Lokayukta wants CM to be cautious in giving messages

Delhi lokayukta Manmohan Sarin today recommended to the President to administer a caution to Chief Minister Sheila Dikshit to be careful in publication of her messages in future.

This recommendation was made after hearing a case filed by Sunita Bhardwaj, an advocate who had made a complaint before the lokayukta saying that prior to assembly elections in 2008, the Chief Minister had announced that 60,000 low cost flats were ready for the poor.

But till the announcement, the government had not even acquired the land for construction of the flats.

The lokayukta said in October 2009, an inquiry was initiated on the basis of the complaint which said prior to assembly elections in 2008, Dikshit misrepresented to the public announcing that 60,000 flats were ready for handing over to the urban poor knowing well that flats were not ready.

This was done in order to obtain gain or favour to herself or her party.

The complainant said neither the flats were ready nor the land on which they were to be constructed was acquired by the government.

The Chief Minister in her defence said the complaint was part of strategy of principal rival party to malign and defame her as a part of political vendetta.

According to her, if a complete application form was read it was clear that 60,000 houses were to be constructed and thus there was no misrepresentation.

The lokayukta in his order said, "Even if there are certain clauses in the application form which may indicate that 60, 000 houses were not ready, the message by the Chief Minister was capable of dominating the will of poor and illiterate people.

“Any such message coming from the Chief Minister of a state has the potential of being believed by the people at large, especially the poor, homeless who are aspirant of a house at low rates. As far as the masses are concerned, her words carry more weight than any legal clauses in print."

He said, "This is not a case of interpretation of a contract between two consenting parties who may have agreed upon ambiguous or conflicting clauses of an agreement.

“This is a case of unilateral message or promise being held out by a Chief Minister to the poor and homeless citizens. Gullible public can be easily misled by the statements of the public functionaries holding high positions."

The lokayukta even exhorted the public to stand up against unethical practices by the politicians to ensure that they adhere to the high standard of integrity and conduct.

He said, "The Indian society is often found to be tolerant towards corruption and unethical practices in politics and governance.

“It is a high time that people should stand up against unethical practices and build up a strong public opinion to ensure that public functionaries should adhere to high standards of integrity and conduct.

“However, this change cannot come over night and it will take time. Therefore, least which ought to be done is to tell the truth about the misconduct of a public functionary and to publicly deprecate it."

Lokayukta to issue notice to MCD Leader

Delhi Lokayukta Manmohan Sarin has decided to issue a notice to make an inquiry against the Leader of the House in the MCD, Subhash Arya, in connection with an unauthorized construction in Karol Bagh.

The inquiry will be initiated under section 7 clause 2 (b) of the MCD Act against Arya who is believed to have favoured the builders, Sunny Ghai and Yashpal Ratawal.

By misusing his political position in MCD, Arya had got transferred an assistant engineer when he did not follow the direction of the politician to leave the 
unauthorized construction.

However, the engineer got a stay order from the CAT and at present he is posted in the same zone.

Lokayukta in his order said that a complaint was filed by Rajinder Sethi, alleging that there were unauthorized constructions in 11 properties at Ramjas Road and WEA Karol Bagh. Hotels in violation of residential plans were being constructed.

It was alleged that when a junior engineer commenced action, he was thrashed by the Leader of the MCD House and transferred.

Bomb hoax in Tihar Jail, one held

The Delhi police arrested one person in connection with a hoax call made regarding planting of a bomb in the Tihar Jail last night.

According to information, a call regarding bomb inside the Tihar Jail was received around 11 pm by the Police Control Room number 100 last night following which jail authorities were alerted and a thorough checking carried out.

"The caller had claimed that there was going to be a bomb blast in the Tihar Jail. The jail authorities were informed by the Delhi police and a thorough checking of various jails was conducted by the bomb squad and agencies concerned, but nothing was found. It proved to be a hoax call," said a police official associated with the Tihar security.

