File RTI applications about MCD online now
Tribune News Service

New Delhi, June 29
Filing an RTI application was never so easy. The Municipal Corporation of Delhi (MCD) has enabled its website for online submission of RTI applications and fee payment.

"The MCD has created a history by becoming the first to facilitate online RTI applications along with online payment of fees through credit or debit card. This is one of the most pro-active examples of a public authority responding to citizens' issues," said Dr RC Patnaik, chief of the Information Technology Department of MCD.

Not only this, in just five days after initiating the facility, the MCD received 71 applications from Delhi and two from Hyderabad and Ahmedabad. "In this technological era, we are committed towards e-governance for the comfort of citizens," Dr Patnaik says.

"The MCD has around 200 public information officers (PIOs) and we receive a lot of RTI applications everyday. Since most citizens are not aware about the correct PIO to whom they should address their query, transferring the applications to the appropriate PIO was a cumbersome job. Sometimes it would take a month to pass on such applications to the right desk. As a result, central information commissioner Shailesh Gandhi would admonish us for defaults and penalise us too," he said.

The RTI applicant has to pay Rs 11. The one rupee extra is the transaction charge.

To enter the RTI application area, one can click on the sub-category "RTI online" on the homepage of the MCD website. On the right side there is the online RTI application. It has also uploaded other forms related to RTI applications.

The online payment was made possible through an official arrangement with Axis Bank.

"Since the property tax is paid online through Axis Bank and that is a major amount in a city like Delhi, it agreed to process the small transaction also, as a goodwill gesture," added Patnaik.

A double-seater room

New Delhi, June 29
With an extensive investment in the upgrading of old hostels and establishment of new ones at Delhi University, students have much wider choices this year. Most colleges that renovated their hostels last year have now turned into accommodation with plush interiors, choicest of fabrics and other facilities. However, these facilities come up at a higher fee this time. Most colleges are likely to declare their lists before the university opens up for the new session on July 21.

At Miranda House on North Campus, one of the most attractive features is the newly furnished kitchen. In around three month's time, a new extension block for the hostel with 50 rooms and 100 berths will be ready. And for all the new facilities at the hostel, students will have to pay a yearly fee of around Rs 40,000.

"We have placed an order for the kitchen's new equipment that should arrive in a month's time. I am sure that Miranda will then have the best kitchen in all the university's hostels," said principal Pratibha Jolly.

"We currently have 250-plus seats at the hostel. With the new block, the number will cross the 350-mark. The new block will have a lift, a huge common room, reading room and a digital resource centre. Soon the entire college will have wifi. The hostel will have an advanced laundry system with industrial dryers. There will be a complete wing for physically challenged students as well," she added.

Nearly 13 colleges in DU have hostels for girls and boys from outside Delhi and NCR. The university is also coming up with an undergraduate hostel for girl students in Dhaka, Mukherjee Nagar, which should be ready for accommodation by mid-August. The 700-capacity hostel for UG girls will invite nearly 47 colleges to send in names of at least 15 students each.

Off campus colleges like Keshav Mahavidyalaya (Pitampura), Deshbandhu College (Kalkaji) and Bharti College (Janakpuri) are also planning to come up with residential blocks for students. While Keshav Mahavidyalaya will be able to accommodate nearly 80 girl students in its new hostel for the first year, Deshbandhu is likely to have a 152 double seater rooms for girl students in the new hostel.

At Daulat Ram College, which is known for its 'luxurious' hostel , students will have to pay Rs 66,000 per year from roughly Rs 32,000 last year. The entire hostel is air-conditioned. Even the hostel dining rooms have air-conditioning and the rooms have colour-coordinated upholstery.

At Lady Sri Ram College for Women, there are 90 single and 105 twin seater rooms. The college café is one of the best at the university where both day scholars and hostellers prefer to dine.

"The hostel culture at LSR is attractive. However, the college provides the hostel facility to applicants strictly on the basis of merit and need. If there are five applicants for one room, we observe which student deserves it the most, based on the interview," said Kasturi Kanthan, warden, LSR Hostel.

This year the students will have to pay roughly Rs 39,600 per year as compared to about Rs 37,000 last year.

"The list of students who have made it to the interview for hostel accommodation will be brought out on July 20, the same day we will host the orientation for new students and their families. Over the next couple of days, the interviews will take place. The final list should be out before July 24," said Kasturi Kanthan, warden, Lady Sri Ram College for Women.

New Delhi, June 29
A technical snag at the check-in counter system at Terminal-3 of the national Capital's airport on early Wednesday led to the delay of 45 flights. The glitch was fixed after nearly 12 hours, an official said.

The technical snag occurred around 3 am on the common user interface system that is used at the check-in counters for the passengers.

