Graft emerges major political issue
Hisar, March 3 Chautala and his clan have launched a tirade against Hooda alleging rampant corruption. The former Chief Minister has alleged that Hooda has been acting as a "property dealer" on behalf of rich industrialists and acquiring agricultural land left and right at the cost of farmers. Taking a cue from them, other second-rung leaders of the INLD have been going overboard to ensure that they throw so much mud on Hooda that some of it will stick. Kuldip Bishnoi who has been touring the state for the past few days has also been levelling charges of corruption against the Chief Minister. His main plea is that Hooda is heading a government put together by admitting defectors to the Congress whose support had been "purchased". They have succeeded to the extent that Hooda had to retort publicly that he needed no certificates of honesty from Chautala. Over the past few days Hooda, who is known for not reacting to what his opponents say about him, has been repeating this at every political platform. However, the Congressmen do not seem to be defending their party's government or the Chief Minister. No credible senior Congress leader, including ministers and legislators, has openly defended Hooda so far, forcing the Chief Minister to retort himself. Only Sampat Singh, currently a Congress legislator from Nalwa, launched a scathing attack on Chautala for levelling charges of corruption against Hooda. He issued a strongly worded statement alleging that the Chautalas had grabbed prime properties in every conceivable town lying along the highways. Encouraged by the turn of events, Chautala has raised the pitch against Hooda. He has been touring the state for the past few weeks meeting party workers and addressing lawyers and intellectuals. His thrust has been on corruption in the government. Chautala is asking INLD supporters to do everything necessary to make corruption a major issue. That he is concentrating on land scams is not without political logic. By alleging scams in land acquisition he is trying to woo the farming community since farmers have been protesting against acquisition at several places, including Hooda's home district Rohtak. The common man is having the last laugh. Despite voters' efforts in the past the issue of corruption could never become a major electoral issue. This time round, the politicos, most of whom are facing or have faced graft cases against them, appear determined to raise enough muck to make it a major political issue. |

Sirsa, March 3 Hooda has come down heavily on INLD supremo Om Prakash Chautala during his recent public appearances. At a public rally at Badshahpur on Sunday, the Chief Minister had termed his predecessor as the most
dishonest and corrupt politician and had added that he did not need a certificate of honesty from Chautala. Several Congress leaders like former minister Sampat Singh, HPCC working president Kuldeep Sharma and others have also joined issue with Chautala over the issue of corruption after the INLD’s meeting with the
Governor. Chautala’s elder son and INLD’s secretary-general Ajay Singh Chautala, joined the debate. Addressing mediapersons at his residence here yesterday, Ajay Singh claimed that his grandfather, Devi Lal, owned 1,546 acres at the time of the country’s Independence and added that the landholding of his family had decreased ever since. Chautala said he or his family did not want to give any certificate to Hooda on his conduct, but Hooda definitely owed an explanation to the people of Haryana on his family’s assets. |
Favours reservation on economic basis

