Amend PNDT Act to curb foeticide, says civil surgeon
Jhajjar, April 14 “The PNDT Act provides for punishment to the doctor as well as the relative of the pregnant woman going for sex-determination. Due to this, hardly any complainants come forward. The Act should be amended and only the doctor should be held guilty so that complainants feel free to approach the authorities,” Dr Singh asserted while talking to The Tribune. The CMO said as of now, the authority for filing a case in such cases rests with medical officers. Sex-determination of foetus should be brought under the ambit of the Indian Penal Code (IPC), he said, adding that this would put social pressure on the doctor and act as a deterrent. Dr Singh maintained that the upcoming diagnostic technique of 3-D ultrasound was going to be the biggest threat to the drive against female foeticide. “With this, the pregnant woman and her relative(s) can see the sex of the foetus on the screen themselves, making the provisions of the Act redundant. Hence, it should be banned”. He further stated that the permission granted to mobile medical vans having ultrasound machines should be withdrawn to prevent their misuse (for determining sex of the unborn child). A letter written by Dr Bharat Singh to the Prime Minister in this regard was forwarded by the PMO to the Secretary, Ministry of Women and Child Development, for appropriate action. Lately, perhaps due to the specific amendments suggested in the PNDT Act by the likes of Dr Singh, the Union Government has initiated a process to review the Act. “The deep-rooted penchant for male child, safety concerns for daughters and social practices like dowry are the major causative factors behind the skewed sex ratio. Preference for nuclear families, easy - even doorstep - availability of ultrasound facility for sex-determination and subsequent abortion on detection of female foetus have also led to an increase in the prevalence of female foeticide,” Dr Singh observed, adding that the women putting their foot down could go a long way in eradicating this social evil. |
State to set up litigation policy cell
Chandigarh, April 14 For the effective implementation of the policy, the government constituted a state-level empowered committee under the chairmanship of Chief Secretary Urvashi Gulati. The empowered committee, which met for the first time last week, has decided to set up a state litigation policy cell with special or joint secretary, administration of justice, as its ex-officio coordinator. The cell would be responsible for implementing the policy and decisions of the state-level empowered committee. All departments have been directed to furnish the list of the pending legal cases along with a synopsis by May 10, 2011, to the committee and appoint nodal officers with legal background in their departments by April 21, 2011, to coordinate the report on legal cases with the Advocate General’s Office as well as with the state-level committee. It was also decided to request the office of Advocate General to depute some officers who would be assigned some departments for dealing with the cases. It was also decided that the departmental and the district-level committees would also submit the reports and data of grievances redressed to the state-level committee through these nodal officers to avoid litigation. The decision for bunching the cases of three engineering departments - the Public Works (B&R), the Public Health Engineering Department and the Irrigation Department - was also taken to categorise the similar cases under one head for the purpose of easy analyses by the committee as well as the Advocate General’s Office. The cases would be bunched for other departments also in a phased manner for dealing the cases of similar nature easily. |

Hisar, April 14 Although the colony had been included in the municipal area last year, the notification of the extension of the municipal limit was not attached to the project reports sent by the local authorities. Azad Nagar has a population of around 45,000. It came into being about two decades ago and is now one of the largest colonies. However, since it remained outside the municipal area, no infrastructure was developed by the municipal authorities. Till last year, all development projects were undertaken by Amardeep village panchayat which lacked funds to develop the required infrastructure for such a large population. The residents had themselves collected funds to lay water and sewer lines, but since these were not designed or laid properly they hardly served any purpose. Former Finance Minister Sampat Singh, who represents the Nalwa Assembly segment, of which Azad Nagar is a part, had specially organised a rally in March and named it “Jal Rally”. He invited the Chief Minister to address it and announce the two projects costing Rs 10 crore each. The Chief Minister duly announced these projects at the rally following which the local Public Health authorities submitted the engineering plans to the department for financial and administrative approval. But in the absence of municipal notification both the projects were turned down. Sampat Singh said the projects were rejected on technical grounds. He said these would be submitted again along with the notification. He hoped that the necessary sanction would be accorded by the next month and work would be undertaken immediately after that. He said the departmental committee was scheduled to meet by the end of this month or the first week of May. Hopefully, the projects would be approved at the meeting, he added. Azad Nagar is not only one of the bigger colonies of the city, over the years it has also developed as a small business hub. Commercial and shopping areas have developed along both sides of the Rajgarh Road (National Highway No. 65) which passes through the colony. |
