New Delhi, July 4 According to the police, one of the accused, identified as Nitin, has been arrested in this connection while hunt is on for the other accused. According to IB Rani, DCP (north), although the incident took place on June 27, the police was informed last evening. After the medical examination confirmed rape, one of the accused was promptly arrested. Student of Class X of a government school, the girl said the incident took place around 5 pm on June 27 when she was returning home from a coaching institute. On her way back, Nitin, brother of one of her classmates, offered her lift in his Maruti Van but when she refused she was forcibly dragged in. "The girl claimed that she was raped by Nitin and one another person while the third recorded the act on his mobile. When she resisted, one of the accused burnt her with the cigarette. Around 11 pm they dropped the girl near Peeragarhi," said a police official. The girl has identified all the three accused and hunt is on to nab the other accused. A case has been registered under Sections 363 (kidnapping) and 376 (rape) of the IPC. While Nitin has been arrested, he has denied that the act was recorded in the mobile. "We did not find anything in his mobile but only after the arrested of other accused, we will know for sure whether the rape was filmed," said the police official. The girl lives with her family in Katra Nanak Chand locality in the Subzi Mandi area and her father is a washer man. She remained quite about the incident all these days but narrated her sister about the entire story yesterday following which the police was informed. |

New Delhi, July 4 According to the police, the incident was reported around 7 am and the preliminary investigation has revealed that Anita, resident of Loni (Ghaziabad), wanted to commit suicide after a fight with her husband last night. "Train was quite far from the tracks where Anita jumped with her two daughters. Anita hit her head on the tracks while her daughters received minor injuries. She was pulled out by the Metro employees and the train was stopped well in time," said a police official, adding that Anita has been admitted to GTB Hospital where her condition is said to be serious. According to the police, Anita is married to one Vinod, who works at a sari shop in the Chandni Chowk area. In his statement to the police, Vinod said that he had a fight with Anita last night over some domestic issue following which he went to sleep on the terrace. When he got up in the morning, he found no one in the house. Anita had gone with their children. He came to know about their whereabouts only after the police contacted him. The Metro police is investigating the matter. |
2 CGHS staffers held for siphoning off medicines
New Delhi, July 4 Ravinder (41), a pharmacist and Bacha (48), an assistant dresser, residents of Tilak Nagar, employees at CGHS dispensary, allegedly siphoned off medicines and supplied these to Anil Yadav, who runs a chemist shop in the Bhalswa area.Anil was arrested from Bhagirath Place on Saturday. Medicines worth Rs 3 lakh have been seized. Anil further sold these medicines to the chemist shops at Bhagirath Place, said Chand. It was a follow-up of a raid conducted on June 3 in which a racket of fake drugs was busted at Bhagirath Place. Ravinder and Bacha adopted a dual method for siphoning off these medicines from CGHS dispensary, Tilak Nagar. Firstly, they identified what they call the "sleeper" CGHS employees. These employees never or very rarely use their cards. They wrote down medicines they wanted on the prescription cards of these employees and got these signed by the doctors at the dispensary. After that, Ravinder indented these from the stock as he himself was the pharmacist. In the second method, they used to add some medicines to the other medicines written on the cards. The medicines were then indented from the stock, added Chand. They then sold the misappropriated medicines at 35 per cent of the cost to Anil who sold the medicines at Bhagirath Place for a profit of another 10 per cent to himself. Anil further sold these medicines below the cost price but at a profit of about 20 per cent to 25 per cent of the cost for himself. More than 30 CGHS employee card numbers have been used by Ravinder and Bacha.

New Delhi, July 4 According to the police, Ganga Singh, an employee of Lok Nath and Sons, had gone to exchange some old notes and withdraw cash from a bank in Connaught Pace and the incident took place when he was returning to his office. "Two motorcyclists snatched the cash bag from him and fled. Singh said that the bikers were well-dressed and carrying a laptop bag like executives," said a police official. A case of snatching has been registered. |
Ghaziabad, July 4 Valuables were missing from the house pointing to involvement of robbers. The police suspect the robbers struck at their house in the midnight. The double murder was detected by victims' son Jitendra Singh, a software engineer working in Delhi's South Extension, who lives on the ground floor. "We have constituted a team for the probe. The air force officer and his wife were living in their house after his retirement," said SP (City) JK Shahi. Inspector Rajesh Dwivedi said the robbers entered the house from the adjoining house of Sanjay Srivastava and used a ladder to enter and leave the premises. Pratap, who was lately working with Steel Authority of India Limited (SAIL), did not respond to Jitendra's phone calls around 7 am, raising his suspicion. Jitendra said he found the door of his parents' bedroom bolted from outside. He thought his father might have bolted it by mistake before going for yoga in the morning. He dialed his father's mobile phone number but found it switched off. His mother's phone was also switched off. He then informed his neighbours and the police. The police forced open the door of the victims' bedroom and found them dead. Dila Devi was lying on the ground while Pratap was lying on the bed. They might have died due to suffocation, said a police official. Jitendra said his father retired from the IAF as a sergeant in 1993 and joined SAIL in 1994 as a technical expert in the transport department. Old age pensioners block road in Faridabad
Faridabad, July 4 It was disappointing to see senior citizens protesting against the delivery system of the government. The agitators alleged that many of them had not received their pension since February. They lifted the blockade only after the district welfare officer, Faridabad, assured them of sorting out their grievance by the end of this month. The pensioners have been resorting to agitation, including blockade of roads in Faridabad at different points of time since March. The official version attributed the delay in payment of pension to the introduction of a new system by the district administration wherein the money would be provided to the pensioners through Axis Bank. Earlier, pension was paid manually with the help of the staff of Municipal Corporation Faridabad (MCF) and councillors. The banking system was introduced in the wake of allegations of withdrawal of pension under fake names. The payment of money for March-June has been affected at a number of pockets in the district as the process to put in place the new system is still on. According to the government version, the new system entailed a process of photography of the pensioners, preparing their data base by Axis Bank. The official version puts the number of old age pensioners in Faridabad to about 60,000. Photography of about 40,000 pensioners has been completed, and the smart cards needed for withdrawing the money have been distributed to most of them. Photography of the remaining pensioners is going on and the exercise would be completed by July-end, the official version added. |

