Close to a year after 28-year-old woman was found murdered in the Okhla area on August 12 last year, the Delhi police today disclosed that her husband Dharmender Kumar was arrested from Noida a few days ago for the crime. He worked in a garment factory.

A 15-year-old Class X schoolgirl, a daughter of a Delhi police sub-inspector, allegedly committed suicide by hanging herself from a ceiling fan at Hauz Khas in south Delhi. The incident came to light this afternoon when Diksha was found hanging by her stole and declared brought dead at the hospital. The reason is not yet known. "Diksha lived with her parents in Hauz Khas police colony. She was found hanging from a ceiling fan by her brother this afternoon. Her mother is a Delhi police SI and posted in computer section while her father works in a private company," said a police official.

Decision on diesel price cut ‘not implemented’

English-fluent kingpin keeps a luxurious lifestyle

The south district police today claimed to have busted a high-profile prostitution racket and arrested five call girls and two pimps from a flat in Chhatarpur Enclave last night. The kingpin of the racket Najma Khan, alias Abiba (27), herself is a high-end prostitute who maintains a luxurious lifestyle.

She is known to celebrate New Year's Eve in various European cities. According to the police, Najma is fluent in English and through a network of pimps ran the racket from a well-furnished flat in the Chhatarpur Enclave area of Mehrauli police station.

According to Chhaya Sharma, DCP (South), the flat was being used as a brothel with all the services, including ferrying of customers in an Audi A-4 series luxury car.

"Najma had a broad spectrum of girls in her network and assigned them rating as 1X, 2X, 3X, 4X, 5X. They were given Rs 5,000 to Rs 50,000 for their services," said Sharma, adding that the breakthrough came after a tip-off on the presence of a pimp in a Santro car near the Qutub Minar.

On receiving the information, the police team swung into action. A trap was laid to apprehend the accused involved in the racket. A decoy customer approached the pimp who offered the services of call girls.

According to Sharma, after making enquiries about the girls, the decoy customer asked the pimp to show them. The pimp requested him to wait for sometime and went off in his Santro car. After a while, two girls came in a white Audi car.

"The pimp demanded Rs 40,000 for the services of the girl sitting on the driving seat and Rs 10,000 for the girl on the rear seat. When the customer showed his inability to pay such a high rate, the pimp offered the services of other call girls present at the flat of his madam," said Sharma, adding that the members of the police team then followed them and raided the flat from where five call girls and two pimps, Sanjay Bhatia and Vijay Bhatia were arrested. Both the cars, Audi A-4 and Santro used in the commission of crime have been seized.

Najma Khan disclosed that she originally hails from Aajamgarh (UP) and her parents are settled in Saudi Arabia.

"She came to Delhi around six years ago and was held for prostitution twice earlier also by the Delhi police. She has been declared a proclaimed offender in the case of Civil Lines police station as she did not turn up in the court," said Sharma, adding that another girl belongs to Mumbai who too came to Delhi six years ago and claims to have married a renowned builder here.

According to the police official, it has also been revealed that the pimps pick up girls of lower strata from the trans-Yamuna area and bring them into the profession after a short training in grooming.

Further investigation in the matter is on.

Capital put on high alert

Minutes after serial bomb blasts in Mumbai this evening, the Delhi police declared high alert in the national Capital and beefed up security at the entry points to the city, including all the sensitive areas and crowded markets of CP, Chandni Chowk, GK, Sarojini Nagar, Chawri Bazar. The police presence was also increased at railway stations and bus stands along with the VIP area of Lutyens' Delhi.

"The city is under high alert and all efforts are being made it to secure it. Vehicles are being checked and suspicious persons being questioned. There is nothing to worry about," said a senior police official, adding that residents should inform the police about any suspected object noticed by them.

Son kills father over property issue

After a dispute with his father over the selling of a property, a 23-year-old man hit him with an iron handle, leading to his death, in the Nihal Vihar area of west Delhi last night.

The victim, Ram Narayan (52), was declared brought dead at the hospital and accused Rajnish Kumar was arrested while trying to flee the capital.

