New Delhi, March 10 Launching a similar investigation led by the same officer, HGS Dhaliwal, DCP (south), more than 20 personnel of the Delhi police are working to identify and nab the culprit who shot dead Radhika Tanwar outside her Ram Lal Anand College on Tuesday morning. While addressing a press conference, DCP Dhaliwal assured of the positive result very soon, but another official close to investigation said the arrest could come only after the accused was identified. "With no name, no address and an unreliable sketch of the accused, it is going to take some time to reach him. However, now we have come across two reliable persons, a friend and one relative of the deceased, who are helping us with the identity of the accused," said the official. Meanwhile, Dhaliwal said the police was working on some leads and had narrowed down in the line of investigation. He said though Radhika's family was not aware of the stalking, the police had learned from her friends that there was indeed some one stalking her for the last one year or so. "Incident of stalking was never reported to the police. We are clueless since nobody knows about his looks and where does he reside," said Dhaliwal. He would be nabbed nevertheless, he added. According to the police sources, the police has detained a person, who somewhat resembles to the sketch, and questioning him. The police has also learnt about three incidents of bashing up of eve-teasers or stalkers that have taken place at Nariana village in last year and is working to identify these culprits. According to a senior police official, the police believes that the stalker could be a neighbour of the deceased or a tenant. As a result, the police is working to cross check the antecedents of more than 3,000 tenants who have left Nariana village in the last one year. "The village has lots of embroidery units and thousands of people live here as tenants. We are cross checking these people. It is going to be a huge effort and several police personnel are already engaged in the process," said the official. Meanwhile, the DCP again appealed for anyone who could help the police with the investigation to come forward and assist them. "We still do not have a single witness of the murder," he added. |
Will protest till Radhika gets justice: DU students
New Delhi, March 10 Agitated students took out a rally in North Campus and burnt an effigy of university vice-chancellor Dinesh Singh. The Delhi University Students Union (DUSU) and ABVP, the students' wing of the BJP, have joined hands to protest against the increasing violence against women in the city and have declared Delhi University closed on March 11 and 12. "Violence against women in the Capital is increasing every day, but nothing is being done about it. Radhika was murdered three days ago, but no one has been arrested till now. The university and the government have completely failed on this front, but the students will not take this lying down. We will not rest till Radhika gets justice," said DUSU president Jitendra Chaudhry. The DUSU has demanded that Radhika's murder be probed by the CBI. The students' body has expressed concerns on the large number of attacks being faced by girl students and has criticised Chief Minister Shiela Dikshit for asking students to arrange for their own defence. Reacting to Dikshit's statement, the DUSU president said, "Where will the students go? When will we study if we spend our time arranging for our defence." Reema Singh, a second year student of DU who participated in the protest, said, "Me and my friends are participating in the protest. The increasing violence against women is a black mark on the city and the university and we will not tolerate this. The government must fulfill its responsibility towards the students. How can the Chief Minister wash her hands off by asking us to arrange for our own defence. This is a responsibility of the government and the police. We will continue to protest till we get justice for Radhika." Mukesh Sahai, another student at the protest, says, "Radhika's murder is a terrible incident, and students of the university must get justice for her. This is not the first such instance of gruesome murder of a university student. The campus and the Capital are not safe for women and the government must realise its responsibility towards the citizens. This protest will continue till we get justice." |

New Delhi, March 10 Dhaula Kuan, where Radhika Tanwar was killed, was not a deserted place. A large number of people were present at the spot when the shooting took place, but they did not react, she said. The Chief Minister asked the residents of the Capital to be more responsible and speak up when they see such crimes taking place. Expressing shock, Dikshit said when Radhika was killed, not a single person came forward to take her to hospital. It is the police who took her to Safdarjung Hospital, where she was declared dead. People in the Capital tend to close their eyes to crimes, thinking they do not concern them. "If people have such an attitude, I do not have anything to say", the Chief Minister said. Attitude of the civil society is a matter of concern. Without the participation of local people, the law and order cannot be controlled, she said. |
5-yr-old raped, left in bushes
New Delhi, March 10 "She was raped and left behind by the rapist who though that she was dead. Her medical examination has confirmed rape. She is recuperating at GB Pant Hospital," said a police official, adding that her parents hail from Sultanpuri in Uttar Pradesh. Four children were injured when the ceiling of the room they were sleeping in collapsed. The incident took place in the Shastri nagar area of north Delhi today morning. According to fire officials, the incident was reported around 7 am and a big mishap was averted as only a portion of the ceiling fell. "The injured were taken to Bara Hindu Rao Hospital. The police is investigating the matter," said a fire official. |
Caught cheating, student bashes up teacher
New Delhi, March 10 The injured teacher, identified as Lalita Rani, told mediapersons that she was attacked by the boy when she caught him cheating during the maths exam. "There was a maths exam yesterday from 2.30 pm to 5.30 pm during which one of the students was caught cheating. When Lalita Rani caught him, he lost his temper and attacked her. After beating her with hands and legs, he hit her with some sharp object and as a result, her face needed to be bandaged," said a teacher from the school, requesting anonymity. According to information, no police complaint has been lodged in this regard, but the student has been suspended with immediate effect. |

