The Delhi High Court has upheld a trial court's order acquitting a man accused of torturing his daughter-in-law for dowry, leading her to commit suicide at her parents' house.

Two auto thieves held

The Noida police today arrested two auto thieves and recovered two stolen cars. The arrested were identified as Sonu and Aslam. They were caught from Sector 58. They admitted to have committed over two dozen thefts in the NCR , including Noida.

Fie on Capital: Three rape cases reported
Gym trainer raped by manager

Two persons have been arrested on the charge of raping a 24-year-old physical trainer of a gym in Dwarka, west Delhi. According to the police, the accused, Ajay Kumar, manager and Kamlesh, head trainer, were employed in the same gym.

The victim, a resident of Rohini, in her complaint said while Ajay raped her on June 19 and 24, Kamlesh tried to rape her a day later, after which she told her fiancé and mother about the incident.

The matter was brought to the notice of the police following which an FIR was registered at Dwarka (north) police station on Sunday.

The victim has also reported that when her fiancé took up the matter with the accused, they beat him up and had to be rushed to Deen Dayal Upadhyay Hospital.

According to the police, the incident was reported from Fitness Centre, a gym located inside DDA Sports Complex of Sector-11 in Dwarka.

"The medical examination has confirmed rape following which the accused were arrested and sent to Tihar Jail by the Dwarka Court.

“The girl said Ajay raped her in the changing room of the gym after giving her some white powder when she complained of headache. He threatened her of dire consequences.

“He raped her again a few days later. However, when the head trainer of the gym also tried to take advantage of her, she reported the matter to the police," said a police official. The accused were arrested on Monday.

Man rapes girl he brought from Bihar for job

A 40-year-old man was yesterday arrested on the charge of raping a girl in the Kalkaji area of southeast Delhi.

According to the police, Aalam, a resident of DDA flats in Kalkaji, was arrested yesterday for allegedly raping a girl he had brought to Delhi from Bihar for employment.

The victim, a resident of Thakurganj in Bihar, came to Delhi with Aalam last month and works with a garment export company in south Delhi where Aalam also works.

"Aalam works with the embroidery section of the company. He got the girl employed there. On the night of June 4, Aalam allegedly raped the girl, following which she lodged a complaint with the Mianwali police station. Since the area where the alleged crime took place is under the Kalkaji police station, the matter was transferred to this police station later. After investigation of the charges, Aalam was arrested yesterday," said a police official. Aalam has been sent to prison.

Attempt to rape widow, 4 youths held

The Najafgarh police in west Delhi arrested four youngsters who allegedly tore the clothes of a widow and tried to rape her last night.

According to information, initially the police refused to lodge complain in this regard, but when villagers protested, a case of attempt to rape was registered and youths were arrested.

The incident was reported from Nangli Sakravati village in the Najafgarh area last night when victim Saroj (35) was on her way home.

"Saroj is a widow and lives with her two children in the village. The youths tried to take advantage of her in the past also but the matter was settled after the elders of the village rebuked them. However, last night they accosted her taking advantage of darkness and tore her clothes. When she protested, the accused beat her up. However, she managed to escape from their clutches and called for help," said a police official.

Little hope for 4th cut-off in general category

With the admissions on the third cut-off list beginning today, the university colleges have little hope for a fourth cut-off in the general category. However, if the OBC seats are not filled, colleges may relax the percentages up to 10 per cent.

Almost all the main colleges have limited seats in the general category which would most likely to be filled up over the next three days.

Only the reserved category admissions, including the ECA and sports category, will offer options hereon.

At Hindu College, the only courses left in the general category are physics, Hindi and Sanskrit. Not more than 25 seats in general category are left at Hindu.

According to principals of various colleges, because of the low turnout of OBC candidates at the first and second cut-off stage, the colleges have decided to give the maximum possible relaxation to OBC candidates.

Last year, as many as 20 colleges had failed to fill up 50 per cent of their seats reserved for OBC aspirants.

"Even as the general seats are filled, we are still open for OBC admissions. We will have a cut-off list, but mainly for OBC category.

“According to the norms, there has to be a maximum relaxation of 10% for OBC candidates, but in many courses we still haven't explored that limit.

