New Delhi, April 27 According to the police, Ishan was rescued from the Tilpat area of Faridabad around 11 last night. The police arrested the maid Sabita, alias Seema (19), along with Anu Ara Begum, another maid of the same house. According to B K Gupta, Delhi police commissioner, the mastermind of the kidnapping, identified as Krishna Dev Kumar along with one Ashok Heru, has also been arrested. "The kidnappers were planning to demand a ransom of Rs 2 crore from the businessman Vikram Singh after 20 to 25 days when the pace of investigations lost steam," said Gupta, adding that the investigators got a breakthrough in the case when they learnt that another maid of the house, Pratima, had left for her hometown only four days before the kidnapping. "The investigation team learnt that Pratima was in relationship with Ashok Heru and their marriage had been fixed. We zeroed in on Ashok who broke down during investigations and told about the kidnapping conspiracy," Gupta said. He added that it was Ashok who led the investigators to Sarai Kale Khan hideout where the boy was first kept. However, the kidnappers had left this hideout by the evening on April 25. Ashok revealed that Krishan Dev planned the whole incident following which the latter was arrested and he provided information regarding Ishaan who was kept in a house in Tilpat (Faridabad). "The accused had changed the appearance of the boy and dressed him as a girl--in a frock. Bangles were put in his arms," revealed Gupta. As per plan, Savita was sent to Vikram's residence to seek employment which she readily got after talking to Gayatri, mother of Ishan. Present at the police headquarters, Gayatri told mediapersons that she was fooled by Savita's innocent looks. "It was the biggest folly of my life. After talking to her, I felt she was nice and innocent and gave her the responsibility of my son," Gayatri said. The arrested accused told the police that they had planned to demand Rs 2 crore as ransom. All the accused are engaged in minor jobs in and around the Maharani Bagh area. The police revealed that while Ashok along with Krishan Dev Kumar is employed in a house in Maharani Bagh, Anu Ara Begam runs a placement agency at Khizrabad, New Friends Colony. |

New Delhi, April 27 The pol. science GBM had been called after a petition signed by 109 teachers. The realisation comes after subsequent meetings at the departments of sociology, English and geography, where the semester system was discussed threadbare. "Political Science department of Delhi University was initially the first department from the Arts and Social Sciences to agree to undergraduate semesterisation in principle, but we decided to take a relook at our stance. And at the GBM called by head of the department P K Datta, the department passed resolutions against the semester system, giving detailed reasons and also condemned AC's decision of empowering the VC," said a political science committee member. The Delhi University administration on the other hand says that they have a strong response prepared with semesterisation formally being passed through the academic and the executive councils of the university. Teachers argue that the hurry that the DU administration resorted to in order to pass the semester system was just to look good in the court and contend that the new system has enough support in the university. Teachers say that the new syllabi, besides diminishing the quality of the course, will also affect the performance of students. They complain that the university is paving the way for demolishing the honours system of courses. In the last few days, the standing committee, AC and the EC passed the bifurcated syllabi for all the undergraduate courses that had earlier got a clean chit from the committee of courses of the respective departments. Never in the history of the university had these meetings been called at a short notice of 48 hours when teachers were expected to read material received at late night hours, evaluate and pass it in the meeting, the very next day. Even as the Academic Council in its Monday meeting empowered the vice-chancellor to do anything seemed fit for the implantation of semester system, the teachers are hopeful that the court hearing will bring along some relief to them. This empowering resolution even places the VC as the deciding factor in preparing the syllabus in courses which have been opposing the system till now. "Even as the court hearing was on April 28, the university pushed the departments to pass the new bifurcated courses by setting unrealistically short deadlines. Threatening notices have been served to the head of several departments that did not pass the syllabus or asked for more time. The English department teachers were sent letters and threatened. Finally, the AC and the EC members were asked to attend meetings hurriedly and resolutions were passed one after the other, and any objections raised in the meetings were ignored point-blank," said Sheo Dutt, and elected AC member. |