Gurgaon, March 3 The latest issue concerns seeking reservation/OBS status for members of the Jat community in the state. Curiously, certain leaders, who vouch for reservation based on economic consideration in their speeches, actually demand a quota on a caste basis in writing. The latest instance in this regard is of veteran Congress leader and All-India Kisan Khet-Mazdoor Congress president Shamsher Singh Surjewala, who is also the father of a Haryana Cabinet Minister. In an interaction with newspersons here yesterday, Surjewala said the Jats of Haryana needed reservation in educational institutes and government jobs. “The Kelkar and Mandal commissions had recommended reservation to a given community on two grounds: the level of education of the members of that community and their social status,” he pointed out, adding that the Jats of Haryana deserved reservation on both grounds. Surjewala maintained that members of the Jat community in Haryana were no better than those of other communities which enjoyed reservation under the OBC category. Interestingly, Surjewala, who submitted a memorandum to the Prime Minister as well as the UPA chairperson demanding reservation for Jats, conceded that though he agreed with the observations made by the Kelkar and Mandal Commissions, he personally favoured reservation on an economic basis. He, however, failed to explain why he “in his memorandum” had not urged the top functionaries of the Central government to provide reservation on the basis of economic position and not caste. Former Haryana minister Jagdish Nehra and Gurgaon Kisan Khet Mazdoor Congress president Satbir Gurjar were also present. |
Queen bestows OBE on Hisar-born doctor
Hisar, March 3 He has been honoured for rendering meritorious healthcare services. Sharma did his postgraduation in general medicine from Medical College, Rohtak. He is a son of a freedom fighter and journalist, the late Kok Chandra Shastri. He emigrated to the UK in 1977 and joined the National Health Service. He is currently a general practitioner in Wolverhampton, West Midlands. He heads Wolverhampton division of the British Medical Association (BMA) and is the vice-chairman of the regional council of the BMA, West Midlands. Sharma is a founder member of the committee that generates funds for coronary heart disease prevention in Wolverhampton. In India, he has established a charitable trust for giving grants to poor students in India. He has also set up another charitable trust to give scholarships to students of Sanskrit and Hindi studying at Maharshi Dayanand University, Rohtak. |
State’s Central varsity set to take off
Narnaul, March 3 Talking to The Tribune, Prof MC Sharma, vice-chancellor of the university, said the aforesaid amount had been deposited with the Central Public Works Department (CPWD), which had been assigned the construction work of the first phase of the university infrastructure. “This was done after the executive council of the university approved the road map for the first phase of the development of the university campus to come up at Jant and Pali villages in Mahendergarh district,” he maintained. The first phase comprises the construction of a boundary wall, apart from academic and administrative wings, separate hostels for boys and girls and accommodation for faculty and other staff members. The academic wing comprises classrooms, seminar rooms, tutorial rooms, laboratories, libraries, conferencing facilities, etc. Apart from infrastructure development, the university now seems all set to take a few strides on the academic front as well. It is proposed to add three new courses from the academic year 2011-12 to the 10 courses running already. The new courses include MCA, M.Com and Ph.D in management. The strength of the faculty has also been enhanced to 17. According to the vice-chancellor, initial orientation programme, weekly seminars, introductory research methodology lectures and faculty group discussions had also elicited an enthusiastic response from the students as well as the faculty members. “We will shortly hold a two-day national seminar titled “Republic India@61”. Following the seminar, we plan to host two workshops on research methods,” said Prof Sharma, adding that a group to devise the agenda and structure of these workshops had already been constituted. The next step the university proposes to take is to create certain sports and other recreational facilities on its temporary campus at Narnaul, which can later be shifted to the Mahendergarh campus, he revealed. |