“So the cut-off in OBC category may drop in the fourth list. We have overbooked the general seats, so we wouldn't mind even if we admit some extra students in OBC category," said Anju Srivastava, media coordinator, Hindu College.

At Lady Shri Ram College for Women, not more than 15 seats are left in the general category.

"A few seats are left in psychology, sociology, BA Programme, statistics, maths and political science. We have already gone down the 10 per cent relaxation limit for OBC candidates so there is no more scope for further slide in percentages.

“The only courses that didn't have a difference of 10% in OBC cut-off were BCom and economics," said Ujjani Ray,convener, LSR.

"Certain subjects like history and political science still have a considerable number of seats left for OBC candidates," she added.

At Sri Ram College for Commerce, principal PC Jain said that he was hopeful of completing the OBC admissions by the third cut-off list.

“It has been just the first day today. We have three more days to go. If the response remains constant, we may be able to fill the OBC seats as well,”said Jain. SRCC had sealed off the general category admissions after the first list itself.

NHRC issues notice to govt on wire snapping

Taking suo motu cognizance of the media reports about a recent incident wherein 22 people were injured after a high-tension wire fell in a residential area in northeast Delhi, the National Human Rights Commission (NHRC) today issued a notice to the chief secretary of the Delhi government.

The incident occurred on the intervening night of June 22 and 23. A 1,000-metre-long high-tension wire passing through Khajoori Khas, a residential area, in northeast Delhi melted and fell on houses, injuring 22 people and partially burning some houses.

The spokesman of the NHRC said the commission observed that the contents of the media reports, if true, made a serious case of violation of humanrights. The commission issued a notice to the chief secretary of the Delhi government, asking for his reply within four weeks. The commission also directed him to inform it about the steps being taken by the government to prevent such incidents in future.

On the day of the incident, a spokesman of Delhi Transco Limited had said that the wire that fell was not live and that people were injured in stampede.

Subsidy on LPG, diesel eyewash, says Malhotra

Leader of the Opposition in the Delhi Assembly Vijay Kumar Malhotra said today that the rebate of Rs 40 on LPG cylinder for the card holders of BPL and APL and reduction of 37 paisa on diesel by the Delhi government was a design on the people to hide the reality of the situation.

He said on diesel price, which had been increased by Rs 3.37, the reduction of 37 paisa by the Delhi government could only be called a cruel joke. The fact was that the VAT component on each liter of diesel amounted to 12.5 per cent.

If the Delhi government merely removes the VAT allocation, the price of diesel would drop by almost Rs 5 in the state,he said.

Similarly, the rebate on cooking gas has been given only to BPL families and those who hold APL cards.

Delhi has close to 50 lakh families out of which, according to official estimates, 4 lakh families have been provided the subsidy. But the truth is that out of 4 lakh families, only about 15 to 20 per cent use cooking gas while the others use kerosene.

In fact, this offer is only valid for about 1 per cent of the people living below poverty line while more than 99 per cent of such families will have to bear the burden of the cost increase.

He said the Delhi government had only in March removed the subsidy of Rs 40 on each gas cylinder. Now the people would have to cough up almost Rs 100 more than last year in the combined increase in cooking gas price.

During the NDA government in 2004, the price of a gas cylinder was Rs 241.60 which has today increased to Rs 395.35, he claimed.

Malhotra said by increasing diesel prices the Delhi government had sent out an invitation for a spiral effect to increase the fares of trucks, buses, rails and public transports which in turn would impact price of essential commodities like steel, iron, cement, grains and items of daily use like fruits, vegetables and dairy products.

Temp dips to 34° C

Delhi had a cool day today as showers brought the maximum temperature down to 34° C, four degrees below the normal for this time of the year. More rain has been forecast in the coming days by the Met Department.

The rain gauges recorded 8.8 mm of rainfall till 8.30 in the morning and 0.8 mm during the day. The minimum temperature was also two degrees below average at 26.4° C.

The department officials said similar conditions would be seen tomorrow as well. The sky would remain generally cloudy. Rain and thundershowers were also expected

The longest spell of rain of the monsoon season today brought this industrialised city to a standstill on account of waterlogging in several places, including roads, which affected the movement of vehicular traffic.

