Caste certificate fraud at DU
New Delhi, June 25 The police has arrested three youths, including a contract employee in a tehsildar office in Delhi, in this case. The racket managed by Himanshu Gupta who has, till now, been successful in getting admissions to 12 students, four of them are girls, across eight DU colleges. The colleges included Sri Ram College of Commerce, Kirori Mal College, Kamla Nehru College and Moti Lal Nehru College. Himanshu (26) and his associates Vikas (24) and Ketan Gupta (24) were arrested on Thursday following investigations. Himanshu was the first to be arrested from near Hans Raj College in North Campus when he came there with a girl aspirant, who had scored 91 per cent in Class XII, for getting her admitted to BCom course in the institution. Forged caste certificate of the girl student, admission form and a bank draft were recovered from him. "The caste of the girl in the forged caste certificate was mentioned as 'Gujjar' and her residence was shown as Lado Sarai whereas she does not belong to the Gujjar community nor does she live in Lado Sarai," said Ashok Chand, DCP (Crime). Himanshu's interrogation led to the arrest of his two associates Vikas and Ketan from Pushp Vihar and Mehrauli, respectively. Chand said Himanshu and Vikas floated an educational consultancy firm called "Sai Educational Consultancy" and advertised themselves in the leading newspapers in Delhi and other cities as "educational consultants". Ketan, a data entry operator, allegedly helped the gang in making fake certificates and uploaded it on the government website. In this academic session, 10 forged caste certificates shown as issued from the office of tehsildar in Mehrauli were allegedly prepared by Ketan. "They gave assurances to students and their parents that they would ensure full-proof admission. They prepared forged caste certificates and submitted the same, along with the other documents, to the colleges for admission," Chand said. "Data of the forged certificates was uploaded by Ketan on the official website so that if anybody checked its authenticity, the same could be verified from the official website. The forged caste certificates shown as issued from the office of tehsildar in Ghaziabad were got prepared by their associate Satish, who is absconding," Chand said. Chand said the gang was operating since 2008. In the previous years, they had secured admission of students in DU on the basis of forged caste certificates shown to have been issued from Ghaziabad. However, according to them, the number of such admissions was a few. "This year they got Ketan in their network. Hence, they could get more students admitted in the colleges of DU," Chand said. Two cars, which bear stickers of a leading electronic media channel, 12 admission forms, along with forged caste certificates, and Rs 5 lakh were recovered from them. Himanshu did a course in Merchant Navy from Mumbai and he worked as a third officer in a ship while Vikas did BCom. Vikas has recently cleared the entrance test for LLB from Faculty of Law. Ketan did his BCom through correspondence from DU in 2008. |

