UHBVN to upgrade distribution system
Chandigarh, April 4 The UHBVN has already submitted the plan to the Haryana Electricity Regulatory Commission for approval. Major stress in the annual plan has been laid on strengthening the system by providing a high-voltage distribution system in the urban, rural and agriculture sectors for which `318.45 crore has been earmarked. Under the aggregated technical and commercial loss reduction plan, consumer metering, distribution transformer metering and feeders metering will be given special emphasis. There is a plan to implement a prepaid metering system in urban areas, in the first phase. It has been planned to spend `74 crore on installation of prepaid meters, AMI, installation of meters on distribution transformers, metering of 11-KV feeders and relocation of meters. The automatic meter reading of high- tension industrial consumers has been planned with an investment of `5 crore. The nigam plans to spend `120 crore on release of new tubewell connections during the current fiscal year. In view of rapid load growth, the nigam also plans to set up new substations, erect lines and augment the capacity of existing substations with a total investment of `70 crore. For erection of 11-KV lines, cables, transformers and bifurcation or trifurcation of lengthy and overloaded feeders, `30 crore has been earmarked. The special focus would be on customer care at the sub-divisional level. It has planned to update all information relating to subdivisions through computers at each subdivision. The information technology-based consumer base data, energy auditing, energy accounting, consumer indexing, automatic data logging for all distribution transformers and feeders, geographical indexing system mapping would be ensured under the restructured accelerated power development and reforms programme (part-A and part-B). There would be a significant increase in efficiency and service to the consumer with the help of latest technology. The plan would be executed at a cost of `185 crore. The nigam also plans to improve system reliability under which activities like distribution automation and replacement of bare conductor with covered conductor will be carried out. A sum of `50 crore would be spent on the construction of new buildings and maintenance of existing ones. |
Bid to protect wild animals
Chandigarh, April 4 The scheme is the brainchild of Forest and Environment Minister Ajay Singh Yadav. He recently introduced the scheme by adopting a black buck at Mini Zoo, Pipli, in Kurukshetra district. Naveen Jindal, MP from Kurukshetra, also donated Rs 5 lakh for inmates of the zoo. A spokesman of the department said here that if the present rate of degradation and shrinkage of the natural habitat continued, the day was not far when wild animals and birds would be lost forever and we would be left only with their photographs. To protect wild animals and birds, the government's efforts were not sufficient. It was the responsibility of all citizens to contribute towards protecting and conserving this unique wealth. There are three mini zoos in Haryana at Pipli, Rohtak and Bhiwani. There is also one deer park in Hisar district located on the Dhansu road. The spokesman urged all Financial Commissioners and Principal Secretaries, heads of departments, Deputy Commissioners and common people to adopt wild animals and birds to ensure their survival. The animals and birds could be adopted on ceremonial occasions like birthdays and anniversaries, he added. He said the persons adopting animals or birds would be given privileges. Their names would be suitably displayed on a board. The adopter would be allowed free entry pass for his family of for five persons to visit the zoo 12 times in a year. The adopter would be invited as a special guest during various celebrations and he would also get a certificate of adoption. The names of the persons adopting animals for one full year would be displayed at the entry gate to the zoo concerned. |
Film on foeticide screened
Gurgaon, April 4 Haryana Revenue Minister Satpal Sangwan was the chief guest at the trial show of the film. The sex ratio in Haryana is skewed with the number of girls being 860 against 1,000 boys. After watching the two-hour, 10-minute film, the minister assured to allow its shows to be screened free of tax. Sangwan pointed out that 2006 had been declared the Year of the Girl Child by the Congress Government in Haryana and during that year, a number of welfare schemes focusing on girls were formulated. The minister observed that the sex ratio could be improved only with the active participation of the people and it was not something which could be enforced. Talking to newspersons on the occasion, Sangwan said as the theme of the movie - combating female foeticide - addressed a social cause, he would also make efforts for showing the film in villages through the Department of Information, Public Relations and Cultural Affairs of the state government for creating mass awareness on the crucial and sensitive issue. Haryana Pradesh Congress Committee (HPCC) spokesman Khazan Singh, who was also present there, asserted that female foeticide was a sin and must be discouraged at all levels. The director of the film, Krishan Naharia, maintained that the aim of making this film was not to earn money, but to spread awareness among the masses. |
