in Delhi University this year.

Property tax: Amnesty scheme gives 100% waiver of penalty

The Municipal Corporation of Delhi today announced a special amnesty scheme for the property tax defaulters that will allow 100 per cent rebate on the interest and penalty. The scheme will close on December 31.

The decision was taken today at a meeting held by Ved Prakash Gupta, chairman of the high-powered property tax committee of the Municipal Corporation of Delhi (MCD), with additional commissioner Janak Digal, assessor and collector MSA Khan and field officials from the assessment and collection department.

The scheme, Gupta said, meant that people would pay only the arrears of the tax, and not the penalties or interests.

"The amnesty scheme for ex-parte assessment under the old system (rateable value) and self-assessment under the unit area method has been launched from today, providing full waiver of interest and full immunity from penalty, subject to up-to-date payment of the tax amount," said Gupta.

At the meeting, it was also decided that each property owner be given a Proper Identification Code.

Gupta said factors such as area, land use and tenancy should be considered while filing the property tax return. He added that to expedite the process of property tax recovery, the committee would weekly review the progress.

Citizens’ Charter: Pending arms licences cleared in 4 days

The district police has created a record of sorts by clearing 150 files of arms licences pending for the past six months in mere four days.

This is due to the magic of the Citizens' Charter implemented by the state government to take away the fear of the police from the mind of the public and make the department function in an efficient and time-bound manner.

The police circle officer (traffic) was designated as the nodal officer for this work.

Thanks to this, not a single request file is pending in the office of the ASP or the DSP in Greater Noida.

Previously, about a dozen cases used to be cleared in four days and the applicants had to run around to manage recommendations from senior officers or political leaders so that the officers concerned would sign their applications at each stage.

Under the Citizen's Charter, the police has to take action within the stipulated period.

No longer can a police station refuse to register an FIR giving jurisdiction as a pretext and the applicants won't have to go to the police stations every day to enquire about their arms licences, passports, police verifications, etc.

Action on traffic challans and verification of arms licences will have to be completed within seven days from the date of filling of application. Besides, the passport report will also have to be sent within seven days and in emergency cases (tatkaal), within 24 hours.

Police stations will also take seven days to complete their work while the total processing time will be 15 days.

Prior to implementation of the charter, things were in a petty bad shape. Applicants for arms licences had to run from the pillar to post arranging recommendations from senior officers.

The files used to take months to move from one table to the next. It used be an "agent Raaj" in the past who would charge anything between Rs 5,000 and Rs 20,000 for getting everything done and delivering the final passport or licence to the harried clients.

Now, review meetings are held at district level and the officials found deliberately delaying matters could be heading for severe punishment.

LG orders probe into issue of certificates to illegal colonies

Lieutenant-Governor Tejendra Khanna today ordered an inquiry into the irregularities in distribution of provisional authorization certificates to resident welfare associations of unauthorized colonies.

At a routine meeting of the Delhi Development Authority, the LG asked the Principal Secretary of the Delhi urban department to conduct an inquiry into the case as it was a sensitive issue and should be brought into the knowledge of the authorities concerned.

The inquiry would be conducted by the divisional commissioner, sources said.

Delhi urban development minister Rajkumar Chauhan also said that the department concerned is conducting an inquiry into the case. If it is found that the details submitted by the RWAs were not correct, action would be taken against the person concerned.

Chief Minister Sheila Dikshit also ordered an inquiry into the case yesterday when she came to know about the irregularities.

She said, "I have asked Delhi urban development minister Rajkumar Chauhan to look into the allegations and file a report."

This came to light after the Delhi Lokayukta filed a complaint, alleging that non-existent unauthorized colonies as well as colonies not having requisite qualifications were issued provisional regularisation certificates.

There are 1,639 unauthorised colonies in Delhi. Before the Assembly elections in 2008, the government had issued provisional certificates to unauthorized colonies on the basis of a map with all the details of the built-up area in the colonies.

DUTA for fair appointment of assistant professors

At a time when DU is abuzz with the problem of short of teaching and non-teaching staff across colleges, teachers are now demanding a transparent appointment of assistant professors in the university.

The Academics for Action and Development (AAD) has demanded an immediate implementation of the Delhi University Teachers Association's (DUTA's) demand for transparent, fair and open policy for the recruitment of assistant professors at the department level as well as at college level.

In its recent executive body meeting, members of DUTA had raised serious concerns over the recruitment process of professors in the university.

The AAD has urged the recently constituted committee consisting of former vice-chancellor of Jamia Millia Islamia Syed Shahid Mehdi, former vice-chancellor (north-east Hill University) Mrinal Miri, former dean of colleges, DU, Shirin Rathore and present dean of colleges, DU, Sudheesh Pachauri for devising mechanism for the centralised recruitment process.

Teachers are demanding that the selection process must give proper weight to the academic career and teaching experience of the large number of ad hoc teachers who have been teaching in DU colleges for a considerable length of time.

"Recently the recruitment of teachers has not been carried out in a transparent and fair manner both at the department level as well as at college level. Very often, many politically motivated colleges have ignored the academic credentials which are basic requirements for academic excellence," said one of the AAD members.