New Delhi, June 25 Hope still floats in humanities courses and the commerce courses are also mostly taken up. However, the third list will come as a breather for those who still haven't been able to make it to any of the Delhi University colleges. The third cut-off list reflects that mainly the arts courses have come out with a relaxed third cut-off. The commerce courses have been sealed in most colleges and very little options are available in the science stream. According to the third list, the only colleges still offering BCom (Hons) now are Delhi College of Arts and Commerce , Hansraj College, Kirori Mal College, Mata Sundari, Shyam Lal College, Sri Aurobindo (morning and evening), Zakir Hussain (morning and evening) and Sri Venkateswara College. Economics (Hons) has also closed up in most colleges. The only ones left now are Deshbandhu College, Hansraj College, Moti Lal Nehru College, Sri Venkateswara College and Zakir Hussain College. Most college principals today advised students to grab any opportunity that the third list offers. "One should not wait anymore. Even if students make it to a course related to their field of interest, they can switch after the first year if they score really well. Students should understand that all the colleges are good and that transfers take place all the time. They shouldn't get disheartened and just occupy a seat as soon as admissions open on Monday," said Alsam Parvez, principal, Zakir Hussain College. After the second list, several courses have ended in most colleges, including political science history and Hindi. However, humanities students still have chance to gain admission in courses like sociology and psychology. Amongst the science courses, even the reserved category admissions are complete. There are very little options for students. However, scenario may change if the counselling for MBBS and BTech colleges finishes before the fourth and fifth cut-off. Colleges like Acharya Narendra Dev, ARSD, Dayal Singh, Gargi College, Hindu, Kalindi, LSR have sealed off their OBC list as well in most courses. The only science courses available at LSR now are Maths and Stats (Hons). The college has filled all the rest of the seats. Similarly, Miranda has just come out with zoology cut-off and has sealed admissions in all the rest of the science courses. |
Guilty students may lose seats
New Delhi, June 25 This is the second time this week that the university has had hiccups in reserved category admissions. Just a few days ago, DU received a reminder from the HRD ministry to ensure rightful implementation of the OBC quota. Reacting strongly to the recent arrest of three youths involved in the fake caste certificate racket, DU today clearly said as soon as the police handed over the official report in the matter, admissions would immediately be cancelled of all those students who have procured a seat through fake certificates. The police has identified 12 admissions in eight DU colleges, including Venkateswara, Sri Ram College of Commerce, Kamla Nehru and Motilal Nehru College. Sources at the university said up to 300 more students were under scanner in this case, however, the picture would only clear up in the coming week. The police investigations have also revealed that the racket has helped students in the past three years to get admissions at DU. DU officials are certainly worried as this means that for quite sometime now, rightful deserving candidates have been missing out on seats. However, the university is determined to make amends and bring the guilty to justice. "Admissions will be cancelled and we will see that an FIR is lodged in the matter. Appropriate action against all those found involved will be taken," said dean of student welfare, JM Khurana. Princiapl of a reputed DU college where a couple of admissions with fake certificates have come to light said, "The cut-off for OBC candidates was up to 10 per cent less than the general category. Also, there are other leniencies. This is the reason why students get involved in such scams. It is unfair to students from any category who rightfully deserve these seats and misses out only because another family from general category had more money." "Also, students, who sought admission through such rackets, will end up jeopardising their career even though they scored decent marks in the board exams and would have anyways made it to some colleges by the third and fourth cut-off lists," he added. "We haven't received a report till now. It has been brought to our notice through media that the crime branch has arrested certain people," said Khurana. With just limited number of seats in the university and sky-scrapping cut-offs this time, lower cut-offs for reserved categories may have tempted the students involved in the fraud who would have found it easier to make it to the colleges. "The police will either provide a report to the colleges directly or to the central authorities of the university and cancellations of admissions will be initiated thereafter. At this stage of admissions, it is not possible for the university officials to verify SC/ST and OBC certificates," Khurana said. |
Quota admission hereafter
With the third cut-off releasing today, admissions in the reserved categories from Monday onwards are most likely to continue without any halt. The dean's office said there was no on-the-spot way of identifying a fake caste certificate from an original one. And hence any verification only took place after the admission process ended.
"We write back to the respective districts with a photocopy of the student's caste certificate seeking verification. The process takes three to four months to complete. However, with this case coming to light, we will definitely try to speed the process up this time. Anyone who has wrongfully procured a seat at DU will be brought to justice," said dean of student welfare JM Khurana. |

New Delhi, June 25 "The news is really shocking. It is becoming difficult for us to manage our household now," said Manoj Avasthi, a businessman from south Delhi. People from all over the city have voiced discontentment over the hike, that comes a month after an increase of Rs 5 in petrol prices, and said it will be a burden on their budgets. "Price rise has become more of a trend now. The government has stopped thinking about us. It is becoming difficult to manage the monthly budget now," said Shreshtha Singh, a housewife from Mayur Vihar. "The increase in kerosene prices will affect the poor badly. The government should think of a rollback," said Trisha Chaudhary, a bank official. Meanwhile, Delhi Chief Minister Sheila Dikshit today said that her government will examine whether people can be provided some sort of relief following the hike in prices of diesel, kerosene and cooking gas. "We will examine it. We will discuss it in the cabinet," Dikshit said, replying to a question on how the common man will manage his household. "The central government had to increase the rates out of compulsion as prices of oil in the international market had gone up," the Chief Minister said while defending the hike. |
Truckers threaten to go on strike
New Delhi, June 25 "We will request the government to reconsider its decision and roll back the hike in fuel prices, lest we may stop plying our vehicles" said DTA general secretary Sundeep Jain. The government yesterday hiked the prices of diesel by Rs 3 per litre, LPG cylinder by Rs 50 and kerosene by Rs 2 per litre. However, the final rates vary across states due to different rates of VAT and sales tax. Diesel in Delhi has become expensive by Rs 3.37 to Rs 41.12 a litre from today. Another truckers union, the All-India Motor Transport Congress (AIMTC), has also demanded a roll back of the diesel price hike and termed the increase unwarranted. "The AIMTC deplores the hike in diesel price. We find it unacceptable, unjustified and unwarranted. We request the Prime Minister and finance minister for a 100 per cent roll back of it," said AIMTC president GR Shanmugappa.Instead of passing the burden of a hike in the international price of fuel on the common man, the government should ensure operational efficiency of the oil companies, Shanmugappa said. He warned that the hike in diesel price might lead to a rise in the transportation costs of industrial goods by up to 25 per cent. Meanwhile, apprehending a sharp increase in the truck rentals and freight rates on account of the hike, the Indian Foundation of Transport Research and Training (IFTRT) today said that the government should keep an eye on the truckers to prevent such an eventuality. "With a hike in the diesel price, the IFTRT, based on market feedbacks, apprehends an arbitrary increase in the truck rentals and retail parcel freight rates by truckers as done in the past. The government should ensure that the truck rentals do not outpace diesel price," said IFTRT coordinator SP Singh. In the present scenario, the diesel price hike should not increase the truck rentals by more than 4 per cent, whereas the truck unions are gearing up for more than 10 per cent hike, he said. |
BJP holds rally at Jantar Mantar
New Delhi, June 25 Addressing the mammoth rally organised by the Bhartiya Janata Party (BJP) at Jantar Mantar to protest the price rise, Malhotra said with the increase in the diesel price by Rs 3 per litre, the cost of transportation would also increase the prices of fruit, vegetables and all the commodities. There would be a chain reaction in increasing the tariff of railways, bus fare, and running cost of tubewell with diesel pumps. He further said the common man was already reeling under the price rise and this would add the burden which would make impossible for a people to meet their both ends. The UPA government had already caused misery to the people below the poverty line by increasing the price of kerosene oil by Rs 2 per litre in the past. Earlier, people used to get kerosene oil through fair price shops. Now with this increase, the commonman will forget the daily cup of tea and infants will have to forget the milk. There will be no saving to meet the education and medical cost, he added. He said by increasing the price of LPG by Rs 50, the UPA government had committed a breach of trust and atrocity on the common people. LPG used to be sold in blackmarket and hike will further increase its price. |

