Govt to take care of neglected elders
Rohtak, April 21 While the deputy commissioners has been made the head of the special tribunal to look after the work in this regard, the SDMs have been appointed as nodal officers at subdivision level to receive the applications. A parliamentary tribunal will be looking after the overall implementation of the scheme in the respective subdivisional areas. Meanwhile, faced by severe criticism after the release of the census figures regarding skewed sex ratio , the state government has initiated measures to promote balance in the sex ratio and to serve the interests of the girl child. These include cash prizes to the districts which would be improving sex ratio and financial help to groups of women who work for the welfare of the girls and women in the rural areas. According to an official spokesperson, the authorities at the district and subdivisional levels had been directed to ensure proper implementation of schemes like Laadli, under which the government provides various kinds of help to the girl child. Claiming that over 1.07 lakh girls had been benefited under the scheme so far, he said as many as five districts — Gurgaon, Fatehabad, Sonepat, Mahendergarh, Jhajjar and Faridabad — had been given prizes for excellent work. Jhajjar is the same district where sex ratio has been recorded one of the least in the country. The government has announced a cash prize of `5 lakh, `3 and `2 lakh for the districts coming first, second and third, respectively. The authorities claim that work towards empowering women has been going on smoothly as about 6,250 groups of literate women have been set up already and they have been working towards creating awareness regarding the issue and helping women in various aspects at the local level. These groups are being given `5,000 per month for their activities. The spread of literacy and awareness on certain issues concerning their interests and welfare has been the main focus of the programme. The authorities claim that sex ratio would improve drastically in the next few years. The integrated child and women welfare scheme has got engaged about 75,000 women in the district at present and their focus is to ensure a balanced diet and nutrition for both the women and the child. |
An apology for a school
Kaithal, April 21 The Government High School No. 4 situated in Amargarh Colony in 1,650 sq yds here had been imparting education to about 1,400 students of primary and high school classes. The primary wing is on the first floor and other classes are held on the ground floor. As there is pressure on space, the students have to sit in verandahs on mats. The students have to face chilly winds during winters. A large number of desks supplied to this school have broken down and hundreds of such desks are lying on the roof of the school building. It is learnt that the quality of desks supplied was not up to the mark. School headmaster Ramesh Kumar Sharma said the DEO office was informed about the condition of the broken desks long back and was requested to auction the same. However, the DEO office replied that they were unable to take any action on this request, as the desks were supplied through the head office. Hence, only the head office officials were competent to take any decision about auctioning of the waste material. The post of sweeper-cum-chowkidar had been lying vacant for the last over four years. The higher authorities are informed about the vacancy every year, but to no avail. The headmaster and teachers had been paying from their own pockets to ensure cleanliness of the school. Interestingly, there is no separate toilet or drinking water facility for primary wing students on the first floor, who have to climb down the stairs to avail this facility. The headmaster told the Tribune that he had written to the UHBVN officials about the passing transmission line that was very close to the rooms being constructed under the sarvshiksha abhiyan and that could prove fatal for the working labourers and masons, but no action had been taken on his request despite reminders. |

Sonepat, April 21 Giving credit of his success to hard work, determination and encouragement from parents and inspiration from colleagues and flying instructors, Vikas said there was no dearth of talent in the rural areas. “If only youth in the rural areas get opportunities, proper guidance and encouragement, they can also succeed in achieving their targets,” he added. Vikas’s father, Balbir Singh Malik said Vikas had been a hard working child throughout his academic career. “Vikas relaxes hardly for 5-6 hours in a day as he keeps himself busy in studies or other works,” Malik added. After completing flying training in Australia and New Zealand, Vikas joined a private airliner on March 31 in India. His achievement was celebrated by his family and the villagers together. The son of a roadways bus driver with rural background becoming a commercial pilot is being considered as an extraordinary achievement by the villagers here. After completing his senior secondary education from Motilal Nehru Sports School, Rai, and graduation from Government College, Chandigarh, Vikas spent about 4-5 years in flying training in Australia and New Zealand. |
Jhajjar villages ban playing of DJ system