Meanwhile, the Hari Nagar police station has detained a man in this regard who has been identified as Vinod, a resident of Tihar village. The number from which the call was made belongs to Vinod, but he claimed that he too was told about the planting of a bomb by some one else and the police was working to trace that person.

Delhi toasts spirit of Nelson Mandela

The national capital had a brush with the spirit of Nelson Mandela today. Singing by students and celebratory chants blended with reminiscences of the living icon, narrated by Ahmed Kathrada, the veteran anti-apartheid activist who spent years with Mandela in South Africa's infamous Robben Island prison.

"Mandela is a fearless person, he has immense leadership qualities, even when we were sure of death sentence he was adamant on continuing the struggle," Kathrada, who has known Mandela for over six decades, said here in celebrations to mark International Nelson Madela Day.

"He insisted on being treated as an ordinary prisoner. He did not want any preferential treatment," said the 82-year-old Kathrada who was invited by The Aspen Institute, a think tank, to deliver the 'Nelson Mandela Day Commemorative Lecture' on the occasion of Mandela's 93rd birth anniversary.

The lecture was organised in collaboration with the high commission of South Africa.

Kathrada, who was inspired by Gandhi's teachings and a person of Indian origin, provided a rare portrait of Mandela who shepherded his country's transition to a democratic non-racial rainbow nation. Giving a new insight into the armed struggle launched against apartheid in those days, he said: "It was specifically to diminish the buildings and posters that say that black Africans are not allowed and every time it was taken care that no human life is injured in the process." — IANS

Snag hits Noida-Dwarka Metro services

Hundreds of Delhi Metro commuters were affected this morning as the train services on the Noida to Dwarka line were running around half-an-hour behind schedule due to a technical snag.

According to commuters, trains on the Noida City Centre to Dwarka Sector 21 line were not only delayed, but were also running slow.

"Generally, it takes 40 minutes to reach Rajiv Chowk. Today, it took me an hour. Moreover, the coaches were so crowded that it was suffocating," said Ved Prakash, a regular commuter.

However, a Delhi Metro official said: "There was delay in Noida-Dwarka line for over 10 minutes, because of which the other trains had to slow down. There was some technical problem, which was resolved in 10 minutes."

The Noida City Centre-Dwarka Sector 21 is one of the longest Metro routes, carrying thousands of passengers everyday.

The Delhi Metro runs around 2,000 train trips and ferries 16 lakh passengers everyday. — IANS

Crime is flourishing in the Capital and many victims like Dr Manjula Verma Pathak (64 years) and her daughter Eera (28 years), who is challenged with cerebral palsy, live in fear. Things become worse when the enforcers of law themselves go on to shelter the wrongdoers.

Earlier this month when Dr Manjula was away from her ancestral house B 56 at South Delhi's Defence Colony, a few women dressed in plain clothes (confirmed as the police of the area's police station) allegedly dismantled the lock, broke into the house and forcibly picked up Ira's attendant Sarita without giving any reason.

Later, Dr Manjula was also taken into custody and even an FIR was registered against her under Section 341 (wrongful restraint), also confirmed by the local police.

"When I was at the Saket District Court I was informed by the personal security officer about the incident. They banged the main door and inhumanly took my daughter's attendant to the station and kept her till late even as Ira was all alone and hungry. Later, I was also wrongfully detained until midnight," said Dr Manjula, former commissioned officer of the Indian Army who took a premature retirement in 1973.

According to her, the local police was working at the behest of one Vijay Dikshit, a builder who had constructed the house and the illegal occupants- Anand Prakash and his wife, residents of Green Park and their power of attorney holder retired wing commander K C Dawra.

On the previous day, on July 1, the second party came with luggage notwithstanding the Saket Court Order dated 29 December 2010 that states that no third party interest will be created on the first floor and further clarifying that any tenancy or leasing is forbidden.

"While the premises were sealed by the MCD, the police should have registered an FIR, but despite repeated complaints, no action has been taken by the local police. The police failed in implementing the order," said her lawyer Ashish Upadhyay.