New Delhi, July 4 Dr Walia chaired a meeting on arrangements for kawaria camps in Delhi. "They will be provided all possible amenities. We provide facilities to Mansarovar tirath yatris and pilgrims of urs and haj," said Dr Walia. He said it would be ensured that all the departments concerned fulfil their responsibilities to make the kawarias' yatra successful. "It's our duty to provide them all necessary amenities. Arrangements will be made for water-proof tents, electricity supply, sanitation, health services, drinking water, mobile toilets, fire safety and ambulance," said Dr Walia. Around 100 mobile toilets and 30 ambulances are being deployed. The camps will be organised from July 18 to 29. During this period, 100 camps across Delhi will be organised to provide safe passage to the kawarias. It has been decided to earmark a separate lane on one side of the road. He directed the DCs to convene meetings in their respective area and invite kawar samitis. "This will provide an opportunity to the office-bearers of the kawar samitis to get familiar with the officers concerned," said Dr Walia. |
No more online chat with partner, woman tells HC
New Delhi, July 4 Following her commitment, the man withdrew his complaint against her. The women only appeared before the court after it slammed her non-appearance on the previous hearing on June 27, and issued a bailable warrant of Rs.10,000 to ensure her presence on the next date of hearing. As the woman, a research associate at the Indian Institute of Technology, Mumbai, appeared in court, Justice Mukta Gupta heard the matter in her chamber, where the woman alleged that the man, Sandeep Kushwaha, had physical relations with her but was backing out of marriage. Kushwaha denied the charges. However, after the court's intervention, the woman stated that she would not write any letter, email or make any communication with Kushwaha except for legal remedies. Kushwaha, an IIT-Kanpur graduate, withdrew his petition alleging blackmail by the woman, after hearing her commitment. "The present petition is dismissed as withdrawn with liberty to both parties to take legal remedies as available to them in law," said Justice Gupta. Meanwhile, the woman refused to accept the travel and lodging expenses from the petitioner, which was earlier directed by Justice Suresh Kait to pay for her Mumbai-Delhi trip. Kushwaha told the court that he befriended the girl, a Ph.D. in physics from Allahabad University, on internet last August and began chatting with her. The duration of the chat gradually grew longer and often ended late into the night. He said as their friendship grew, she insisted upon meeting him and came over to Delhi last November. "After meeting me, she began pressing for marriage with me despite being at least five to six years older to me," Kushwaha, 25, told the court. He said that as he refused to marry her, she began sending him threatening mails and SMSes, saying she would commit suicide if he did not marry her. -- IANS |