Jhajjar, April 21 Decision to this effect was taken at a meeting of the representatives of both the panchayats recently. The panchayats also collectively decided to socially boycott those found violating the decision, besides slapping a penalty of Rs 51,000 on them. The penalty amount will be given to the gaushala of Dighal village. Notably, a similar decision of banishing the DJ system has also been implemented by the panchayat of Dighal village after receiving several complaints from villagers that high volume music disturbed them to a large extent till late in the night. The complainants had also urged the panchayat to impose a complete ban on playing the DJ system so that peace and brotherhood could be maintained in the village. As per Mukesh Kumari, sarpanch of Dighal village, the step has so far turned out to be successful as avowing to respect the decision, no one after that has yet tried to play DJ system in the village even as several marriages have been solemnised and social and political functions are held in the village. Hailing the decision of the panchayats, Krishan Kumar, a resident of Madana Khurd village, said the ban was much-needed as people who were not part of the respective function had to face a lot of inconvenience due to the playing of DJ on high volume. “There are some instances in the past when bloody clash between those participating in the marriage parties and co-villagers had taken place on the matter of loud music. Even in some cases, the villagers had also to call the police for getting DJ off after not receiving any favourable response from revelers,” said Krishan, adding that youths participating in the parties not only preferred to dance on loud music till the midnight but also often quarreled with each other after consuming liquor. |
KU to recruit lecturers
Panipat, April 21 He added that the university had already initiated the process of hiring lecturers on contractual basis. He said monthly emoluments of contractual employees had been raised from Rs 14,000 to Rs 21,600, which had generated a positive response from the lecturers. The shortage of the lecturers had been affecting a number of departments. Some of them were being run only by one or two lecturers. With the semester system already in force, the shortage of teachers had been causing problems in the academic processes. Though the VC said regular appointment did increase the motivational level of teachers, the university would be hiring teachers on contract till the modalities for regular appointment were worked out. He, however, denied that the contractual teachers would have an upper hand in getting a regular appointment as and when the posts would be advertised. The vice-chancellor, who was here to preside over the convocation of the NC College of Engineering and Technology, said the university was also in the process to modify the existing syllabus of some of the technological courses. Besides, the examination system was also being revamped, he added. He said the academic council of the university had advocated starting of more job-oriented courses so that the students could benefit from these and the proposal was under active consideration of the authorities. Dr Sandhu stated that there was an urgent need to increase the number of seats in some of the courses and the university was working to increase the infrastructure. |

Chandigarh, April 21 While stating this here recently, a spokesperson of the Public Health Engineering Department said the site selection committee would ensure that the proposed site was clear of HT wires and similar hazards and soil was not built up or backfilled. It would also ensure that the formation level of the site should be 0.45 metre above the road level in the vicinity of the water works. If there were more than one road in the vicinity of the water works, the road of higher elevation would be taken into consideration so that the proposed site might not be flooded in case of rain or floods. It would also ensure that the site would be approachable with a pucca road, he added. |

Rewari, April 21 While Dr ML Ranga, Vice-Chancellor of the GJU, was the chief guest, university registrar Prof RS Jaglan presided over its proceedings. Prof Kumar Arvind and Aseem Shukla presented a graphic review of the two anthologies. Dedicating Dr Shyam Shukla’s both collections of poems to the public, Dr Ranga said it was a common perception that creative poets, through their innovative flights of imagination, had often catapulted the conscience of the society on a pedestal of cumulative advancement. With due deference to Dr Shukla’s lyrical brilliance, Prof Jaglan said he was unequivocally among those litterateurs whose poetic compositions mirrored fine sentiments of humanity and lent inspiration to the society to march towards progressivism. Stating that in this mechanical age when machines and gadgets dominated human lives, the role of creative poets could well be compared to a lake of sweet water lying in a desert, he also recited some of his verses commenting upon the western civilisation adversely affecting the life of humans. |

Sirsa least populated district in state
