Power staff to gherao Faridabad Circle HQ
To protest charges against colleagues

The employees of the electricity department here have decided to gherao the headquarters of Faridabad Circle on July 15 in case the authorities do not give in to their demand to withdraw the chargesheets issued to some of their colleagues for alleged dereliction of duty.

The general secretary of the All-Haryana Power Corporation Workers' Union, Subash Lamba, asserted that the employees would agitate to show solidarity with their colleagues. They have already held demonstrations and boycotted work in all sub-zones of Faridabad Circle to press for their demand.

The authorities have chargesheeted some employees of the department, including four executive engineers, 14 sub-divisional engineers and 24 junior engineers for dereliction of duty in connection with the damage of 43 transformers in Faridabad Circle. The transformers sgot damaged in April.

The employees allege that their colleagues have been implicated. According to them, the chargesheets were issued on the basis of an erroneous inquiry report. According to the office bearers of the workers' union, the reports allege that the transformers were damaged because of heavy load and poor maintenance.

The workers claim that by the time the inquiry was conducted, the damaged transformers had been replaced. The report which formed the basis for the issue of chargesheets took into account the functional transformers, they said.

"Moreover, the transformers were damaged in April, but the inquiry was conducted in May," added the employees wondering the reason for the delay in conducting the inquiry.

The union also made it clear that the employees who have been served with chargesheets would not respond to the charges against them.

Delhi govt seeks more beacon vehicles

A number of beacon vehicles will be visible in the Capital if the Union government accepts the plea of the Delhi government to issue such vehicles to principal secretaries, SDMs and deputy commissioners posted in the revenue department.

The Delhi government has sought permission from the Union government to issue beacon vehicles to the principal secretaries, saying that they are important persons in the government and deal with sensitive issues. If they have such vehicles, they may get out of traffic jams easily and their work will not suffer. As far SDMs and deputy commissioners, they deal with disaster management cases, so this vehicle is a must for them, pleads the Delhi government.

Metro in Vaishali

With the Metro now making way for Vaishali in Ghaziabad, the traffic police in the city has already started manning the busy routes and reinforcing stricter rules.

"We expect that the rush on roads near the residential areas in Vaishali is bound to increase once the Metro comes here. There will be a lot of parking issues as well. At our level, we are trying to find ways to divert traffic which may increase in the days to come," said one of the senior traffic officials at Vaishali.

Meanwhile, Ghaziabad residents who keenly await the launch of the Metro may have to wait for some more days for Chief Minister Mayawati to inaugurate the line. The safety inspection of the line is scheduled for July 12.

Dumping ground for garbage

Dabri police colony in southwest district has become a dumping ground for garbage, forcing the residents to approach the local MCD councillor for relief.

According to residents, a huge pile of garbage inside the police station and colony has not been removed for one year and the whole area stinks.

While the police officials maintain that they do not have funds to get the garbage removed on their own, the MCD has not done anything on this front so far. Residents allege that the MCD's JCB had come to remove the garbage, but was not given permission to go inside the police station as the accidental vehicles and case properties are lying around on the premises and the police feared that they would be lost in the process.

Pay fancy price for fancy car numbers in Delhi soon

The Transport Department has prepared a proposal to charge a fee to issue a fancy car number. At present, the number is given free of charge in Delhi.

Sources said fee might be charged according to the series of numbers. The government can charge from Rs 50,000 to Rs 5 lakh depending on the type of number.

According to the sources, it is proposed that an amount of Rs 5 lakh should be charged as fee for the first category of VIP number 0001 in each series.

The cost for other single digit number from 0002 to 0009 will cost Rs 2 lakh while the third category of double digit number like 0010, 0020 will be priced at Rs 1 lakh.

Numbers such as 1111, 2222, 3000, 1234 and 1212 will cost Rs 80,000 while numbers like 0111, 0222 and 0333 will cost Rs 60,000 each.

At present, those who have connection with ministers, senior politician and senior officers get the fancy numbers. But now it is proposed that the fancy numbers will be issued on the "first come, first served" basis.

The proposal will be tabled before the cabinet for the final decision.

EC gives nod to semester syllabi at DU

At a meeting of the Delhi University Executive Council (EC) held today, the council approved the decisions taken by the Academic Council at its meeting yesterday.

