2 brothers drown in Yamuna canal

In a tragic incident reported from the Burari area of north Delhi, two brothers were drowned in the Yamuna canal last evening.

According to the police, both the deceased are minors and their bodies were fished out from the canal this morning by nine divers.

"The deceased have been identified as Bhairav (15) and Manu (9). The duo, along with their third brother Gaurav (11), had gone to take bath in the canal last evening when the mishap took place," said a police official from the district.

According to information, the three brothers ventured out for bath around 7 pm when Bhairav and Manu were swept away. Gaurav raised an alarm after which a passerby called the police regarding the incident.

However due to darkness, the fire officials and the divers could not carry out the operation. The bodies were found by the help of nine divers and a motor boat today around 9.30 am.

Residents of house number 27, in Kaushik Encalve, the deceased lived with their mother Hema, a widow.

"Their father Chandragat had died two years ago and Hema was given a government job in his place. She was not at the house when the incident took place," said the police.

13-year-old sodomised

A 13-year-old boy was sodomised by a neigbhour in the Bawana area of outer Delhi yesterday. According to the police, the accused has been identified as Balkrishan, who is absconding.

The incident was reported from M Block of Sector-3 last evening when the boy informed his parents about the incident.

"We have registered a case in this regard while working to arrest the accused," said a police official from Bawana police station.

The budget session of the Delhi Assembly, which started today, witnessed stormy scenes created by the main Opposition party, BJP, which disrupted the speech of Lieutenant Governor Tejendra Khanna.

The BJP demanded removal of public works minister Rajkumar Chauhan on the basis of the recommendations of the Lokayukta.

The BJP members carried placards with anti-government and anti-Congress slogans written on them. Also, they had tied black straps on their arms as a mark of protest against the Congress government's "adamant attitude" over not removing Chauhan.

As soon as the LG started his customary speech, Leader of Opposition V.K. Malhotra stood up, demanding removal of Chauhan for allegedly trying to protect a resort owner in a case of tax evasion.

Even as the LG continued with his speech, the BJP MLAs trooped to the Well of the House, raising slogans against the government .

In his speech, the LG highlighted the achievements of the government in various sectors. Khanna said that Delhi had witnessed a sustained annual growth of more than 11 per cent in its gross domestic product. Khanna also talked about the success of the Commonwealth Games . He spoke about government's achievements in the fields of education, public works, environment, transport, power, tourism and social sectors.

CM Sheila Dikshit criticised the BJP, saying that the protest was against the tradition of the Assembly. “The power to remove Chauhan is neither with the LG nor with me. It is with the President who can decide about it," she said.

V.K. Malhotra, said the speech of Tejendra Khanna was a bunch of lies. There was no mention of deteriorating law and order situation and condition of unauthorised colonies, it said.

The LG accepted that there was a shortage of potable water in the city. The LG pointed out that the Delhi government had taken up various measures to improve the environment of the Capital. Thousands of vehicles come from neighbouring states and pass through the Capital that polluted the environment, but no step had been taken in this connection, said the Leader of Opposition.

Addressing the media after the House, Malhotra reiterated his demands for removal of Chauhan.He said the BJP had already issued a notice for censure motion against the minister and at the same time was exploring legal option on the issue. The BJP might go to the court for getting Chauhan removed from the council of ministers.

DU takes steps for a safe holi

Tightening the security on campus, the Delhi University administration today said that special efforts would be made to avoid any untoward incident during holi.

The university has already initiated steps to make elaborate internal and external security arrangements on the campus and its affiliated colleges to combat any hooliganism or rowdy behaviour, particularly against women students, during holi.

Along with police, voluntary organisations and the proctorial staff will be responsible for taking disciplinary actions to curb disturbances during holi.

The university has requested the transport authorities to check harassment of girl students onboard buses and Metro trains. The crews of the Delhi Transport Corporation (DTC) and Metro authorities have been contacted to take preventive steps.

Playing holi on college premises will not be permitted. Colleges can prepare their respective committees to prevent entry of outsiders during holi celebrations.

Apart from policemen being deployed at strategic locations around colleges, patrolling squads will also be deployed for holi. However, guests will be allowed inside college premises after a thorough checking.

The North and South campuses will have a control room each to deal with any untoward incident.

While in North Campus, the control room will be at 16 Chhatra Marg, the office of deputy dean of students' welfare would function as a joint control room in South Campus. Their phone numbers are: 26667211 and 24119832, respectively.