Sirsa/Fatehabad, April 21 This, they found was in sharp contrast to small houses and smaller landholdings in some others districts like Sonipat, Rohtak and Palwal. The Provisional Population Totals of Census 2011 released by the Directorate of Census Operations, Haryana, has proved that Sirsa and Fatehabad are among the least densely populated districts of Haryana. In fact, Sirsa with its per sq km population of 303 is at the bottom of the table in the matter of density of population. Fatehabad with 371 is at number 3 from the bottom with Bhiwani (341) placed in between Sirsa and Fatehabad. These are in sharp contrast to the population density of 2,298 for Faridabad, 1,241 for Gurgaon and 949 for Panipat. However, all these three districts have witnessed good industrial growth during the past some decades and hence have a considerably large migrant population. Palwal (761), Mewat (729) and Ambala (722) are some other districts on the top of the ladder in terms of population density. On the whole, Haryana has the population density of 573. Sirsa with a total population of 12,95,114 ranks 8th in the matter of population size in Haryana while Fatehabad with 9,41,522 people is placed almost at the bottom at 18th position. Faridabad with population of 17,98,954 tops the table in the population size with Hisar following closely with 17,42,815 people living in the district. Panchkula is the smallest district of Haryana in the matter of population size and has only 5,58,890 people residing in it. Panchkula has 2.2 per cent share of the total population of Haryana, while Faridabad has a population share of 7.1 per cent. Sirsa and Fatehabad have a population share of 5.11 per cent and 3.71 per cent, respectively. The decadal growth both in Sirsa and Fatehabad between 2001 and 2011 has been much less than the decadal growth between 1991 and 2001. The two districts witnessed a decadal growth of 15.98 per cent and 16.79 per cent, respectively, between 2001 and 2011 against 23.59 per cent and 24.76 per cent, respectively, between 1991 and 2001. Gurgaon registered a decadal growth of 73.10 per cent between 2001 and 2011 against the decadal growth of 44.15 per cent between 1991 and 2001. |
Give loans to traders at low rate of interest: Beopar mandal chief
Kaithal, April 21 This was stated by Bajrang Dass Garg, president of the Haryana Beopar Mandal and chairman of Confed, at a press conference here. Garg said the Centre and the state governments had launched various schemes for the welfare of farmers. On the same pattern, the business community should also be given loans on low rate of interest so that they could flourish and contribute to the prosperity of the nation. He added that trade, commerce and industry contributed 56 per cent to the revenue collected by the government. Besides, the sector had provided employment to lakhs of people. Garg said due to the trade-friendly policy of the present Haryana Government, over Rs 50,000 crore had been invested in the industrial sector in the state till December 2010. He claimed that the business community was being given every possible facility and tax laws had been simplified for their benefit. The new industrial policy enforced from January 2011 would go a long way in generating favourable climate for more investment in the state which would also generate more revenue and employment opportunities for the state’s youth. Garg said Haryana had the best land acquisition policy in the country, but unfortunately some opposition leaders, including former Chief Minister Om Prakash Chautala, criticised it merely due to political reasons. He said the heads of all procurement agencies had been directed to ensure expeditious procurement and lifting of wheat so that farmers and commission agents did not face any inconvenience during the season. Garg demanded enhancement in wheat bonus for farmers. He warned that officials found guilty of dereliction of duty would be strictly dealt with. Garg also sought public cooperation for improvement in the public distribution system so that benefits could reach the targeted people. Garg urged the leaders of all political parties in the state not to vitiate the atmosphere by raising caste-related issues and incite people on frivolous issues. |
State to form women development body
Chandigarh, April 21 While stating this here today, a spokesperson of the Women and Child Development Department said the mission aimed at achieving empowerment of women by securing convergence of schemes or programmes of different departments of the Centre as well as the state government. It would monitor and review gender budgeting by various departments of the state as well as effective implementation of various social laws concerning women. It would also provide support and extend cooperation to the National Mission Authority in the implementation of schemes or programmes of the Central and state governments for the benefit of women. The state mission authority would operate through the state mission and the State Resource Centre for Women (SRCW) and would be a registered society to be able to receive grants from the Centre and other resources. It would comprise one project adviser, state coordinator, research officer, data entry operator, peon and two assistant coordinators each. The SRCW would be headed by director, Women and Child Development, who would be the ex-officio mission director, he added. |

