Chandigarh man on MCD rolls surprises court

The Delhi High Court today was surprised to learn that a Chandigarh resident was getting a salary from the Municipal Corporation of Delhi (MCD) as part of the "ghost employee" scam and told the civic agency to act against officials who colluded with non-existent workers drawing salaries.

A man and his wife have been arrested for allegedly abandoning their seven-year-old daughter at Ansal Plaza six months ago. The accused are identified as Pramod Paswan (50), a rickshaw-puller and his wife, Sunita Paswan. Their daughter is named Pinky.

The number of dengue cases in the city is showing a downward trend. "Dengue cases in Delhi are gradually declining. Chandigarh man on MCD rolls surprises court

New Delhi, November 9
The Delhi High Court today was surprised to learn that a Chandigarh resident was getting a salary from the Municipal Corporation of Delhi (MCD) as part of the "ghost employee" scam and told the civic agency to act against officials who colluded with non-existent workers drawing salaries.

Vinay Kumar, a resident of Chandigarh, figured in a report filed by the Delhi Police before a division bench of Acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw in the case.

The bench asked how Vinay Kumar was being paid for working in the MCD.

The acting chief justice indicted the involvement of several officials, including the appointing authority, in the case.

The court directed the civic agency to go after its officials who colluded with the non-existent or sham employees and take departmental action against them.

"You could have easily identified how was this person (from Chandigarh) is being paid, who appointed him and who paid him. It was not difficult," said Sikri.

MCD counsel informed the court that a vigilance inquiry under the chairmanship of an additional director (vigilance) was also initiated on October 27.

The court said that the inquiry must not rely on the evidence from the Delhi police and that they must act separately against their guilty officials.

"The vigilance inquiry should be monitored by the MCD's vigilance officer," said the court.

Appearing for the police, standing counsel Najmi Waziri informed the court that six first information reports against 1,722 non-existing employees have been filed in the matter till date and that investigation was on.

The court was hearing a petition filed by NGO Jagrook Welfare Society. -- IANS

Parents held for abandoning 7-yr daughter

A man and his wife have been arrested for allegedly abandoning their seven-year-old daughter at Ansal Plaza six months ago. The accused are identified as Pramod Paswan (50), a rickshaw-puller and his wife, Sunita Paswan. Their daughter is named Pinky.

On January 25, the police was informed about Pinky, who was abandoned at Ansal Plaza.

Pinky disclosed to the police that she had arrived with her parents at Ansal Plaza. The parents left her there and told her that they would come back after some time.

The child was produced before the Child Welfare Committee (CWC) in Lajpat Nagar. A case was registered at the Defence Colony police station.

Police investigations revealed that Pinky is a native of Bihar. She had arrived in Delhi with her parents a few days before she was abandoned.

The girl informed the CWC that her father remained ill and her mother worked to earn a living.

Pinky was sent to 'Prayas', an NGO (non-governmental organization).

The police made inquiries in district Munger, Bihar. It learnt that the girl's parents are staying at Ghaziabad, Uttar Pradesh (UP). The police apprehended the accused from there.

"During their interrogation, Pramod said that due to poverty and being a father of six girls, he along with his wife planned to abandon Pinky. The parents have been booked in the case. Pinky continues to remain with 'Prayas'," said Chhaya Sharma, Deputy Commissioner of Police, South district.

‘MNCs harming rural economy’

Rural development in the country, including Uttar Pradesh, is not progressing at a desired pace. The multinational companies (MNCs) have aided the development of industrial sector to some extent, but at the cost of agriculture, animal husbandry, health and education in villages and development of the rural sector on the whole.

This is stated by Surinder Nagar, Lok Sabha MP of the BSP from Gautam Budh Nagar and Member of Parliament's Committee on Agriculture, yesterday.

The growth of agriculture and animal husbandry is at mere 4 per cent, though agriculture continues to be the backbone of the Indian economy, he said.

Nagar, himself a farmer, expressed views on all these matters.

"Look at the agricultural inputs, fodder, etc. which are becoming costlier every month. The increasing cost of milk is bothering even the middle class people. There is a conspiracy under which animal husbandry, dairy, poultry farming, etc. are being destroyed," he said.