The EC passed the semester-based syllabi of many courses notably BA (Hons) in political science, economics, history, English, sociology, geography and social work, BSc (Hons) in home science and food technology and others.

The EC also heard matters of interest, which have been pending for long, to the teaching community. It decided that teachers would now get advanced increments for PhD/MPhil at the entry level as well as acquiring these degrees during service as proposed in the MHRD notification dated December 31, 2008, with effect from January 1, 2006.

Also, teachers eligible for promotion to senior grade and reader/reader's grade up till June 30, 2010, will be covered under old scheme of CAS 1998. The process will start with immediate effect.

The EC also approved the MHRD letter dated August 26, 2010, which said any candidate (lecturer, senior lecturer or reader) who became eligible for promotion under the Career Advancement Scheme 1998 prior to June 30, 2010, the promotion of such a candidate under CAS should be governed by the UGC Regulations 2000 (old scheme).

At earlier meeting held on January 1, the EC had already approved the implementation of child care leave for two years with replacement by adhoc faculty and sabbatical leave for two years.

Expect cloudy sky, spells of rain today

Saturday morning had a pleasant and cool weather, which provided Delhi with a brief spell of rain though it became humid.

The maximum temperature today was recorded at 33.3 degree Celsius, two points below average.

The minimum temperature registered by the Indian Meteorological Department (IMD) was 26.6 degree Celsius.

The humidity oscillated between 93 per cent and 71 per cent.

Delhi received 0.1 mm of rainfall till 5.30 pm.

Delhiites, meanwhile, made the most o fthe day.

"I am enjoying the weather by going out with my friends and family. I hope the weather tomorrow will be as good as it is today though it should not become humid," said Akansha, a Delhi University student.

And Akansha’s wish seems to have been granted. According to the meteorological department, the weather on Sunday is likely to remain the same as today.

"There will be cloudy skies tomorrow with one or two spells of rain or thundershowers," said an official of the Indian Meteorological Department (IMD).

On Sunday, the maximum and minimum temperatures are expected to be around 35 degree Celsius and 27 degree Celsius, respectively, the official added.

BJP seeks Sibal’s scalp

The BJP today demanded the dismissal of union human resource development minister Kapil Sibal from the ministry and a CBI inquiry to find out as to who helped in reducing the penalty against the Reliance Communication.

An effigy of the government was also burnt.

Addressing a gathering at Sadar Bazar, chief of the Delhi unit of the BJP Vijender Gupta said A Raja, Suresh Kalmadi, Dayanidhi Maran and HRD minister Kapil Sibal caused a loss of Rs 645 crore to the government exchequer. Sibal reduced the penalty on the Reliance Communication from Rs 650 crore to Rs 5 crore only.

In connection with the Reliance Communication, the government should conduct the CBI inquiry, he said.

The union government is acting against the ministers of the DMK, alliance in the UPA, but no action has been taken against the ministers and chief ministers of the Congress, he said.

The Shunglu Committee, which had probed the CWG scam, had found corruption of thousand of crores of rupees by Chief Minister Sheila Dikshit. The committee had recommended to the Prime Minister for inquiry by the CBI against Chief Minister and her colleagues.

Similarly, the lokayukta of Delhi has recommended removal of Raj Kumar Chauhan in a case of tax evasion. The PMO is mum on both these cases, he added.

Woman accused of affair with godman granted divorce

New Delhi, July 9
Setting aside a trial court order, the Delhi High Court has allowed the divorce plea of a woman accused by her husband of having a relationship with a godman.

Justice Kailash Gambhir while giving relief to Rakhi (name changed) said: "Cruelty is the very anti-thesis of love and affection, and what may be a cruelty in one case may not be treated as an act of cruelty in another case. However, irrespective of the social, educational and economic background of parties, none would tolerate an attack on their chastity or moral character, which is the worst form of cruelty."

Rakhi challenged the trial court order of 1998 that had dismissed her plea for divorce saying that the grounds she cited for seeking the divorce were not enough.

Setting aside the trial court order, Justice Gambhir said yesterday: "This court fails to comprehend as to how such a view could be taken by the trial court as clearly serious and malicious allegations of the appellant having relationship with a sadhu (godman) and her staying out of the house during nights were leveled by her husband..."

"As per the settled legal position, casting such aspersions on the character of the spouse has the effect of causing deleterious affect on the mind of such spouse and the same is a worse form of cruelty," he said.