New Delhi, June 25 The case came to light after Deepak Jain, a resident of Gujrawala Town-III, Delhi, approached the police and reported that while he along with his wife was on a trip to the USA, his parents who stayed back informed him that their servants Vikas and Ramdev Rana had been missing since June 3. Deepak said on his return to India, he found that the digital safe which contained jewellery was missing. He reported the theft of 14 diamond-studded rings, seven gold coins, one gold chain with diamond locket, 18 diamond/gold kada, 12 diamond-studded bangles, 16 earrings, one pair of diamond-studded tops, 70 silver coins, Rs 2 lakh in cash and three mobiles. He suspected his servants' involvement in the theft. On his complaint, the police began investigation and found the suspects Ramdev and Vikas missing from their houses. They were apprehended from a neighbouring village. They revealed that they started working at Deepak's home one and a half months ago. While he was on a trip to the USA, they decamped with the digital safe. They took the safe to their village, broke it open and distributed some jewellery between them and sold the rest to a local jeweller Ashok Verma, who is absconding. They destroyed the stolen mobile phones and disposed them of in a river. |

Ghaziabad, June 25 The victim, daughter of a private hospital employee Manoj Kumar, residing in Anwarpur locality, was rushed to the medical centre around 11.30 am by neighbours who noticed smoke coming out of her house. SSP Raghubir Lal denied her family's allegation that she was raped and set on fire and claimed she committed suicide. He said the girl was scolded by her uncle for throwing stones at his son. "As he went away after scolding her, Divya poured kerosene on her and set herself on fire," he said. "This was told by her five-year-old brother Saurabh who was in the other room when she burnt herself. On hearing her screams, the neighbours went inside and took her to the hospital," Lal said. At that time, the girl's father was in hospital while her mother had gone out, the police said. The neighbours rushed the girl to Saraswati Medical College where her father was employed. The girl's father said the attending doctor told them she was raped and referred her to a government hospital. She died on way to hospital. When asked about the doctor's initial observation suspecting rape, Lal said: "It was a private hospital. The doctor should have referred the matter to the district hospital for proper examination." - IANS |
Man kills bro-in-law to avenge beating
New Delhi, June 25 One of the accused, Vinod Kumar, is Rahul's brother-in-law. The second accused, Ram Naresh, is Kumar's uncle. Rahul was abducted from Mahindra Park and taken to Todarpur village in Uttar Pradesh. Later, he was murdered, said a senior police official. Rahul was a resident of Jahangirpuri and was reported missing since May 31 by his parents. According to them, he went missing after they went to their native place in UP leaving him alone here. "Kumar is married to Rahul's sister Rinku and has two sons. He is addicted to liquor and often beat Rinku in a drunken state," said the officer. Unhappy with his ways, Rinku's family last year beat Kumar. Since then, he hated his in-laws and wanted to take revenge," said the official. "He along with Naresh planned to abduct and kill Rahul. On May 31, Vinod took Rahul to Kashganj and then to Todarpur village on the pretext of meeting some relatives. Naresh followed them," he said. "There, the two consumed liquor near a sugarcane field. They then made Rahul unconscious with chloroform, took him to the sugarcane field and strangulated him. They removed his clothes and shoes and threw the naked body in the field," said the official. The accused have confessed to have committed the crime. |

Faridabad, June 25 Jawan Jile Singh was outside his guard room, two assailants involved him in an argument and then fired at him, which injured his leg, the police said. Singh had a dispute with his brother over family land and the matter is sub-judice in the court.