Hisar, March 3 Shayin said that the nigam planned to spend Rs 600 crore in a phased manner to strengthen power distribution system in 16 towns, which had already been approved by the Centre. The towns having a population of 30000 or more were being covered under the programme. In the first phase, Hisar, Dabwali, Narnaul, Bhiwani, Hansi, Hodal, Palwal, Barwala, Rewari, Ellenabad, sirsa, Tohana and Fatehabad would be covered under the project. Renovation of the power distribution system was already under way in Faridabad, Gurgaon and Dadri at cost of Rs 165 crore under a World Bank project. Shayin said Part B of the RAPDRP renovation, modernisation and strengthening of 11-KV-evel substations, transformer centres, re-conductoring of lines at the 11-KV level and below, load bifurcation, feeder segregation, load balancing, aerial bunched conductoring in thickly populated areas, setting up high-voltage distribution system and establishing mobile service centres would be taken up. Under this prestigious programme, the nigam planned to provide for a strong IT base to the distribution system by way of consumer indexing, GIS and asset mapping, metering of feeders and distribution transformers, automatic data logging, feeder segregation, and ring fencing. |
Cultural event at Sirsa college a big draw
Sirsa, March 3 The event marked the union of three cultures as Haryanavi, Punjabi and Rajasthani music was presented for an appreciative audience in the auditorium of the college. Yudhbir Singh Khyalia, deputy commissioner, inaugurated the event. The Rajasthani classical music troupe of Rahmat Khan Langa enthralled the audience with a variety of folk songs. Mohammad Rafiq on "khadtal", Habib Khan on "sarangi" and Sandeep Khan on "dholak" aptly supported the singing duo of Rahmat Khan and Mohammad Jalil. Zakir Khan, a child artiste, made people shake their legs with his dance on Rajasthani songs. Punjabi folk singer Parveen Kumar also enthralled the audience with his "Dama Dam Mast Kalandar". However, the biggest applause was reserved for two sisters, Dr Kiran Khayalia and Sunita Chaudhary, who rendered several Haryanavi folk songs from their album "Mhare Geet, Mhari Reet". Dr Kiran Khayalia, wife of the local DC, is a lecturer in music and her elder sister Sunita Chaudhary is also a school lecturer. The duo recently released their album comprising songs rendered on occasions like marriage and other rituals. Dr Vijaya Tomar, principal of the college, welcomed the guests. Parveen Baghla, president of the college management committee, Dr RS Sangwan, Dr Karan Singh, Dr Ved Beniwal, Anand Biyani, Shilpa Verma, president of the Mahila Congress, were among those present on the occasion. |
PNB gives loans totalling Rs 6.2 crore
Rohtak, March 3 Harish Arora, assistant general manager, PNB, said by centralising retail lending operations in the city, the bank had made it easier for the customers to avail loans. He said customers seeking loans for education, housing, vehicle, pension and personal purposes against immovable property were required to submit documents at the bank’s Retail Asset Branch in the local Model Town area. Arora said sanction and disbursement of the loan was now being undertaken under one roof and proposals or applications were being disposed of in minimum possible time. Addressing customers during an interaction, Arora said PNB was one of the oldest banks in the country and it had gained the title of being “swadeshi bank” since it was founded way back in 1885. He said despite spreading its wings in other parts of the world, the bank had been a pioneer in catering to the needs of the common people by extending quality and simplified loan services to all categories of customers. He said bank continued to maintain its lead position in Rohtak district through its network of 86 branches and 101 ATMs, including a mobile ATM. On the occasion, as many as 160 beneficiaries were handed over loan sanction letters worth `6.20 crore, claimed SK Juneja, chief manager Retail Asset Branch. According to sources, hundreds of customers have switched over to private sector banks due to efficient service provided by them. The scenario has forced the public sector banks to become more customer-friendly and improve functioning, claimed Virender Singh, a local resident. |
Rail Budget evokes mixed reaction
Rohtak, March 3 According to Rohtak MP Deepender Singh Hooda, several new projects for the expansion of the rail network in the state have been announced this year and the proposals would surely bring development on the fast track due to increased facilities of rail travel in near future. He said while the Union Railway Minister had agreed to his proposal of a fresh survey for a rail link between Rohtak, Meham and Hansi, the approval of the new rail line between Delhi, Garhi Harsaru and Farrukhnagar of Gurgaon district was a major achievement. “This track will pave the way for speedy development of this part of the NCR”. The MP said the selection of Rohtak and Panipat for developing budget hotels by the Railways and starting of several new trains in the state was a welcome move and would help improve commuting and travel facilities for the common man. Deepender said while some of the existing rail lines would be doubled and the promise of completion of the Rohtak-Jhajjar-Rewari track during the current year was commendable. However, according to the state unit of the CPM, the Rail Budget is nothing but a bundle of bogus promises which would never materialise. Inderjit Singh, party’s state secretary, stated that many such promises were never implemented. He claimed that the fresh promise of surveys for new rail links might also meet the same fate. The party has expressed disappointment for not given priority to passenger safety and generation of employment in the Railways. Raj Kumar Kapoor of the district unit of the BJP said the budget had ignored the interests of the state as no major project was announced. He said the announcement of surveys was meant to befool the people. He said the government should focus on laying a massive rail network if it wanted to decongest the National Capital Region and encourage development in states bordering Delhi. Meanwhile, the district unit of the INLD has also slammed the government for presenting “a directionless and hopeless Union Budget”. The Budget fails to address problems like inflation and there is no relief to any section of society, claimed a spokesperson of the party. |

6.6 lakh ESI smart cards issued up to Dec 31
Chandigarh, March 3 About 6.6 lakh smart cards were issued in 2010-11 up to December 31 to provide health insurance cover to the BPL families and the amount of claims was Rs 15.05 crore. To bring more people under the umbrella of the Rashtriya Swasthya Bima Yojana
(RSBY), the data of street vendors is being compiled so that heath insurance cover can be provided to this segment of the unorganised workers and their families in the state. The RSBY is a flagship scheme of the government whereby the below poverty line families are provided free healthcare insurance cover up to Rs 30, 000 per annum on a floater basis, up to five members of a family. The RSBY was started in 2008. Haryana has the distinction of issuing the first card under the scheme in the Yamunanagar district in April, 2008. The state also holds the distinction of becoming the first state to implement the scheme in the entire state in the first year itself whereas it was to be implemented in a phased manner in five years. The state excelled in the implementation of the scheme, which had been appreciated by the Central Government also. The state was awarded commendation certificates by the Union Government for two consecutive years in 2009 and 2010. The ESI Health Care Department provides comprehensive medical services and facilities to ESI beneficiaries through ESI hospitals and dispensaries located in 18 districts (except
Kurukshetra, Narnaul and Kaithal). The medical benefits provided to the insured persons included out-patient and in-patient treatment, specialist's consultation, free supply of drugs, dressings and artificial limbs and appliances, x-ray and laboratory investigations, antenatal care, natal and postnatal care, domiciliary visit by medical officers, vaccination and preventive inoculations, ambulance services, implementation of all National Health programmes including
RNTCP, AIDS, NRHM, Pulse Polio, etc, medical certification for sickness period, special provisions for advance money for specialized treatment and reimbursement and free supply of medicines. The total number of indoor patients were 19,539 in 2010-11 up to December 31 and total outdoor patients were 20.41 lakh during the same period. |