Wushu gold medallist Surjeet honoured
Jhajjar, April 14 The MP said Surjeet had brought laurels not only to his village and district but also to the whole state by displaying sterling performance in the national games. “It is a matter of pleasure that players from Haryana have succeeded to achieve special recognition at the national as well as international level due to hard work and dedication. During the last six years, Haryanavi players have won the maximum number of medals in the history of the state by performing marvelous in all sorts of sports events organised in and outside India and it has been possible due to the new sport policy framed by Hooda-led Congress government,” said Deepender. He maintained that the state government had been providing many facilities at grass-roots level to the budding players so that they could polish their talent by making themselves technically sound for games. Giving credit of his success to his coach, parents and villagers, Surjeet Singh said his next target was to represent India in international event for that he would do his best. It was the result of support extended by his well-wishers that he had succeeded to win the gold in wushu. Earlier, inaugurating the newly established branch of Haryana Gramin Bank in the village, the MP said since the bank and development was the two sides of a coin, banks had become the most essential in a village likes other basic facilities. He informed that a proposal had recently been submitted to the Union Finance Minister for opening 30 new bank branches in Rohtak Parliamentary constituency, covering Rohtak and Jhajjar district. “The economic condition of the people of the area adjoining the NCR is fast changing due to development activities. However, several branches of various banks have already been opened in the constituency during the past five years yet with this changed economic scenario, the demand for banking services in the rural areas is increasing rapidly,” Deepender added. |
Aggarwals to seek OBC status
Chandigarh, April 14 The Rajput and Brahmin communities have already demanded the status of OBC for reservation in government jobs and educational institutions. Now, even the Aggarwal community has decided to approach the commission headed by Justice KC Gupta, former judge of the Punjab and Haryana High Court. President of the Haryana unit of the Akhil Bharatiya Aggarwal Sammelan Kulbhushan Goyal said here yesterday that his organisation would submit a memorandum to the Haryana commission for inclusion of those members of the community, which were economically backward, in the list of the other backward classes of the state. Goyal said though the community was generally perceived as one of the richest communities of the country, the fact was that a large section of it was economically backward. He said a five-member committee had been constituted to represent the case for inclusion of the economically backward sections of the Aggarwal community in the category of the OBCs. To be headed by former Chief Justice GC Mittal, the committee would have Justice GC Garg, former Judge of the Punjab and Haryana High Court, RC Bansal, former legal remembrancer of Haryana, and senior advocate RS Mittal as its members. The first meeting of the committee would be held in Panchkula on April 23. He said the sammelan was of the view that no creamy layer of any community should be given reservation. Due to its inadequate representation in the country’s political system, the community had lagged behind in getting its due share in the government jobs. Goyal said if the selection to the government jobs had been made on merit, the youth of the community would have faired exceedingly well. However, now since the selection to the government jobs in the states was being made on extraneous considerations, the community was at a disadvantage. Goyal said the decision to approach the Haryana Backward Classes Commission was taken at a meeting of office-bearers of the districts units of the sammelan a few days ago. |
5 DAV engineering college students get jobs
Rewari, April 14 The management of the company handed over the appointment letters to the students with an annual package of Rs 1.80 lakh following which they were expected to join the company in August. The students were earlier made to go through a written test as well as an interview, which were conducted under the overall supervision of Sukhvir Yadav, manager, engineering, and Pradeep Sahai, HR Manager, of the Gurgaon company. CDLU radio station wins laurels