After putting in 33-year services in Government colleges of Haryana, he retired in September 2009, following which he joined this postgraduate college in Alwar district of Rajasthan as its principal. Through his dedicated and diligent services he had endeared himself to college students of the region. His active and long association with a number of social and literary organisations has also broadened the sphere of his recognition and popularity in the region. Besides his authorship of three novels in English and one in Hindi as well as two anthologies of poems - one each in English and Hindi and a collection of essays in Hindi has established his credentials as a writer as well. He has also been working as a honorary editor of a Hindi monthly journal - ”Simarti Manch” for the past over seven years. |
Seminar on conservation of cultural heritage
Rewari, April 21 While deputy commissioner Ajit Balaji Joshi was the chief guest, Sudhir Bhargava, convener of INTACH, conducted its proceedings. Highlighting importance of the World Heritage Day, Bhargava furnished an account of INTACH’s activities in maintaining heritage structures here. Appreciating the new DC’s keenness towards heritage conservation drive, he hoped that the current renovation of historical monuments like the Kanaud Gate, municipal committee’s Town Hall and the time-worn water body “Solah Rahi” would amply refurbish them. In his keynote address, the DC said Rewari was a fine repository of ancient historical relics and monuments, which needed preservation for posterity. Mentioning about the local Government Boys Senior Secondary School, which was set up here in 1860 and whose benches were once adorned by celebrated personalities like Lala Lajpat Rai and Sir Shadi Lal, the first Indian Chief Justice of a High Court in British India, he said efforts were on to glorify it as a heritage school of the state, which it richly deserved. Making mention of the old building, which once housed the tehsil offices here in 1840s and which were successfully targeted by Indian forces jointly, commanded by Rao Tula Ram and his cousin Gopal Dev in May 1857, the DC said they proposed to convert this old tehsil headquarters of Rewari into a suitable “memorial”. He went on to say that they were quite keen to develop a residential colony for officers on the premises of the historical fort, which was apparently built at Bawal during the regime of Maharaja Heera Singh (1871-1911), the then ruler of the erstwhile Nabha state. Meanwhile, the DC exhorted citizens to extend their cooperation to the district administration in the herculean task of restoring the pristine glamour and glory of this historic Rewari region by preserving its tangible as well as intangible priceless heritage. |

BSNL reduces postpaid broadband tariff
Ambala, April 21 According to sources, in the postpaid broadband category, BSNL offers tariffs in two categories - home users and general users. Under the categories, tariffs are available in limited and unlimited downloads. As part of its endeavour to further popularise its broadband service in the Haryana circle and to provide services at more competitive prices, BSNL has drastically reduced its postpaid broadband tariff. The company offers wide ranges and most transparent tariff schemes to suit every customer. The sources further said BSNL reduced up to 75 per cent download charges, including additional download charges for BBG 250, BBG combo 299, BBG FN combo 600 and BBG 700 tariff plans have now been reduced to 20-paise per MB up to 5 GB and 10-paise per MB thereafter. Earlier these charges were in the range of 50-60 paise per MB. Additional download charges for all the limited broadband tariff plans having over Rs 999 fixed monthly charges have now been reduced to 10 paise per MB. For business and corporate customers, a new broadband tariff plan - BBG Combo ULD 850 for providing unlimited download at a speed of 1 mbps up to 8 GB and 256 kbps, has also been launched thereafter. It has lowered the entry threshold from Rs 2,150 to Rs 850, which is a reduction of over 60 per cent in the existing tariffs. An official of BSNL marketing stated that the broadband for business and corporate customers has now being made more affordable. The unlimited usage plans BB Home combo ULD 1000, 1350 and 1700, which were restricted to home users, have now been made applicable to all the subscribers. He said the free download limit had been increased for various tariff plans, including BBG speed combo 2799 (from 50 GB to 60 GB), BBG super speed combo 4999 (from 110 GB to 125 GB), BBG super speed combo 9999 (from 220 GB to 250 GB), BBG rural combo 999 (from 12 GB to 20 GB) and BB CSC 1000 (from 8 GB to 10 GB). DHBVN’s AT&C losses dip by 3 per cent
