Army stops residents from entering Cantt
Jalandhar, August 24 While the Army asked the civilians to show their Identity Cards (ID), the civilians maintained that since army has not issued any ID cards they were helpless and should be allowed to enter. The Army and the civilians kept arguing on this issue following which the civilians sat on dharna on the entrance of Jalandhar Cantonment gate leading to The Mall Road. Even former Jalandhar Cantonment MLA, Gurkanwal Kaur, along with a battery of Congress workers also sat on the dharna, and raised anti-Army slogans. Talking to The Tribune, Gurkanwal Kaur said as this was a genuine problem of the cantonment residents she has also joined the protest. “We will sit on dharna until the Army allows the cantonment residents to enter their own area”, she added. Meanwhile, initially rumours kept doing the rounds that the Army had allowed the civilians in. But before the issue could have settled other cantonment residents also joined the dharna and started protesting against the army. The dharna was going on till the filing of this report. Another cantonment resident said, “This is sheer harassment of the civilians. It is not for the first time that we came from this way. Even they are aware of the fact that we keep coming to cantonment but every time they pose problems for us”. However sources said that at times the army has to act strict due to certain intelligence inputs regarding security of the cantonment. The civilians should bear with the Army on such occasions, they maintained. Defence PRO, Naresh Vig said, “The residents of cantonment and its surrounding villages can approach the Station Headquarters for getting their Identity Cards made. As the Army has key military installations so round the clock security checks are always required. The civilians will have to abide by the rules”. |

Rs 10 lakh relief sought for deceased farmer’s kin
Amritsar, August 24 Meanwhile, the district administration announced a compensation of Rs 5 lakh to the deceased’s family, confirmed a spokesperson for the administration. For the past three days, hundreds of farmers have been putting up on the premises of Deputy Commissioner’s office here in protest against the forcible acquisition of 166 acres at Gobindpura in Mansa by the state government. It is to note that one of the farmers Dheer Singh (65) had died of cardiac arrest yesterday during the protest march on the Albert road here. Nevertheless, the farmers gheraoed the DC office demanding at least 10 lakh compensation for the deceased’s family and conveying their demands about returning the acquired agriculture land unconditionally to the state authorities. Sukhwinder Singh Sabra, state president, Kisan Sangharsh Committee, said besides Rs 10 lakh compensation, a Class IV job should be given to the deceased’s son, who has done plus 2, on compassionate grounds. Endorsing his views, Baldev Singh Saidpur, president, Jamhoori Kisan Sabha, said the state government should also waive the loan, if any, of the deceased. |

Patiala, August 24 Giving details about the court proceedings, Brijinder Singh Sodhi, counsel for Daler Mehndi, said on the last date of hearing in the case on July 16, 2011, the court had summoned Bakhshish Singh and Harcharan Singh (both complainants) along with Balwinder Singh, Pyara Singh and Bhupinder Singh (all witnesses). Daler was present in the court today but the complainants and the above-mentioned witnesses failed to turn up in the court today. The next date of hearing has been fixed for September 22 and non-bailable warrants for Bakhshish Singh have been issued. “For Harcharan Singh, Balwinder Singh, Pyara Singh and Bhupinder Singh, the court has issued bailable warrants and they have been directed to be personally present in the court on the next date of hearing,” informed Sodhi. Notably, the Patiala police had registered a case under various sections of the IPC and the Indian Passport Act on September 19, 2003, at the Sadar police station on the complaint of Bakhshish Singh of Balbehra village. Bakhshish, along with 24 other complainants, had blamed Daler Mehndi and his brother, Shamsher Mehndi, for allegedly taking money and promised their inclusion in his troupe during foreign trips. The complainant had also alleged that the Mehndi brothers failed to return their money and threatened them to keep quiet about the issue. |