Aviation job racket busted
New Delhi, March 10 According to DCP (west) V Renganathan, the accused despite being a postgraduate in mathematics, was unemployed and started Exalt Aviation Academy to dupe prospective candidates by offering them the tempting job in the aviation sector. "He started recruitment branches in Patna, Ranchi, Jaipur, Bhopal and Dehradun. These centers published advertisements to lure candidates and scores of candidates were duped by them," said Renganathan. Mishra used to offer jobs like air hostess, flight steward, airport ground staff, etc. and conducted the interview himself the DCP added. According to information, the complainant, who hails from Rajasthan's Dausa, had approached the police on March 1. "Sharma approached academy after seeing an advertisement after which he was asked to appear for the test and an interview at its Jaipur office. Later, he was told that he was selected at a salary of Rs 35,000 which will rise to Rs 50,000 and asked to join in his job at Indira Gandhi Airport. However, he was first asked to deposit Rs 1.40 lakh in the academy's bank accounts," said Renganathan. But when he paid the money after selling his land, he realised that he was not hired by the airport authority at Delhi for any kind of job, he added. The case is under investigation and efforts are being made to nab Mishra's other associates and to ascertain their previous involvement in the similar cases. |
MCD survey: DJB water has faeces
New Delhi, March 10 "We wanted to find out if the water supplied by the DJB is potable. Out of the 616 samples that were lifted from various corners of Delhi, 111 were found to contain faecal contamination," said V.K. Monga, Chairman, health committee, MCD. "And we know that every fifth person in Delhi consumes DJB water," he added. The colony count, which is the measurement of the growth of bacteria in a water sample, revealed that every 100 ml sample of water contained more than 10 bacteria, most of them because of faecal contamination, said Monga. "Consuming contaminated water can cause diseases like cholera, gastroenteritis, typhoid and jaundice, among others," said Mongia. The samples were collected between January and February 2011 and were tested by the public health laboratory of the MCD. According to Monga, feces from sewerage get mixed with most of the water that is being supplied to Delhi. "Water contamination happens because of interrupted supply, corroded pipes, mixing of sewer plant pipelines and water pipelines," he said. Meanwhile, reacting to the report, BJP president Vijender Gupta asked the government to look into the matter. He said it was a criminal offence that the government had taken no concrete steps to check water contamination yet. "At a time when 60 per cent of the households in Delhi consume water supplied by the Delhi Jal Board, it comes as a surprise that 18 per cent of the water contains human feces," said Gupta. |