In this regard, as per the minutes of the MCD dated December 20, 2006, the area's police was sought a reply on why no action was taken against the builder and other staff for illegal tampering with the seal.

When contacted on the matter, the area SHO Vijay Singh refused to comment while accusing the doctor of wrongfully occupying the house.

So, the site of dispute is the house B 56 that lies sealed by the Municipal Corporation of Delhi (MCD)

since 1997 under the Delhi Municipal Act 345 (A) and it was in 2006 that Dr Manjula, whose ancestral property it is supposed to be, put up a writ petition requesting the MCD to regularise and de-seal the ground floor following which she has been staying there after paying Rs 75,000 as compoundable fees.

"They breached the court order and went ahead with a ''to let'' board last month a day before the courts shut on June 10. Things have been happening in connivance with the Defence Colony police. It has been really difficult to move out and even people are frightened to work for me. The idea behind all this is to intimidate me and my daughter," said Dr Manjula. Despite several attempts, the builder Vijay Dikshit was unavailable for comments.

Meanwhile, a criminal writ petition against the erring SHO has been filed and listed before the Delhi High Court on Wednesday. Importantly, Dr Manjula is a German citizen and as per law, before any police action, the embassy concerned should have been intimated prior to her custody.

‘84 riots: Sajjan denies inciting mob
He is facing trial for inciting mobs against the Sikh community and having six of them killed

Veteran Congress leader Sajjan Kumar, facing trial for his alleged role in the 1984 anti-Sikh riots case involving the killings of six people in the Delhi Cantonment area, today vehemently denied in a Delhi court the allegations that he had incited a mob to slaughter Sikhs.

Deposing before Additional Sessions Judge Sunita Gupta, the former outer Delhi MP said the testimonies, given by other witnesses in this case against him, were at the instance of his political rivals.

Sajjan emphasised that he did not even visit the area of occurrence of the crime on the fateful night.

"On the night of November 1, 1984, I did not even go to the area of Rajnagar nor I incited or threatened anybody. The allegations against me regarding this are false and have been made at the instance of my political opponents and CBI officials.

He is facing trial along with five others, including the former city councillor Balwan Khokkar, for inciting mobs against the Sikh community and having six of them killed in the cantonment area during the riots that followed the assassination of the then Prime Minister, Indira Gandhi, on October 31, 1984.

Kumar also vehemently denied that he provoked rioters in making emotive anti-Sikh slogans like, "Ek bhi sardar jinda nahi bachna chaiye. Jo ghar sardaron ka bachha hai, usse bhi jala do. In sardaron ko maro inhone hamari maa ko mara hain. (Not even a single Sikh should be left alive. Burn their houses. These Sikhs have killed our mother.)" - PTI

Kidnapped boy rescued, three arrested

With the arrest of three persons, the northwest district police has recovered a six-year-old boy from Etawah district (UP) who was kidnapped from the Azadpur area on July 12.

The arrested have been identified as Dal Chand (19) and his associates Sanjay Yadav (20) and Raj Kishore (22), resident of Etawah.

According to Meenu Chaudhary, DCP (NW), the accused were arrested after a surveillance of Dal Chand who is a distant relative of the complainant and had been missing ever since the kidnapping.

"The ransom calls demanding Rs 20 lakh were traced to Etawah and even the mobile phone of Dal Chand showed his movement in the area. A police team reached Etawah and zeroed in on Dal Chand and Raj Kishore. The team also learnt about the presence of the kidnapped boy at the house of one Manish in Chakwa village. A raid at the place led to the recovery of Prince and the arrest of Raj Kishore, Dal Chand and one Sanjay," said Chaudhary, adding that Manish managed to flee.

According to Chaudhary, Dal Chand is the son of complainant Dharam Vir's nephew and used to reside near their house. He was acquainted with the boy Prince.

"Dal worked with Dharam as a delivery man and came to know that he had some land in the village which if sold could fetch him around Rs 30 lakh. With this information, Dal hatched a conspiracy for kidnapping and roped in Raj Kishore and others," said DCP.