"Systems were brought back fully online around 3 pm," said a senior Delhi International Airport Limited (DIAL) official.

According to airport sources, the snag delayed around 45 flights till afternoon and was fixed by the information technology (IT) company which had installed the high-tech
system.

A DIAL official said, "No flights were cancelled. However, some flights were delayed by 15-25 minutes. As a result, passengers on early morning flights were checked in manually at some counters."

Airlines like Air India, which operates more than 50 of the 173 counters with the new common use passenger processing system (cupps) were hit. AI's five flights were delayed.

"Around 15-odd counters are operational for the three domestic airlines which operate from here, while a few counters are still functioning for some international airlines," the official said.

Agencies asked to remove illegal structures from near high-tension lines
Tribune News Service

New Delhi, June 29
Delhi Transco Limited today said it had asked the Municipal Corporation of Delhi (MCD), public works department (PWD) and other local bodies to remove the unauthorised structures under its high-tension lines.

Transco officials said they would serve notices to the occupants of the unauthorised structures near these lines. They said Transco would write to the Delhi government to intervene in the matter.

Recently, a high-tension wire had fallen on houses at Sri Ram Colony, Khajoori Khas, north-east Delhi, leaving many people injured.

The National Human Rights Commission has written to the state government, asking for a reply on the incident.

"The transmission lines are corridors for power supply from the generating sources to the substations. The corridors need to be kept free of all obstacles for smooth and efficient transmission of power as well as maintenance of the transmission lines," said VP Dutta, director (operations) DTL.

As per the Electricity Act, a 35-meter Right of Way is required for a 220-KV transmission line (17.5 metre each side of the transmission line) and it is 52 metre for a 400-KV line (26 metre each side). Any constructions, even plantation of a tree, within this area is illegal.

"Transco has been taking up the issue of unauthorised constructions in the way of its lines with various land owing agencies, but to no avail. When the transmission lines were laid, all safety measures were followed as per the rules. Later, people encroached upon the Right of Way. These structures are not only illegal and an obstacle in the smooth transmission of power, but also a threat to the lives and properties of the occupants," said a senior Transco official.

He said apart from creating hindrances in the efficient functioning of the transmission system, such illegal structures can also damage the transmission lines and other electrical installations.

"Notices have been served upon the illegal occupants from time to time. During the last one year, around 5,000 people have been served notices," he said.

Prices of vegetables shoot up
Tribune News Service

New Delhi, June 29
Prices of vegetables have shot up in the retail market just after the monsoon started in the Capital and the rate of diesel hiked by the government.Tomato that was available in the market at the rate of Rs 10 per kg is being sold at the rate Rs 30-Rs 40 and potato Rs 15- Rs 18. Likewise the rate of ladyfinger, beans, onion and other vegetables has also increased in the retail market.

The vegetable sellers give two reasons for the increase of the rates - firstly, unavailability of insufficient vegetables in the wholesale market and secondly, transportation cost of the vegetables has increased due to hiked rate of diesel. They also say that a large quantity of vegetables has perished in the rainy water logged in farms.

Umesh, a wholesale dealer in Azadpur Sabzi Mandi, said tomato could be perished in the water. But in case of other vegetables this was not true. There was no hike in the rate of other vegetables in the wholesale market. These were available in the market in sufficient quantity. As far as potato was concerned, it's kept in cold storage. It had no effect of rain.

He said even if the price of diesel had increased, there was no change in the cost of transportation so far. Cost of transportation was increased when new crops of vegetable came. At that time trucks were in demand and the transporters took advantage.

Delhi minister of food and civil supply, who looks after the wholesale market of vegetables and fruits, said prices of vegetables slightly went up during monsoon. But within a few weeks it would be normal. The government was monitoring the market.

There would be no hoarding of vegetables as majority of these were perishable, he said.

According to GNIDA sources, "Groundwater will be enough for the estimated population of 12 lakh by 2021. However, it is the quality of water that the residents have been complaining about. The Authority has started lining existing canals and began construction of several underground water reservoirs to store the Ganga water.

A regulator will also be constructed at Dehra village.

A water treatment plant is in the offing at Palla in consultation with IIT-Kanpur, it is learnt.

"Land has already been acquired for the treatment plant and work is expected to start any day. The irrigation department has already finished lining the canal so that water does not dry up," added PC Gupta.

Five years ago, Greater Noida Industrial Development Authority had announced that it would get 85 cusecs of Ganga water for drinking. The deadline for it had been fixed in September 2010.

The Authority had at that time entrusted the UP Jal Nigam with the task of procuring 85 cusecs of Ganga water through the Masuri-Dehra Ganga Canal.