Village women take oath to eradicate foeticide
Sirsa, March 3 The women also took an oath that they would not allow others to follow this illegal practice and they would discourage the common practice of different treatment to children because of their gender. Under their fortnight-long programme to mark the International Women Day, AFWWA members recently visited the village again to spread a message for the girl child. “For a healthy society, it is important to groom our children as good citizens by providing them the best possible education irrespective of their gender,” said Ashima Sabharwal, chairperson of the local chapter of the AFWWA, and wife of Group Capt Anil Sabharwal, Station Commander of the Air Force Station, Sirsa. “Skewed sex ratio was creating a lot of problems in our society and the increasing crimes against women are mainly attributable to this,” she added. She administered an oath to the women that they would not allow the practice of sex determination and female foeticide to happen in their knowledge. Members of the AFWWA also enacted a skit portraying the ill-effects of female foeticide. Kopal Samyal, AFWWA secretary, and members Sanwali Dey, Hema Ludra, Bhagmani, Sarita Sanjiv, Salima Pasha, Sangeeta Nath and Archana Chhabba were among those who visited the village. |

Workshop on photography under way
Kurukshetra, March 3 Documentary and film-maker-cum-producer-director GS Channi, who inaugurated the workshop on February 23, interacting with the students spoke about creativity which was not necessarily inborn but could be ignited. He shared his experiences about documentary making with the participants. Addressing the participants, museum deputy director Rajesh Purohit said the students would work in two groups of three to five to produce a documentary on a topic of personal interest and community relevance. They would learn basic production skills such as camera operation and audio recording. At the conclusion of the workshop, the participants would present their finished documentaries at a public screening for family, friends, teachers and other community members. As many as 50 students of media technology, journalism and mass communication, fine arts and tourism managemet of Kurukshetra University are attending the workshop. Mr Purohit said a documentary based on the theme “Tagore’s sensibility in writing on Mahabharata” would be produced during the workshop. Documentaries on water harvesting and conservation, the spiritual aspect of Kurukshetra and its projection as a as a tourist destination would also be made under the guidance of Mr Purohit and his team. |

Vijay Bansal Joins INLD
Kalka, March 3 Vijay Bansal, who was a loyal Congress leader and was active in the Congress for the past 27 years, had continuously put forth the grievances of the people of the area before the state government. He joined the Congress in 1982 and in 1985, he became the district president of the NSUI and was appointed as the general secretary of the Youth Congress, Haryana. In 1987, he became the general secretary of the state NSUI and in 1988, he was appointed as the senior vice-president of the state NSUI. In 1992, Bansal was appointed as the chairman of the Kalka Market Committee. In 1996, he was elected as the PCC member and in 1996, he was appointed as the general secretary of the state Youth Congress. In 1997, he was nominated as the chairman of the District Congress Committee Legal Cell. In 2002, he was again appointed as the general secretary of the state Youth Congress. In 2003, he was appointed as the vice-chairman of the HPCC Legal Cell and in 2004, he was appointed as the secretary of the State Congress. |

Manda Jost, Fulbright Visiting Fellow at Kurukshetra University, spoke about the increasing resistance of organisms to neurotoxins. Prof Sharda Gupta, Dean, Life Science Faculty, Kurushetra University, said six prizes had been introduced this year to encourage young students to take up science education as research career. An essay writing competition on importance of chemistry in life, contribution of women in science, science quiz, declamation and poster making were organised during the celebrations. |

Kurukshetra, March 3 Lt-Gen DDS Sandhu (retd), KU Vice-Chancellor, asked the participants to provide an authentic feedback on their training so that their suggessions could be incorporated in future planning of such training courses. Prof Rajbir Singh, director of the institute, said in his welcome address that the institute was running 10 media courses and had a student strength of about 600 and while the faculty had 30 members. Senior media professional from Delhi Ajit Rai shared his experience on PR practices with the participants. Acknowledging the benefits of such training courses, one of the participants, Dev Raj Sirohiwal, assistant public relations officer from Safidon, suggested that demos should be made an integral part of training curriculum. The Vice-Chancellor gave away certificates to all 34 participants. |