Call to boycott Sampat runs into khap roadblock
Hisar, April 4 Several important khaps of the Jat community have refused to heed the call on three main counts. Firstly, the khaps maintain that the social boycott of an individual can only be pronounced by khap mahapanchayats, which have the societal mandate. Secondly, they say that the samiti had no authority to announce such a boycott as its job was to organise the reservation stir and not to usurp the powers of the khaps. Thirdly, khap leaders say that there is nothing against Sampat Singh that warranted such an action. The khap leaders who have condemned the samiti call included Chattar Singh, head, Bithmara, Harnarain, head, Bura khap, Mor Singh, head, Poonia khap, Subhash Dhillon, head, Dhillon khap, and Brij Lal, head, Laura khap. These leaders said the person conducting the stage at the rally in Ramayan village, near here, where the Jats announced suspension of the stir for six months was a well-known supporter of an opposition party and that he was acting on orders of senior leaders of the party. They said the samiti's sole role was to organise the agitation in support of its demand for reservation to the community. No resolution was moved by anyone to boycott Sampat Singh socially. Leaders of several khaps called on Sampat Singh at his residence here after the samiti announcement and expressed their disapproval of the call. They stated that such an action against a senior Jat politician would make them reconsider their support to the samiti. Even during the agitation, Malik had issued several statements against Sampat Singh alleging that he was trying to undermine the stir. In response, Sampat Singh had offered to visit the site of the blockade of the rail track at Ramayan to explain his stand in the presence of the protesters. The samiti, however, backed out. Sampat Singh has been facing similar situations ever since he quit the Indian National Lok Dal weeks before the last Assembly poll and joined the Congress. He was elected to the State Assembly from the Nalwa constituency of this district. Sampat Singh had organised a Jal rally here in March-end, which was addressed by Chief Minister Bhupinder Singh Hooda. During his tours of nearby constituencies to garner support for the rally, attempts were made by workers of an opposition party to gherao him. He was also shown black flags during these tours. |
NRI doctor contests traditional treatment of thymus gland
Chandigarh, April 4 The thymus gland lies in the chest and grows to attain its full size during adolescence and then gradually shrinks away throughout adulthood, being replaced with a fatty tissue. The “mystery” stems from the unknown status of its exact function. Despite recent advances in medicine, scientists have limited knowledge about the functioning of this gland and the research has focused on its role in immunology and connective tissue disorders. The mystery gland is believed to be actively involved in the development of white blood cells that fight infection. An enlarged thymus gland is often associated with many diseases like myasthenia gravis, rheumatoid arthritis, systemic lupus erythematosus, ulcerative colitis, Hashimoto thyroiditis, autoimmune anemia and multiple sclerosis. Enlarged thymus glands can also harbour malignant tumours such as thymoma and thymic carcinoma. Most patients do not develop symptoms and are found to have enlarged thymus glands during routine investigations such as chest X-ray and CT scan for other reasons. Since, there are so many diseases associated with this gland; people found to have enlarged thymus gland are generally recommended a surgery to remove the gland, which can involve major complications. However, things are now set to change. A recent paper presented by Dr Smit Singla in California has questioned this practice. A former graduate of Government Medical College, Patiala, and now a practising surgeon in the USA, collaborated with Dr Joseph Shrager of Stanford University in studying patients with enlarged thymus glands, but who showed no evidence of disease conditions. The two doctors found that the people who had no symptoms, but only enlarged glands had very negligible chance of developing significant disease and, therefore, did not require surgery. In the patients with symptoms, they recommended a biopsy as there was a substantial incidence of lymphoma, which required medical treatment and not surgery. However, they have a word of caution. According to Dr. Singla “if there is a discreet thymic mass, it should still be resected as there is high likelihood that it may contain a tumor”. The findings of this research have been published in the Journal of Thoracic and Cardiovascular Surgery. Dr Singla has been invited to Chongqing in China to discuss these findings further. |
