Gujjarpura man shot dead, 8 booked

An altercation over a minor issue led to the killing of a person and injuring of a passerby at Gujjarpura village, near Ajnala, in the Amritsar rural police district here last night. The deceased, identified as Gurbax Singh, a resident of Gujjarpura, was shot dead by eight persons belonging to the same village.

Taking a serious note of the illegal construction activity within a radius of 1,000 yard from ammunition dumps here, Ravinder Pal Singh Walia, SDM-cum ADC, exercising his powers under Section 144 of the CrPC Act 1973, has imposed a ban on the construction of buildings besides burning stubble in the fields within 1,000 yards of the ammunition dumps in the sub-division, on Saturday.

Gujjarpura man shot dead, 8 booked

An altercation over a minor issue led to the killing of a person and injuring of a passerby at Gujjarpura village, near Ajnala, in the Amritsar rural police district here last night. The deceased, identified as Gurbax Singh, a resident of Gujjarpura, was shot dead by eight persons belonging to the same village.

The police has booked eight persons in this connection. All accused have been at large since the registration of a case under Section 302, 307, 323, 506, 148 and 149 of the IPC and Sections 25, 27, 54 and 59 of the Arms Act at Ajnala police station on the statement of the victim’s brother Prithipal Singh.

Those booked are Harpal Singh, alias Goldy, his brother Lakhwinder Singh, Harbeer Singh, and his brother Jagbeer Singh, besides four unidentified persons.

Prithipal Singh, in his complaint to the police alleged that Gurbax Singh had an altercation with the accused persons yesterday, which was settled at that time with the intervention of several respectable persons of the area. He said when he was going to the Ajnala side, his father Jarnail Singh told him that the accused had taken Gurbax Singh from his residence.

“We started to look for Gurbax Singh. When we reached near the residence of Balkar Singh of the village we saw the accused were beating my brother brutally. We immediately raised an alarm. On seeing us, they shot at Gurbax Singh, who got critically injured,” stated Prithipal Singh to the police.

He said when they took him to a private hospital in Ajnala, they declared him dead.

Incidentally, a passerby, who was going from Ramdass to the Ajnala side, was also seriously injured in the firing. He was rushed to a hospital in Amritsar, said police officials.

Harkrishan Singh, SHO, Ajnala police station, said the accused were absconding and raids were being conducted at suspected hideouts to nab them.

5 booked for attempt to murder

The police has booked five persons for allegedly trying to kill Sarabjit Singh, alias Bunty, a resident of Ranjit Vihar Loharka Road here last night. The accused include Gurinder Singh, Jatinder Singh, both residents of Mandirwali Gali, Loharka Road, Jaideep Singh of Ajnala, Amninder Singh of Akash Avenue besides five others who are yet to be identified.

In his statement to the police, Sarabjit Singh alleged that Gurinder Singh had borrowed Rs 10,000 from him which he asked him to return. He alleged last night at 9.30 pm the accused allegedly asked him come near C- block, Ranjit Avenue to take the money back from him.

“When I reached the spot, Gurinder who along with the other accused had come on two cars attacked him with sharp-edged weapons and a baseball bat,” Sarabjit said. The accused also snatched his gold chain, he added. He alleged the accused also fired two shots with their rifle. The accused fled from the spot when people began gathering there.

The police has registered a complaint under Section 307, 343, 379-B, 148, 149 of the IPC against the accused.

Residents, organisations celebrate Anna’s victory

Activists of the All-India Human Rights Association, Track Changers and Art of Living saluted the victory of the peoples’ movement, spearheaded by Anna Hazare, at Sloh Chowk here on Sunday.

Prominent citizens, including Dr Paramjit Mann, Vivek Markanda, Dr Ashwani Dhir, Arunesh Kumar Sharma, Sushil Kumar Puri, Pardeep Sharda, Varinder Sareen, Ajay Sareen, Raman Malhotra, Manoj Kanda, Davinder Kumar, Monti Mehan and Bobby Jagota, gathered here at 10 am and with the breaking of the fast by Anna Hazare at Ram Leela Ground in New Delhi, they formally started celebrations by offering “ladoos” to two little girls.

Later, they distributed “ladoos” among the passersby at the chowk. The also sang patriotic songs and bhajans.

The residents of nearby Bhan Mazara village, too, came out in a large number to celebrate.

Strike ends

Batala: The chain hunger strike being observed by volunteers of the Youth for Nation called it off as Anna Hazare ended his fast today.

A chain hunger strike was observed in groups outside Khajuri Gate in support of the Jan Lokpal Bill.

National Schedule Caste Commission asks DC, SSP to submit report
Social boycott of SC community at Padri Kalan village

Rajkumar Verka, vice-chairman of the National Commission of Schedule Caste (NCSC), has directed Tarn Taran Deputy Commissioner and Senior Superintendent of Police to submit a report on the social boycott of SC community at Padri Kalan village.