It is not remunerative to grow paddy and wheat, especially for small and marginal farmers, if one is to include family labour, rental value of the land in the overall production cost of crops. Similarly, small farmers find running dairy or poultry farming a losing proposition, he said.

According to the MP, fixing of the MSP of main crops like wheat and paddy has caused considerable resentment among small and marginal farmers.

"How can we have food security in the country unless proper farm inputs are made available to the farmers at an affordable cost?" asked Nagar.

Earlier, the farmers had protested when the Centre announced Rs 1,110 per quintal as the MSP of paddy (grade A) in June this year.

The state government has repeatedly urged the Centre to fix the wheat MSP at Rs 1,800 per quintal. In the light of the existing MSP of both the wheat and paddy crops, the farmers do not find it remunerative to grow paddy and wheat. "That is why almost all small and marginal farmers are under debt these days," he added.

Experts and officials of the agriculture department worked out the cost of production of wheat in north India at Rs 1,700 per quintal for the current fiscal year. However, the MSP has been pegged at Rs 1,285 per quintal.

The Bharti Kisan Union had calculated the production cost of wheat at Rs 2,909 per quintal, including 15 per cent profit for farmers and paddy at Rs 2,295 per quintal.

The BKU president had also submitted a memorandum to union agriculture minister Sharad Pawar and the CACP in this regard, but there is a little effect of it, added Nagar.

HC to monitor its traffic task force work

New Delhi, November 9
The Delhi High Court today decided to monitor the ongoing work of a task force set up by it to decongest city roads even while allowing all types of vehicles, including non-motorised ones, to ply on them.

A bench of Acting Chief Justice A K Sikri and Justice Rajiv Sahai Endlaw decided to entrust the task of monitoring the implementation of its February 2010 order as per which it had set up a task force mandating it to examine vehicular traffic in city.

The bench had asked the task force to evolve a traffic system under which no mode of traffic, including non-motorised bicycles and cycle-rickshaws, are denied access to some roads in Walled City area.

The bench had, however, also asked the task force to ensure that non-motorised vehicles plying on these roads do not lead to a traffic congestion or snarl.

The responsibility to monitor the ongoing work of the high court-appointed task force was given to a bench of justices S Ravindra Bhat and S Muralidhar, which would examine the special traffic project every alternate Friday.

The court decided to begin monitoring its task force work on the plea by NGO 'Manushi Sangathan' which pointed out that the court had set up the task force to decongest the traffic in the Walled City area more than a year ago but it is not known as to what it has done in the intervening period.

The NGO also recalled that the high court, while setting up its task force, had expressed its inclination to monitor its work but it was not taken up.

It was on the NGO's plea that the high court had last year taken objection to the police decision of banning cycle-rickshaws and other non-motorised vehicles on some key roads in and around Chandni Chowk in Walled City area and had allowed them to ply on these roads.

The NGO had approached the court against the police decision contending that many migrant labourers, who earn their livelihood by plying rickshaws, would be deprived of it. — PTI

MCD Trifurcation
Emergency Assembly session likely

The government may call an emergency session of the Delhi Legislative Assembly for approval of the government's proposal on MCD's trifurcation.

According to the sources, the Union ministry of home affairs has finalized the proposal and has given it to the law ministry for its consent.

As soon as it is returned by the law ministry, the MHA would send it back to the Delhi government for getting approval of the Assembly. Thereafter, it would be notified by the LG.

The sources said that before the municipal election to be held in April next year, the MCD would be trifurcated in three parts - North and South with 64 wards each and East with 104 wards. Entire Trans-Yamuna area will be included in the East part of the MCD.

Chief Minister Sheila Dikshit who had made MCD's trifurcation a prestigious issue had submitted the proposal to the MHA a few months ago and had a number of meetings with the Union home minister P. Chidambram.

"We have not prorogued the last Assembly. So we will be able to call an Assembly session at a short notice to seek clearance for the proposed trifurcation of the MCD," the Delhi Chief Minister said.

The home ministry has made it clear that all the three proposed MCDs would have commissioners appointed by the Centre and that the Union home ministry will have a final say.

The Union home ministry also proposes to give more powers to the corporations which can formulate their own building bye-laws and other day-to-day issues, the sources said.

A senior officer said that there may be some financial disparities in these corporations. South MCD may be the richest due to property tax that is a major source of revenue of the corporation.