The father and son ironed clothes in the Nihal Vihar area.

According to the police, the incident took place around 9 pm yesterday.

"The family belongs to Unnao (UP) and had come to the capital five years ago and managed to purchase a house also. Ram Narayan's wife died two years ago and his son Rajnish got addicted to alcohol, following which he wanted to sell the house and go back to their native place. However, Rajnish opposed this and often quarrelled with his father over his intentions to sell the house," said a police official.

Last night too the father and son fought over the issue and Rajnish lost his temper and hit his father with an iron handle which led to his death.

Close to a year after 28-year-old woman was found murdered in the Okhla area on August 12 last year, the Delhi police today disclosed that her husband Dharmender Kumar was arrested from Noida a few days ago for the crime. He worked in a garment factory.

He allegedly found her in a "compromising position" with a young lover.

According to the police, Dharmender was living with his wife Sudha and son in Harkesh Colony area of the Capital a year ago. After Sudha was found dead, the police hunted for Dharmender, but he was absconding and a police team was sent to his home town in Nalanda (Bihar). He was missing from there too.

Investigation in the matter led to his arrest and Dharmender told the police that he strangulated his wife after he saw her with a boy from their neighbourhood.

"He suspected the character of his wife which proved right when he saw Sudha in a compromising position with a boy. Thereafter, he made plans to teach her a lesson and one night strangulated her and then dumped the body in a sewer nearby and fled the spot," said the official.

Khap Panchayat gives the third degree to married couple

A married couple sheltered in Delhi by the "Love Commandos", a voluntary organization, is seeking help of the police. The couple fled from the tyranny of their village's Khap Panchayat that announced a verdict of "shoot at sight" against them.

Abdul Hakim (26) and Mahvish (24) secretly married on June 25, 2009. They are natives of Adholi village at Bulandshahr in Uttar Pradesh. Mahvish's parents were opposed to her affair with Abdul and had arranged her marriage with another person. On October 29, 2010, the lovers fled their village.

A village meeting was subsequently held and the Khap Panchayat gave its verdict of killing the couple and socially boycotting Abdul's family.

"The members of the Khap Panchayat came to my house and tied my parents to a tree. They were then severely beaten. My father does not eat properly nor does he speak to anyone these days," said Abdul.

He added that the members of the Khap Panchayat included his wife's brother and uncle. Abdul said that all the members "opposed the love marriage".

Abdul's parents are at present staying with his elder brother in a different village. After he fled, he said, his mobile accessories store was closed in Bulandshahr. Abdul also pointed out that his house was locked up by the Khap Panchayat.

"The dogs and cows in my house were poisoned. My family was harassed. My sister-in-law along with her children was dragged from the village and severely beaten," said Abdul.

Furthermore, the people of his village filed a case of rape and abduction of Mahvish against him at the Allahabad High Court.

He said that on July 6 this year, the police placed his nephew, uncle and sister-in-law in a lock-up and interrogated them on his whereabouts.

He added that they had been tortured for 15 days by the SHO of Bulandshahr, Alok Kumar. The court has announced a stay order on the case, which prevents the police from apprehending him.

Abdul said that he had complained to the SP of Bulandshahr, but in vain. He had also met the IG of Meerut Police, who had given him an assurance that the matter would be strictly dealt with. However, Abdul claims that nothing has happened.

The couple has written a series of letters to the chairperson of the National Commission for Women (NCW), but yet to get any response.

After they fled from their homes, they sought refuge in numerous places, including their friends' houses in Meerut and Aurangabad.

Mahvish is nine months pregnant and is currently staying with Abdul in a shelter provided by the "Love Commandos". It is an organisation that opposes Khap Panchayats and provides help to couples facing similar problems.

Noida house burgled, lakhs missing

Noida, July 13
Burglars decamped with Rs 35 lakh in cash and jewellery worth Rs 50 lakh from the house of an IT professional here, the police said on Wednesday.

