Bhushan CD not doctored: Cops
‘No abrupt change in speech signal’

In a fresh twist to the ongoing CD controversy involving conversation between senior advocate Shanti Bhusan-Amar Singh and former UP Chief Minister Mulayam Singh Yadav, it has emerged that the CD has not been doctored according to the initial forensic tests.

According to a senior Delhi police official, the "initial" reports from a forensic lab in Hyderabad have suggested that the CD was not tampered with. According to this official, "There are different types of tests which are conducted to test the authenticity or tampering. While some tests are yet to be done, some initial tests done yesterday points out that the CD has not been tampered with".

While none of the Delhi police officials wanted to come on record for saying so, they maintained that the forensic analysis conducted by the forensic laboratory points towards "no abrupt change in speech signal".

Meanwhile, Delhi police spokesperson said that the Special Cell (of Delhi police) is investigating the matter. The police had earlier registered a case under Section 469 (forgery) against unknown persons on a complaint filed by Bhushan, who alleged that the CD was forged and intended to malign his reputation and derail the process of joint drafting committee on Lokpal Bill.

The purported telephonic conversation among Shanti Bhushan, Yadav and Singh suggested attempts being made at influencing a judge.

Meanwhile, S R Singh, director of Truth Labs, which conducted its tests on behalf of Bhushan earlier, told media persons that he stands by his report that the CD has been doctored.

50,000 trees to be axed for highway

Greater Noida, April 21
The widening of GT Road NH-91, a project of six-lane highway from Ghaziabad to Aligarh via Bulandshahr, will cost the felling of shady trees planted on the both sides of the road at the time of Emperor Sher Shah Suri.

About 19,000 trees will be cut for the purpose.

Around 25,000 to 30,000 trees have already been felled to widen the road. The highway passes through four districts of Uttar Pradesh - Gautam Budh Nagar, Ghaziabad, Bulandshahr and Aligarh.

Bypasses are being constructed in Dadri, Sikandrabad, Bulandshahr, Khurja, Ganjava and Aligarh to avoid traffic jams on the six-lane highway while 32 under passes will be constructed from Ghaziabad to Aligarh. A 58-km long service road is also proposed to be built.

The National Highway Authority of India (NHAI) will spend Rs 7,200 crore on the project.

Residential buildings and commercial complexes alongside the highway will not be demolished.

To avoid a large scale demolition in the towns, recourse is being taken to construct bypasses.

The NHAI will acquire land on sidelines of 58-km long road. Besides, land for bypasses will also be acquired. Project director of NHAI SK Mishra said land compensation would be disbursed to the farmers within six months at present circle rates.

2 of family killed, 8 hurt in accident on NH-24

Two members of a family were killed while eight injured as an ambulance they were travelling in rammed into a stationary truck on NH-24 in the wee hours of Thursday. The incident happened around 3.30 am.

Two persons, including the driver of the ambulance, were killed on the spot while eight others seriously injured. Two of the injured are in critical condition.

The incident happened when the family was taking the body of an elderly woman to Nepal in the ambulance.

According to eyewitnesses, as the ambulance reached Vijay Nagar bypass near Akbarpur-Bahrampur village, the driver lost control over the vehicle as he suddenly felt sleepy. It was then that the vehicle rammed into the truck parked on the roadside.

Nagender is a native of Nepal's Kanchampur district and is presently living in Delhi. He was taking his mother Devi Sarai's body, who died on Tuesday, to his native place in Nepal for the final rites in a hired ambulance.

On Thursday morning, Nagender along with his family members--Shiela, Kamla, Hira, Arjun, Ganesh, Bahadur, Sohit Singh, Raju and Sher Singh--was on his way to Nepal. Rahul was driving the ambulance and Sher Singh was sitting on the front seat.

The front portion of the ambulance was totally smashed in the mishap.

All the occupants got struck in the vehicle. They were taken out by the police with help from passers-by. Rahul and Sher Singh died on the spot, while Nagender and Arjun are critical.

The spot where the accident took place has seen several fatal mishaps.

In the first four months of 2011, 22 people have died in accidents near the Vijay Nagar bypass on NH-24.