Russian Language Day celebrated
Panipat, April 4 The function was attended by all students of Russian language and experts in Russian language from India and abroad. It was inaugurated Dr Gulab, dean, Faculty of Arts and Languages. The function was followed by a workshop by Dr Girish Munjal, director, Institute of Russian, Russian Centre of Science & Culture, New Delhi. He discussed various issues related to phonetics and intonation in Russian language. Later, Galina Golikova gave a presentation on case system working with pictures. The evening programme was inaugurated by Dr Balbir Kaur, pro-vice-chancellor of the university. In her address, she emphasised on the mutual dependence that underlies every nation in the present times. She added that such a multi-cultural approach was a necessary prerequisite for succeeding in a global world of today. In the wake of this, introduction of Foreign languages in the university and conduction of such programmes was a big boost to the aspiring students. This was followed by Russian folk dance and songs by Mane Mkrtchyan, Nare Mkrtchyan, Manpreet, Veerendra and other artistes. The programme ended with a documentary on Russia. Two students of the university were awarded by the dignitaries for meritorious performance in the essay and painting competitions organised by the Russian Centre for Culture and Science recently. In addition, the foreign delegates presented maps, Russian films, calendars and other souvenirs to the Department of Foreign Languages. The vote of thanks was delivered by Ashok Verma. Hooda’s popularity ‘intact’ in Faridabad, Palwal
Fatidabad, April 4 According to political analysists, the development also contradicts the allegation by opponents of the Congress that the Chief Minister’s popularity was confined to select pockets of the state. The two rallies were part of the Congress’ ongoing mass mobilisation campaign at the level of Assembly constituencies. MLAs and local party leaders were expected to use their influence to mobilise the public, but a large number of posters, billboards etc, featuring the Chief Minister, were used by the organisers to draw crowd. The organisers mobilised the public saying that the Chief Minister would be among the star speakers in the rallies. In the Prithla constituency, the crowd started trickling in at the venue at about 10 am even as the function was to start at 1 pm. The audiences, a good component of them being females, remained seated till they heard the last word of the Chief Minister’s address. The good turnout assumed added significance as the venue of the rally was Janauli village, a remote area. The rally in Hathin was arguably larger that the one in Prithla. Jaleb Khan (Independent), chief parliamentary secretary, represents the constituency and supports the Congress government in Haryana. The rally was considered significant in terms of huge gathering and enthusiasm of the participants. About one-fourth of the audiences left the venue when the organisers announced that the Chief Minister would not be able to attend the rally. All through the rally, security personnel and the organisers tried to persuade the remaining participants with partial success to stay put till the proceedings of the rally were over. |

Shift courts back to Ambala Cantt: Bar ex-chief
Ambala, April 4 Addressing mediapersons, Malik said the courts were temporarily shifted to the Sessions Court Complex, Ambala City, in the wake of the burning down of the court premises during the anti-Mandal Commission agitation in September 1990. These courts had been functioning from Ambala Cantonment for the last 70 years till then. This is a long pending demand of local advocates. Several deputations of the Bar Association have met the successive chief ministers all these years, besides the Chief Justice of the Punjab and Haryana High Court, but to no avail. Malik said they had been assured from time to time that the courts would be shifted back to Ambala Cantt, but nothing concrete had come out. He said lawyers as well as the judicial officers were not being provided even the basic facilities at Ambala city. He said the people of Ambala Cantt were forced to go to Ambala City for legal works. The facility they had enjoyed for 70 years should be restored, he added. Malik maintained that in 2002, the High Court had sent a letter stating that the site for the construction of a court complex in Ambala Cantt had been approved and the drawings were awaited from the chief architect, Haryana. |
KITM student brings laurels to institute