Both North and South Delhi municipalities will have 26 Assembly constituencies each while 16 Assembly segments will fall under East Delhi municipality.

Multi-level parking lot at S N market opens today

Parking woes at one of the famous market places in south Delhi, Sarojni Nagar, will come to an end tomorrow with the opening of an automated multi-level parking lot.

Union urban development minister Kamal Nath will inaugurate the parking lot.

The parking charges will Rs 30 for initial three hours and Rs 10 after every additional one hour.

Though, it was supposed to be completed before the Commonwealth Games.

The eight-floor parking lot will have a capacity of accommodating 824 vehicles. It will be completely automated with zero human intervention and has been built under the public private partnership mode (PPP) by New Delhi Municipal Council (NDMC) with an investment of over Rs 85 crore.

The building also has space for retail and food joints at ground floor and first level whereas the basement and other floors will be used for parking.

One would have to leave its car at the basement from where it will be automatically taken to the available space at one of the eight floors for parking through lift.

"The car owner will need to leave the vehicle at the basement of the building, for which he will be given a smart card. The car will then be automatically transported from the basement to the place where it can be parked in one of the eight floors. Similarly, when a person needs to get his car back from parking, the car will be retrieved via trolley and placed at the exit for the owner to take away," said a senior NDMC official.

The official said the waiting time for retrieval of the car will three minutes.

Frame right to education rules, Delhi govt told

The Delhi High Court today directed the Delhi government to frame within three weeks rules to provide free and compulsory education to children under the right to education law.

Taking note of an NGO's plea seeking framing of rules to provide free and compulsory education, acting Chief Justice A.K. Sikri and Justice Rajiv Sahai Endlaw had earlier directed the Delhi government's principal secretary, education, Rakesh Mohan to be personally present before it.

Mohan was personally present in the court. His counsel informed the bench that the final rules had been approved by the Delhi cabinet on November 4 and sent to the Lieutenant-Governor for assent on November 8. These may be notified within three weeks.

The bench disposed of the petition, saying: "The court notes that the notified rules were required for the implementation of the Right of Children to Free and Compulsory Education Act, 2011 and directed the government to notify the rules in three weeks, positively."

The court was hearing a by NGO Social Jurist filed through its counsel Ashok Agarwal.

The petition said that the government did not seem to be serious about making and notifying rules as required under the act.

This had resulted in continuous violation of the right to education of lakhs of children in the capital, it said. - IANS

MCD finally recruits 1,101 teachers

To overcome the staff crunch in its schools, the Municipal Corporation of Delhi (MCD) has finally recruited around 995 primary, 89 nursery and Urdu teachers.

The chairman of the education committee, Mahinder Nagpal, today said the names of the short-listed candidates to be recruited on a contractual basis have been declared on the official website of the MCD.

"The list, comprising 995 primary, 89 nursery and 17 Urdu teachers, has been put up on our website,” he said.

“The selection has been made after a thorough checking of the certificates of the applicants. The successful candidates will be appointed very soon," Nagpal added.

According to Nagpal, the second list of successful candidates for rest of the posts will be announced after 15 days.

Nagpal further said the list of successful candidates belonging to the physically handicapped and scheduled caste categories is yet to be made public.

It would be done soon, he said.

Travel agent held with pistol inside Metro station

A travel agent carrying a countrymade pistol with two live cartridges was apprehended at the Dwarka More Metro station today.

The accused is identified as Ravi Bharat (32), who works with a private tour and travel agency at Dwarka.

The police said Bharat had initially claimed that he did not own the pistol. He has been booked under the Arms Act.

Sources said he was carrying a bag when he entered the station. The metal detector at the entrance detected the pistol inside the bag.

A senior police official said, "Two live cartridges and a countrymade pistol were found inside the bag. Bharat pretended to be surprised, but during interrogation, he disclosed that the weapon belonged to him."

The police is checking whether Bharat has a criminal background and taken him into custody.

Dengue cases declining in Delhi: MCD

New Delhi, November 9
The number of dengue cases in the city is showing a downward trend. "Dengue cases in Delhi are gradually declining. Earlier, above 20 cases used to be reported in a day, but now, the number is below that. In the past 24 hours, only 17 people tested positive for dengue fever," said VK Monga, chairman, public health committee, Municipal Corporation of Delhi.