Rakhi married Rajesh (name changed) in 1980 and two years later, a daughter was born out of the wedlock.

According to Rakhi, soon after the daughter's birth, Rajesh started beating her and blamed her for not giving birth to a son.

"Rajesh used to throw me on streets by pulling my hair in the presence of neighbours. He turned me out along with my daughter from the home and forced us to spend nights outside the house," Rakhi alleged in her petition.

"The married life should be assessed as a whole and a few isolated instances over certain period will not amount to cruelty. The ill-conduct must be a precedent for a fairly lengthy period where the relationship has deteriorated to an extent that because of the acts and behaviour of a spouse, one party finds it extremely difficult to live with the other," said the high court, granting the woman divorce. -- IANS

Rape cases down by 11%, claims top cop

In most sexual assault cases, the victim knows the culprit, said Delhi Police Commissioner BK Gupta in an interactive session, "Face to Face with Delhi Police", organized by the women's section of FICCI called FLO (FICCI Ladies Organization).

Gupta's presentation revealed that the rape cases declined by 11 per cent in the city.

Addressing the NGOs and other participants, he said to curb the crime against women, female officers were appointed as the head of three district police stations.

He asserted that police women undergo "commando" training and are consequently enrolled on the beat.

"The police is utilizing the training expertise of women officers for self-defence classes. They have trained 4,000 to 5,000 students," the commissioner said.

Several summer camps for self-defence classes have been conducted at three locations in Delhi. Gupta said the Delhi police will employ Maruti SX4s as PCR vehicles. These vehicles will be accompanied by a female "commando" and a sub-inspector. They are expected to reach the crime scene within 10 minutes.

Gupta said, "If the helpline numbers are not working, dial 100 and lodge your complaint. If this method does not work, you can send an email to me or the deputy commissioner of police."

The "tie-up" between the National Commission for Women and the Delhi police is a strategy implemented for women.

"This scheme will employ counsellors, who will help women deal with violence and the related psychological traumas," said Additional DCP-Special Cell (Women and Child), Suman Nalwa.

2 women pickpockets held

With the arrest of two women pickpockets Pooja and Kallo, a gang of women pickpockets operating at the Kalkaji Mandir has been busted by the southeast district police.

A team of plain clothes-clad policemen was deployed to keep a check on criminal activities at the temple on the occasion of ashtami yesterday.

The policemen noticed suspicious activities of Pooja and arrested her. On questioning, she could not give a satisfactory reply. The police found a gents purse containing Rs 350. In the meantime, a man named Ashok Kumar approached the police with the complaint that his purse had been picked and identified the purse seized from Pooja as his.

The police also apprehended Kallo with a gents purse containing Rs 400 and some documents. They have been sent to judicial custody.

AC explosion kills one, hotel denies report

New Delhi, July 9
One person was killed and another injured when the compressor of an air-conditioner exploded in a hotel in south Delhi today, an official said.

"The incident was reported around 3 pm from Qutab Hotel. Five fire engines were sent to the spot," a fire department official said.

However, when contacted, the hotel denied that any such blast had occurred.

"This is false news. There was a minor gas cylinder blast, but no one was injured," a hotel official said. — IANS

BRT corridor ‘flawed’

The issue of BRT corridor was raised by a police officer in an interactive session, who termed the corridor “flawed”.

DCP Traffic (Southern Range) Prem Nath said the police has been receiving complaints about traffic snarls along this corridor. "We are finding it difficult to handle the traffic. Having 14 more such corridors, as announced by the government recently, is unthinkable," he said.

The traffic police had pleaded with the government to improve the public transport infrastructure first before opening new corridors.

Unless Delhi develops proper public transport with adequate infrastructure, this system will remain flawed, he said.

BRT corridor between Ambedkar Nagar and Moolchand Hospital in south Delhi has drawn criticism in the past. Long traffic jam can still be seen on tracks made for cars and two-wheelers.

DSGMC submits memo to Prez on Bhullar

A delegation of Delhi Sikh Gurdwara Management Committee (DSGMC) and International Punjabi Civil Society (INCS) today submitted a memorandum to the President Pratibha Singh Patil, pleading that the death sentence of Devenderpal Singh Bhullar should be commuted to life imprisonment.

The memorandum carried a letter signed by the Sikhs from Canada and Punjab, appealing to the President that the mercy petition of Bhullar should be reviewed.