Stamp duty relief for UP farmers

Greater Noida, July 4 However, the farmers here have rejected the three options of land acquisition by private builders. They claim that under the policy, they are not given the option to sell land to other builders. Farmers would have a limited negotiation power under the present policy, they feel. As per the government plan, farmers will not have to pay the stamp duty on the 6 per cent developed land given to them. Further, if the farmer buys agricultural land from the compensation within one year, he will not have to pay the stamp duty on the purchased land. As per the policy, farmers were given three options to choose while selling land to private developers. They can negotiate the price with the developer. Further, they will have the option of getting land compensation or 16 per cent developed land where 50 per cent land could be utilized for commercial purposes. "Under the policy, farmer has to negotiate only with the developer selected by the state government. Here farmers will have a limited negotiation power. They should be allowed to sell land to other developers also," said Roopesh Verma, spokesperson, Kisan Sangarsh Samiti. |
CM confers with officials on diesel price cut
New Delhi, July 4 The state government officials, in a cabinet meeting chaired by Chief Minister Sheila Dikshit, discussed the matter but did not take any decision considering the complexities involved in it. The price of diesel had gone up to Rs 41.12 after the last hike of Rs 3 a litre, while domestic LPG price went up by Rs 50 a cylinder and kerosene by Rs 2 a litre. Following the protests by people, the Delhi government last week had reduced the diesel price by 37 paise and offered a subsidy of Rs 40 per LPG cylinder to BPL and Antyodaya families. Diesel now costs Rs 40.75 a litre in Delhi for all the consumers while an LPG cylinder costs Rs 355.35 for families covered under BPL and Antyodaya schemes. Officials indicate that the government has the option of slashing VAT on diesel. It is 12.5 per cent in Delhi. As the Municipal Corporation (MCD) election is due early next year, Dikshit is understood to have been concerned about the people's anger following the hike. Chief Minister Sheila Dikshit, when asked whether her government was considering further cut in the diesel price, did not give a specific answer but indicated that the matter was being considered. "Let us see what happens in the next one-two months," said Dikshit, refusing to speak further. As the recent hike came in for sharp criticism, sources said Dikshit was keen to provide more relief to the people. However, the huge spending on various infrastructure projects in the run-up to the Commonwealth Games last year made a severe dent on the financial resources of the city government. The Chief Minister's apprehension, sources said, is that if the Congress performs badly in the MCD polls, her detractors in the party would blame her for deciding to split the civic agency into three parts. Dikshit has been pushing hard for trifurcation of the MCD despite opposition to the move by a section of the Congress. The government has already sent its proposal to this effect to the Union home ministry for clearance following which a bill will be tabled in the Delhi Assembly. |
Ghaziabad Metro line inspection on July 12
New Delhi, July 4 This is a mandatory safety inspection that will further pace up the inauguration of the new Metro stretch that would bring Metro to Ghaziabad. Currently, residents of Ghaziabad have to come to Anand Vihar ISBT to board a Metro train. According to DMRC officials, trial runs on the 3-km corridor have been successful so far and hence the DMRC has invited the commissioner to inspect the corridor for a safety certificate. Ghaziabad Development Authority officials had earlier said that the line would be opened to public on July 9 by Uttar Pradesh Chief Minister Mayawati. But now it could be opened only after the inspection was over. With this, Ghaziabad will be the third city in the National Capital Region (NCR), after Noida and Gurgaon, to get connected with the Metro. There are two stations on this elevated corridor and the line is expected to bring thousands of new commuters into the ever-increasing ridership of the Delhi Metro. Both Vaishali and Kaushambi Metro stations will have parking facilities for commuters. |

New Delhi, July 4 However, some respite is expected as the Meteorological Department has forecast rains for tomorrow. "The skies will remain partly cloudy tomorrow and there is a possibility of thundershowers in some parts of the city," said an official of the IMD. "The maximum and the minimum temperatures are expected to hover around 36 and 28 degrees Celsius, respectively," he added. The city today faced a harsh sun throughout the day. The minimum temperature was recorded one degree above normal at 28 degrees Celsius. The maximum and minimum humidity levels today oscillated between a high of 77 and a low of 44 per cent. |

New Delhi, July 4 Justice S. Muralidhar of the Delhi High Court said: "Compensation of Rs.15 lakh will be awarded to each of the families. However, the amount shall be distributed equally among the widow and the children." According to Muralidhar, as the Delhi Police is under the ministry of home affairs of the central government, the compensation should be paid by the ministry. "The encounter had taken place in Connaught Place, which is under the jurisdiction of the Delhi government, but Delhi Police being under the ministry of home affairs, the compensation would be borne by the ministry," said the judge. Businessmen Pradeep Goel and Jagjit Singh were gunned down March 31, 1997 by the now-suspended Assistant Commissioner of Police S.S. Rathi and nine other policemen in central Delhi's business and shopping hub Connaught Place. The case was transferred to the Central Bureau of Investigation (CBI), which indicted the entire 10-member police team and prosecuted it for the killings. The "callous" action of the police was aimed at getting accelerated promotions by claiming to have killed two gangsters, the CBI alleged. Rathi was, at that time, considered an "encounter specialist" of the Delhi Police - a term used for those frequently engaged in shootouts with criminals. |

Man arrested for making hoax call
New Delhi, July 4 Ram Gopal, who has earlier been convicted of making such a call, allegedly called the Police Control Room yesterday, claiming that a bomb had been planted at the gate of a slum under the Modi flyover in New Friends Colony, following which elaborate searches were carried out. Gopal was arrested following investigations, Ajay Choudhry, additional commissioner of police (south-east), said. Gopal, a resident of Kalyan Puri, has been making such calls for the past one month. "Yesterday, a call was received from the command room PCR informing that Bhagwan Yadav of Greater Noida had informed that a bomb had been planted in gate of slum. The police made a search, but no bomb was found. "The caller had earlier also made false calls to PCR from the above number. The enquiry form the service provider revealed that this phone was registered in the name of Ram Gopal," Choudhry said. The investigation revealed that Gopal was earlier residing in the slum and had been charged and convicted of making hoax calls. Raids were conducted at suspicious hideouts and Gopal was arrested from Kalyanpuri.— PTI |