Most of the accidents have taken place early in the morning. From January to April 2010, 456 road accidents took place in the area. Seventy people died while 175 were seriously injured in these accidents.

Family of accident victim gets Rs 10 lakh relief

New Delhi, April 21
A Delhi court has awarded around Rs 10 lakh compensation to the family of a man who was killed in a road accident in 2007. The court, in an order given on April 18, held the driver of the vehicle responsible for the accident guilty under the Motor Vehicles Act.

Motor Accident Claim Tribunal judge Ashwani Sarpal awarded Rs 8,04,520 and around Rs 2 lakh interest to the family members of Surya Prakash.

The motorcycle on which Prakash was riding pillion was hit by Harish Kumar's van in 2007.

"A driver behind the wheels of a mechanically propelled vehicle is under duty to observe necessary cautions for avoiding striking other vehicles…having struck the motorcycle of the petitioner, causing grievous injuries to him, Harish Kumar was berserk and thus negligent," the court said.

The court directed the insurance company to pay the awarded sum within a month along with an interest at the rate of 7.5 per cent per annum to be counted from the date on which the case was filed in June 2007. The interest would add up to around Rs 2 lakh.

Surya Prakash, 35, who worked as a driver-cum-businessman, was killed on June 21, 2007 around 4.30 pm while going towards Okhla Industrial Area Phase-I in south Delhi.

The van came from the opposite direction and hit the motorcycle.

Prakash and the motorcycle driver were rushed to hospital where Prakash succumbed to his injuries. The motorcycle driver recovered after the incident.

Prakash's wife had sought Rs 30 lakh compensation. — IANS

MCD warns schools against refusing admission

The Municipal Corporation of Delhi (MCD) today said even after the implementation of the Right to Education Act (RTE), it had received complaints from many parents about their children being denied admission in municipal schools.

The chairman of the education committee of the MCD, Mahinder Nagpal, said strict action would be taken against such schools.

"We have been receiving complaints from parents that their children are not being given admission. Taking the matter seriously, we have ordered action against the guilty principals. We have issued notices to all schools about the actions that they will have to face in such cases," said Nagpal.

"Strict action will be taken against the principals of the schools if they deny admission to any student. They could even be sent to jail," he said.

Students studying in municipal schools generally belong to the economically weaker section of society. The admission process in municipal schools will continue till August 31. This year, the summer vacation in all MCD schools will start on May 10.

Nagpal said that under the Right to Education Act, every child has a right to receive education and he/she cannot be denied admission by any school.

It is also mandatory for the schools to admit disabled and poor children. Apart from this, 25 per cent seats are reserved for the children from the economically weaker section.

Woman, paramour held for killing husband

With the arrest of Rajni and her paramour Udai Veer, the northeast district police has solved the murder case of Ram Prasad who was found dead inside his house in the Harsh Vihar area on April 10.

According to police, Rajni has an illicit relationship with Udai, who was a tenant in the neighbourhood and duo planned to get rid of Ram Prasad so that they could get married.

Rajni and Ram Prasad, originally from UP, were married 16 years ago and have four children.

On the night of April 10, Rajni picked up fight with her husband as per plan and when Udai came in to meditate between the duo, she hit Ram Prasad with a cricket bat leading to his death.

"Rajni pretended that Ram Prasad died a natural death as he did not have external injury. She further said his liver was not fine as he was a regular drinker and died because of it. However, when the postmortem report revealed that the death was not natural, a police team was formed to crack the case," said a senior police official.

One of the neighbour informed the police about the illicit relationship between Rajni and Udai. When taken for sustained interrogation they accepted the crime.

Arrested for rape

The south district police has arrested a 20-year-old domestic help for allegedly raping a 21-year-old maid in the Saket area last evening.

The accused, Mukesh, was arrested after the medical examination of the victim confirmed rape.

The victim hails from the Nalbadi area of Assam and worked in the house number M-93 Saket while Mukesh is from Madhubani district of Bihar.

"Both the accused and the victim work as cook and maid, respectively, on the different floors of the same building. Last evening when Mukesh's employer was not in the house, he misled the maid to his quarters and raped her. He threatened her with dire consequences, if she reported the matter to anyone. However, she confided with her employer after which the police was informed," said a police official.