New Delhi, March 10 To add more alarming facts, about 80 per cent of critically unwell newborns suffer from acute kidney injury (AKI) and as many as three lakh young children with end stage renal disease do not have access to renal replacement therapy, following which three-fourth of them succumb to their ailments, say doctors. Paediatrician and senior consultant at the nephrology department of Batra Hospital Dr Sanjeev Bagai said, "A vast majority of children do not have reach to nephrology care and the primary reasons behind it are lack of trained manpower and inadequate specialised centres of treatment. There are around 15 specialised centres in India." To tackle the tremendous disease burden, it is important to catch the disease at its initial stage and this, according to Dr Sanjeev, could effectively be done through school health programmes, entailing simple urine test and monitoring of blood pressure. Besides, the parents have to be apprised of the basic symptoms of kidney ailments, which in the majority of cases, as per experts remain undiagnosed until 50 per cent of the damage occurs. Calling for immediate intervention, Dr Sanjeev explained, "The parents should ensure that the child does not have less than 8 mg/dl of haemoglobin and reduced growth in terms of weight and height. And if the child shows obvious symptoms of vomiting, headache, less flow of urine, the child should be immediately rushed to the doctor." Owing to several reasons, like changing lifestyles, two babies among every 1,000 live births are found to have some or the other anomalies and of these, nearly 20 per cent of the abnormalities are associated to the kidney. Thus, early diagnosis through ante-natal foetal tests would go a long way in saving several children from the life-long pain in the form of urinary tract infection, which if left untreated, would lead to terminal renal damage and scarring of kidney, said Dr Sanjeev. |
Blocked road: DC pulls up NHAI
Gurgaon, March 10 The NHAI and DSC people, who seem to be working in consonance, had blocked the said exit point by dumping loose soil and parking huge dumpers and other equipment there. After having knocked at all possible doors to get the exit point opened, the local residents, industrialists and employees got fed up and staged a protest demonstration and even employed a JCB machine to clear the blockage yesterday. The protesters were also stoned by DSC men deployed there. Chairing a meeting of NHAI and DSC officials a day after the clash, Meena pulled up the NHAI officials for the undue delay in getting the formal approval in this regard. Manoj Garg, the manager of the local NHAI office, assured the DC that the case would be taken up at the technical members' meeting of the NHAI scheduled to be held tomorrow. The representatives of DS Construction said they were ready to provide access to the general public through the said point, provided the NHAI gave formal approval for it as the NHAI is a co-sharer in the toll amount collected. |

The RWC concept came into being following persistent demand by the RWAs for more say in the manner their areas were governed, decisions were taken for the development plans and works were executed. The RWC will be constituted by one representative from each RWA within a ward and will be chaired by the councillor of the ward. |
BJP to attack govt over Chauhan row
New Delhi, March 10 The budget session is to be started on March 15. The PWD minister had tried to pressurise a team of the Excise Department for tax evasion in favour of the resort owners. Leader of the Opposition in Delhi Legislative Assembly Vijay Kumar Malhotra said during the session the BJP would demand the resignation of the PWD minister from the Chief Minister. Tomorrow a delegation of the party will visit Lt Governor Tejender Khanna with this demand. Later, they will meet the President. Malhotra also announced that he had resigned from the committee constituted by the government to examine the division of the Municipal Corporation of Delhi (MCD) in different units. The BJP has decided to oppose the government for division of the civic body as by doing this government wanted to bring the municipal body under its jurisdiction. It's a party decision, he said. He termed the government's decision to divide the MCD as politically motivated. The MCD is being ruled by the BJP. The Congress government in Delhi has always been critical of the MCD. Now, it has constituted a five-member committee to examine a possible division of it, Malhota said. He added that the BJP would cooperate with the government provided committee's mandate is extended to suggest reform in the Delhi Development Authority and the Delhi police. The government had in the past setup various administrative committees to recommend reorganisation of the civic body, but this was for the first time that a committee comprising political leaders had been formed. Senior minister AK Walia was appointed as chairman of the committee which also included his cabinet colleagues Arvinder Singh Lovely and Raj Kumar Chauhan. The committee, which will meet tomorrow for the first time, is expected to study all recommendations of earlier committees constituted by the union government to suggest reforms in the MCD. |
Residents to hire private guards
Greater Noida, March 10 "The Greater Noida Authority deployed security guards at the gates of every sector. There are five or six gates per sector and two guards were deployed at each gate. This was done to attract the buyers as guards provide a sense of security," said Ramesh Negi, general secretary, Lok Kalyan Sammittee. "Since last year, the authority has discontinued the services. This resulted in rise of theft cases. Now, the residents are collecting anti-theft funds and hiring security guards at the block-level Residents Welfare Associations," said Negi. "The residents have adopted block-level security concept as was being done in Noida," said Negi. "However, there is a need to employ proper security guards. Their police verification is must, otherwise these guards would connive with criminals which could lead to major criminal strikes," Negi added. Meanwhile, the police has promised to intensify patrolling in the sectors at night. |