Kurukshetra, April 4 Stating this to mediapersons here recently, KITM public relations officer (PRO) Mohit Gupta claimed that Munish was the topper of Kurukshetra University in seventh semester in mechanical branch. It was a matter of pride for the institute that in such a short span of time since its establishment in 2007, the institute had grown up to the level of producing toppers. Dr PJ George, director-principal of the institute, along with managing director Sudarshan Aggarwal, congratulated Munish and said he was an example to hundreds of students who were studying in the institute. Bhiwani, April 4 Satpal, who was addressing a felicitation function organised by the Jangra Sabha in his honour at Vishwakarma Dharamshala, Charkhi Dadri, 29 km from here, said the state government would ensure the holistic development of Charkhi Dadri. There will be no shortage of funds for development work. Interests of all sections of society were safe in the regime of the Congress. Hooliganism had been put to an end, he added. He said Om Parkash Chautala was issuing false statements to mislead the people, especially the farming community with the sole aim of getting political mileage. Satpal said he was fully acquainted with the problems being faced by the farming community as he himself was a farmer. He said Chief Minister Bhupinder Singh Hooda would announce a number of development projects for the Dadri area on May 8 when he would address a rally there on that day. He said Hooda would also inaugurate several projects on that day. He urged the people to attend the rally in a large number. Former SHO booked on charges of cheating, corruption
Rewari, April 4 A case under Section 420 of the IPC as well as the Prevention of Corruption Act has been registered against Sube Singh on the above directive which the SDJM has issued on a petition filed by Dalbir Singh, a resident of Sonepat. The SDJM found the former SHO prima facie guilty of accepting a hefty amount by way of ill-gratification from the petitioner to get things done in his favour in a case of causing grievous hurt by means of a dangerous weapon. It is noteworthy that previously Sube Singh (when he was not the SHO) was investigating officer in a case registered in 2005 under Sections 326 (causing grievous hurt with a dangerous weapon) and 34 (act done by several persons in furtherance of common intention) against Dalbir and others. The case was now pending in a local court. Sources pointed out that in February, 2010, Dalbir approached Sube Singh (who was then the SHO of Jatusana) who allegedly took bribe of Rs 80,000 from him. But when nothing concrete emerged, Dalbir repeatedly requested Sube Singh (who retired as the SHO in August 2010) to refund his money. However when Sube Singh persisted in dilly-dallying tactics, Dalbir filed a petition in the SDJM’s court recently seeking relief and justice. |

Gurgaon/Nuh, April 4 Four judges of the Supreme Court, Chief Justice of the Punjab and Haryana High Court and four inspecting judges, besides Haryana Chief Minister Bhupinder Singh Hooda will participate in the programme. The objective of the programme is advancement of the people of Mewat in terms of health, environment, hygiene, livelihood, employment, literacy, education and character development. “In the absence/lack of all these traits of development, a vicious circle develops there and the youth is diverted towards criminal activities,” observed Justice Adarsh Kumar Goyal of the Punjab and Haryana High Court. Besides the locals, students and local elected representatives have also been roped in for the drive. The aim is to create awareness among them for their uplift, Justice Goyal informed a meeting of the officials concerned called to chalk out the modalities for the programme at the Gurgaon judicial complex. TK Sharma, Gurgaon divisional commissioner, RS Virk, District and Sessions Judge, Balraj Singh Mor, Mewat Deputy Commissioner, Devender Singh, Chief Juicial Magistrate, Suman Nain, DEO, MU Hussain, Bar Association president, Ramzan Choudhary and Kabir Ahmed attended the meeting. “The State Legal Services Authority is also an institution for the development of society by creating awareness. The authority organises legal literacy camps in the rural areas as when people come to know about their rights, they will raise demand for getting these,” the judge observed. Justice Goyal asserted that the authority provided legal aid to those who could not afford to pay fee to lawyers for contesting their case in the court so that everybody had equal access to justice. He, however, maintained that having access to justice was not enough, the people should have access to education and health facilities as well for their well-being. “Article 21-A of the Constitution provides right to free education up to 14 years of age, as in the modern era, it is education which brings empowerment,” he noted. |
Writers asked to awaken society