Go herbal this holi, Dikshit to Delhiites

Delhi Chief Minister Sheila Dikshit today urged people to celebrate Holi with herbal colours which can be easily made at home with rose petals, besan (gram flour), mint and turmeric.

"Natural colours can be made from flowers, fruits and vegetable extracts. Play Holi with natural colours, these are safe, economical, eco-friendly and can be easily made at home," said Dikshit in an advertisement published in a daily.

According to the Chief Minister's office, many similar advertisements would be released in newspapers and television channels in the run up to the festival of colours on March 20, informing people the ease with which they could make colours at home.

According to the advertisement, red colour can be obtained by boiling peels of red pomegranate in water or by crushing dry red rose petals. Yellow can be made by crushing dry marigold flower petals or by mixing turmeric and besan powder in water.

A fine paste of mint, spinach and leaves or dry mehendi powder can create green colour. Blue can be made with berries of indigo plant or crushed dry Jacaranda flowers.

Magenta colour can be attained from grated beetroot or peeled onions soaked in water. "The natural Holi colours are available at both the Dilli Haats and at select schools in the city," informed the advertisement. — IANS

Repair dug-up roads, MCD tells engineering department

The Municipal Corporation of Delhi (MCD) today issued directions to its engineering department to restore various roads in the city that have been cut by the local agencies for carrying out specific underground works.

MCD's Works Committee chairman Jagdish Mamgain said the engineers had been ordered to immediately carry out the restoration work of roads.

He said the agencies had also submitted charges for the work and the payments would be released on the priority basis.

"The executive engineers have been asked to immediately put the tender and get the work done as soon as possible," said Mamgain.

Apart from this, he said the works committee had sanctioned Rs 19 crore for the construction of classrooms and toilets in the MCD primary schools in Mukherjee Nagar, Palam, sector-7 Dwarka, Rajnagar, Najafgarh and Hari Nagar.

Rs 2.44 crore have been sanction for the new community hall at Manglapuri, Rs 23 crore for improvement of roads of 13.5 metre and 18 metre in Sector-15, Rohini, dense carpeting of roads at Shalimar Bagh A and B-block, roads of the Wazirpur industrial area, roads of 20 metre and 15 metre at Shakurpur JJ colony and roads of Rajnagar Part-II Dada Dev Mandir were sanctioned for the works.

Metro safe against tremors: DMRC

Keeping safety against natural calamities in mind, an earthquake sensor has been installed at the underground Patel Chowk Metro station on Line-2 (Jahangirpuri - HUDA City Centre) to measure tremors.

The sensor sounds an alarm whenever there is any vibration equivalent to 5 Richter scale or more, alerting the Metro staff and the operation control centre (OCC) of the Delhi Metro Rail Corporation (DMRC).

"The civil structures of the Delhi Metro, including the stations, viaducts and underground tunnels, have been built with sufficient strength to endure maximum stress in case of any eventuality like an earthquake," said an official statement by the DMRC.

The DMRC has followed the Indian Railway Standards (IRS), Indian Road Congress (IRC), Indian Standards (IS) and other international standards and codes of countries prone to earthquake.

The Metro structures in the Capital have been designed in such a manner that they can withstand earthquakes that may occur in Zone IV of the seismic zones in which India has been placed.

The Zone IV is called the high-damage risk zone and covers areas of the Indo-Gangetic basin, Delhi, Jammu and Bihar. This zone is prone to earthquakes of Richter scales 7 to 7.5. This implies that the structures of the Delhi Metro can withstand earthquake tremors measuring up to 7.5 Richter scale.

Mercury touches 33.1 degrees

It was a bright and hot day for the Capital's residents today, with the maximum temperature four notches above the average for this time of the year.

According to the India Meteorological Department (IMD), the maximum temperature was recorded at 33.1 degree Celsius.

"It was a clear and bright day with the maximum temperature much above the average for this time of the year. The minimum temperature at 15.8 degree Celsius was a degree above the average," an IMD official said.

Sarika Sharma, a homemaker said: "Today, it was extremely hot during the day. I had gone out shopping, but had to cut short the trip because of the heat."

The humidity oscillated between 33 and 93 per cent, the official added. — IANS

Jat stir leaves holi travellers stranded

The Jat agitation at Moradbad in Uttar Pradesh and other places in Haryana and Punjab for reservation in government jobs has disturbed the rail traffic.

The Northern Railway has cancelled various trains from Delhi and other places in North India. Some trains have also been diverted.

Today was the second day when the Railways had to cancel and divert trains.