"Since recruitment process is said to have an all India character, it is imperative for the high-powered committee to take into account the interests of the teachers working in DU colleges for quite some time in a ad hoc/temporary capacity," added another DUTA member.

The AAD has also called on for an early submission of the report by the committee so that the recruitment process for the permanent appointment of assistant professors in DU colleges can be started .

MCD okays schemes worth Rs 100 crore

The works committee of the Municipal Corporation of Delhi (MCD) today gave approval to various schemes of Rs 100 crore. The chairman of the committee, Jagdish Mamgain, said the scheme includes permission for construction of roads and drains in 24 unauthorised colonies listed in 1,639 unauthorised colonies.

The colonies include Sai Baba enclave Najafgarh, Jal Vihar Ph-II Dichau village, Ugarshen Park, Neel Kanth enclave in Najafgarh, Mahender Enclave at Khaira road, Prem Nagar Z-Block at Paprawat road and extended Abadi Dhansa village.

Mamgain said the work would be carried out as per the layout plans available in the unauthorised colony. "The provision of outfall drains in the colony will be ensured. The MCD will provide progress and quality control report every month to monitor and expedite the developmental works. Many RWAs and social organisation will also be involved in maintaining the quality in the works," he said.

At a cost Rs 38.33 crore, the committee also approved construction of nine new buildings of MCD schools at Burari, Tajpur Goyala, Sonia Vihar, Peeragarhi, Khirki village, Mandoli Extension, B-3 Raghubir Nagar, Nangal Rai and B-2 Raghubir Nagar.

The other schemes approved include two centres for mother and child welfare and one community hall at Jahangirpuri. Services of 11 pockets in Sector 22, Rohini, have been transferred from the DDA to the MCD for which the civic body has sanctioned Rs 387.74 lakh for the provision of various services in these pockets.

Ghost staff: MCD issues ID nos to workers

Marred by the scandal of "ghost employees", the municipal staff will now be issued a unique identification number, which will carry all their records, including personal details.

Launching the scheme "My Information Service" for the employees of the MCD, the municipal commissioner, KS Mehra, said through this initiative the employees could upload their personal details. "Subsequently, the administration will come to know about the personal details of the MCD employees at one place only. The initiative is a move forward in the direction of e-governance," said Mehra.

He said with the implementation of the new scheme, the administration would have the details of the employees, while on the other hand, the employees would know about the subjects such as their salaries, provident fund, leave, house deduction, if allotted, etc.

"The entire process will be a win-win situation both for the employees and the administration and it will also result in making the work system simple and easy. This will help the administration in making available facilities as per the post and salary. Each employee will be given a unique identification number similar to the biometric ID," he said.

Circulars regarding the employees will also be available in the new facility. The biggest benefit to the employees will be in regard to health facilities availed by them for their family members as the details will be provided at one place and the administration will not face any problem or inquire about the details of the 
employee.

ITI for minority girls opened

Chief Minister Sheila Dikshit today announced that loan amount for the self-employment of the minorities, Scheduled Castes and Scheduled Tribes would be raised from the existing Rs 1 lakh to Rs 5 lakh.

Dikshit announced this after laying the foundation stone of a women wing for the girls of the minority communities in the existing ITI at Nand Nagari. Local MP Jai Prakash Aggarwal, state minister Raj Kumar Chauhan, president of Khadi Board and MLA Veer Singh Dhingan, chairman of the Delhi Minorities Commission SH Khan and principal secretary of training and technical education Anand Prakash were also present on the occasion.

She said with commissioning of the new wing would give girls ample opportunities of training in various trades . She also announced opening of a new ITI in north-east district.The city government has been concentrating on welfare of the minorities in the district as it is having substantial population of minorities.

The government will organise camps to make aware the general people about various ongoing schemes. It has been observed that full potential of schemes is not being utilised.

Soon, the government will also organise a job fair called SOPAN to facilitate on-the-spot employment to a large number of trainees. The government has tied up with the industrial houses to develop market training programmes.

Dislocation of stalls affecting business, say foreign traders

Many businessmen from Afghanistan and Pakistan felt that change of the venue of their pavilions has affected their business in the India International Trade Fair on the second day today.

Parvez Khan of Afghanistan Pavilion said, "This year we are not doing good business as location of our pavilion is not good. It is in the corner. Last year it was on the front. The visitors used to notice the pavilion and thronged to us. Today is the second day and I have not got even a single order from any trader of Delhi or elsewhere."

"We are not here to display dry fruits of Afghanistan. We have specialisation in the dry fruits. We want business. We have come here for business. Next year we will approach the authorities concerned through proper channel for better location".

Khushboo, a business woman, who deals in readymade garments, said, "I have been coming to the IITF in Delhi for the past five years. But this year's sale is worst. People are not coming to my stall as its location is not good," she said.

Shahnaz, a Pakstani woman, said, "Spices of Pakistan are always in demand in the IITF. Last year within three days we had sold about 50 per cent of the stock. But this year, we are not doing even 10 per cent business of the last year. The reason for this is that our pavilion has been shifted from hall No. 18 to hall No. 12. People first go to the hall No. 18 for our spices. When they do not get our pavilion, they enquire about the Pakistan Pavilion from the security personnel."