Chandigarh, April 4 Speaking at the award presentation ceremony of Haryana Sahitya Akademy as the chief guest, he exhorted writers from Haryana to sculpt rich literature and endeavour for national and international recognition. As many as 20 writers were honoured with a citation, shawl and cash prize of Rs 21,000 each for their commendable literary books on different genres published during 2008-09 and 2009-10. Audience greeted a daily wage worker, Mahender Singh Nain, awarded for best Hindi novel, septuagenarian poet Madan Gopal Shastri for Haryanavi Ramayan, who recited a soul stirring poem on female foeticide, besides others. Presiding over the function, Dr KK Khandelwal, IAS, disclosed that to give an impetus to literary activities and propagation of rich cultural heritage, the academy website was being launched shortly. Besides, Hayanavi “swangs” by 50 writers would be published in four volumes by the academy. Dr Khandelwal presented an elaborate analysis and critical appreciation of all the 20 awarded books in his marathon but captivating speech. Reiterating the commitment of the government to promote language and literature in the state, he declared that the academy budget was being raised to Rs 3 crore from Rs 30 lakh in 2005. Acclaimed author and IPS officer Rajbir Deswal traced the rich cultural heritage of Haryanavi folk culture and its living bonds with the people and the milieu which had survived the alien influences of western or any other culture. Supplementing his views, Deswal read out excerpts from his latest English adaptation of epic “Hoor Menaka”. He exhorted writers to bring vitality, vigour and grace of the vibrant Haryanavi art and literature in the national stream. Bhiwani, April 4 The Speaker stated this at the annual function of BITS International School here recently. He said India had an important place in the field of education and people from far flung areas came here for education, “India is the biggest knowledge bank in the world as maximum scientists, engineers, doctors and teaching faculty working on higher positions in developed countries are from India. India is coming up on the world map as a mighty nation”. Sharma said he would make every effort to maintain dignity of the post of Speaker of the Vidhan Sabha. “I consider opposition parties as important part of democracy and so I gave equal time to them to place their statements in recently held budget session,” he said. In his popular style, he criticised such politicians who were distorting the state on caste and money basis and said, “Politics require a cleanliness drive and people with clean image should come in politics”. IGP inaugurates flats at Police Lines
Hisar, April 4 Of these 660 flats are located at the local Police Lines. There are 15 flats in each of the four-storeyed towers. The project has cost Rs 4.60 crore. The corporation is building 2200 flats at the Police Training College at Sunaria on the outskirts of Rohtak town. So far, it has built over 5,300 flats all over the state. The state government has sanctioned Rs 300 crore for setting up new Police Lines at Palwal, Mewat and Manesar. Kaithal, April 4 On a tip-off, a team of the administration raided the venue on the Padla road here where preparations for solemnising the marriage were on. Sunita Sharma, an official of the women cell, accompanied by Raj Kumar, SHO City, asked the parents of both the boy and the girl to show documents pertaining to the date of birth of the girl. On perusal of the documents, it was found that the girl, Meena, was 14 years old and the boy’s age was 20 years. The officials informed the parents that the marriage could not be solemnised as it was illegal. |

Sirsa, April 4 Events like quiz competition, biotech rangoli, scientific debate, biotech advertisement and “just a minute” were organised in the fest. As many as 180 students participated in the fest. Participants came from Government Postgraduate College, Hisar; CRM Jat College, Hisar; Government College, Jind; Government College, Safidon; Government National College, Sirsa; CMK PG Girls College, Sirsa; and JCD College of Pharmacy, Sirsa; besides the hosts, the Department of Biotechnology, Chaudhary Devi Lal University, Sirsa. Highlighting the achievements of the department in a short span of time, Dr SK Gahlawat, chairman of the department, said biotechnology had a good scope in shaping the future of developing economies. He said the department was running the

In the quiz competition, Priyanka, Sheelu and Ashish from CRM Jat College, Hisar stood first while Narender, Harish and Sachin from Govt. College, Hisar, stood second whereas the third position was bagged by Shilpa, Paramveer Kaur and Yashpreet Kaur from Goverment National College, Sirsa. In scientific debate, Sheelu from CRM Jat College, Hisar, stood first while Harpreet and Shweta from CMK College, Sirsa, stood second and third, respectively. |