Fatehabad, April 14 The award came to the station for its flagship program 'Hello Sirsa'. Radio Sirsa Station Director Virender Singh Chauhan received the award from Arvind Kumar, joint secretary in Union Ministry of Information and Broadcasting. The CEMCA awards were announced and presented during the First National Community Radio sammelan held in Delhi recently. The sammelan brought most of the functional community radio stations of the country on one platform for the first time. CDLU Vice-Chancellor KC Bhardwaj said Radio Sirsa had emerged as a platform where members of the local community not only got a chance to raise their collective problems but also receive their daily dose of healthy edutainment. |

In his presidential remarks, Lieut-Gen DDS Sandhu, vice-chancellor, KU, said information revolution had put India on the top of the world. “To strengthen our position as a leading economy and to make India a developed country in future it is necessary that we emphasise on research and development in the areas of new technologies in science and communication media”. Science/Math Olympiad Pathfinder students win laurels
Rewari, April 14 RP Manchanda, principal, informed that students of various CBSE- affiliated schools, who had earlier secured top positions in the first-level contest of the 13th National Science Olympiad and 4th International Mathematics Olympiad held under the aegis of the SOF , were allowed to participate in the second-level contest. He further informed while as many as nine students of various classes, Ashu Yadav, Chahat Payal, Pratham Garg, Ishanki Garg, Shivam Yadav, Rasika Garg, Ujjawal Panda, Shubham Chauhan, and Vikas Yadav bagged international positions in the Science Olympiad, nine others - Rishabh Garg, Tapesh Kumar, Narender Yadav, Shubham Chauhan, Mayur Yadav, Ujjawal Panda, Shivam Yadav, Ashu Yadav and Chahat Payal - were endowed with international grades in the Mathematics Olympiad. Freedom fighter’s statue unveiled
Rewari, April 14 Khushi Ram, who joined the Indian National Army of Netaji Subhash Chander Bose in the late 1930s, remained imprisoned in the Singapore Jail for five years. Paying homage to all such freedom fighters, the minister urged youths to imbibe the spirit of robust patriotism and heroism from them to serve the motherland. Felicitating Ved Prakash Yadav and Ashok Kumar Yadav for installing the statue of their late father in the village, the minister exhorted youths to pay due veneration to their elders asserting that their blissful legacy alone could make them attain heights in life. Enumerating various projects launched by the state government for the welfare of freedom fighters and their families, he also mentioned about the establishment of a Sainik School and Indira Gandhi Postgraduate Regional Centre here hoping that the centre would be developed into a university in future. High Court judge inspects Jhajjar, Bahadurgarh courts
Jhajjar, April 14 During his visit to Jhajjar, he commented that better facilities were being provided to the advocates at present as compared to previous time. Sufficient numbers of chambers had been constructed for them so that they could contribute in timely disposal of the cases. Later, a function was also organised by the Jhajjar District Bar Association to interact with him, besides knowing his opinion regarding various issues pertaining to law and judiciary. Speaking on the occasion, Justice Ahluwalia called upon the advocates to bring a change in their frame of mind and cooperate with poor people for getting them justice by providing prompt and inexpensive legal aid. “With enormous development in the field of information technology over the past few years, cases of cyber crimes have shot up significantly. Hence, the lawyers must update themselves with the new technology being used in committing cyber crimes so that such cases could be disposed of in time,” he maintained. Throwing light on the significance of coordination between the Bench and the Bar, Justice Ahluwalia said proper coordination between them could help in better, expeditious and effective administration of justice. He also directed the judicial officers to settle pending cases at the earliest. At Bahadurgh judicial complex, advocates apprised the Justice of their long pending demand of setting up an additional district judge court in Bahadurgarh. Justice Ahluwalia assured them that their demand would be put up before the higher authorities. |
Kundli-Manesar-Palwal expressway delayed
Chandigarh, April 14 The project was approved after the Supreme Court banned the entry of commercial vehicles going to the states other than the NCR from entering Delhi. The court order had come to reduce vehicular traffic in the national capital. The KMP expressway project, which is being built on the BOT basis, should have been completed three years ago but the state government has been forced to give extension after extension to the concessionaire, who every time comes up with one excuse or another to justify the delay. Chief Secretary Urvashi Gulati recently convened a meeting of the high-powered committee on the expressway to review the progress of the project. Expressing annoyance at the slow progress of the project, Gulati warned the concessionaire that if he did not perform, the government would not hesitate to invoke action as per terms of the concession agreement. Observing that there had been shifting of completion targets time and again by the concessionaire despite the fact that these targets in the