Rewari, March 3 The DC has made a provision of a toll-free number (1077) at the district headquarters here where residents having grievances associated with any government department can register their complaints. Joshi said an official, Deepak Yadav, with a mobile phone number 9466418460 would lodge complaints between 8 am and 4 pm while complaints would be recorded by Jitender on the mobile phone number 9416576323 from 4 pm to 10 pm. The DC also said services at the above toll-free number would not be available on Sundays. Residents of Kosli subdivision of the district would have to dial 01274-1077 for registering complaints, he added. Joshi said the complaints thus received would be forwarded to the department concerned for speedy redressal. The system would not only spare the aggrieved public from making rounds of government offices but also facilitate speedy resolution of their complaints, he added. |
Hoteliers sore over imposition of service tax
Karnal, March 3 Terming the decision as “anti-people”, president of the Haryana Tourism, Hotel and Restaurant Association (HRAH) Manbeer Choudhry said the hotel industry had already been reeling under pressure of multiple taxation and in Haryana, the bars were already paying 25 per cent tax. An additional 10 per cent tax would increase the taxes on bar and rooms to 35 and 20 per cent, respectively, which would put a heavy burden on the industry. Stating that Haryana was famous for shooing away tourists, Choudhry said the Centre and the state governments have gone bankrupt and instead of providing relief to the industry, they have made the industry unsustainable. India was no more an affordable tourist destination and even a domestic tourist preferred to go to “tourist-friendly” countries like Bangkok, Singapore and Thailand, where a tax of just 8 per cent was charged. |

Kurukshetra, March 3 While addressing students, professor Palit, who was also the chief guest on the occasion, encouraged the students to take part in the fest and promised to extend every possible help to make it a grand success. Dr Krishan Gopal, director, NIT, in his speech, insisted on the importance of cultural celebrations in the college by describing how the role of engineers was increasing in this field due to the enhancement of animation, etc. Social initiatives such as blood donation camp, promotion of khaadi and Kurukshetra tourism were also taken up by the organisers. Besides, a rally on AIDS awareness was also organised by the NIT in collaboration with the NACO. However, Ruby claimed the first position in the 200m race and also shared the first position with Poonam and Pooja in the relay race. Faridabad, March 3 While inaugurating a “Rozgaar Mela” here recently, the minister told the industrialists to ensure proper working conditions and salaries to the workers keeping in view the guidelines of the state government. The employment fairs are being organised by the Employment Department in various districts of the state and it was the second time in a fortnight that such an event was held here. Representatives of about 12 industrial units and around 100 job-seekers took part in the event. Sharma told the industrialists that by hiring people through the Employment Exchange, they would get bonafide candidates, besides saving the aspiring workforce from the clutches of middlemen. The government was spending a lot of money to empower the Employment Department. |

Jhajjar, March 3 Haryana Education and Social Welfare Minister Geeta Bhukkal said here that the Indira Gandhi Mahila Shakti Samman Award carries Rs 1 lakh in cash while the Kalpana Chawla Shourya Samman and Bahan Sanno Devi Panchayati Raj Samman carry Rs 51,000 in cash,the minister said. Geeta Bhukkal said various schemes had been implemented for the uplift of women. As many as 16,000 anganwadi workers had been recruited and mahila chaupals were being set up in a phased manner in every village. |

Rajiv urban participation scheme launched
Chandigarh, March 3 Under the scheme 60 per cent of the project cost is given as a grant while the rest is collected by people. The government had made a provision of Rs 10 crore during the current financial year under the scheme, an official spokesman said. The scheme allows construction of community centres, community parks, community toilets, solid waste management, cattle sheds, streetlights, roads, streets. The ward committees, community organisations, such as registered societies, trusts, local welfare institution, youth clubs, market committees are eligible for funds under the scheme. The people should collect the their share of the cost and get the development projects forwarded to the Directorate, Local Urban Bodies through the municipality concerned. |

Blood donation camp held
Fatehabad, March 3 Dr Swami Divyanandji from Geeta Bhawan of Tapowan in Haridwar showered his blessings on the family members for performing a noble act on the death anniversary of their ancestor. Pradeep Mehta, a noted lawyer and a former president of the District Consumer Forum, had organised the blood donation camp and an open community lunch on the death anniversary of his father. Mehta said he organised such camps every year on the death anniversary of his father. Several of his family members donated blood to pay homage to the departed leader. |

Technical institutions affiliated to Murthal varsity
Sonepat, March 3 According to Vice Chancellor of the university HS Chahal, the Technical Education Department of the Haryana Government has issued a notification in this regard. As many as 40 institutions of management, engineering and architecture in the district have been included in the affiliation list. The VC claimed that as the Murthal University specialised in science and technology, students of the affiliated colleges would get quality education. University Registrar RK Arora said the students admitted prior to 2011-12 session in these colleges would become the students of the Murthal University. However, they would be examined and certified by the MDU, Rohtak, for the remaining part of their course. |