Held for shooting friend over money
New Delhi, March 10 Surender (38) was found dead with bullet wounds in his house in Bankner village. According to Chhaya Sharma, DCP (Outer), Sharma and Surender were good friends and the former had loaned Rs 5 lakh to the latter. "Surender had borrowed the money for his business. However, when Sharma asked Surender to return the money, Surender kept making excuses. Finally, Surender promised to return the money on March 6. On the day, Sharma reached Surender's house and asked for his money, but Surender refused to pay. On this, Sharma got furious and shot Surender and fled the spot along with Surender's mobile phone," said Sharma. He added that the police had recovered the weapon used in the murder. Sharma is a graduate from Delhi University and an agriculturist in Sonepat. |
Minister’s nephew held for beating lawyer
Faridabad, March 10 According to the station house officer (SHO) of the SJM Nagar police station, Ravinder Singh, the accused, Dani alias Dinesh, was arrested from the court area here. The SHO said that Dinesh was presented before a court and had been sent to one-day judicial custody. The FIR in the case was lodged on the complaint of Kundu. He has alleged that Dinesh, a nephew of the minister, along with four others assaulted him in the Sainik Colony market on February 25 and told him to leave Faridabad within three days. Kundu lives in Sainik Colony, where Mahender Pratap also lives. In his complaint, Kundu has alleged that Dinesh and his five men attacked him in the Sainik Colony market on January 1also. An FIR was lodged in connection with the January 1 incident also. In the second incident, in connection with which the arrest has been made, Kundu has alleged that Dinesh attacked him at the behest of the minister. Kundu had met Chief Minister Bhupinder Singh Hooda, demanding justice. |

New Delhi, March 10 According to the police, Chijioke claimed to be a footballer and played for Liverpool Football Club in Nigeria. Chijioke came to India on a multiple visa. “About a year back, he met a fellow Nigerian, Prince, residing in Tilak Nagar who was supplying cocaine to high society people and foreigners," said DCP (crime) Ashok Chand. The seized cocaine was given to him by Prince. In the second case, another Nigerian Emmanuel Okafor (26) was apprehended from near the Mandi House Metro station on Monday allegedly with 13 gram cocaine. "Okafor came to India about two years back on a business visa and stayed for one year in Tamil Nadu and started a business of export of sports T-shirts to Nigeria. Later, he shifted to Delhi where he came in contact with one Mike and started supplying cocaine at parties," said the DCP. A teenager Vivek Kumar was also arrested with 6 gram charas on the instance of Okafor. |
2 factories not having creches fined
Noida, March 10 The assistant commissioner of the factory department, Subhash Chand Vishwakarma, said," In 2010, some trade unions had filed complaints against ten factories for not having creche. As per the rules of the Factory Act, any factory employing more than 30 females has to set up a crèche." "Seven of these factories set up crèches on getting notice from the department. But the remaining three did not pay any heed. The matter then went to court," said Vishwakarma. "On Tuesday, the chief judicial magistrate court directed two of the three factories to pay Rs 51,000 each as fine. The decision on the third factory is expected to come shortly," said Vishwakarma. Former president of the Noida Management Association, Dinesh Jain, said, "The association has appealed to the member industries to set up creches and other facilities for employees as per the Factory Law. "In respect of hazardous process industries, any such unit employing more than 50 workers must have an occupational health centres. The centre should have adequate and qualified personnel and facilities," said Jain. "For crèches, one female in-charge and one female attendant for every 20 children is must. The woman in charge should possess a nurse's qualification," said

Medha fined for not appearing in court
New Delhi, March 10 Metropolitan magistrate Munish Markan imposed a fine of Rs.5,000 on Patkar in a case lodged by her against V.K. Saxena, president of the Ahmedabad-based NGO National Council For Civil Liberties. "Impose a cost of Rs 200 on the NBA leader in another defamation case filed against her by Saxena," said the court. The court observation came after Patkar's counsel sought exemption for personal appearance, saying she was unable to appear before the court as she missed her flight from Indore. The court also noted that this was not the first time she was seeking exemption. O.P. Malaviya, counsel for Saxena, opposed the plea of Patkar, saying that it was not supported by any document. "The cost of Rs 1,000 in each of the two cases was imposed on her for the same reason earlier," said Malaviya, adding that Patkar has not been attending the court proceedings regularly. The case, filed by Saxena, was transferred from Ahmedabad to New Delhi by the Supreme Court on the plea of Patkar, who said that she feared for her life in Gujarat. Patkar had filed a criminal defamation case in Delhi against Saxena in 2000 for allegedly publishing advertisements against her and the activities of the NBA.
