New Delhi, May 2 There are no eyewitnesses to the incident and since all three persons involved in the incident are dead, the sequence of incident is speculative. The deceased have been identified as Raj Kumar Dhankhar, his 21-year-old friend Soni and her mother Baby (43). While Baby was found stabbed to death, Raj Kumar and Soni were found burnt to death. All were declared brought dead at AIIMS Trauma Centre. The incident was reported from house no. 213 of the Hari Nagar II area around 12 pm. "We got a call at 12 pm from neighbours about the incident and found three bodies on the ground floor of the house. While Baby was found stabbed in the neck, Soni and Raj Kumar Dhankar were found burnt to death inside another room. They were declared brought dead at the hospital," said a police official close to investigation. According to neighbours, Soni was having relations with Raj Kumar for the past two years and both planned to get married. However, Soni's parents, father Anand Singh and mother Baby opposed this match and fixed her marriage to a boy in Bhagalpur, Bihar. "The family was to leave for Bihar on May 15 and Soni's marriage had been fixed for June 22. Angry with this, Raj Kumar came this morning in a white Zen car and brought a petrol can along. He first killed Baby who opposed their union as Raj Kumar is already married and has two kids. He then committed suicide," said a neighbour on condition of anonymity. Some even said that Soni and Raj Kumar first beat up Baby before she was stabbed. Raj Kumar, a frequent visitor to Soni's house for the past two years, was an operator at a multi-parking lot . Soni appeared for Class XII exam this year and was student of a government school in Hari Nagar while her father Anand Singh works in a sports goods factory and had left his house around 8 this morning. Soni's younger sister Mona and brothers Nitin and Nikhil had gone to school at the time of the incident. |
Boy abducted by unverified maid rescued in Delhi
New Delhi, May 2 According to Meenu Chaudhary, DCP (northwest), the maid was arrested from near Adarsh Nagar Metro station after a search of the Adarsh Nagar area today morning. "The maid, identified as Rizwana Khattun, took the child to a market near his house in Adarsh Nagar around 9.40 pm last night on the pretext of buying ice-cream, but did not return," said Chaudhary. The boy's father, Farid Khan, had engaged the maid about a month ago without police verification. According to information, Khan used to keep large amount of cash in house for business purposes and Khattun would often see him counting money. This tempted Khattun and she planned the kidnapping. Though she succeeded in kidnapping the child, Khattun was caught even before she could ask for ransom. In view of the incident, Chaudhary has appealed to the public to get their servants verified as this discouraged the servants from attempting any such crime. It is the second such incident in the national Capital after a maid kidnapped an 18-month-old boy from the Maharani Bagh area of southeast Delhi last Sunday. Four persons along with the maid of the family had been arrested in the case while the boy Ishaan was rescued from Faridabad three days after the kidnapping. |

New Delhi, May 2 Four alleged "contract killers" - Harish (21), Amit (21), Umesh (30) and Pawan (30) - were also apprehended for attacking Ravindra in front of Vardhaman Jain Hospital on April 27, Chhaya Sharma, DCP (outer Delhi), said. The couple had agreed to pay them Rs 2.5 lakh for the crime. Kumar and Meenakshi were arrested while they were on their way to Nainital for their honeymoon. They got married on Saturday. It was a mobile phone used by one of the alleged killers which helped the police cracking the case. "One of the killers kept the phone call on hold at the time of firing so that the sound of the bullet fired could be heard by the couple . However, while fleeing the spot, the phone fell down," Sharma said. "Rs 2.50 lakh had been settled for the killing. Rs 25,000 was paid by Kumar as advance 20 to 25 days ago," Sharma added. Kumar said Ravindra was Meenakshi's ex-boyfriend. "Later, Meenakshi became friendly with Vinod and wanted to marry him. She was also under pressure from Ravindra to marry him due to their friendship from the college days. Meenakshi wanted to get rid of Ravindra . They decided to kill Ravindra. This is not the first time that Kumar tried to allegedly kill Ravindra. He said in July 2009 and February 2010, he with the help of contract killers tried to murder Ravindra. Kimar run a a dental clinic in Shivpuri in Ghaziabad. He is also a visiting consultant to several dental clinics and hospitals in Vijay Nagar. PWD gives clean chit to its men on CWG works
New Delhi, May 2 The CBI registered the FIR against eight officials of the PWD and two private firms engaged in the construction of the projects. Names of officials and firms were not disclosed by the CBI, the sources said. According to the sources, the detailed report of the PWD had refused to accept the claim of the CVC that poor quality material was used in the construction of Barapulla elevated road constructed within the given time period. It is a unique project of the PWD that had been presented award on the basis of its quality. The material used for the construction of the project was tested in the laboratory before being used. On condition of anonymity, a senior officer of the PWD also said that CVC had lifted 25,000 samples from Barapulla to examine the quality of the material. All the samples were found up to the mark except one in which a minor deficiency was pointed out and that too was not a major cause for the CBI to have registered an FIR. All the top agencies are investigating the case without having expertise in the subject. It's a civil engineering case and technical one. It should be examined by the technical experts, the officer said. The cement used in the project was of 43 and 53 grade that was good enough to use in flyovers. The agencies concerned never contacted the officers and technical experts involved in the construction work. They should have talked to them to know the cause of delay and enhancement of construction cost and the difficulties they faced during the construction work. It is very demoralizing, he said. The officer said that when he talked to the CBI officials to know the cause of FIR against the PWD officials, they said that thee investigating agency had pressure to lodge the FIR. When asked to comment on the issue, the Chief Minister said that the department concerned would give a reply in due course. |