The incident took place late on Tuesday in Sector 29 of this suburban town adjoining Delhi, said deputy superintendent of police Brijesh Kumar Srivastava.

When Kamal Singh Chauhan returned home at 9.45 pm, he found the main door of his house half opened and the mesh wires cut.

As he entered inside, he found the entire house ransacked, Srivastava said.

"The family is preparing an estimate of the stolen items which could be much higher. We are looking into the issue," he said.--IANS

3 minor girls rescued

The South-East district police has rescued three minor girls, who were brought from West Bengal and allegedly kept in illegal confinement at a house in the Timur Nagar area.

A woman identified as Laili (32) has been arrested in this connection.

According to Ajay Chaudhary, additional commissioner (SE), the police action came following an input about the confinement of girls for compulsory labour.

"Three minor girls were found confined under lock and key at a house in Timur Nagar. The examination of the girls revealed that Laili worked as an agent to supply girls for a placement agency and had brought the girls after inducing them from their native village," said Chaudhary.

Janman Joy Kamal, owner of the placement agency "Joy Placement", has absconded and a hunt is on to nab him.

Shot dead

A 35-year-old man was shot dead by three bike-borne assailants allegedly over a property matter in the Narela area of outer district this morning. The victim has been identified as Ravinder of Nai Basti in Narela.

"Ravinder was going to some place close to his residence this morning when three bike-borne assailants shot at him. He was rushed to hospital with two bullets in heart and succumbed to injuries at LNJP Hospital later," said a police official.

At 82, she undergoes 11th surgery

New Delhi, July 13
In a room at Apollo Hospital in the Capital, 82-year-old Kamal Vadera prods the doctor about why her condition could not be diagnosed earlier. She has been operated upon for the 11th time in her life and is feeling much better.

The retired schoolteacher's surgery was a complex one, involving heart valve replacement. Usually survival is rare at this age after such a procedure. Vadera also has a history of hypothyroidism, hypertension and breast cancer, among others.

Vadera, a fitness freak and a social worker, was warned by doctors of the risk to her life. But the octogenarian didn't hesitate to go under the knife for her condition, medically known as aortic stenosis.

"Doctors said I could die. It was tough for my age, but I never wanted to be bed-ridden and be dependent on anybody," Vadera, a resident of Kalkaji in south Delhi, told IANS.

"I had to decide what was to happen with my life," she added with a smile.

"I knew I have to die. But I wanted to fight my battle before giving up," Vadera said, as she held the hand of her daughter, who sat by her side during the routine check-up two months after the surgery.

Vadera sits up and continues prodding the doctor as to why her disease could not be diagnosed in different hospitals.

When blood leaves the heart, it flows through the aortic valve into the main blood-carrying vessel called aorta. Aorta carries the blood out of the heart. In the state of stenosis, the aortic valve does not open fully, decreasing the blood flow from the heart.

Doctors say sometimes the condition is confused as a problem of the lung rather than heart. Also, when Vadera suffered breathlessness, she was in Mumbai, a city where she did not have a family doctor who knew her medical history.

She also shuttled between hospitals in Delhi before finally coming to Apollo where her problem was diagnosed.

"In such cases, the valve pumping blood fails to open properly. Replacing it with a healthy valve is not difficult, but at the age of Kamal Vadera, it could have been complex," B.N. Das, senior consultant of cardiothoracic surgery at Apollo Hospital, told IANS.

It was after a series of bouts of breathlessness that Vadera came to know about her cardiac ailment.

"We studied the details of her 10 surgeries that included a hip replacement surgery, two breast cancer surgeries and a gall bladder surgery, among others. She was counselled and asked if she would like to go for this surgery," Das explained.

Vadera, who had the unflinching support of her children during the tough phase, gathered the courage to come to the doctor and give a final go-ahead.

The operation cost around Rs 2 lakh.

"We had to replace her aortic valve with an artificial valve in a surgical procedure. We knew she would be safe," said Das.