The diversion has caused harassment to the passengers going towards east Uttar Pradesh, Bihar, Bengal and Assam. A large number of them were seen stranded at the New Delhi railway station. Majority of them hail from east Uttar Pradesh and Bihar and want to go to their hometowns for Holi.

Jitender Kumar, a Faizabad-bound passenger, said he got to know about the cancellation of his train this morning. There was no clue when the services would be restored, he said.

Kumar said he asked the officials at the railway enquiry counter about the next train to Faizabad, but did not get a satisfactory answer.

Similarly, Rajinder Singh, who wanted to go to Moradabad, said that trains to the Moradabad division had been cancelled since yesterday. Now, there was no alternative, but to go by bus, he said. Even Railway officials were clueless about when the services would normalise, he said.

Meanwhile, a spokesman of the Northern Railway said due to the agitation, 66 trains have been cancelled, 24 partially cancelled and six diverted.

3 schoolchildren held for murder, robberies

Days after nine schoolchildren ganged up and killed their friend in south east Delhi, the police has arrested three school students who were not only engaged in robbing people, but also had, in fact, killed a man when he resisted their robbery attempt in the Sagarpur area about three weeks ago.

All the three are students of Class X and XI while one of their gang members is absconding.

According to AK Ojha, DCP (south west), the gang of teenagers were expert in waylaying the passersby in secluded areas of Sagarpur and robbed them on knifepoint.

"They were apprehended from the Sagarpur area following investigations into the murder of Virender (24), a private company employee, who was found stabbed to death on February 24 while his mobile phone and cash were missing," said Ojha.

The input during the investigations led the police to the gang.

The teenagers have confessed to their crime.

During inquiry, it was revealed that on the fateful night, Virender was waylaid by the juveniles and asked to hand over all his belongings to them. When the victim resisted, one of the juveniles stabbed him while the others held him.

Thereafter, they decamped from the spot along with his purse and mobile phone, leaving the victim to bleed to death.

On the pointing out of one of the juveniles, the weapon of offence and the mobile phone have been seized.

All the juveniles have been produced at the Juvenile Justice Board.

HC questions prosecution of hostile witnesses in Jessica case

New Delhi, March 15
The Delhi High Court today questioned the prosecution of the witnesses who took a somersault during the Jessica Lal murder trial, saying the incident of "turning hostile" has become an "endemic" and all such persons cannot be painted with the same brush.

"How will the case of the prosecution move? The incidents of witnesses turning hostile and doctored evidences have become endemic now. Somebody fears for his life, someone gets tempted and someone does not support (the prosecution) for obvious reasons. Should we go ahead and prosecute all of them?" a bench comprising Justices S. Ravindra Bhat and G.P. Mittal said.

The bench sought the assistance of the public prosecutor on the issue, saying "Is that (prosecution of such witnesses) a solution? Ultimately, he will have to face the music."

"We will have to take a call as to what is the purpose of having a trial," the court said, adding such kind of prosecution may deter persons from coming forward to record their statements before the police.

The court's remarks came while hearing a bunch of petitions against witnesses who did not support the police version which led to the acquittal of Siddharth Vashist, alias Manu Sharma, and eight others in the sensational case.

The case dates back to April 1999 when Lal was shot dead by Manu Sharma after she refused to serve drink to him at a party hosted at socialite Bina Ramani's restaurant, Tamarind Court, in south Delhi. — PTI

Bill to prevent sealing gets nod

New Delhi, March 15
Aimed at preventing sealing and demolition of a large number of unauthorised structures in Delhi, the Union Cabinet today approved a Bill in this regard to be introduced in Parliament.

The National Capital Territory of Delhi Laws (Special Provision) Bill, 2011 seeks to maintain status quo in regard to unauthorised colonies, including village abadis (settlements) and their extensions, storages, warehouses and godowns for farm produce, besides some other categories.

The Bill also proposes to extend the relief to urban villages.

Commercial establishments operating illegally in farmhouses and other places in nearly 400 rural areas and urbanised villages of Delhi are expected to get a reprieve after the enactment of the proposed Bill.

The Municipal Corporation of Delhi had restarted the sealing and demolition drive in the Capital after the earlier ordinance expired on December 31 last year. — PTI

Two highway robbers arrested

A man and his brother-in-law, declared proclaimed offenders for their involvement in robberies, were arrested in north Delhi.

With their arrest, the police claimed they had solved two cases of robbery.

They have been identified as Harpreet alias Raja (28) and his brother-in-law Gagandeep Singh (22).

They were arrested yesterday from Sant Nagar in Tilak Nagar where they were presently residing, following investigations into a complaint filed by Vijay Kumar.