New Delhi, April 27 "I have written to the commissioner of MCD, telling him to inform the deputy commissioners of all the 12 zones that I could inspect any locality any time. The DCs have 10 days," she said. "If needed, I will visit all the 272 wards of Delhi and check the situation. The MCD runs on the money paid by the general public and so they should at least have garbage-free neighbourhood," she said. She visited Rohini zone today to review the sanitary conditions. She said she will make surprise visits to different areas of the city in the next 10 days and if any dereliction of duty is found, the erring officials or sanitation contractors will be punished. Abbi has also sought a detailed report of permission granted to various agencies, including individuals for road-cutting during the last four years and the restoration work carried out by the corporation thereafter. On Monday, she sent a message in this regard to engineer-in-chief Ravi Dass, asking him to provide a specified compilation. She said that she will review MCD's door-to-door garbage collection system introduced a few months ago. Currently, the system is in place in Civil Lines and Rohini zones and some parts of Dwarka. Abbi said she is not happy with the private firm responsible for garbage collection in the Mukherjee Nagar area which comes under Civil Lines zone. "At a given point in the day, they are supposed to maintain zero-level garbage at the garbage stations. However, in my area the garbage stations are always overflowing. I have also received a few complaints from residents about the work of private concessionaires," added Abbi. |
93-yr-old arthritic gets new knees
New Delhi, April 27 A resident of Durg district in Chhattisgarh, S.N. Bhatt came to the hospital with a history of progressive knee pain and deformity in legs and in a rare surgery, his knees were replaced, said doctors today. "The patient had severe pain due to arthritis, which deformed both his knees and he was using a wheelchair. The only option available was a total knee replacement surgery, which is not recommended generally for patients over 90 years of age," senior orthopaedician Raju Vaishya, one of the doctors who conducted the bilateral total knee arthroplasty, said. As the patient had a controlled hypertension and he did not have any other co-morbid problems, the doctors decided to perform the surgery after discussions with him and his son, said Dr Vaishya. "On April 14, during the three-hour surgery, huge bone defects in the tibia were found which were also corrected by grafting. Four days after the operation, the patient started walking," said Dr Vaishya. He added, "We have set an example in India as this surgery was performed on a 93-year-old person. Bilateral knee replacement is not common in 90s. In my entire career, I had not performed this surgery. It's one of its kind." Seated on a wheelchair, Bhatt, who has been an avid hockey player and had played with the legendary, Dhyanchand, said, "It seems I have got a new lease of life as I will be able to walk again." |
Ex-cricketer arrested in human trafficking case
New Delhi, April 27 The Delhi police has announced a reward of Rs 25, 000 on his arrest after he failed to present himself before the police in connection with a case registered at IGI Airport police station in 2003. He was arrested on a tip-off. According to RA Sanjeev, DCP (IGI Airport), Martin had taken some youth to the UK on the pretext of playing club cricket there in 2003 after taking money from them. The matter came to light after Nimesh Kumar was found travelling on a fake passport. "On questioning, Kumar had said that agent Rajender Bhiku Bhai Patel arranged his journey with the help of agents Martin and Janak Lal Bhogi Raj Pancholi for Rs 7 lakh," said the DCP. Martin prepared a bogus cricket team "Ajwa Sports Club", Vadodra (Gujarat), and took Nimesh as member (player) of the team. However, when the police sought Martin's cooperation in the case he did not turn up and instead took an anticipatory bail. His plea was dismissed by the Supreme Court last week following which non-bailable warrants were issued against. |
Cancel licences of factories hiring kids: HC
New Delhi, April 27 In the city, as per child rights NGO Bachpan Bachao Andolan (BBA), while there are as many as 50,000 factories running without a licence both in the organised and unorganised sector, those with licences are believed to be more than 8,000 now. This is based on the figures given by the Delhi Labour Department in reply to an RTI in 2005 when the number of registered factories stood at 6,766, child rights activist Rakesh Senger, who is BBA secretary, told The Tribune. Among these children, who toil under inhuman and hazardous conditions in exchange of food or a paltry sum, over 90 per cent are believed to be trafficked from the states such as Bihar, Uttar Pradesh, MP and Rajasthan. "Despite the clear directions from the Delhi High Court, the authorities have miserably failed to act upon their own commitment. Last month, BBA had approached the city's High Court as the authorities concerned had failed," said founder of BBA, Kailash Satyarthi. Even as BBA has identified around 2,500 child labourers in Delhi and the list has been furnished to the authorities, nothing much has been done in this regard, he maintained. Acting on the pending complaints, till date Bachpan Bachao Andolan along with the District Task Force has conducted rescue operations through which till now only 146 children have been rescued. Among them, Central district scores the highest with 34 child labourers, 33 from North West district, 25 from the South district, 25 from East district and 15 from South West district. "On March 22, the Delhi High Court directed the labour department and the police to follow its directions and speed up its rescue operations. “Now, this judgement would give a push to the drive and the licence-issuing agencies are supposed to take action and cancel the licence of factories where child labourers are found working. For dhabas, the health departmentof the Municipal Corporation of Delhi’s (MCD) would be responsible for the task," said Senger. Earlier, action was taken against the erring employees under various acts, including Child Labour Act (1986), Bonded Labour Act (1976) etc, but henceforth their licences would stand cancelled. The verdict came today in a matter of the NGO, Self Childhood Foundation, versus state in which the government authorities concerned were supposed to submit the status report of its child rescue operations. Besides, the authorities (divisional commissioner, labour department, etc) have also been told to report the status of the money recovered as compensation (Rs 20,000 per child) from the accused employers by July 13. |
NHRC takes up case of youth wrongly declared dead
New Delhi, April 27 Sanjeev, 21, was severely injured in a road accident on July 17, 2010 and was rushed to the MMG hospital in Ghaziabad by the police, according to the petition filed by human rights activists. "The doctor on duty allegedly declared him brought dead and got
him shifted to the mortuary," a statement from the NHRC said today. The NHRC issued notice to the Uttar Pradesh director-general of health services, calling for a report on the issue within four weeks. "When his (Sanjeev's) family members arrived, they found him alive and crying in pain. They demanded stern action against the negligent doctor, but no action was taken by the authorities in the matter," the statement added. "Despite reminders
in writing and over telephone, the director general failed to respond to the commission's notice. In view of this, the commission today (Wednesday) directed the director general to appear before it on June 3 along with the relevant records in the matter and explain," the statement said. — IANS |