Same was the views of Saba Enterprises that deals in embroidered fabric.

Not fair: Massive use of plastic bags

At the India International Trade Fair (IITF) this year, there is a widespread use of plastic bags. Visitors also bring food from outside though the India Trade Promotion Organisation (ITPO) that is conducting the major event has banned them.

However, the public is unaware of the ban.

"I came here today with my seven-year-old son, Akshay. I brought food from home and was not aware that it is not allowed inside," said Prashank Bajaj, a businessman.

Rajeev Kher, chairman and managing director of ITPO at the annual press conference of IITF held on November 9, said that visitors are prohibited from bringing food from outside.

"We have opened a food court at the venue. I understand that food sold within the premises of the IITF is slightly expensive. But, the ITPO will ensure that the quality remains good. We are also banning the use of plastics," he said.

Rahul Solanki, a visitor at the fair, said that products are sold at affordable prices at the food court.

"The chole-bhature tastes yummy. It costs about Rs 70 per plate. The restaurant serves good food, but, there are people who bring food from outside," he added.

"We have been told not to use plastic bags. But, we don't have any choice as we have to sell our products. I am sure that we can arrange something in the coming days," said a stall owner at the international section.

Two killed, five injured in three accidents

Greater Noida, November 15
Two persons were killed while five injured in different road accidents in Greater Noida on Monday.

Angry public jammed the road for about an hour to protest against the loss of two lives in the accidents. The injured were rushed to a private hospital in the area.

Moin and Sanjeem of Ganaura village in Dankore were on their way to Bulandshahr after visiting a relative's house in Kasna. A fast vehicle hit their motorcycle near Budh International race circuit as a result of which both were hurled away at a distance. Some passers-by then informed the police. By the time the police reached there, both had bled to their death.

The police identified the duo on the basis of a few documents found on their person.

The second accident occurred near Honda Seal factory. Parvinder and Chooli were going to Surajpur on a bike. A vehicle hit them from the rear. The injured were rushed to a private hospital by the police. Angry public jammed the traffic on the road in protest. The driver had sped away after the accident.

The third accident took place in Rabupura.

Two natives of Rustampur village, Lala and Lala, were on their way to Rabupura on their bike. Near Chamunda Devi temple, a motorcycle coming from the opposite direction collided with their bike head-on. As a result, all the three persons were seriously injured.

The police rushed them to a private hospital with the help of some passers-by.

Maid flees with cash, jewellery

New Delhi, November 15
A maid allegedly stole cash and jewellery worth lakhs of rupees from her employer's Greater Kailash- III residence and fled to her home in West Bengal, four days ago.

The maid has been identified as Varsha, alias Mamta (22). She is a native of Haram Gohrai village at Midnapur in West Bengal. Her employer, 75-year-old doctor Madan, lives with her husband and his family at E-51, Masjid Moth, GK-III.

The doctor had employed Varsha one and a half months ago.

On November 10, Varsha reportedly told Madan that her mother was sick and she had to return to her village. The next day, she left for her village.

A few days later, when Madan opened her cupboard, she found her valuables missing. She discovered that Rs 4 lakh and jewelry worth lakhs of rupees had disappeared.

The Chitranjan Park police has registered a case. Sources said the police has launched a manhunt to search the maid in West Bengal.

Minor gangraped

New Delhi, November 15
A 16-year-old girl was abducted and gangraped by four youths in south-west district of Delhi this afternoon.

The victim is a resident of Ujwa village.

Sources said she was heading towards a local market when four youths, native of her village, kidnapped her.

She was raped and then threatened to be killed if she reported the matter to anyone. Later when she was left alone, she informed her mother who lodged a police complaint.

The medical examination of the girl confirmed rape.

Jindal felicitates KBC winner

Member of Parliament from Kurukshetra and chairman of Flag Foundation of India Naveen Jindal felicitated the first and only winner of Rs 5 crore, the prize money of KBC, Sushil Kumar today.

He congratulated Kumar at his Delhi residence and presented him the National Flag.

Kumar has been declared the ambassador of the country's flagship social sector scheme -Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA).

Kumar, a computer operator and tutor by profession, had won the prize last month in the game show hosted by Bollywood superstar Amitabh Bachchan.

Master Plan fails in its purpose: Malhotra

Master Plan 2021 fails to serve its purpose as experts were not given sufficient time to think of all the angles of the city development. It was just an election gimmick, said the Leader of the Opposition in Delhi Assembly.

Reacting to the statement of the Union urban development minister on the Delhi Master Plan, Vijay Kumar Malhotra said that when the Master Plan was made in 2009, the member of Parliament from New Delhi, Ajay Maken was the minister of state for urban development.

He said that Union urban development minister Kamal Nath admitted that more than 50 per cent of the Master Plan could not be implemented in Delhi. Malhotra said that due to heavy demand on housing in Delhi and the rising cost of real estate, the gap between the demand and supply of housing is widening day by day.