New Delhi, May 2 "Chemical castration is the best way to stop rapes. The judge is absolutely right in supporting the punishment," posted Ishan Kathuria, 23, a member of the group. The group has over 300 members who supported the form of punishment. In an observation, a trial court on Saturday advocated the use of "chemical castration" as an alternative to a jail term for the rapists. Additional Sessions Judge at Delhi's Rohini Court, Kamini Lau said: "The Indian legislatures are yet to... address the issue (of rape) with all seriousness by exploring the possibility of permitting imposition of alternative sentences of surgical castration or chemical castration, particularly in cases involving rape of minors, serial offenders and child molesters or as a condition for probation, or as an alternative sentence in case of plea bargaining." Lau suggested castration as an alternative punishment for the rapists while hearing the case against a man who had raped his 15-year-old stepdaughter for over four years. "Chemical castration is the way to go. Surgical castration seems too strict a measure to take but I guess in some situations it would seem like the only way," wrote 22-year-old Rahul Gupta, another member of the group. The group has a moderator who raised the question after the judge's comments sparked a debate if the punishment would help eradicate the crime from the society. "This punishment can be effective. But there should be done enough to implement it. We will soon introduce a campaign where we can gather support from men to stand for the punishment," said Shubham Tripathi, the moderator of the group. The court directed that a copy of the order be sent to the secretary of ministry of law and justice and the national commission for women. The Indian Penal Code provides only a jail term for sexual offenders. Countries such as the USA, the UK and Germany have started using chemical castration as an alternative. — IANS |

New Delhi, May 2 The community donates money which should not be wasted, said Jasjit Singh, president of the SAD Delhi-UK. He said that when the Prime Minister had refused lay the foundation stone of the parking lot, the DSGMC should have forgotten the idea of constructing it. Instead of doing so, president of the DSGMC Paramjit Singh Sarna is busy in collecting money from the community members. When the plan of parking lot was announced, Sarna had said that the expenditure would be Rs 50 crore. But it was escalated to Rs 350 crore now, he alleged. Jasjit claimed that Sarna has collected Rs 70 crore for the project so far. When asked about the evidence to prove his allegation, Jasjit simply reiterated that as the PM had refused to inaugurate the project, Sarna should have stopped collecting money. He distributed the letter issued by the PMO to prove his claim. The letter said, "We regret that the PM would now not be able to lay the foundation stone of the project on May 14, 2011." On the other hand, Sarna said that there was no misuse of money . He said that the letter issued by the PMO was confidential and addressed to the Delhi Sikh Gurdwara Management Committee. "I will form an inquiry to find out how it was leaked ," he said. |

New Delhi, May 2 "Chinki was found hanging from a ceiling fan today morning. The body has been sent to LBS Hospital for postmortem. Though we have not found any suicide note, the preliminary investigations reveal that she killed herself because of financial problems," said a police official. He added that Rajesh was a painter and had no fixed income which was causing frequent fights between the couple. Chinki was married about 8 years ago and had a school-going boy. |

New Delhi, May 2 "We have put our personnel on full alert and have strengthened the security around the US embassy at Chanakyapuri in south Delhi. The special security measures were put in place soon after US President Barrack Obama announced the killing of Osama bin Laden this morning. We are taking the matter very seriously," a police official said. The senior police officials would be reviewing and personally supervising the security arrangements. Osama was killed early this morning by the US special forces in a helicopter-borne operation in Abbottabad, 122 km from Islamabad.

"The skies remained clear throughout the day and the maximum temperature settled around 40.6° C," an official of the India Meteorological Department (IMD) said. Humidity was recorded at 32 per cent at 8.30 am. For tomorrow, the department has predicted the maximum temperature to hover around 41° C. The minimum temperature is likely to settle around 26° C. |

New Delhi, May 2 The decision was taken today at a cabinet meeting chaired by Chief Minister Sheila Dikshit. Dikshit said the cultural centre will be developed soon as the cabinet has approved its design. "The centre will evolve as a major landmark apart from being a place for cultural activities," Dikshit said. Spread over around 15,000 square metre, the centre has a cyber café, library, retail shop, gym, coffee point, amphitheatre-cum-mini-exhibition space, food court, space for artworks, etc. First of its kind, the centre was constructed by the PWD in June 2005. |
Woman found hanging; dowry case lodged
Greater Noida, May 2 The victim, Kamlesh Devi, was married to Devi Ram around one and a half years ago. "Today, Devi's body was found hanging from the ceiling fan a room in her house at Jaitpur in the Kakode police area. A police team pulled the body down. The body has been sent for postmortem," said S.C. Tomar, deputy superintendent of police. "Her father has lodged a case of murder for dowry against her husband and five in-laws. In his complaint, the father has alleged that since the marriage took place, Devi's in-laws were demanding more dowry," said Tomar. |
30 properties sealed
New Delhi, May 2 Shahdara (south) zone of the MCD taking tough action against unauthorised construction and misuse of property sealed 38 establishments in the unauthorised colonies of Madhu Vihar. "The action was taken against the commercial establishments which came into existence after February 2007 and are not protected under any law. The action was taken with the help of the police. A large contingent of the police was deputed to maintain law and order during the operation," said a police official. The civic body has been carrying out demolition action against unauthorised construction across the city and has pulled down portions constructed in illegal manner for more than 100 properties during March and April till date. The pace of demolition action is expected to accelerate in the coming days. |

New Delhi, May 2 He said he had come to India about three years ago on a multiple business visa. He started a garment business from Trichanapalli in Tamilnadu. He also stayed for some time in Mumbai. "In January 2010, he came to Delhi. After some time he started trafficking in drugs. He was receiving supply of cocaine from Africa. The drug traffickers of Nigeria had a modus operandi of sending drugs through old person who came from Nigeria on medical visas for the treatment," a senior police official