Nine minor girls saved

The crime branch of the Delhi police has arrested Munna Chaudhary, owner of a placement agency and rescued nine minor girls from his possession. All the girls are residents of Assam.

According to the police, they were produced before the Child Welfare Committee and sent to Nirmal Chaya on its directions.

According to Ashok Chand, DCP (crime), the raids were carried out on July 13 on the premises of Rajdhani Placement Agency at Rajouri Garden, from where three minor girls were rescued.

"A case under the Juvenile Justice Act, Child Labour (Prohibition and Regulation) Act and the Indian Penal Code was registered against Chaudhary (41). He who said he brought the girls from rural areas of Assam and got them employed as domestic help with a huge margin for himself," said Chand.

Six more girls were rescued later.

SC decision on Salwa Judum hailed

Civil and human rights activists feel that a peace dialogue between the Maoists and the government should be the next step after the Supreme Court's decision, declaring the Salwa Judum "unconstitutional" and directing the Chattisgarh state government to disband the special police officers.

While addressing a press conference here today, Prof. Hargopal, a human rights activist, said that the civil society opposes violence.

"We appeal to the government and the Maoists to address the problems of the people," he said.

Himanshu Kumar, another human rights activist, said that the conflict in Chattisgarh is increasing because of the methods adopted by the state government.

"The government is acquiring land from the people and giving it to the foreign companies. We want peace," he said.

"The tribals' livelihood depends on the minerals found in their area. If the dialogue is initiated then the basic problems will be understood. In addition, there has to be a thorough analysis of the developmental model," Hargopal said.

Nandini Sundar, a professor in the Delhi School of Economics, said that the victims of the Salwa Judum are not compensated for their losses.

The civil society members, who attended the conference, asserted that the apex court made a "landmark" judgment.

Jamia awarded for file-tracking utility

Jamia Millia Islamia has won the best jury award for ICT-enabled institution of higher learning in the World Education summit held in the Capital recently.

The award was given to Jamia for the file-tracking utility developed by the varsity and implemented by its FTK centre for information technology.

The nominations for the awards were invited in the seven categories from educational institutions across the globe. The file-tracking system at Jamia allows online tracking of the files as they move from one desk to the other within the university. The system has been in use for the past ten months and it has recorded almost 60,000 files and their status online.

Simi Malhotra, the spokesperson for Jamia, said, "Jamia's FTK centre for information technology won an award at the World Education summit recently for the efficient use of the file-tracking system that has been developed at the centre. Now the status of a file can be tracked from anywhere in the varsity. This has definitely gone a long way in simplifying varsity official procedures."

The main objective of the system is to track files, letters, notes and official documents. Besides, the system provides useful data for analysis of organizational process.

Malaria threat in Delhi

New Delhi, July 18
The threat of Malaria is looming large over the national capital with the city registering 53 positive cases of the mosquito-borne disease, outnumbering Dengue cases which is only five, in the current monsoon season.

As per the MCD statistics on vector borne diseases, 53 cases of malaria have been reported so far in the current season as against 13 in the same period last year.

"Malaria cases are more than Dengue this year. Last year we had 13 cases of malaria till now as against 53 this year. The Municipal Corporation of Delhi has already adopted all anti-mosquito measures," MCD Health Committee Chairman V K Monga said.

Health workers have sent legal notices to 23,750 people and prosecuted 969.- PTI

Woman held for lover’s murder

The Delhi police has arrested four persons, including a 32-year-old woman who used two youngsters to kill a man with whom she was allegedly having illicit relations.

According to the police, Virender was found murdered with multiple injuries in the Burari police station area on June 30.

The accused have been identified as Savita, Gautam Kumar (22), Kuldeep Kumar (21) and one juvenile.

According to I B Rani, DCP (North), it was a blind murder case as the police did not know the victim's identity as his face was completely crushed.

Later, one person managed to identify him as the resident of Garhi Burari due to a tattoo mark of 'heart' on his hand.