Harpreet had allegedly drugged Kumar and robbed him off his belongings while he was going to Shimla on February 24 on a bus, said Surender Singh Yadav, DCP (North).

Harpreet, along with his brother Bhupinder and Gagandeep, formed a gang and used to target passengers travelling on buses, trains or taxies from Delhi to other cities particularly to Chandigarh, Punjab, Haridwar and Dehradun.

They used to drug co-passengers during the journey or at the bus stops after befriending them and offering them cold drink or tea laced with intoxicating substance. When the victims become unconscious they used to steal their belongings, he said.

Harpreet had been declared proclaimed offender in two cases, one at Kurukshetra in Haryana, other at Chandigarh and the proceedings were under way in two cases in Delhi, while Singh has been a proclaimed offender in a case at Kurukshetra.

The police has seized a blackberry mobile phone, a chain, a ring, a bangle and two packets of drugs from them. — PTI

The crime branch of the Delhi police has arrested two tailors with fake Indian currency of Rs 2 lakh, which they had allegedly procured from Nepal. The police suspects the role of Pakistan's ISI in printing and supplying fake currency to India.

According to the police, the accused have been identified as Kausar Ali (32) and Bhola Kumar (29). They were nabbed from the Khyala area after a tip-off.

According to Ashok Chand, DCP (Crime), both the accused hail from Bihar. Ali has a relative in Nepal and used to go to Birganj every month to procure fake currency.

"Ali had visited Nepal 10-12 times in the past one year. He brought Rs 2 lakh each time. He used to pay Rs 200-250 for each fake note of Rs 500 and Rs 600 for each fake note of Rs 1,000," alleged Chand. Chand added that Ali was believed to have brought around Rs 24-lakh fake notes in the past one year.

Two minor children were killed and a two-year-old girl was injured this morning when a wall of an under-construction building collapsed in the Vikaspuri area of west Delhi.

According to the police, the incident was reported from a building in the New Krishna Park area around 11.20 am. The injured were rushed to Deen Dayal Upadhyay Hospital.

"Meena (6), Gyan (6) and Chandani (2) were playing near a construction site in New Krishna Park when a wall collapsed on them. They were rushed to DDU Hospital, where Meena and Gyan were declared dead," said a police official from the area.

According to the police, some digging work was going on for the construction of a basement and a 10-feet wall fell over the children who were playing there.

Youth hypnotises, robs woman

The west district police has arrested a 25-year-old man for allegedly hypnotising an elderly woman and decamping with her jewellery outside DDU Hospital in west Delhi few days ago.

The accused identified as Hem Raj, alias Chuha, a resident of Pandav Nagar, was nabbed by a policeman after the victim saw him yesterday again and raised an alarm.

"The woman was cheated by Hem Raj on March 7. While on her way home, two youths approached her and asked her to get some food for them. In lieu of the favour, they offered to clean the jewellery she was wearing that had lost brightness," said V Renganathan, DCP (West).

She fell in their trap and handed over her jewellery and Rs 500 to them. The youths walked away before her eyes but she did not stop them. However, the victim visited the hospital again yesterday and spotted the youth and tried to chase him.

"Head constable Ram Chander when saw the woman calling for help, he chased and apprehended him," said Renganathan. The stolen jewellery has been recovered from the accused.

Goods worth over Rs 15 lakh were destroyed when a shop of sports and cosmetic equipment caught fire in Jafrabad .

According to fire officials, the matter was reported around 6 am from Winner Sports and Cosmetics Centre in Jafrabad.

"Two fire trucks were rushed to the spot and it took around half an hour to douse the blaze. Nobody was injured," said a fire official. The owner of the shop, Mohammad Naim, has claimed to losses worth over Rs 15 lakh. — TNS

Two lovers belonging to the Dalit community allegedly committed suicide by jumping in front of a speeding train near Adwanpur crossing here.

Ruling out foul play, the police said the couple, Narendra (22) and Sonam (20) from Meerut district - both of them Dalits - allegedly committed suicide due to opposition by their parents on marriage.

They were employed in a private company in Partapur in Meerut.

The bodies have been sent for the postmortem, the police added. — PTI

Prisoner flees

A 28-year-old prisoner of Tihar Jail managed to flee after breaking the door of the vehicle he was in while returning from the deaddiction centre of the jail. According to the police, Sanju had been held for a robbery.

“Some inmates were being brought back to jail from the deaddiction centre when Sanju and Satish managed to flee after breaking open the door of the prison vehicle. While Satish was later held from the jail premises, we are looking for Sanju,” said a jail official.