Seeking justice, residents of Padri Kalan village belonging to the SC community had met Rajkumar Verka on Saturday.

“With the district authorities miserably failing to address their grievances, we have been denied our rights,” they said.

The Punjab and Haryana High Court, in its order dated July 21, also directed the Deputy Commissioner to probe into the matter.

Balkar Singh, who was leading the members of the community, while talking to The Tribune alleged that the sarpanch had issued job cards under MGNREGS to its close associates and relatives while asking villagers not to provide any job to members of the SC community.

“The sarpanch announced from the gurdwara that anybody who would provide jobs to them would be fined,” he alleged.

He further said the people from the community were not allowed to even sit in their fields and cut the fodder for the cattle. Even our children are not allowed to pass through the village. In another case, Baldev Singh, husband of the Khairdin sarpanch Amarjit Kaur, who belongs to SC category, alleged the police have booked several persons including former sarpanch and his relatives for attacking and injuring him in May this year.

“Later we came to know that a cross case has been registered against us. Repeated requests to the senior police officials bear no fruit and we had to approach the commission for justice,” said Baldev Singh.

“The accused roam in the village carrying arms and we see no hope from the police,” he said.

They also took up the rape case of a Dalit minor girl in which the police failed to add the sections of the SC/ST Act against the accused persons.

“Though the police arrested one of the two accused, it failed to recover the car in which the crime was committed besides adding the sections of the SC/ST Act which automatically should be added,” added Mittar Singh, panchayat member.

Rajkumar Verka, vice-chairman of the National Commission of Schedule Caste, “I have asked them to submit reports within a week. I have also asked the Deputy Commissioner to arrange a meeting between two communities and intermediate in them in order to solve the issue”.

Punjab Cong to come out with publicity policy

Punjab Pardesh Congress Committee will prepare its ‘Publicity Policy’ by the end of next month. The policy will aim to inform people about the public interest policies of the Congress and the alleged anti-people policies of the SAD-BJP government.

This was stated by PPCC Publicity Committee convener Varinder Sharma told mediapersons at the office of District Congress Committee president Harjit Singh Parmar here today.

Sharma alleged that the entire electronic media in the state is presently under the grip of the ruling alliance and information about the performance of the Congress party are not being highlighted.

He alleged the Akalis dominate City Cable Network and cable operators hesitate to telecast the works being done by the Congress out of fear. He alleged that all development works being done in the state are being funded by the UPA-led government at the Centre.

Sharma said the Congress party is collecting details of the development works and funds provided by the Centre and will bring the truth before public soon.

Sharma said different publicity policies are being made for Majha, Doaba and Malwa regions while district-level Publicity Committees are also being set up in all districts of the state in view of coming Assembly elections.

Former Block Congress Committee presidents Madan Mohan Bajaj, Inder Duggal, besides present BCC president Gurjit Walia were also present. Later, Sharma met the industrialists and exporters from Phagwara and listened to their grievances.

SDM bans construction, stubble burning near ammo depot

Taking a serious note of the illegal construction activity within a radius of 1,000 yard from ammunition dumps here, Ravinder Pal Singh Walia, SDM-cum ADC, exercising his powers under Section 144 of the CrPC Act 1973, has imposed a ban on the construction of buildings besides burning stubble in the fields within 1,000 yards of the ammunition dumps in the sub-division, on Saturday.

The Ministry of Defence (MoD) had already ordered through a notification November 14, 2003, under Section 3 and 7 Works of Defence Act 1903. According to the notification the Central government declared that it is necessary to impose restrictions specified in clause (C) of Section 7 of the said Act upon the use and enjoyment of land described in the schedule given below being land lying in the vicinity of ammunition depot (18 FAD) at Lamini, Sihunti, Manwal and Mamun villages in Pathankot in Punjab, in order that the said land may be kept free from buildings and other obstructions.

A list of 18 defaulters, according to which any construction being carried out within 1,000 yards of the depot perimeter is illegal construction under the provisions of the Works of Defence Act, the Army authorities had also sent a copy of the list to the authorities concerned. Walia said the defaulters would be strictly dealt with.

Walia said his office had received several complaints in this regard. — OC

Flats for Army personnel

Lt-Gen A.K. Choudhary, GOC of Rising Star Corps, inaugurated the procedure of allotment of newly built residential flats to Army men at Budhwar Enclave, Mamun Military Station, here on Friday.

The GOC said in the first phase, 44 flats would be allotted to the Army men and it would help to solve the problem of their accommodation and it would also provide an opportunity to a soldier to stay with his family.

The General Officer Commanding, Gurj Division, Major-Gen G. Sankaranarayanan, was also present.