Hisar, April 21 Managing Director, DHBVN, Mohammed Shayin said here that high AT&C losses was the biggest challenge facing the nigam when it came into being. These losses were 39.4 per cent in 2000-2001. The efforts made by the DHBVN bore fruit and resultantly the losses had come down to 24 per cent. The nigam planned to bring the losses down to 16 per cent shortly. Shayin said the special efforts made to reduce technical losses included bifurcation of feeders having more than 150 ampere, reduction in low-tension portion of the distribution system, renovation of distribution system, reduction in length of feeders, segregation of agricultural and domestic load in the rural area, replacement of old conductor with new conductor of proper capacity, replacement of overloaded transformers and installation of star-rated amorphous transformers. Besides, metering of all the feeders and transformers with downloading facility, improvement in quality and reliability of consumer metres, creation of high-voltage distribution system (HVDS), replacement of bare conductor with insulated conductor in the areas having higher losses, introduction of information technology in distribution management and persuading consumers to install capacitors and qualitative star-rated motors had helped in reducing the losses. He said a three-pronged strategy had been evolved to further reduce the AT&C losses during the current fiscal, under which, besides strengthening the power transmission and distribution system, special efforts would be made for efficient revenue collection and checking theft of electricity. Besides augmenting capacity of the distribution system by setting up 48 new substations, raising capacity of 20 substations and installing additional distribution transformers, the DHBVN planned to renovate the system. For this, as many as 100 overloaded feeders of 11 KV level would be divided into feeders of proper load and length and their complete system would be renovated at a cost of Rs 30 crore. Shayin said, under the Restructured Accelerated Power Development and Reform Programme (RAPDRP) of the Government of India, projects worth Rs 90.47 crore had already been sanctioned. Under this prestigious programme, the nigam planned consumer indexing, asset mapping, metering of feeders and distribution transformers, automatic data logging, feeder segregation, ring fencing, information technology applications and establishment of baseline data system. Meanwhile, the new computer-based Consumer Grievance Redressal System (CGRS), launched by the nigam is getting popular among the consumers. The nigam received over 100 complaints regarding power supply, metre reading and fault in metres during the current month up to April 18. A spokesperson of the DHBVN said the system was launched by the nigam on March 11 to provide its consumers an easy and systematic method of registering complaints and tracking them. Since then the nigam had received 183 complaints, out of which 151 had already been resolved within the stipulated time. Eleven of the complaints that could not be resolved by the field officers had reached up to the level of the managing director of the nigam. He said the new CGR system provided interfaces to web and walk-in-with-paper-form. The system was transparent as facility of online tracking was provided. The complainant consumer would be assigned a computer-generated request ID and he could track the complaint until it was resolved. The new system would be helpful for officials also, particularly in ascertaining the reason of recurring problems in a particular area and planning for preventing the same. In case any consumer does not have computer or Internet facility, he could avail the facility by visiting office of any sub-divisional officer (operations) of the DHBVN free of cost. If any consumer was not computer literate, he would be assisted by the employee of the DHBVN in the office of the SDO in making his complaint online. As such this system would also serve as web-based complaint register in the DHBVN, as it was operational through any of the office of the DHBVN nearest to the customer. |

Kurukshetra, April 21 This warning was given by Additional Deputy Commissioner Sumedha Kataria, while addressing the sarpanches, at a meeting held here recently. She directed all the gram panchayats to keep their villages neat, clean and free of open toilet. She also informed that sheds would be constructed under complete cleanliness campaign to dispose of solid garbage at the village level. Vidrohi hails SC directions on khap panchayats
Rohtak, April 21 Vidrohi, in a statement, claimed that this judgement was not against any particular caste, class or community instead it was against all those self-appointed panchs of a particular caste of the society, who considered themselves above the law and were stealing away a person's right to freedom and thus mocking the constitution and the legal system. Stating that the opposition to this decision by certain political leaders of such castes was “just nonsense and unconstitutional”, Vidrohi maintained that no particular caste has any right to take law in their hands in the name of their tradition and heritage. He said the Khap panchayats could not take law in their hands in the name of tradition and establish a parallel system of judgment of their own making to our existent one. “In the past 20 years, he said, these panchayats have done nothing but poked fun at our legal and judicial system and helped in the elimination of lives of several innocent people in the name of protecting the honour. Such bodies could have focused their energy and efforts to curb corruption or to participate in the public welfare policies,” he said. Vidrohi added that “the Khap panchayats who fail to work in the right context and direction and take part in anti-social activities were
illegal and should be ready to face a legal action as the apex court had cleared the way for
such acts”. |