According to many people, the sharp showers in the morning, which lasted about an hour, exposed the claims of the municipal authorities and the district administration. They claim to have been taking preparatory measures for the past couple of months to prevent waterlogging in the city.

The city has been witnessing accumulation of water, especially in the past few rainy seasons. Many attribute this to the alleged "lackluster" approach of the authorities to clean up the nullahs and strengthen the sewerage of the city. They remain choked throughout the year resulting in accumulation of stormwater on the main roads in the city and in colonies.

Although accumulation of stormwater was witnessed in several parts of the city, the flooding of several pockets of posh sectors in Haryana Urban Development Authority (HUDA) invited frowns from several quarters. Pools of water could be seen in residential Sectors 15, 16, 21, 9, 10 and 7. The approach roads connecting mini-secretariat and the district court in Sector 12 witnessed the maximum accumulation of stormwater.

Waterlogging was predominant in the industrial estates, including Sector 23, 24 and 25. A brief visit to some areas revealed that roads in the industrial estates were covered under ankle-deep water.

Accumulation of water around B.K.Chowk adjoining the auditorium of the MCF, was the talking-point in several social circles of the city.

The problem relating to the accumulation of water in the old colonies like Dabua, SJM Nagar, Parvatia Colony, Sanjay Colony once again surfaced today.

The waterlogging affected the movement of vehicles. Serpentine queues of vehicles could be seen standing or moving at snail's pace on several roads, including Neelam Chowk to Ajronda Chowk, Neelam Chowk to Bata Chowk, Sector 9-10, K.L.Mehta Road and Hardware Chowk flyover.

Court acquits man in dowry death case

New Delhi, June 28
The Delhi High Court has upheld a trial court's order acquitting a man accused of torturing his daughter-in-law for dowry, leading her to commit suicide at her parents' house.

The division bench of Justice S. Ravindra Bhat and Justice G.P. Mittal said, "We are satisfied that the trial court's findings as well as conclusions were well founded and well reasoned."

The high court said this earlier in the month while hearing a petition filed by the prosecution against Kiran Chand's acquittal by the lower court on August 12, 2010.

According to the prosecution, Munni married Chandra Kant on Novemebr 22, 2002. She committed suicide on September 11, 2003 by hanging herself at her parents' house in Mangolpuri in north Delhi. She left behind a suicide note blaming her husband and many of his relatives.

Rejecting the contents of the suicide note, the trial court said the allegations of cruelty and violence were not believable so far as Kiran Chand was concerned.

"The suicide note in this case significantly speaks about the role of other two accused, Chandra Kant and his mother Kanta, who were 'proclaimed offenders'," the trial court said, while acquitting Munni's father-in-law.

Focusing on the suicide note, the high court bench said, "According to the suicide note, no specific role is attributed to the father-in-law of the deceased."

"No interference is called for. We do not find any error or infirmity in the impugned judgment. The state is, therefore, not entitled to a leave to file an appeal. The petition is meritless and has to fail," said the bench. -- IANS

Train collides with bus on tracks in Gt Noida
Railway crossing gateman seriously injured, about six others sustain minor injuries

Greater Noida, June 28
A passenger train derailed today after it rammed into a bus on a railway track in the Greater Noida area. One person was critically injured and train traffic on the busy Delhi-Kolkata route disrupted for several hours.

The private bus, which was empty except for the driver and broke up into pieces following the impact of the collision, was crossing the track between the Ajayabpur and Dankaur railway stations around 4.50 am.

The bus driver found the rail-crossing gate open and attempted to drive across to the other side when he saw the Gorakhdam Express, coming from Gorakhpur to Delhi, speeding towards him, said Anil Kumar Gautam, station officer of Government Railway Police at Aligarh railway station.The driver jumped off the bus and managed to flee just before the speeding train rammed into the vehicle.

The rail-crossing gateman was critically injured and about half-a-dozen people sustained minor injuries.

Officials said the movement of about 35 trains, including the Lucknow-bound Shatabdi and the Kolkata-bound Rajdhani, were disrupted for about five hours.