New Delhi, April 27 The 20-bed panchkarma hospital and ayurvedic diabetic centre and the community centre would be completed in 16 months, informed Standing Committee chairman Yogender Chandolia. He said the MCD aimed to provide medical facilities in all forms to the people residing in the city. "Such facilities have already been extended in the urban areas. Now to keep the rural areas at par with the urban areas, a project has been planned," said Chandolia. |

Brave woman makes bandits turn tail
Greater Noida, April 27 According to the police, the four criminals came to Kanti Prasad's house in the afternoon on Tuesday, posing as ceiling fan mechanics. As Hem Lata opened the door, one of the bandits took out a dagger. The housewife at once raised the alarm. Her two children Aman and Riya rushed in and they too started shouting on seeing the strangers. As Hem Lata attacked the intruders with a lathi, a bandit injured her with a knife and then all of them fled. A police team reached there soon and rushed Hem Lata to hospital. A report has been lodged by family members against the intruders in Dadri Kotwali. Kanti Prasad has a cloth merchant's shop in Dadri market. All the family members were at the shop and the woman was home alone. Though intruders had put a dagger on her head, yet Hem Lata did not panic and put up a stout resistance. She even hit a bandit on the head with a lathi. At this one man attacked her with a knife, and then all of them fled in panic. |

Rs 1,535 cr to revamp Ghaziabad okayed
Ghaziabad, April 27 Rs 800 crore are to be spent on various development schemes. Rs 20 crore are earmarked for improving and creating green belt of the city. Rs 200 crore will be incurred on development, including land development, while Rs 500 crore has been kept as reserve funds. The authority board
has approved Rs 1,856 crore as income and Rs 1,535 crore as expenditure for 2011-12 and
saving Rs 321 crore In all, Rs 1,856 crore, including Rs 640 crore from the previous year, was the total income for the year, though the actual income for the year was Rs 1,216 crore. The expenditure for the New Year has been pegged at Rs 1,535 crore. Though the expenditure is higher than the actual income, Rs 321 crore will remain as the savings at the end of the year. Major proposals include setting up offices in Kamla Nehru Nagar, parks, open grounds and city forests etc. Land use in the Sadulpur scheme in Loni under khasra No. 1215, 1216 will be changed from industrial to residential as per the master plan of the authority. Construction of a multiplex parking on Ramte Ram Road near nagar nigam water works office, change in Ansal township layout in Duda Heda, land acquisition in Gram Arthla for regional entertainment park and deploying more house guards to get encroachment vacated were some of the other proposals which were approved. |

Minor boy held for killing disabled man
New Delhi, April 27 The deceased was identified as Jaswant Singh. According to the police, the incident took place when some minor boys were playing cricket outside Singh's house in Sardar Colony of sector- 16, Rohini, and the ball hit his mother who was sitting outside the house. "Singh asked the boy to be careful in playing and in fact to play away from the area. This made few boys furious and an argument ensued ending in one of them hitting Singh with the bat on his head. He was immediately rushed to Bhim Rao Ambedkar Hospital where doctors declared him brought dead," said a

Biker killed in Rohini
New Delhi, April 27 "Vishal was riding a bike with one Vikas when their bike was hit by an Esteem car. They were rushed to Bhim Rao Ambedkar Hospital where Vishal was declared brought dead while Vishal is undergoing treatment," said a police official, adding that the car driver managed to flee from the spot after the accident. A 51-year-old man allegedly committed suicide by jumping from the 11th floor of a building in the Chanakyapuri area of Delhi this afternoon. According to the police, the incident was reported around 1.30 pm from Akbar Bhawan where the MEA houses its various departments. "The victim has been identified as Dinesh Pandey. He worked as a messenger with MEA. According to eyewitnesses, he jumped from the 11th floor of the building. He was declared brought dead at the hospital," said a police official from Chanakyapuri police station. Preliminary investigation has revealed that Pandey was undergoing treatment for depression. He hailed from Almora district of Uttarakhand. |