Bindi unit owner who killed minor boy arrested

The Delhi police has arrested Kaleemullah, who runs a bindi-making unit, for brutally beating and killing a minor boy on April 15 when victim expresses inability to work on the account of ill health.

The matter came to notice when the accused took the victim for cremation but the cemetery keeper informed the police about injury mark on the body.

Kaleemullah had gone absconding after the matter came to the notice of the police. He was arrested yesterday on a tip-off.

He said he had employed several minors in his unit in the Wazirpur area. "On the fateful day when the child showed reluctance in work as he was not feeling well, Kaleemullah got infuriated and started beating him incessantly and banged his head on the wall several times. He succumbed to his injuries after the brutal beatings," said a police official. Other boys at the unit have been rescued.

Teen commits suicide

A 13-year-old schoolboy allegedly committed suicide by hanging himself in the Bhalaswa area of northwest Delhi this afternoon. The reason behind the suicide is still a mystery and the police is investigating the matter.

According to the police, the deceased identified as Pradeep Yadav, a student of Class VI of a MCD school. "His friend found him hanging inside the house today when he went missing from the school. We did not recover any suicide note and are investigating the matter," said a police official.

Pradeep's father Virender is a guard in the same school. Body has been sent to Babu Jag Jivan Ram Hospital for the postmortem.

Proposed MCD set-up to have more women: CM

The proposed set-up of MCD will ensure increased representation of women after the next MCD elections. She exhorted the women to get ready to contest elections as the parties will be looking for more women candidates and hence, there should be no shortage of women contestants.

The women representatives in MCD will also be able to make Delhi a world-class city.

Addressing the symposium, the Chief Minister said that 50 per cent seats would be reserved under the new set-up of MCD. This will provide an excellent opportunity to women to be part of the decision-making process in an important local body in the Capital.

She also expressed confidence that women with their humanistic and caring values will be able to become an effective force in municipal power set-up.

Dikshit gave a brief description of a number of women empowerment programmes implemented by the Delhi government which include gender resource centre, Ladli, etc.

The government has decided to commission a new women technological university in Delhi. It has enhanced a monthly pension for the aged and widows.

Anil Bhardwaj, parliamentary secretary to the Chief Minister, dispelled apprehensions that the MCD elections would not be contested on party symbols.

The elections would be held according to the practice in the past, he said.

Child healthcare cries for attention

A visit to Delhi's resettlement and unauthorised colonies, home to one-third of the city's populace, points out at the shocking apathy of the government, be it the availability of drinking water, sanitation, quality of food served under Integrated Child Development Scheme (ICDS) or the health services available at the dispensaries.

On the one hand, the government recognises institutional delivery as an important strategy to act upon the alarming rates of maternal and neo-natal mortality rates, on the other medical arrangements for pregnant women and poor children stand missing.

All this further contributes to the glaring disparity between the people of the posh colonies and those residing in the inhuman habitations, said the jury members chairing a 'Jan Sunvai' (public tribunal) held today at Bindapur of southwest district. Importantly, the proposed National Urban Health Mission has been lying in the cold storage for two years.

"The government has shown utter lack of care for the health and nutrition of people living in slums and resettlement colonies and the most vulnerable are women and children. Issues of quality drinking water and proper garbage disposal, disabled children not getting admission to schools and women denied delivery and maternal services by health staff were discussed," Dr Vandana Prasad, advisor to the Commissioner of Right to Food told The Tribune.

Drawing attention to the absence of PIL concerning the issues of children-under-six, former chief justice of Delhi High Court A P Shah, stressed the need for complaining in writing. He observed, "Creches should be provided at the work sites otherwise how babies can survive such neglect and how young girls can go to school in the absence of childcare facilities."

"During one of my check-ups at the health centre, the doctor asked me how many children I had. I replied three. He asked me where my previous three children were born and when I told him that they were born at home, he threw my papers and sent me back saying that I should deliver my baby at home. Following which I gave birth to the baby at home," shared Sunita (26 years), who lives in Kalander Colony of Shadipur.