earlier review meetings were proposed by the concessionaire himself, Gulati asked him to give a firm commitment about the date on which the project would be completed. When the concessionaire said the slow progress of the project was due to reasons like change in scope orders, lack of forest clearance at certain locations, shifting of electrical lines and acquisition of some pockets of land, the Chief Secretary ordered that a subcommittee comprising the Financial Commissioner and Principal Secretary, Industries; and the Managing Director, HSIIDC, should help resolve these issues. However, HSIIDC MD Rajiv Arora said the concessionaire was trying to shift focus from his non-performance to petty issues. The concessionaire said he would be able to give realistic targets for completion of the Manesar-Palwal section and the entire expressway only after meeting the subcommittee. |
More grant sought for govt-aided schools
Yamunanagar, April 14 The mushrooming of public schools had affected these government-aided schools as children of affluent society were diverted to these schools. Now, needy students were only getting education in aided schools. At present, the government was giving 75 per cent grant to government-aided schools which was also not being given every month as compared to the government-aided colleges which were getting 95 per cent grant every month. Besides, the UGC was also helping these colleges for their development, he said. He said the country should give top priority to the school education as it was the launching pad for higher education and the foundation of students was laid in schools only. So, the government should give 95 per cent grant to aided schools as per the college pattern, which was being given to government-aided colleges every month. Subsequently, the pending grant of the aided schools should be released for paying arrears of salary to teaching staff. Kapur said as Chief Minister Bhupinder Singh Hooda wanted to make Haryana the best state of the country, he should help government-aided schools liberally to spread literacy among the masses as education was the greatest resource for the development of the nation. He said Union Human Resources Minister Kapil Sibbal deserved appreciation for laying stress on the Right to Education Act. “If we want to make this act a grand success, then the government should help government-aided schools liberally in order to impart education to the needy students,” Kapur added. |
Protection home set up for
runaway couples
Yamunanagar, April 14 Sandeep Khirwar, SSP, said, “In case a couple requests for protection, accommodation will be provided to it at Youth Hostel, Tejli Sports Complex”. According to sources, the runaway couples will be provided shelter at the protection centre for 10 days without any charge. The period may be extended keeping in view the threat perception depending on the circumstances in each case. Khirwar said the Home Department had directed the police to deal sternly with parents or relatives who threaten such couples and create law and order situation. The department had also directed to form mediation or counselling cells in the offices of SSPs to guide parents and relatives to live in peace. The legal service authorities had also been directed to depute legal counsels at the said centres to provide assistance to such couples, he added. |

Saving water is his mission
Sirsa, April 14 The taxation consultant speaks about the importance of water and drives home his point as to how the sources of water are fast depleting in the world. During his address, Goyal also speaks about the methods to save water. Goyal, who started his mission two years back, has so far distributed 80,000 pamphlets listing dos and don'ts on the use of water. He has also written a book titled "Bin Paani Sab Soon" and has distributed 6000 copies to the public. He has also participated in talks on this issue on FM Radio and Doordarshan. Goyal presented a copy of his book to Haryana Governor Jagannath Paharia during his visit to local CMK National PG College on May 8 last year. The Governor lauded his efforts and concern for saving the most precious commodity on earth. "We waste water mercilessly during our daily use. The aim of my campaign is to avoid that wastage as far as possible," Ramesh Goyal said. "Simples measures like stopping the flow of water while shaving, brushing teeth, using basket and mug instead of shower while bath, using blowers in water tanks and coolers and use of waste water from water purifiers for other chores can save much," he added. Goyal said he did not begin the campaign for any award or appreciation, but his had genuine concern for the cause. |

Martyrs’ memorial in Ambala
Ambala, April 14 Vij said it was laudable that the state government had decided to build a memorial for martyrs which would ultimately become a tourist attraction. He said the district had a historical importance as the 1857 mutiny began from Ambala on May 8, 1857, a day before the uprising in Meerut. Vij said he had also raised the demand for setting up the memorial in the last Budget Session of the state Assembly. He expressed hope that the project would be completed in a set time frame. The memorial would bring Ambala on the tourism map of the country once it was completed. |