The victim's mobile number was found switched off since the day he went missing.

"A friend of the deceased revealed that Virender was having illicit relations with one Savita whereupon she was called for questioning. She disclosed that though she was close to Virender, she wanted to discontinue the relations as he was getting aggressive. However, he would not listen following which she hatched a conspiracy to eliminate him," said Rani, adding Savita confided the plan in Gautam and Kuldeep.

The duo along with their other associates Mohit and one juvenile killed Virender after Savita called him at a pre-decided place.

Savita also paid the trio for the murder. Her ATM card was recovered from the accused who were using it to withdraw the money.

Mohit is absconding and efforts are on to trace him.

Gurgaon hospital wins WHO hygiene award

Artemis Health Institute here won the World Health Organisation's (WHO) award for hand hygiene here recently. The hospital was chosen for having best hand hygiene practices from among three international finalists for the Asia Pacific Hand Hygiene Excellence award 2010.

"Doctors and nurses have implemented and followed the set of guidelines and protocols to maintain hand hygiene standards. This was for better patient care," said Devlina Chakravarty, chief operating officer and medical director of the hospital.

The other two finalists were from Hue, Vietnam, and Melbourne, Australia.

The winner was declared on the basis of an expert review panel to the nominated hospitals. --IANS

Shobhit murder: Victim’s father seeks CBI probe

New Delhi, July 18
The father of an IT student, Shobhit Modi, who was stabbed to death near his Vasant Kunj house, today moved the Delhi High Court seeking a CBI probe into the case, saying the police is handling the case in an "inefficient" manner.

The petition filed by Suraj Modi alleged that even after the lapse of 70 days, the police was clueless and unable to crack the case.

Shobhit was fatally stabbed by some unknown assailants near his house at Vasant Kunj in south Delhi on May 5 and since then, the police has been probing the case without any breakthrough, the father said in the petition.

Despite being provided with requisite information, the investigators, so far, have failed to establish the motive behind the killing of Shobhit, an IT student of Manav Rachna University at Faridabad.

The petition, which may come up for hearing during the week, has sought CBI investigation to unravel the case.

During the probe, the police interrogated the father of alleged girlfriend of the victim after it was claimed that he had disapproved their relationship.

They also questioned a 23-year-old girl in connection with the probe following the scrutiny of the call details of the deceased. - PTI

Tevatia wants religious books in jail

The advocate of the leader of Bhatta farmers, Manvir Singh Tevatia, on Saturday requested the court to provide him religious books in jail. His bail application was rejected recently.

Meanwhile, the police has launched a manhunt to arrest the four absconding accused. They are carrying rewards of Rs 10,000 to Rs 15,000 on their arrest.

The magisterial inquiry, too, has eached its final stage. Only eight farmers have recorded their statements before the inquiry officer.

Since January 17, farmers have been agitating at Bhatta, demanding the scrapping of the Land Acquisition Act and of right farmers to sell land directly to private builders. They allegedly resorted to violence four times and kidnapped officials and manhandled them.

Farmers have been booked under Sections 145, 148, 149, 153, 176, 177,178, 179, 183, 307, 345, 339, 353, 336, 412 and 491of the IPC. Tevatia was the main accused in all the FIRs lodged at the Dankore police station.

After the police-farmers clash on May 7, in which the then District Magistrate, Deepak Aggarwal, was also injured, Tevatia, along with five other accused Neeraj Malik, Prem Vir, Kiran Pal, Gaje Singh and Manoj Singh, had gone absconding.

The police later announced a reward of Rs 50,000 on the arrest of Tevatia. On July 9, Tevatia was arrested from Delhi.

He had applied for bail, but the court had rejected the plea on July 10.

Another accused, Prem Vir, was arrested from Noida on June 11.

"We have launched a manhunt to arrest the absconding four accused. On Sunday, on the basis of information, the police was sent to suspected sites to nab them. We hope to nab them soon," said DSP Ambesh Tyagi.