When asked to respond to the deplorable facilities and objectionable behaviour of the health staff, Dr Kalpana of Southwest district of Directorate of Health Services, said, "Orientation sessions need to be conducted for doctors and other health staff."

Similarly when Ruksana, 30, a resident of Krishna Colony, went to her area's dispensary to get medicines for her three-year-old child, she was asked to mop the floor for getting the medicines.

Ruksana lives with her husband, both daily wage earners, together managing a monthly earning of Rs 3000, which is hardly enough for the survival of their family having four children.

Move to make bypass at Modinagar

The irrigation department, UP, has sent a proposal to the Ghaziabad Development Authority to construct a bypass at a cost of Rs 62 crore at Modinagar. Acquiring land for the bypass is not going to pose a problem since the UP irrigation department proposes to construct it on its own land. The vice-chairman, N.K. Chaudhary, Ghaziabad Development Authority, has been given a week's time to respond to the proposal, it is learnt.

The GDA had earlier prepared a project for a bypass at Modinagar at a cost of Rs 250 crore, but no progress could be made on it due to obstacles in acquiring land. Another proposal was for constructing an elevated road for 5.5 km stretch. This was opposed by Modinagar residents.

The iproposal envisages constructing bypass on Rajwahe track. A 2-lane bridge on Chaura Drain will be constructed as part of this bypass. Another 85-metre wide bridge would be constructed near Sadamapuri railway line between Ghaziabad and Meerut. ROB will cost Rs 37 crore, but the total cost of bypass will be Rs 62 crore, GDA engineer Anil Garg said.

50% discount in Airport Metro’s fare for three days

The Airport Metro announced 50 per cent discount in fare for the next three days for commuters to travel on the high-speed Airport Metro Express on the festive occasion of Good Friday and Easter.

This has been done to popularize the Airport Metro Expressline.

The maximum fare is Rs 80 while the minimum Rs 20.

The 50 per cent discount will be available at all the four Airport Metro operational stations tomorrow, Saturday and Sunday.

The concession in fare was also announced on the occasion of Ram Navami and Baisakhi.

The offer is also aimed at facilitating passengers to visit the Sacred Heart Cathedral Church, located in Connaught Place, on Good Friday and Easter, said a spokesperson for the Reliance Infra-led consortium that runs the Airport Metro Express train.

The 23-km Airport Metro link connecting New Delhi with the new Terminal-3 of the Indira Gandhi International Airport was opened on February 23 and it currently carries over 8,000 people a day, the spoksperson said.

Four held for robbing truck loaded with electronic items

The Delhi police has arrested four persons for stealing a truck loaded with electronic goods worth Rs 15 lakh. The accused are Kasim, Sharafat, Rashid and Govind.

The incident took place on March 24 when Satish Sharma, owner of SS Transport Company engaged in the transportation of Philips electronic goods, complained that his truck loaded with electronic items had gone missing from Philips authorized godown in the Harsh Vihar area.

The police learnt that one Kasim, who was helper at the godown was seen consuming liquor with the truck driver Avinash on the night when the truck disappeared.

"We traced him and he disclosed that he along with Avinash and relatives Sharafat and Rashid robbed the truck and sell the goods to Govind Verma in Kotla Mubarakpur Market," said a senior police official.

Two elderly persons were killed in a fire that set out in a slum in the Gazipur area of east Delhi last night. According to fire officials, six fire trucks were rushed to douse the flame which took around an hour to control it.

The incident was reported around 11 pm from huts near Ghadoli Dairy at Mayur Vihar Phase-III in the Gazipur area while the victims have been identified as Garib Das (60) and Sumari Devi (80).

"The victims were rushed to a nearby hospital where they declared to be brought dead.

The cause of the fire is being investigated," said a police official.

The Municipal Corporation of Delhi (MCD) today intensified its drive against unauthorised constructions in the Capital and took action against four properties in central zone and six in Rohini zone.

The building department of the MCD's central zone demolished illegal portions of third and second floors of four houses in Sangam Vihar. Similarly, illegal portions of ground, first and third floors of six properties were demolished in sectors 6, 7, 8 15 and 16 of Rohini zone.