According to Gautam, the driver of the bus was trying to cross over to fill CNG when the engine developed a fault and the vehicle stalled in the middle of the rail track. Due to the impact, the bus was hurled into the air and broke up into pieces. The train engine also derailed, disrupting movement of trains on the track. Train movement could be restored only after the third track was opened. - IANS

Union Minister of Health and Family Welfare Gulam Nabi Azad said that non-communicable diseases like diabetes, hypertension and cancer are major challenges for the world today.

India has 5.1 crore persons with diabetes, the second largest population of diabetics in the world after China. The country is experiencing a rapid increase in non-communicable diseases, he said this while announcing a campaign on the awareness of diabetes and hypertension in Delhi.

Now, computerised attendance for teachers of MCD schools

New Delhi, June 28
The Municipal Corporation of Delhi (MCD) said today that the attendance of principals and teachers in the municipal schools would be marked through computers from July 1.

Chairman of the Education Committee Dr Mahinder Nagpal said computers had been supplied to 1,729 schools. Apart from this, computer training had been imparted to 17 education officials, 60 school inspectors and 12,000 teachers.

Earlier, the civic agency had planned to implement bio-metric system in its schools to curb the problem of teacher absenteeism and dereliction of duty among teachers.

"The work is being done by the Information Technology (IT) Department of the MCD. In every school, one teacher will work as trained computer in charge, who will be entrusted with the task to tackle any computer-related problems in the school," said Nagpal.

One computer trained teacher will also be deployed at the IT Department headquarters and coordinate with the schools for tackling any computer-related problems.

Dr Nagpal said this step of the education department was a milestone. He said besides marking attendance for principals and teachers, the move would lead to bring transparency in the mid-day meal scheme and also help improve environment in the schools.

Drive against power thieves

The power distribution company for G. B. Nagar, Paschimanchal Vidyut Vitaran Nigam Limited (PVVNL) has launched a massive crackdown against theft of electricity in various localities of the city as it is one of the major causes of power shortages in Noida.

"Large-scale pilferage is seen mostly in residential and commercial areas," says chief engineer AP Mishra, PVVNL. A list of 4,000 consumers has been drawn up and they will be investigated.

According to the provisions of the Indian Electricity Act 2003, under section 138 (b) anyone caught stealing electricity can be imprisoned for up to three years or fined or both. According to power officials, the drive will continue till July 15.

The enforcement teams of the company have already swooped down on consumers in various sectors and charged them with stealing power.

"We have registered FIRs against the individuals and are planning to intensify the raids in the coming days," said Mishra.

According to PVVNL officials, transmission and distribution losses amount to 7.6 per cent every year. Last year, 325 consumers were caught stealing power and FIRs were registered against them.

The Nigam collected Rs 277.554 lakh as fines, which included compounding penalties in 278 cases.

"In the last two months, we have collected penalties to the tune of Rs 22.30 lakh while Rs 38.70 lakh has been collected as fines for pilfering power," said a senior official.

"Illegal connections are not simply a revenue issue. They are also a safety hazard," added Mishra.

Three more held for Rs 3-crore Shakarpur robbery

The east district police has recovered Rs 1.18 crore of the looted Rs 3 crore and arrested three more persons today for the incident happened on June 20, reported from the Shakarpur area wherein a businessman Rajesh Kumar Goyal was held at gunpoint and robbed while he was travelling in his Wagon- R car.

According to the police, while Jaspreet, alias Binny, was arrested soon after the incident, the three accused identified as Gurdev, Fakru and Fahim were arrested at his instance.

According to Prabhakar, DCP (East), the investigation has revealed that the alleged offence was committed by more than five persons and the hunt is on for the remaining accused.

While Fakru and Fahim are residents of Bijnore (UP), Gurdev is Delhi resident.

The Noida police today arrested two auto thieves and recovered two stolen cars. The arrested were identified as Sonu and Aslam. They were caught from Sector 58. They admitted to have committed over two dozen thefts in the NCR , including Noida.

Two stolen cars were recovered from them till late evening. A police team was sent to recover more vehicles as per the information given by them, said Anant Dev, superintendent of police.