Clinics liable to provide emergency services: HC
Chandigarh, August 24 For, a Division Bench has upheld the provisions of the Clinical Establishments (Registration and Regulation) Act, 2010, which makes such a facility mandatory. The ruling came on a petition filed by Dr Ramneek Singh Bedi and another medical practitioners having their clinics. In their petition, they had sought declaration that the Act was ultra vires or beyond the powers of the Constitution. They had contended the Act lays down the requirement of seeking registration, and provides for penal consequences in the absence of registration. Quoting Section 12 (2) of the Act, the petitioners contended it requires “facilities to stabilise the emergency medical condition of any individual who is brought to clinical establishment”. Taking up the matter, the Bench of Acting Chief Justice Adarsh Kumar Goel and Justice AK Mittal observed: "According to the counsel for the petitioners, the requirement of providing facilities for stabilisation of emergency medical condition of an individual is arbitrary and interference with the right of the petitioners to carry on their profession. “The petitioners are only running their clinics and they may not be able to provide for facilities for stabilising the emergency medical condition of individuals who are brought to such clinics. Those who cannot provide such facilities cannot be debarred from carrying on their medical profession”. After considering the submissions, the Bench asserted: “We are unable to accept the submission…. An individual medical practitioner may not be expected to do something impossible by providing facilities at par with a big hospital. Interpretation of a statutory provision depends upon situation which may arise. The provisions of the Act do not create any impossible situation so as to affect the right of the petitioners to practice the medical profession. “There is, thus, no ground to interfere at this stage. The individual fact situation can be considered as and when the same arises. The writ petition is dismissed”. |

DC orders removal of illegal hoardings
Patiala, August 24 Fatehgarh Sahib DC Yashvir Mahajan asked officials that those who paste advertisements without permission should be fined as per the law. The DC further asked all his officers to ensure strict possible action against the defaulters who paste advertisements on government and public buildings. Meanwhile, the administration would ensure that all traffic lights installed at vital points in the city would be functional for 24 hours to avoid any mishap. All senior administration officials attended the meeting. |

Jalandhar, August 24 Kulwinder Kaur and her husband Santosh Kumar alleged that the Phagwara police first diluted and then hushed up the murder case under the influence of and his sister Shanti Devi’s in-laws. The complaint had even moved an application to the Punjab Chief Minister and Punjab Human Rights Commissioner seeking a CBI enquiry but to no avail. Kulwinder Kaur alleged that her sister-in-law Shanti Devi (who was renamed as Sarabjit Kaur by her in-laws after the marriage) was being harassed by her husband Sodhi Ram and his father Sita Ram of Phillaur for cash. Her in-laws had taken a sum of Rs 60,000 from some money-lender and they were forcing Sarabjit return the same after getting from her parents, she alleged. Sarbjit Kaur was found murdered adjacent to a pond in Phagwara on February 13 and on the complaint of Kulwinder Kaur, the police had arrested deceased husband and father-in-law in a case of dowry death. — TNS |

One more held in robbery bid
Jalandhar, August 24 The police had already arrested the main accused, Sandeep Gill, in the case. Sandeep Gill was a brother of Santosh Gill, a peon in the branch, who along with Lakhbir Singh and one another accomplice had made an unsuccessful robbery attempt. The robbers had even disconnected the wires of the CCCTVs installed in the bank. The police had registered a case under Sections 453, 380 and 511 of the IPC at New Baradari police station against unidentified miscreants on the complaint of the branch manager. The police had launched a search for the third accused in the crime. |
Seminar on RTE awareness held
Jalandhar, August 24 He talked of the better implementation of the RTE Act in the urban and suburban areas and also asked his colleagues to seek inspiration from the success of educational reforms in Kapurthala. Dr DR Vij, retired principal of the Government College of Education, Jalandhar, was the resource person. The event was attended by 68 cluster heads, six BPEO’s, five educational advisory committee members and three principals of aided schools. DEO elementary Surjit Singh was also present. |

Real estate developers’ body formed
Jalandhar, August 24 President of the Punjab Colonisers’ and Builders’ Association headed by local realtor Anil Chopra today held a press conference announcing the merger of the old body having 180 members with the CREDAI. The association also released a booklet on the code of conduct to be followed by the members. They claimed that none of the members would indulge in any unauthorised construction anywhere across the state and that they would try to streamline those who indulge in illegalities. The code The 10-page booklet enlists 32 points that the members ought to follow. Some important purchaser-friendly points include, “All sanctions including those pertaining to approved plans and commencement certificates should be made available for perusal of the purchaser at the time of signing the agreement for sale. The developer should commence booking or sale of flats only after obtaining sanction of plans and commencement certificate and clearances from the competent authorities.”There are other interesting points as well, “The developer should not enhance the price of the flats once the agreement for sale is executed. The member in agreement with purchasers should clearly mention the sale price and additional amounts for service tax, stamp duty, registration fee, maintenance deposits, fee for formation of societies and documentation charges.” The code also mentions that there would be a Consumer Redressal Forum to address the complaints, grievances or disputes of purchasers against the developer members. Non-compliance shall be deemed to be a violation of the code and action may be taken against such members including suspension or expulsion, it reads. |