After two months of the surgery, Vadera goes out for evening walks, invites women folk from her colony to play a game of cards with her and even helps her children.--IANS

Power staff work in the open as roof crashes

The employees at the sub divisional headquarters of power utility, Dakshini Haryana Bijli Vitran Nigam (DHBVN), have no designated place to discharge their official duties for the past three days.

This has reportedly shown that the senior officials of the department do not care much for the safety of their juniors. While the employees brave the rains and humidity in the open, the district administration and the authorities of the power utility are allegedly embroiled in red tape, trying to find out the cause of roof collapse in a building.

The entire roof of the office room of Consumer Clerk crumbled down last Monday and the spectre of other parts of the building crashing down looms large. There are more than 50 personnel posted at this sub divisional headquarters.

They asserted that they would not venture in the rooms of the dilapidated building.

Whatever little work was done for consumers, it was done under the trees.

When the office hour began last Monday, the employees apprehended a danger of the roof collapse. They reported the matter to the sub divisional engineer. The moment the employees vacated the room, the roof collapsed.

A staff member alleged that a day before the incident, small pieces of cement were seen falling from the roof. An employee said that a major tragedy was averted as the room was that of Consumer Clerk where a number of consumers stand in queue.

In the wake of the incident, the employees under the banner of the All Haryana Power Corporation Workers' Union and the HSEB Workers' Union staged a dharna, demanding a safe building for themselves. The employees alleged that the authorities had been informed earlier that the building was not safe.

The office building belongs to another power utility, Haryana Vidyut Prasaran Nigam (HVPN). The DHVBN had taken the premises on rent. The employees alleged that the maintenance of the building was the responsibility of the HVPN. However, the district administration and other authorities cannot absolve themselves of their responsibility, they added.

The employees have also met the SDM, Hodal, Satpal Singh, and apprised him of the development and demanded a safe office building.

When contacted, the SDM told TNS that he has constituted an "Inspection Committee" to find out the cause of the roof collapse and the possible use of the building. According to him, the committee was likely to submit its report on Friday.

Gautam Buddha statue yet to be unveiled

The Greater Noida Industrial Development Authority installed the four-sided Gautam Buddha statue at the circular crossing at Noida Extension last month. However, it is yet to be unveiled by Chief Minister Mayawati.

As one crosses the Hindon bridge from the Noida Sector 121 and enters Noida Extension, one gets a glimpse of the statue installed at the circular crossing.

It is still wrapped in black sheet. UP Chief Minister Mayawati is expected to unveil it as well as the statues of Noida City Plaza Park soon.

"As it is still covered in black sheet, it could not provide blessings to the Mayawati government. Once it is officially unveiled, the statue will have its beneficial effects," said a BSP worker in a lighter vein.

Authority officials claim that it is a unique statue in the world.

To date, only three-faced statues were installed. This is a four-faced statue, depicting various moods.

MCD okays guidelines for floor-wise sanction

The Municipal Corporation of Delhi (MCD) today said that it has finalized the draft guidelines for floor-wise sanction and regularization of building plans for development of residential plots.

Chairman, Standing Committee, Yogender Chandolia said that the guidelines have been made available on MCD's official website.

"Any citizen or forum having any objection or suggestion with respect to the proposed guidelines may file the same in writing giving his name and address to the chief engineer (Building) within 30 days. A public notice in this regard is also being published in newspapers," said Chandolia.

The salient features of the guidelines include waiving the condition of 'No Objection Certificate' from the owners of other portions of the building.

"The distribution of permissible FAR, including ownership rights, shall be determined as per the ownership documents. 'Structural Safety Certificate' may be obtained from IIT, Delhi, Central Building Research Institute (CBRI) Roorkee, RITES Delhi, National Council for Cement and Building Material Faridabad and IIT Roorkee," said Chandolia.

The chairman of the Standing Committee expressed hope that floor-wise sanction and regularization will halt the rising prices of property as it will provide more space, vertically.

"The people, especially the middle class, who have never dreamed of their own roof in Delhi, will now be able to have affordable houses," he said.