However, chikungunya cases are multiplying in the city and the total number of people affected by it was 63 now, Monga said.

Already over 10,000 dengue cases have been detected in the country this year.

In Delhi, dengue fever cases have crossed the 900 mark. Delhi ranks fifth in the list of the affected states.

While Punjab tops the list of affected states with 2,016 dengue cases, it is followed by 1,793 cases in Orissa, 1,398 in Tamil Nadu and 963 in Kerala, this year.

Meanwhile, the Delhi government and the MCD are collecting blood samples of pigs to check for the presence of Japanese Encephalitis virus that surfaced in the city for the first time this September.

Fourteen people had been affected by Japanese Encephalitis in the last two months, officials said. -- PTI

On November 8, the police was informed that the three accused would arrive at Sanjay Colony to sell rare snakes to a tantric. The accused were apprehended at Sanjay Colony.

The police said that three Red Sand Boa snakes were recovered from them.

"During the interrogation, the accused revealed that they are involved in trafficking of rare snakes for their use in black magic and medication for sexual diseases. There is a huge demand of Red Sand Boa snakes in the black market as they are protected. They came in contact with a snake charmer in Delhi. They persuaded him to sell these snakes. The accused planned to give them to a tantrik," said Chhaya Sharma, Deputy Commissioner of Police, South District.

Delhi to open 9 shelter homes

"Sarve Bhavantu Sukhinah" is the aim of the city government to give a boost to the schemes and programmes meant for promoting social sector in the 12th Five Year Plan by ensuring justice to the deprived sections of the society.

This was stated by the Chief Minister, Sheila Dikshit, while seeking suggestions from the thinkers, social activists and educationists to approach the challenges during the 12th Five Year Plan in a programme organised today.

The government is committed to ensure improvement in the quality of life of senior citizens, children and women and empower women in the capital, she said.

Dikshit said the government would open nine shelter homes for destitute and pregnant women one in each district in the capital.

Two such homes have already been opened - one in Jahangirpuri and another in Sarai Rohilla.

Seven more such shelters will be opened soon by the department of women and child development to give shelter to such homeless, destitute and pregnant women.

Tempo rams into scooty, trader killed

A businessman was killed at Roshanara Road, Subzi Mandi, when a tempo rammed into the rear of the scooty he was travelling on, this morning.

The victim, Sanjay Aggarwal (40), was heading to his home after delivering goods at his office in Sadar Bazar.

The incident happened around 6.30 am.

"Sanjay was not wearing helmet. A tempo, which had Rajasthan's registration number, rammed into the rear of his scooty at a turning point. Sanjay, who sustained injuries in his left eye, was rushed to Hindu Rao Hospital where doctors declared him dead," said the official.

The police said the driver of the tempo escaped with his vehicle.

Girl gangraped, filmed in Gzb

Ghaziabad, November 9
A man was today arrested for allegedly raping a minor girl and making an obscene video clip of her.

A 14-year-old girl was allegdly raped by Sonu and Shahzad on Monday evening.

The accused dragged the girl to a field on Sonda road here and allegedly raped her, SHO Modinagar Sudhir Tyagi said.

The two accused made an MMS clip and threatened to circulate the video if she told anyone about the incident.

The girl informed her mother, who reported the incident yesterday, he said.

One of the accused Sonu was arrested today while Shahzad is absconding.

The MMS clip has not been recovered from Sonu yet and hunt is on to nab the other accused, he added. - PTI

Around 50 shanties were destroyed after a fire broke out at a jhuggi cluster here but no casualties have been reported, the police said.

The incident took place this morning when some gas cylinders exploded, spreading fire to nearby jhuggis and destroying them.

Fire tenders were rushed to the site who managed to douse the flames after three hours, the police said. There is no report of any casualty so far. --PTI

Three persons of a family were injured when a group of people attacked their house in a village in the outer Delhi area. Eight persons have been arrested in this connection.

Acting on a tip-off, the police spotted a huge gathering of people pelting stones at Rambiri's house in the Harijan Basti Palla area.

"They were carrying iron rods, lathis and shouting. Three members of the family were severely injured in the attack," a senior police official said.

The police managed to rescue the injured persons. Eight people have been arrested in this connection. PTI