Consensus will be made on the rights of services such as water, electricity, drainage and sewage as defined in the ownership documents. However, the builder has to see that no damage or loss is caused to the existing floors or adjoining buildings, he said.

72 jail inmates honoured for success in exams

Ghaziabad, July 13
Around 72 jail inmates were honoured for their success in different examinations conducted in a western UP jail, the results of which were declared recently, official sources said today.

The jail inmates were felicitated for securing the first division in high school, intermediate and graduate level examinations conducted in the prison last year from April to May, deputy inspector-general of police A K Panda said.

In his address to the inmates at a function held in Dasna jail yesterday, Panda said that higher studies would be encouraged and an educational atmosphere provided to the inmates.

Provision for postgraduate and other professional courses including BBA, MBA, BCA and MCA would also be made for the inmates.

The UP board of education had set up examination centres in 12 jails in UP. — PTI

Decision on diesel price cut ‘not implemented’

The government could not implement the decision of the cabinet on reducing the hiked rate of diesel in Delhi, said excise commissioner A. K. Singh while refusing to give the reason for itThe Delhi cabinet had decided to reduce Rs. 0.37 from the hiked rate of diesel last month. This decision was taken on the suggestion given by the Centre.

However, the excise commissioner today said that this decision has not been implemented so far. When asked the reason for delay in implementing the cabinet's decision, he said that he could not comment on the matter.

However, he said that the government had taken a decision to increase revenue through VAT. The government had collected Rs 12,068 crore last year that was the highest ever. This year, the government estimated to collect Rs 14,500 crore with the churning of existing resources.

To increase the VAT, the government has authorized eight banks for online tax collection. It has set up a separate cell for the benefit of exporters and importers, created a new cell to provide a preferential treatment to the dealers who pay the maximum taxes.

Besides, the department concerned has also created a cell to address the issues relating to works contract and online payment for monthly return filers.

A special drive has been launched to detain those vehicles which carry goods without proper documents, leading to evasion of tax.

About the sale of liquor after implementing the newly framed Delhi Excise Act, the commissioner said that the new Act has been in practice since July 1. It will take at least a month to find out its effect on sale.

The public hearing was attended by various people representatives, discoms officials, stake holders and non-government organizations.

"It will take around a month's time to finalize the draft order. The tariff will be announced by August 10," said PD Sudhakar, commissioner DERC.

"We have taken note of people's suggestions and will try to incorporate them as far as possible," said Sudhakar.

In four sessions of public hearings held in two days, people tried to convince the discoms that they can handle a reduction in the power tariff of up to five per cent. Taking it as the last opportunity to let their voices heard by the power distribution companies, people strongly condemned the discoms's petition, seeking a steep hike in the tariff.

Over 100 people who participated in the public hearing raised a number of issues ranging from discoms' accounts manipulation to AT&C losses.

Along with various other suggestions from discoms and the general public, the DERC has also received a demand from government-aided schools to be treated at par with government schools, as officials from two such schools have submitted their proposal in this regard. There are roughly 450 government-aided schools in the Capital.

To the various petitions put across, the commission has said that some suggestions are based on practical grounds and thus can be considered.

"It is a good sign that such a huge number of comments have been raised by people and objections have come in. It shows that people have taken interest in this process. We have also found merit in several suggestions and have to deliberate upon them," Sudhakar said.

543 vehicles challaned in 2 hours

In a special drive carried out by the Delhi traffic police last night, 543 vehicles were prosecuted for different traffic violations, resulting in a collection of around Rs.1.50 lakh.

According to the traffic police, the drive was held from 9.30 pm to 11.30 pm at various points across the national capital.

According to information, of the total vehicles prosecuted, 289 were heavy vehicles, 185 light vehicles, 25 dumpers, 12 cars and 32 motor cycles.

"Around 200 vehicles were booked for dangerous driving with fine of Rs 1,000 while 27 vehicles were prosecuted for drunken driving," said a senior Delhi Traffic police official. As many as 176 drivers were prosecuted for driving in the inner lanes.
